Tanzania helped foil terrorists attacks intended to disrupt last year’s General Election in Kenya and President Uhuru Kenyatta’s swearing-in ceremony.

In an exclusive interview with Saturday Nation, President Jakaya Kikwete revealed, however, that the terrorists were arrested, scuttling the attack plans.

“I remember we had to deal with some groups that wanted to disrupt the Kenyan elections; they were trying to hide here and we had to arrest them before the Kenyan elections but these are issues that we always deal with quietly,” the Tanzanian Head of State said.

His account was confirmed by senior Kenyan security officials on condition of anonymity as the matter was of utmost secrecy.

Acting on information from the Tanzanian authorities, four suspects were picked up on the eve of the March 2013 elections.

About three others were arrested just before President Kenyatta and Deputy President William Ruto formally took the oath of office at the Kasarani Stadium in front of thousands of spectators and over a dozen African Heads of State.

DIVULGE DETAILS

President Kenyatta and senior security officials have previously hinted that Kenya has on several occasions nipped in the bud, plans for major terrorist attacks, even though some, such as the Westgate Mall attack, succeeded.

In a recent interview, President Kenyatta praised security forces for stopping terror attacks but declined to divulge details.

In Dar es Salaam, President Kikwete said early this week that terrorism and religious extremism remain key threats to peace and stability in the region.

He said religious extremism went beyond the scope of domestic political tensions.

“The religious extremism has nothing to do with the Union. It is a phenomenon that we all have to grapple with all of us.

It is very much related to the Al-Qaeda movement; the number of cells that they have established all over the world.

It is something that we have been working on jointly, sharing a lot of intelligence information,” he said.

The threat of terrorism has forced the neighbouring countries to be on a constant state of alert and to build capacities to carry out investigations and remain ahead of those planning such attacks.

“It is a serious matter; a worldwide problem. That time they were targeting US establishments but these days they are targeting our own people and our own establishments, so it is something we are concerned about.”

Separate interviews with senior Kenyan security officials revealed how close working relations with Tanzania thwarted at least two terror attacks targeting Kenya early last year.

At least one terror suspect was killed in Tanzania and seven others arrested.

PRESENTLY IN JAIL

Following reports that some attackers were sneaking into Tanzania to plot attacks, the National Intelligence Service (NIS) and the Tanzania Intelligence and Security Service (TISS) enhanced exchange of information, leading to the arrests.

Late February 2013, at least 40 terror suspects crossed to Kenya after undergoing training in Somali.

As a result of heightened covert security operations, about 10 of them were arrested but five managed to sneak into Tanzania.

One of them was killed by security agents there and another arrested and is presently in jail.

Tanzania was also closely monitoring its nationals who underwent terrorist training in Nguluni, Kenya, before they returned home.

Some are said to have fled to South Africa where they are suspected to be plotting some attacks.

The Inspector General of Police, Mr David Kimaiyo Friday refused to comment on the matter but confirmed that the Kenyan security agents were working very closely with the neighbouring countries in dealing with transnational crimes.

“The close working cooperation has been very fruitful. We however cannot divulge the details,” he told the Saturday Nation on Friday.

Mr Kimaiyo also said that the East African Police Chiefs Cooperation meeting would be held in Nairobi this August with the key aim of strengthening existing relationships.

In January, a similar meeting was held in Uganda.

KENYA: NOMINATED MCA HECKLED AND BOOED AT A FUNERAL FOR CRITICIZING DR.KIDERO

FIGHTING broke out at a high profile and well attended funeral at Kendu-Bay town last Friday. The scuffles briefly sent the mourners scampered in all directions for their dear lives.

The chaotic situation erupted during the burial of a prominent business woman at Konyango Jieri village in Central Karachuonyo Location Homa-Bay County . It was during the tearful sending off of Mrs Pamela Atieno Ezra Odondi Opar ,the managing director of the Big Five chains hotels, which are located at Kendu Bay Town. Pamela was the wife of Ezra Odondi Opar also a businessman in the same Kendu Bay town, which is located only a kilometers from the funeral home.

The trouble started when the Homa-Bay County governor Cyprian Awiti had just arrived in the company of several members of the County executive committee {cabinet} and were being ushered in to sit at the VIP main dais.

A local politician who appeared to have taken one or two was politely requested by the master of the ceremony to push his seat a side at the dais to create space for more visitors [VIPs}. To be seated. The man called Wycliffe Odhiambo Ojijo flatly refused to follow the instruction prompting the ODM chairman in the constituency Tom Dolla to intervene. Instead the drunken man insulted Dola sparking off fist exchange of punches. Party youths and other mourners joined the fray and descended on the man with kicks and punches. He was beaten up savagely to the ground.

Earlier on the mourners had angrily booed and heckled the County nominated MCA Mrs Monica Amolo forcing her to cut the speech short and sit down. The had lunched scathing criticism of the Nairobi governor Dr.Evans Odhiambo Kidero by way of questioning the source of the huge sums of money he was dishing out at the various fund raising meetings in Luo-Nyanza. She said the LUOs were easily and readily accepting money without knowing its source and were therefore being bought cheaply.

Amolo who is an ODM official at the County branch said she had gone to the funeral place to represent her boss Senator Gerald Otieno Kajwang,’ who is the county branch chairman of the ODM, and heckled the county nominated MCA, Mrs Monica Amolo, forcing her to cut down her speech.

These remarks appeared not to have been taken lightly by the mourners who appears to be supporting Dr Kidero

Also in attendance were two prominent members of the Luo Council of Elders led by chairman Ker Meschack Riaga Ogalo and elder Nyandiko Ongadi. Don Opar an unsuccessful parliamentary aspirant, arachuono, in the March 4, 2013 election, Achills Gogo who contested the position of Deputy governor and Charles Ong’ondo Were another unsuccessful parliamentary aspirant for Kasipul seat in 2013.

Karachuonyo MP Eng James Rege appeared briefly at the funeral but left immediately after reporting that he was feeling unwell and therefore was being rushed to Nairobi to get quick medical treatment .

Also booed and asked to sit down was the perennial election loser in Karachuonyo Adipo Okuome who was given a chance to address the mourners, but instead said that he had won the March 2013 election but was robbed of his election victory. The crowd shouted back telling Okuome that he had lost the election because he was fairly defeated at the polls.This forced him to drop the microphone and sit down.

It was later established that homa-Bay Senator Otieno Kajwang’ was to attend the the burial of Mrs Odondi, but after surveying the area and discovered that the mood of the people and the area was that very hostile ground. He skipped it and instead sent Mra Amolo. Sen Kajwang; of late is having lean time and seemed to have lost touch with the peole in Homa-bay County following his recent recklessness in attacking the Nairobi governor Dr Kidero who has become the darling of the people in most parts of Luo-Nyanza.

Kenya: KISUMU CLERGY TO EXPEL “A BLACK SHEEP” AMONGST THEM.

Members of the Clergy drawn from the entire Kisumum County are up in arms against a former Kanu party operative within the region for destabilizing the work of God within the Lakeside County.

According to the men of the frock, they have vowed to organize a public prayer day and curse the man who during former President Moi’s time acted as his blue eyed boy under the auspice of an amorphous organization whose main aim was to get hand outs from the President under the guise of bringing members of the luo community to him who by then were really hostile to his regime.

Presently the former Kanu operative is operating a church situated a long Kisumu-Nyamasaria road where we have authoritatively established that it’s attended by members of his immediate family members as many have taken off from the church because of his conish and unchristian ways which are contrary to the biblical teachings.

“This man is a sheep in a wolf skin, when we settled on the name of the fellowship which we were to register he connived with elements like him and registered the said fellowship behind our back and he has done that twice, should we still continue having him as one of our own?”the agitated clergy wondered.

They also accused the man who masquerades himself as a Bishop together with his wife as the force behind the fragmentation of the once one and all powerful fellowship which brought together all the clergy from the entire luo land.

He is also blamed for the recently conducted elections for Nyalenda,Bandani and Otonglo areas with a view of weakening the Kisumu Clergy Fellowship which is lead by Bishop Winnie Owiti wife of the head of Voice of Salvation and Healing Churches which spreads across the entire East Africa.

They also accuse the man of constantly issuing press releases and illegally signs their names without informing nor involving them and those concerned have so far recorded the statement with the police.

It can be recalled that during his joyous moments during KANU reigns he had a former clergy who is now deceased locked in police cells after defeating him in Kisumu Pastors Fellowship Network and it took the intervention of the current East Africa Law Society President James Aggrey Mwamu to have the said clergy released.

On most occasions Prime Minister Raila Odinga had to order his body guards to physically eject him from both his Karen and Bondo home when he used to frequent the two homes ostensibly to give Raila propaganda which Raila never needed.

“This man thinks people are fools, while he was with Moi he used to say so many bad things to Moi about Raila and now he thinks Raila could still buy those propaganda, we used to wonder why he would go to Raila’s homes as early as 3 am or 4am under the guise of praying for them” one luo Senator lamented.

The man who for a long time fooled donors to send money to his many church projects which were all ghosts elephants is said to be undergoing very difficult moments in life as the American Embassy has for the past ten years denied him a visa to gewtb into the country of opportunity in what they say was his “unforgiving conduct” the last time he was there.

He is always seen in most hotels within Kisumu idling and reading newspapers.

I have a feeling this matter is going to drag the presidents case , Bensouda seems to believe that her case maybe strengthened by such financial details … but her strengthening does not in any way point to information in the financial records but the elongation of the trial , I can assure you the main contest of the day will be whether the financial details are true or not and as long as she can prolong the case perhaps over a period of two years …. in her books and those of her co-conspirators she will be confident that she did her best irrespective of the inevitable outcome

KENYA: KANU HAS MOVED TO COURT AND OBTAIINED INJUNCTION AGAINST THE THREE KISUMU MEN FOR ILLEGALLY COLLECTING RENTS ON ITS PLOT.

KANU headquarters in Nairobi has moved to court and obtained a temporary injunction against three Kisumu men who are said to have illegally appointed themselves land lords on its Kisumu town based land plot.

The plot comprising of 105 small business premises is fetching close to Kshs 500,00 from the tenants every month. And the political parties dispute tribunal judge Odera Xhacha issued the order on April 3rd, 2014.

The three Jacob Omondi Nyambega, Maurice Dedan Okello and Kennedy Omolo Onyango have been barred from trespassing into the property pending the hearing and determination of the case filed by Senator Gideon Moi the party’s national chairman and Nick Salat,the party’s Secretary General,

The court injunction order says interalia that the pending hearing and determination of the case by the tribunal issue an order restraining the three, their servants, agents,employees or anybody claimin through them howsoever from collecting rent, managing the property/shops, trespassing on to or dealing with it in any manner all that property known as Kisumu Municipality 9/118 after referred to as the suit property.

The tribunal appointed one Omore Tito Odera as an official agent to help in rent collection oon the monthly and that all the money collected be deposited I a joint account of the plaintiff and respondents advocates bank account.

In this case the respondent lawyers are Olel and Odhiambo advocates while the plaintiff KANU Ingutiah and Company advocates. All the proceeds will be deposited into the lawyers joint bank account No1151502588 at the KCB Kisumu branch.

In a joint affidavit signed by Gideon Moi and nick Salat, KANU National Delegates Conference meting held at Safaricom Kasarani Sports ground in Nairobi on April 14th, 2012 all the branches countrywide were abolished and the responsibility for all the party matters were bestowed on Moi and Salat. By a resolution passed unanimously at the meeting.

In the foregoing Kisumu city or anywhere else has no registered KANU branch, so the three by arrogating themselves with the power of collecting rents on KANU land plot, which they converted to their personal use had acted unlawfully.

The popular Nairobi weekly newspaper became the whistle blower. The WEEKLY CITIZEN had carried an article which revealed that a KANU land plot had been grabbed by a group of influential Kisumu businessmen.

Moi and Salat have vowed to recover all the grabbed property of the party of independence wherever they are so that the money accrued from such property could be utilized in the party services and for the interest and welfare of the party members.

In the Kisumu case, the plot which is located opposite the main Kisumu Bus terminal was handed to a group of people masquerading as branch officials in early 1970s. The former branch official was reported to have reached the loose agreement with some traders to develop the plots and recover their money from the rent for the specific period of time. This was at the time when nearly all the KANU officials had crossed the flour and joined the opposition whose youth had destroyed the old KANU office which was built with timber.

The CITIZEN’S story alerted and alarmed the KANU headquarters the rumours went around that some unnamed persons were in the process of selling the party’s plots to an Indian business tycoon in the town.

KENYA: EAACC AND CHIEF JUSTICE URGED TO INVESTIGATE THE CONTROVERSIAL CONSTRUCTION OF ROAD LEADING TO THE HOME OF SUPREME COURT JUDGE.

The Ethics and Anti Corruption Commissions {EAACC} and the Chief Justice Dr Willy Mutunga have been urged to probe the hasty and suspicious decision by the Migori County government to construct the road leading to the home of a Supreme court judge.

Migori residents are suspicious that the work which started last weekend is coming immediately after the embattled Migori governor Zachary Okoth Obado had lodge an earlier judgment by the Appeal Court had nullified his election on march 4,2013 as the governor and recommended that a by-election be held.

Obado has since lodged an appeal with the Supreme Court of Kenya seeking to overturn the Appeal court ruling and the case is scheduled to be mention on April 23.

The road construction is viewed by Migori resident as aimed at circumvent justice.The work not only ill-timed, but is also in bad taste giving bad innuendo to justice system

The work sparked off street demonstration by the ODM youth in Migori town last Saturday. The youth demanded that the work is ill-timed and therefore should be cancelled until after the hearing and determination of the court case.

The work began within three days only after the Supreme Court had suspended the dismissal of governor Obado and allowed him to resume his work as the Migori governor pending the hearing and determination of his appeal case.

The work sparked off a street demonstration by a group of rowdy DM youth in Migori town last Saturday.

The road which is branching off the Awendo-migori main road and leading to ogwedhi Is leading to the rural home of the Supreme Court judge Jacton Ojuwang’ Boma.The youth said the construction of this road by thr county government when the area governor is embroiled in protracted legal tusle before the same court where justice Ojwang’ is a member of the bench would portray the court in bad picture. and should be cancelled in the interest of justice.

Justice Ojuwang’ Boma is the husband of the PSS for Science and Technology Prof. Corette Suda. However, a top county executive official ln-charge of Roads Erustus Nyamori dismissed the complaints by the youth as unwarranted, arguing hat the PSS Prof Suda had applied to the County to repair the road last August “At that time the work was approved we didn’t know she was married to the judge. The repair work is normal”

The construction work began last weekend only a few days after governor Obado returned from Nairobi and resumed his duties. The County truck were seen busy delivering murrams while the workers were digging drainage on the site

Other unconfirmed sources said the County was also laying water pipe to connect the home with water supplies and that the whole exercise would cost the County government close to Kshs 30 million.

CORRUPTION AND USE OF POWER-BROKERS CAUSING RIPPLES IN COUNTY OFFICES

RAMPANT CORRUPTION, BIASEDD ISHING OUT OF TENDERS, NEPOTISM IN RECRUITMENT OF COUNTY WORKERS ARE THE CAUSE OF ANIMOSiTY

RAMPANT corruption biased dishing out of tenders to selected contractors related to some MCAS,por system of recruitment of workers massive ripping off of public funds are among the major cause of animosity with the County governments.

Other factors contributing to hostilities and protracted internal political wrangling, embezzlement and misappropriation of devolving government money meant for the development of socio-economic projects.

There is also the reported intensified scrambling for the extravagant use of the billions of shillings loosely disbursed to the County governments by the Central government without putting in place the proper supervision and proper financial management by experts posted by the government.

The last one year has witnessed the extravagant usage of the government’s money on not intended projects, which are also not properly documented. The Ministry in-charge of the devolution in conjunction with the treasury should workout a tentative plan of seconding government’s financial experts to the County governments for the purpose of safeguarding the taxpayers money and ensuring that the same is put into proper use in line with the guidelines of County government’s expenditure.

MCAs are currently competing to access the County government’s funds, which they are known to put into reckless use. They have resorted to get rich quickly activities. Some have opted to purchase Lorries, tractors and motor vehicles for personal use with no relevance to the benefit of the taxpayers.

Other areas of massive corruption is through the procurement and suppliers. Prices of items such as vehicles, graders, tractors and trucks are highly inflated to create space for “Kick-Backs”.

Some of the above reasons could have contributed largely to the last week’s shooting to death of the 27 year old Kibiri Ward MCA in Rachuonyo North district, within Homa-Bay County.

The killers of Boaz Odhiambo Ondiek seemed to have been not ordinary criminal thugs, but a hired execution squad.And the police have an up-hill task to tack down the MCa’s killers and bring them to book

Taking into account that the assailants did not steal anything from the house is pointing out an accusing fingers that it was an inside work of the cowards plotters within the County government. Homa-Bay County government has been bedeviled with serious of internal wrangling ever since it was established last year. Despite the political magnanimity and dynamism displayed the County governor Cyprian Otieno Awiti, there has been some of the most unwarranted desputes over the recruitment of workers involving the workers employment board members and the governor. Some of the disputes only got resolved through the courts. But in spite of all the myriads of problems governor Awiti stands out to be the best inside Luo-Nyanza whose administration has envisaged and lined up several important projects such as ultra modern roads, infrastructure meant to benefit the rural farmers, fishermen and the rest. His administration has earmarked multi-million projects for road network, covering all the eight parliamentary constituencies.

There is also the need for the County governors in this region and elsewhere to discard the use and deployment in their offices of the idlers masquerading as power brokers. These power brokers are the same people fueling rumors and hatred among the County officials. They have become the most powerful wheeler=dealers permanently idling around governors offices in search of handout cash money from anyone who has a business to do with the County, and even visiting some suppliers and contractors as well as spreading malicious and dangerous rumors. Power-brokers are commonly found at the Kisumu, Homa-Bay, Migori and even in Nairobi offices of governors, though they have no official business to be there. The majority of the so-called power-brokers political failures or those who have tried their hands at either parliamentary and senatorial or MCA, but failed to garner enough support to propel them to the position of MPS. These people have stick to the governors like ticks and could be seen accompanying them to all the official functions officiated by the governors.

The power-brokers are also blamed for fleecing professionals and other workers seeking employment with the Counties. Some of them accept bribes money under the pretext of talking good to the governor, MCA and members of the executive committee for the purpose of securing employment. But because members of the public had seen them in the company of the governors and MCAs, members of the public targeted for conning usually believe, and cough out thousands of shilling while seeking their patronage And support.

The Siaya governor Rasanga Amoth is the only person who is credited for operating his office free of the idle power-brokers.

KENYA: THE NEW CROPS OF LUO MPS HAVE SCORED THE HIGHEST MARKS FOR BETTER PERFORMANCE.

Unlike the crop of Luo MPs from Nyanza who sat in the August House for five years during the life of the 10th parliament. This was the period between 2007 and 2013 who had performed dismally preferring the politics of sycophancy and hero worshipping and making empty slogans and noisy.

The good number of the youthful MPs who won their seats on March 4 , 2013 election have secoredred the highest marks in terms of initiating and supervising the construction of the various socio-economic development activities in, coupled with proper disbursement of CDF and devolving government funds meant for development in the region where development has remained stagnant ever since 1966.

Commonly and popularly referred to as the “Great Horns” the youthful group of MPS comprising mostly the technocrats have performed miracles .The new politics dimension in Luo – Nyanza a region which has gone through decades of stagnant developments and political marginalization spearheaded by the previous KANU administrations and put the hitherto sleeping region back on the road on once again.

Out of the 20 parliamentary constituencies, which are represented in parliament, more than half of the MPs have scored high within only one year after the March 4 , 2013 election.

Leading the pack with the Highest score card is the outspoken Suna East MP Mohammed Juneet. He has scored the highest marka which stands at “A+’ Juneet is followed immediately by the Karachuonyo MP. Eng. James K.Rege who has scored “A”. This is the only MP who has made it sure that the CDF and other devolving funds meant for the development in the constituency are controlled by a team of intellectuals, most of them university professors to ensure the efficiency disbursement to the satisfaction of the electorate.

Silvance Oselle (Kasipul Kabondi “B+” He is a green Horn, but his performance is well felt within the contituency.

Eng. Nicholas O. Gumbo (Rarieda ) has scored “B” and is said to be doing extremely well. He is also a regular contributor in the critical debates in the House.

David Ochieng (Ugenya has scored “C” while another top scorer is the outspoken Muhoroni MP. James Onyango Kaoio His Scored card is reading “B+”.

Erick Omondi Anyango (Nyatike ), is another top scorer at “A”.The abrasive and outspoken MPM is the second term and one of those who retained their seats in the March 4,2013 elections. has done wonders in the improvemetn of feeder and access roads well and other infrastructures including Ruralo Electrification program and upgrading of schools and health facilities.

Augustine Neto Oyugi has scored “B” but his performance still lagging behind the remarkable performance of his predecessor the late Joshua Orwa Ojode whose score card still stand the higness at “A”. Ojode’s achievement has remained unequalled by any other leader in Nyanza.

Eng Kobado [Uriri] the colourless MP has scored “D” while his immediate neighbours Jaret Kopiyo has scored the LEAST markS at “D-”while his immediate neighbours Jared Kopiyo has scored the lowest mark at “f”.

George Oner (Rangwe has scored C+ while his immediate neighbour Opondo Kalima has equally scored the last mark at “C+”.

Millie Odhiambo Mabone ( Mbita} the most eloquent and outspoken and firebrand and MP has scored the highest marks at {A}in a constituency where her predecessor Gerald Otieno Kanjwang now the Homa – Bay Senator had represented for close to 19 years that left no legacy ito account for his manyyears of neglect and lacklustres performance ad left not even single socio – economic projet to cater for his name millie has scored “A}. Odhiambo happen to h AS Tas the nominated MP and gained experience on parliamentary prcedures and because of her legal training ; like Martha Wangari Karua,sometime she is sounding like the lonely the voice of reason in the male dominated house’

Fred Outsa(Nyando} is another second term MP who has scored the least marks despite bragging that he is related to the ODM supreme Raila Odinga by Marriage .He ha scored but displating a lot of political mediocrity at times. “F”

John Olago Aluoch (Kisumu west ) is another top performer which score mark is lending “B+”.He is the one of the second term MPs who have performed well to the satisfaction of the electorate .His score is leading “B+”.

Joshua Aduma Owuor (Nyakach )inspite of having encountered numerous of myriads 0f problems including , the grisly murder of his parents by unkonwn assailants , across Nyakach – Kericho borders skirmishes while left six of his constituents dead has done well scoring moderate mark at “B”.

ShakeslAhmed Shabbir (Kisumu Town East)has performed poorly scoring the least mark at “D”.The MP sometimes is acting erroneously and emotionally like a youth winger which has saw him involved in public scuffles with the constituents during funeral gatherings.

Opiyo Wandai (Ugunja )who is aslo one of the “Green Horns “ has performed poorly at “D”.

Followed by the neighbour Omondi Muluan…..(Alego – Usonga )with score mark at “C”

Jakoyo Midiwo (Gem )the abrassive and at time very controversial politician in the region has done well at the constituency level being credited for having supervised proper disbursemnt of CDF and other devolving funds for for deelopment to the satisafaction of the constituents.

Gideon Ochanda (BONDO)The other (Green Horn } who has gone quiete in the constituency where political temprature usually goes up. He is perhaps still sizing him to ensure that he fits well into the sesof Dr Oburu Oginga who had performed well ever since wining the election after the death of his father the doyen of oppositionist politics in Kenya and the hero of the struggle for independence.

KENYA: CIRCUSES REPORTED AT MIWAMI SUGAR MILL AS HIRED GOONS CHASE AWAY INVESTORS AND NEMA OFFICIALS

THERE were circuses and near physical combat on Tuesday this week when a group of local land foreign investors toured the facility for the purpose of making assessment about its viability ahead of its privatization ,which is scheduled in two months time.

The investors were accompanied by the officials from NEMA, but they were confronted at the gate cf the facility by rowdy goons masquerading as local farmers and stakeholders who threatened to beat them up forcing the group to cut short and call off their mission.

It has since been established that a cartel of wealthy Kisumu based Indians with the vested interest in Miwani Sugar Mills had held a secret night meeting the with the goons previous night at undisclosed venue within Miwani and instructed the youth not to allow any other groups of potential investors to access the facility.

Mi9wani sugar Mills the oldest sugar factory in Kenya which was the first to be established in the country in 1927 by an Australian white settler farmer is currently closed. It went burst in 2001 and was placed under the joint official protective official receivership together with the Muhoroni Sugar MILLS by the government which is the sole shareholder.

The goons acting at the behest of their invisible hirer masters insisting that there should be no visit to the facility before it was advertised for privatization and were adamant not to allow any such visit. They also threatened to burn down the vehicles that conveyed the investors to the facility unless the owners made a quick about-turn.

Businessmen intending to make their bid for Miwani Sugar Mills are said to be very much scared after getting the information about the expected cut-throat competition involving the hiring of criminal thugs. \they have expressed the fear that unless the government moves much faster with speed and advertise when it plan to off-load its shares as all the five public owned sugar factories in Western Kenya the possibility of the exercise being sabotaged by the interested parties cannot be ruled out.

All the previous attempt to have Miwani sold to private entrepreneurs have always hit the snag. The attempts were followed with series of court cases filed on flimsy grounds deliberately to have the exercise time barred. When the cases were finally over and determined, some unnamed officials at the lands Ministry corruptly and deliberately withheld the facility’s land title deeds pre-empting the transactions.

The major source of all the commotions is the 10,000 hectares Miwani nucleus estate farm, which some wealthy cartel of RICH Indians tycoon based in Miwani and Kisumu have focused their attention and hell-bent grab through the hook or crook. These cartels of crooks have been putting all sorts of barriers on the path of Miwani Sugar Mll’s privatization, while its owner which is the government seemed to be toothless bull=dog on the issue.

The carcasses which erupted at the facility is the clear indication that something fishy is going on, which calls for the government action.

KENYA: KISUMU MCA INFECTS COLLEAGUE WITH SYPHILIS DISEASE

Some members of Kisumu County Assembly are calling upon the area Medical Director Dr.Ojwang’ Lusi to invoke the Public Health Act and arrest one of their colleagues who has a sexually transmitted disease which he infected a female colleague with during their recent retreat in Kwale within Coast Region.

The agitated MCAs are saying that if their colleague is not treated then he will paint the county red with his veneral disease as witnessed recently.

“The female MCA who comes from Nyakach Constituency no longer stays with the husband as she infected the husband with that “thunder” and she was sent away, I am really surprised that in this era some people still have sexual intercourse without protection “lamented one of his colleagues.

Another MCA added that if the said people’s representative is not forcefully taken for treatment then they will introduce a bill to compel the Medical Director to treat him or obtain a court order.

They wonder how many of the leaders’ female voters have faced what their female colleague underwent.

“Seems he has infected many with that STI as he has a very itchy loins and he is always randy” added another female MCA.

The always shabby haired, thick, squawky walking and illiterate MCA who is behind the damage was once the late Kisumu Town MP Job Omino’s house boy and later became a pimp for most luo leaders which has twice earned him nomination on Raila Odinga led party for two terms as he has never won any of the party’s primaries.

He is said to have had the STI disease since he entered the assembly and has been spreading it like bush fire.

Contacted for comment, the legislature said that its his closeness to Raila that is making his fellow MCAs to say those things against him.

KENYA: LUO MPS BITTER WITH AREA POLICE FOR MISSING RUTO’S HANDOUT

A section of luo Members of Parliament are up in arms against Kisumu County police and the Provincial Administration for having “hidden and failed” to invite them to Deputy President William Ruto’s function last week in Kisumu and missing the generous handout from the DP.

Ruto who was being hosted by the Seventh Day Adventist Church in Kisumu towards the the construction of their Western Kenya Headquarters caught many by surprise whewn he landed directly at the venue with a chopper after seeing off President Uhuru Kenyatta at Kisumu’s International who flew to Rwanda after they had flown in from Nairobi then headed to Funyula.

Surprisingly none of the luo Members of Parliament nor any Senator attended the function save only for Homa Bay Governor Cyprian Otieno Awiti and the host Jack Ranguma.

The MPs who were in various functions within and out of their constituencies were said to be making ranting calls to their men on the ground demanding to know if they could catch up with Ruto.

However Ruto took only thirty minutes to raise over kshs 20 million and left for Nairobi as most of the MPs were on their way to his function not to contribute towards the harambee but to see him with a view of “milking him”.

“My boss was disappointed as we were making our way from Kericho to Kisumu only for us to reach Kaitui and see the DP chopper heading to Nairobi, he was on his private errands and had hoped to get some little money from the DP” lamented one aide of luo MP.

Ruto had earlier been accompanied by his youthful MPs who gave generously during the function.

One MP called a senior police officer within the County and threatened him with a transfer if that is how they will be handling them in regard to both the Presidential and the DP tour.

“How can they hide such a visit from me yet I am an MP within this area, either they did it intentionally or they had firm instructions to keep us in the dark “said another MP.

Another one is said to have called a Provincial Administrator within the county crying to him why he was never told of such a visit.

“Bwana Governor, you know how generous that man usually is, surely what wrong did I do to you to hide such a visit from me, imagine I have been trying to see him for the last four months in his Nairobi office in vain over money’ said another.

But a section of the area Police and the provincial administration have told off the MPs saying there mandate doesn’t extend to telling the legislatures who is to visit the county.

“They are with them in Nairobi, they can be going to to the said offices and look for the itineraries of anyone senior in the government who is to visit their constituencies, ours is coordination and security provision” said a senior police officer within the county who never wanted his identity revealed.

Later most of the MPs were seen physically going to leading hotels within Kisumu town with a view of “being lucky” to see any senior government officer who could have spent a night in Kisumu

WHY OLE LENKU WON’T END AL SHABAAB OPERATIONS IN KENYA

Kenyan interior minister Joseph ole Lenku has banned all Somalia refugees residing in Kenyan towns to go back to their refugees’ camps. In your opinion do you think this can end al Shabaab operations in the country?”

Thank you for this important question Chris. This verdict came days after worshippers in church in the coastal town of Kenya Mombasa were attacked leaving at least six dead and many others injured. In my own opinion I don’t think this can end al Shabaab operations in the country.

Somali refugees have been living in Kenyan main towns over two decades since the fall of the central Somali government in early 1990. You will agree with me that since then the Somalis refugees have been living peacefully.

For ole Lenku to end al Shabaab operations in the country he is first of all to know the reason why they target Kenya. The attack began in October 2011-June 2012 when Kenya and Ethiopia helped the Somali government fight and reduce al-Shabaab’s control over Somalia via Operation Linda Nchi.

This attack will only end when Kenyan troops stop withdraw from Somalia. Since al-Shabaab saw itself as fighting for the spread of Islam — the Islamist jihadi version — Kenya was guilty of assaulting God and the Prophet Mohammed. Islamist jihadi law asserts the punishment for such an offense is death.

Understood this way, even if you send all the refugees back to Somalia al Shabaab operations in Kenya will continue. They need a soft, high-profile target that would result in numerous dead civilians in the most horrific manner. It explains why Westgate attack was perfect for this.

It explains further why in July 2010, al-Shabaab suicide bombers attacked two sports clubs in Kampala, Uganda, packed with civilians watching the FIFA World Cup final. The explosions killed 74 and wounded 70 — revenge and Islamist jihadi “defense” for Uganda’s participation in the United Nation’s African Union Mission in Somalia.

The reason why al Shabaab will continue its operations in Kenya and its neighboring countries even if all Somalis refugees are sent back is that al Shabaab has strengthened its movements in Kenya. They have even trained Kenyans in their camps.

It also means that Islamist jihadism has expanded in Africa. That is why aside from Somalia and Kenya, al-Qaida-related groups are increasingly active in Egypt, Libya, Tunisia, Algeria, Mali, Nigeria and Tanzania. That is why al-Shabaab has not only become a more serious threat to Kenya but also Africa and the international community.

The top tier of al-Shabab’s leadership is composed of committed international jihadis, many of whom have fought in Afghanistan and other battlefields of the war on terrorism, which derive a good deal of their political and financial backing from the Somali diaspora, and especially from the thriving Nairobi community of Eastleigh (which is often called “Little Mogadishu”).

KENYA: VILLAGERS FLED IN DISSARAY AFTER THE POLICE VAN PULLED UP IN THE CRIME PRONE MARIWA

A large group of villagers fled in all direction following the unexpected arrival of a police men who were on a mission to investigate a non-related case of a murder suspect.

The incident occurred near Mariwa Market, Sakwa South Location, Awendo district within

Migori County. It happened when the villagers gathered in the homestead of one deceased person called Oyamo Doty who was lynched last week by a mob of motorbike boda boda riders who were in hot pursuit of a murder suspect.

It happened at the time when the villagers had converged in the deceased home to deliberate on funeral arrangement meeting to prepare or the burial of the deceased scheduled for next week.

The police van carrying the OCS at Awendo police Station to investigate the whereabouts of the suspected killer Dan Okoth Aero Ranyimbo who is linked with the recently mysterious killing of a boda boda rider, a Form Four student whom he had hired from Migori to take him to his home near Malunga primary School and whose decomposing body was a week later discovered in the thicket near Oyani Bridge on the main Awendo-Migori road.

The killing sparked off last week orgies of violence in which several houses in the home vilage of the suspect were set ablaze and torched into ashes. This is when the mob comprising of close to 200 boda boda motorbike riders from Migori invaded the home village of the suspect on a revenge mission to protest the death of their colleague. The suspect is reported to have smelled a rat and fled his home much earlier and went underground. This is after his dwelling house in Mgori town had been burnt down with all the household worth thousands of shillings.

After failing to locate the suspect the mob visited another home of his friend by the name oyamo Doty, who was reportedly feeling unwell and had gone to the nearby Mariwa Health Centre for medication When they caught up with Oyamo the mob dragged him out of the hospital beat up unconscious before tying his already buttered and weakened body on a motorbike and rode with him for nearly 20 kilometers to a place called Kanyuka where they killed him. The mob also beat up nurses and medics staff before they vented their angered at the villagers who had gathered near the health facility with the purpose of rescuing him. They left several villagers with injuries and event he police team which arrived at the scene from Awendo could not rescue him, but took to their heels and left the scene in huff.

When the police van pulled up, those in attendance took to their heels and fled in disarray and vanished into the nearby sugar cane plantations, only leaving the chairman of the funeral committee Babu Oloo alone.

The village elders together with the local administrative chief later converged in the suspect’s home and gave his family an ultimatum to produce the suspect, who is currently in hiding, to the police within the shortest possible period of time so that he could face the murder charge. Before the court of law.

Information emerging from Awendo, MIGORI AND Mariwa have hinted that the suspect Dan Okoth is hiding somewhere in Kisumu City where one of his wives is working as a nurse at one of the government hospitals.

The suspect’s wife who hails from Asembo in Rarieda has a house in one of the nurses quarters where the suspect killer is said to be hiding while trying to escape from the long arm of the law. His other wife who is also said to be a civil servant had their Migori in search of the suspect and will only stop after the culprit is apprehended by police to answer for his heinous crime.

The suspect is said to be a hard-core criminal and has always committed serious crimes, but always got away scots-free after his release is brokered by the deceased Oyamo Doti,

KENYA: MIGORI IMPENDING GOVERNOR’S BY-ELECTION MAY TAKE A NEW TURN

POLITICAL TEMPERATURE IN MIGORI COUNTY HAS RISEN UP AHEAD OF SUPREME COURT JUDGEMENT.

NEWS EMERGING OUT OF Migori County indicating an area where political temperature has risen sharply following the recent Court of Appeal decision that saw the former governor Zachary Okoth Obado‘s election victory nullified and fresh polls ordered.

Governor Obado has, however, moved to and lodged an appeal with the supreme Court of Kenya challenging the appeal court’s Decision.

Indications are that the outcome of the Supreme Court judgment is likely to create dilemma for the ODM, which is arguably the dominant political party in the region. Going by the weekend utterances attributed to Migori Senator Wilfred Machage, sharp division and fallout between the two main communities sharing Migori County namely the Luos the majority and the Kurias the minority there in the impending tug-of-war as to who should be the running mate of an ODM candidate should the court throw out the case filed before it by Obado and order for fresh polls.

According to Senator Machage’s statement the 70,000 Kuria voters will settle on nothing less than one of their own being the running mate of an ODM candidate.

During the March 4, 2013 election ,Governor Obado had picked up a Mr Nyamhanga as his running mate on the PDP ticket. At the same time PROF. Edward Akongo’ Oyugi had picked Mrs Anne Omondho Anyanga from Nyatike as his running mate. The two had jointly petitioned the court against Obado’s election.

He has received unanimous support, and even all the The popular opinion in Migori is that Prof. Oyugi should be given direct ODM party nomination and should not be subjected to the primaries.

This suggestion that Prof Oyugi be exempted from primary has received unanimous support of the electorate. This suggestion has also backed by all the ODM MPs representing various constituencies within Migor county with the exception of one namely the rebellious Rongo MP Dalmas Otieno ,who has since declared that he had ditched the party and is currently in the process of forming another political party in the region to rival the ODM

Sources at the ORANGE House the Nairobi based headquarters of the ODM have confided to us that the decision to issue Prof. Oyugi with the direct party nomination is high on the card.

All the indications are clear that the PDP, the party on whose ticket Obado and Nyamuhanga had contested the governor’s election as running-mates and won has since then abandoned the CORD coalition and now an affiliate of the jubilee. PDP which is headed by the former South Mugirango MP Omingo Magara was previously allied to the CORD coalition. And in the event of the fresh elections being called by the IEBC, the duo will have to look for another party’s ticket to contest the election.

The weekend remarks made by Senator Machage has earned him scathing criticism from the electorate and ODm leaders in Migori who have told the Senator to immediately desist from making parochial statements, which only made ODM leaders in the region and supporters to question his loyalty to the party.

Sen.Machage was given direct nomination in 2013 at the insistence of the ODm leader Raia Odinga, by all the standards had sacrificed the former Migiori ODM county branch chairman J.Magaiwa who was prevailed upon to stand down for Machageion the undersadig that this would persuade all the kuria voters to cast their votes for Raila Odinga in his presidential bid. The plan did not work and Magaiwawh had withdrawn his candidature for the Senate seat in anger moved to the URP, though he did not contest the election he used his political clout and influence to drum the Kuria support for the jubilee coalition of TNA/URP collation. Magaiwa’s efforts yielded the fruits that saw all the two parliamentary seats in Kuria East and Kuria West won by the URP/TA coalition. Raila Odinga the votes sharing arrangement and plan which had been brokered by Dalmas Otieno flopped and Raila Odinga garnered the least number of the presidential votes in the region where President Uhuru Kenyatta harvested the highest number of the 70,000 or so votes within the Kuria community.

Odm leaders this week warned Sen. Machage that stern disciplinary action might be considered by the party against him for tying to coerce ODM to nominate a non-member as its running mate ON ITS ticket.

“If Sen. Machage had any other party has something mind that would guarantee him a Kuria tribal running-mate for the governorship then he is free and within his democratic rights to quit ODM altogether with the Kuria voters and join that party, but he should not try to rock the boat from within.. There are well over 280,000 registered voters in Migori county and the 70,000 votes in Kuria region are like just a peanut and a small fraction in this cosmopolitan Senatorial electoral constituency and as such the ODM can still easily emerged the victorious with or with9ut Kuria votes ,said an ODM MP who requested for his anonymity.

20TH ANNIVERSARY, RWANDA GENOCIDE, PRESIDENT UHURU KENYATTA’S STATEMENT

STATEMENT BY HIS EXCELLENCY HON. UHURU KENYATTA, C.G.H., PRESIDENT AND COMMANDER IN CHIEF OF THE DEFENCE FORCES OF THE REPUBLIC OF KENYA DURING THE
20TH ANNIVERSARY OF THE RWANDA GENOCIDE, KIGALI, RWANDA, 7TH APRIL, 2014

I join you today, pleased to be here but bearing a heavy heart in remembering the terrible events that got underway this day, twenty years ago. The people of Kenya reach out to their Rwandan brothers and sisters; we mourn with you, and join you in our determination that genocide will never find space in our region again.

For a hundred days, Rwanda suffered grievously while the world watched without daring to step in and fulfil the famous pledge of “never again” made after the Jewish Holocaust. Almost a million Rwandans were lost in an escalation of violence that had plagued Rwanda for decades with its roots in colonialism’s racist ideology and a post-colonial state that practised the politics of division and terror.

These beautiful hills were deluged with pain and death. The world’s refusal to act against the killers exposed the gulf between high-minded avocations of humanity, and the calculating approach that judges ‘interests’ against human lives.

Our region also stood aside, and for that we owe the most profound apology to the people of Rwanda. We have learned that no one from far away can be relied on to come to our aid; we must build an independent capability and will to protect the lives of our children and their futures.

This is why as the chairman of the East African Community I believe that we must ensure that our region is as strong on security and mutual aid, as it is in trade and economic integration.Building an EAC
in this second decade of the 21st century that would have intervened in 1994 is the least we can do to honour the memory of the dead.

Rwanda learnt its painful lesson well. We proudly watched you go about the business of burying your dead, seeking justice for them by pursuing the killers, and then building a country that disavowed ethnic division, and promised good government.

Your nation is a phoenix, home of millions of unsung heroes.I salute the Rwandans who endured and survived. I applaud those who reached out to save their neighbours. I thank the Rwanda Patriotic Front for doing what so many others were unable or unwilling to do. I join hands with your President, H.E. Paul Kagame, in working toward a region that is prosperous, brotherly and safe for all our people.

We have learnt from your outstanding example of resisting the politics of ethnic division. We too have suffered from the violence that arises from not putting colonial divide- and-rule narratives to rest. We must guard against those who sought to dominate and exploit us all those years ago, and who even today pursue their economic and geopolitical interests with scant regard for our independence and sovereignty.

But that is not all we need to guard against. We must take the Rwandan example of Gacaca to deploy home-grown solutions that find the difficult balance between the victim’s craving for justice and the nation’s need for reconciliation and peace following conflict.

The dreadful media of Kangura and Radio RTLM must be remembered for us to reject hateful and inflammatory speech that seeks to turn us against one another on the basis of ethnicity or religion.

We must also guard against deniers of the genocide and their supporters. We note that genocidaires remain abroad, openly rejecting the horrors of 1994 and even seeking to argue, from reputable rostrums, that it is they who were the real victims. This is a way to hide their vile agenda, which is nothing less than the continuation of the genocide by narrative means, behind admirable norms such as free speech.

We are not fooled for one instant. Free speech is not hate speech. Denial of the 1994 genocide is not an exercise in academic freedom or democratic politics; it is a cloak for murderers who to this day believe their genocidal work is not complete.

Rwanda has moved forward together with Kenya and East Africa. You are no longer just a nearby country; you are a first-line partner in our transformative political and economic enterprises. These days we look out for each other.

Although we do not expect mass violence to revisit Rwanda, our history has taught us the need for vigilance. The Inter-Government Committee on the Great Lakes Region (IGCLR), the Eastern Africa Standby Force, and other arrangements remain at hand to ensure that our region is never again home to mass murder and genocide.

Our concern extends to the tragic events in South Sudan and the Central African Republic. Kenya has worked hard to engage in the search for peace in these troubled countries. Our troops like those of Rwanda have been deployed to protect civilians, while our diplomats work overtime to forge stability and then peace. We must not allow those crises to escalate any further into the kind of mass atrocities that would betray our determination to ensure that “never again” is a real promise.

Let me finish by telling all Rwandans that in Kenya you have a friend. We grieve with you, and honour the memory of all who suffered and perished. I pray with you for the souls of the dead, and for the healing of their families, friends and compatriots. I look to the future in expectation of continued stability and progress. Stay united and independent. I wish you all God’s blessings – and peace, love and unity always.

The Republic of South Sudan became independent on July 9, 2011 and the first elected President of the Republic of South Sudan, Gen. Salva Kiir, was sworn in to protect the constitution, the right of people, and to defend the integrity of the nation. Soon afterwards, President Kiir violated this solemn duty and began to lead the nation alone and ruled by issuing Presidential Decrees. He disagreed with his former SPLM colleagues and because he wanted to eliminate his opponents, he falsely created a story that a coup had taken place.

This false alleged coup transpired into a massacre of only Nuer tribe in Juba even though the leaders, who carried out the rebellion were Dinkas, Nuers, and many other tribes. If this was a legitimate coup carried out by leaders from various tribes, what then would turn it to become a Nuer problem that would cost thousands of Nuer their lives.

What really happened on Sunday, December 15 and why did it happen?

Human rights watch and observers have expressed opinion of the war as being tribal. The element of such claims cannot be completely denied from what had happened. However, what is currently happening is a war between the citizens who want to liberate south Sudan from the hands of dictatorship and to return the nation to the objectives and aspirations of the SPLM liberty, equality and prosperity where democracy is the pillar of these objectives. The people of south Sudan fought against undemocratic policies in the North and never regretted to lose 2 million lives. Our objective is to live in a free, fair and democratic nation where freedom of expression is not a privilege but a right to every citizen as enshrined in the transitional constitution of South Sudan. It is President Kiir’s private army that turned the conflict into tribal war.

South Sudan is a country ruled with Aristocracy and Dictatorship theories, whereby aristocracy is guru where government don’t listen to the citizens but the executive does everything on behave of the citizens being it right or wrong. The case of aristocracy resulted to an infected transitional constitution of the Republic of South Sudan where there were no inputs from the citizens but the then cabinet and legislatures passed the worst transitional constitution in the world history, powers are invested on one man who can do anything he wants any time. Dictatorship is a guru of doing things the way you want them to be, any time anywhere.

Politicians from Nuer community who are still supporting a collapsed government happened to come to Nairobi last week and tried their best to bribes youth in Nairobi in order to waver their support to the regime that has lost credibility and legitimacy in the eyes of the international community and the South Sudanese at large, they called for a public meeting twice and the mighty youth refused and interrupted their meeting because the agenda of the meeting were as follows;

Call for a press conference and denounce the wavering support for the SPLM/A in opposition
Send delegates to Juba and meet the then president in order to assure him of our support in Nairobi
Talked to IDPs in the UNMISS camps in Juba to go back to their homes
Advised the dissatisfied youth not pick up arms against the Kiir regime
Denounce the massacre in juba and other places and put blames on Dr Riek/SPLM/A in Opposition about the death of the of the people

Having listed the above mentioned points from the desperate, naïve, egoistic, self-centred, nay, arrogant, bloodsuckers, filthy-minded politicians, we want to bring to the attention of South Sudanese in opposition who are so bold to fight for liberty, justice and prosperity for South Sudanese that we the students and Youth of Nuer community in Nairobi affirmed our unrivalled support for the SPLM/A in Opposition for their objectives and vision for the republic of South Sudan and the aspirations, objectives of the SPLM/A as a party. The politicians who came to Nairobi had no dignity, integrity, credibility, legitimacy, and we denounced them as representative of their respective constituencies. We regretted for the obvious reasons to elect them to represent our constituencies during the previous election. you cannot sit and watch your people being burnt to death in your present and have the energy to face the mass claiming there was no killings in Juba targeting one ethnic community, your mission to bribes us with our own resources is un-coming.

These are the Kiir’s sycophants and wanted to destabilize the unity of purpose of the youth in opposition currently living in Nairobi. We had a respect for you before then, but you can only tell the colour a chameleon with its environment, as the environment changes, its colours also changes. We have now known that you don’t care for anything less than money and power.

We want to assure you, that this is the second liberation for equality, freedom, nationalism, patriotism, and most importantly the supreme sovereignty of the Republic of South Sudan, we need national independence, well secure country, and a well- defined constitution for South Sudanese.

The SPLM/A in Opposition were bold in enough to challenge the master (Gen Kiir) publicly for his dictatorship tendencies which were feared by many. We admire their boldness and prefer to be around them because their self-confident makes us gullible of the capricious and that is the testimony of our truism.

The United States supports Nairobi’s fight against terrorists, but it’s getting very ugly.

MOMBASA, Kenya—“The state wants to kill me,” the 53-year-old jihadist Abubakar Shariff Ahmed, better known as “Makaburi,” told me in late February. He said he was sure that one day he’d be gunned down by “unknown assailants” on a street in Mombasa. That’s how so many controversial Islamic leaders have died in Kenya in recent months, he said. And then, earlier this week, the prophecy came true.

On Tuesday, “unknown assailants” gunned down Makaburi as he was leaving a courthouse outside Mombasa. Makaburi was waiting by the side of the road along with four other preachers when a vehicle pulled up and sprayed them with bullets. Witnesses reportedly saw Makaburi’s body, swaddled in a white kanzu, or robe, lying partly in a ditch. His colleague Sheikh Bohero also was killed.

Kenya: Father Omolo Beste’s Homily on Fifth Sunday of Lent

Today is the fifth Sunday of Lent, the last week of Lenten Campaign 2014. The theme is similar to last week: Constitution and people’s participation in devolved governance. Despite the fact that the village of Bidii had worked hard to have new laws that would introduce better governance systems, this was not.

The leaders ignored the people in decision-making processes and came up with projects that were not for the common interest of the people. The leaders prioritised projects that benefitted them. The people’s standard of living was low because of poor roads, poor health facilities and services, poor education facilities and services, lack of supply of clean water and sanitation.

This raised concern from the people about their government’s performance and prioritization. There has been very little, if any, public participation in constitution implementation. For example, most of the laws that have been enacted by parliament since the promulgation of the Constitution have been rushed, leaving very little room for citizens to participate. The result has been laws that contradict the spirit of the Constitution.

To avert all these social ills, the devolution rules and systems thus need to be properly designed and implemented. There is need for Citizens to master how devolution works. This will enable them develop mechanisms to demand for service delivery, get involved in county businesses and hold their government to account.

The objective of 47 County Governments are to oversee the following functions within their area of jurisdiction:

1. Agriculture (crop and animal husbandry).

2. Fisheries.

3. County health services.

4. Cultural activities.

5. Public entertainment and public amenities.

6. County transport.

7. Trade development and regulation.

8. County planning and development.

9. Pre-primary education, village polytechnics, home craft centres and childcare facilities.

10. Implementation of specific national government

11. Policies on natural resources and environmental conservation

12. County public works and services

This brings us to action questions:

1. As citizens, what role can we play to ensure proactive and meaningful public participation in governance processes at both national and county government levels?

2. How has government and public institutions been involving you in their work in your locality?

3. What do you think are the pre-conditions for effective citizen participation?

4. What are the benefits of participating in your governance processes?

The key note message to the Governors and members of the County Assembly in Kwale by the Constitution Implementation Commission Charles Nyachae adds further challenge:

1. Why did we opt for the system of devolved governance?

2. What are the lessons learned from the 50 years of the type of governance systems that we were subjected to?

3. What is our vision for our counties and what have we accomplished so far as we implement the system of devolved government?

4. What must we do to keep on the track for the implementation of the system of devolved government and the constitution of Kenya 2010?

The constitution of Kenya 2010 seeks to correct this, to ensure equitable sharing of national and local resources throughout Kenya; to facilitate the decentralisation of state organs, their functions and services, from the capital of Kenya; and to enhance checks and balances and the separation of powers.

Today’s first reading is taken from Ezekiel 37:12-14, second reading from St Paul’s letter to the Romans 8:8-11 and the Gospel from John 11:1-45. The Gospel talks of ill man, Lazarus from Bethany, the village of Mary and her sister Martha. The man Jesus rose from death.

KENYA: RONGO MP DALMAS OTIENO ANYANGO SAYS ENOUGH IS ENOUGH AND ABANDONS RAILA.

Rongo MP Dalmas Otieno has said he will spearhead the formation of a new party to rival the Orange party in Nyanza.

The declaration by the MP who is a former Orange Democratic Movement ( ODM) bigwig comes after months of speculation about his loyalty to the party.

Mr Otieno recently accused former Prime Minister Raila Odinga of dictatorial tendencies and cited events in the build up to the party’s national elections. “Chama to biro, Kalausi ma ilando wachne to en mana nying mar batiso makalo (The party is coming and the whirlwind that is being speculated is just a baptismal name that is on the tipping),” Otieno said.

The MP said he stands a chance of being elected president just like Raila. Addressing his constituents at the new Chamgigwadu divisional headquarters in Rongo sub-county of Migori County, Otieno said it was not correct for the Odinga family to brand him a Jubilee mole even after fighting hard to ensure that Raila won in the last General Election.

The legislator claimed he played a crucial role in the formation of the CORD and bringing on board former Vice-President Kalonzo Musyoka.

HOPE AND DESPAIR AS PEOPLE BATTLE WITH CANCER IN KENYA

Cancer is becoming a burden the country can hardly bear. Rev Fr Gradus Ochieng battled with it, finally he had to die. This year alone the number of Kenyans who have died of cancer is numerous. Veteran journalist Jerry Okungo died from it. Kenya-based BBC broadcast journalist Anne Waithera died of it at the age of 39 in a Nairobi hospital. She had been battling cancer for the past two years.

The next patient to die from cancer this year is Brenda Ochieng, beloved wife to Mr Michael Ochieng. Brenda was diagnosed with leukaemia in March last year. She was put on medication and has been in and out of hospital since.

Brenda’s ailment is the latest in a family that has been devastated by cancer since 1972, when her grandfather, William Wamunga, died of bone cancer at Kakamega General Hospital. In 1986, Mzee Wamunga’s second eldest son Hazron (Brenda’s uncle) was diagnosed with prostate cancer.

Economically, footing chemotherapy bills has supped many of families’ finances and investments, yet chemotherapy is the only hope for those already suffering from cancer. In Kenya it is estimated that 2000 people die of cancer daily.

It demonstrates a situation which should by now be declared a national disaster. The rating is higher than deaths caused by road accidents or HIV and Aids. Between 2000 and 2006, the Nairobi Cancer Registry recorded 10,484 cases of cancer in both men and women.

The statistics also show that many catholic nuns are dying of the cancer of breast; uterus and endometrial problems which doctors say are the main diseases of the nuns. The doctors recommend that nuns like other women should go for frequent check ups.

Just as breast and cervical cancer are alarmingly prevalent among women, prostate is slowly becoming men’s main killer decease. Like nuns, doctors recommend that priests should also go for frequent check ups.

Many doctors are associating cancer to lifestyle. Some of the reasons as to why there is a high prevalence of cancer cases as; many sexual partners, early sex debuts, use of contraceptives and staying too long without having a child in the case of women.

Among the many types of cancers, the greatest killer of Kenyan women today, is cancer of the cervix according to doctors despite being vaccinated against Human Papilloma Virus (HPV) that causes cancer of the cervix; one can still get it if they indulge in irresponsible sex.

Even though one qualifies to be vaccinated against HPV virus, there are many other factors that cause cancer of the cervix. HPV virus can be passed from mother to child during delivery. It can also be passed from one spouse to another since it is sexually transmitted.

That is why it is important that people are educated about HPV vaccine. Doctors say most cancers of the cervix can be prevented if women have Pap smear tests regularly. Today even children are suffering from the disease.

The reason why children are also dying of cancer is because lactating mothers are taking contraceptives that are passed on to children through breast milk. That is also why women are advised to avoid contraceptives as possible.

Doctors say that cancer is a disease of the cell. The cells grow out of control and change in the genetic make-up. They look and function differently from the normal ones and can spread to other parts of the body. Some cells in any organ can become abnormal.

Doctors cite some of the factors that can predispose one to cancer as smoking, alcohol and chewing harmful substances like miraa, (khat) industrial toxins, obesity, lack of regular exercises and pollution. Many nutritionists blame poor diet and lifestyle. Lifestyle is one of the major contributors to cancer.

Unlike in 1960s when cancer was a rare case, today because we live in a world where technology has taken over everything like refrigerators, microwaves and refined foods that have low nutritional value, is why cancers is spreading faster than ever been before.

For instance microwaving food stored in polythene bags produces so many carcinogens that lead to any form of cancer. The accumulations of additives, sugars and fats from preserved food stores toxins in our bodies that pile up and eventually lead to cancer.

Since nutrition contributes a lot to brain development, if a child is not given proper nutrition the brain development and learning is very low. Nutrition can never be treated totally if a child does not have good nutrition in the first five years of its life.

Even though clinical management of cancer requires a multidisciplinary team consisting of medical oncologists, surgeons and surgical oncologists, radiotherapists, pathologists, radiologists, oncology nurses, counselors, and palliative care specialists, among others, Kenya lacks enough oncologists due to high cost of training.

Yet, the few trained Kenyatta National Hospital medical physicians responsible for cancer treatment are overwhelmed by the workload due to the rising number of cancer patients in the country. Again, that all of the oncology specialists in Kenya are located in Nairobi, it is making it almost impossible for the largest number of the population to access their services.

Since cancer symptoms show at a snails pace, it is why many die without ever knowing they had the disease. That is why having routine medical screenings is one way to safeguard ones health and detect early symptoms of cancer development.
