When the president does not form any other tribunal or commission or task force, but acts decisively like the CEO, Commander in Chief and realizes he took the oath of presidency and cannot abdicate it nor use it discriminately on Justice Nancy Baraza because she is not Gema, but not on Uhuru Kenyatta and Francis Muthaura because they are Gema.
