THE COMMENCING OF COMMERCIAL OIL PRODUCTION IN WESTERN UGANDA COULD SPARK OFF VIOLENT PROTESTS AS TRADITIONAL LEADERS AND CULTURAL INSTITUTIONS LAY DEMANDS FOR THEIR SHARES OF OIL REVENUES.

Tension is building up following growing agitation for direct sharing in oil revenue by communities in Western Uganda oil wells regions are reportedly is casting a pall over the future prospects of the country’s political stability as it moves to the commencing of commercial oil production.

The traditional leaders of Bunyoro, the areas where the bulk of the oil reserves lies underneath, led the charge in late May his year, when they stormed parliament in the capital, Kampala demanding a 12.5 per cent royalty on oil revenue.

And last week another cultural institution in North Western Uganda joined the bandwagon. Although no figures are available to give an idea of exactly how much the Nebbi Cultural Institution would be expecting, experts say ,the development raises the prospect of possible wrangling as marginalized communities resource rich areas stand up for what they believe to be once in life time opportunity to improve their lot.

Fear persists, however, that these demands could take a direction of violent protest if a sense that they are not being adequately compensated for their land, employment or getting community development and broader social investments emerges.

“I communities begin demanding for higher percentage in shares, it will set a precedent where mineral sites may brig conflicts as they start fighting for their shares of royalties. Far from brining wealth and health, we may get ethnic politics,” said Ndebesa Mwbestya, a Makerere University don in the Department of History and Development studies.

Apparently the cultural institutions view their demands as a necessity for peaceful co-=existence with the oil companies operating in their localities. That is why mid June the Nebbi Cultural leader Rwoth Charles Umbidi spelt it out what hi flock expect from the oil companies- improved schools, hospitals and construction of cultural sites on top of jobs to appease the gods ‘ of our ancestors”. We do not want our gods to be annoyed with noise during exploration, so to appease them we must perform our rituals.” said Umbidi.

While it is a popular view that the communities hosting the mineral wealth got a share of revenues, Bunyoro’s demand is likely to escalate the tension between the Kingdom and the central government of President Yoweri Museveni, if government’s amendments to the Finance Bill is passed in its current form A district may, in consultation with the ministries responsible for culture and local governments, grant a share of the royalties due to the district, to a cultural or traditional institution, “reads the proposed law.

Ideally, this leaves the traditional leaders at the mercy of the local government which is expected to raise disagreements and political temperature.

5,000 Kenyans displaced along the Ethiopian border following intermitent raids and killing of ten vilagers in the past one week

5000 KENYANS HAVE FLED THEIR HOMES ALONG THE KENYA-ETHIOPIAN BORDER FOLLOWINGTHE RECENT KILLINGS OF TEN VILLAGERS BY MERILLE MILITIAMEN IN BORDER RAIDS.

MORE than 5,000 people, mainly Kenyan nomadic Turkana tribesmen have been displaced and forced to flee their homes along the Kenya-Ethiopia common border after the attacks by Merille militiamen.

The militiamen from Ethiopia Merille tribe have been attacking villages and fishermen on Lake Turkana. They have been reportedly killed close to ten people in the past two weeks.

A senior Kenyan government official operating on he Kenyan side of the borer confirmed the incident.

“We are deploying security teams along the border to help deal with invaders who have been tormenting our people,” said the District Commissioner for the Turkana North Mr Albert Mwlitsa, adding that the displaced families have since fled their homes and moved away from the villages close t the borderline.”

The D.C said although tension is high in the area, the security personnel posted there will soon bring the situation under control

Ethiopian authorities have also moved their security personnel and deployed their teams a five key border points along their common borders with Kenya.

The official further disclose that tension rose in the area two week ago after the heavily armed Merille militiamen had attacked the innocent Kenyan villagers and killed two people at a place called Mayan a few kilometers from the volatile Todonyang’ border post.

He added, however, that it has been difficult for the security personnel to stop the militiamen frequent raids. “We are working round the clock together and jointly with Ethiopians, but the prevailing high tension has made it difficult to have the community elders in the areas to engage in dialogue so that we could find a lasting peace,” said Mr Mwilitsa over the phone interview.

At the same it has been reported that 500 fishermen from the two countries have fled Lake Turkana following the recent killing of their five colleagues by Merille militiamen.

This particular incident has brought the fishing activities on the lake to halt. Fishing operations inside lake Turkana have been paralyzed.
Clashes between fishermen from the two countries are blamed on Merille militiamen. The Kenyan fishermen were attacked and shot dead on the shores of the lake as they were preparing their fishing nets.

Fishing cannot flourish with insecurity all over. We have agreed that we would jointly restore the security situation so that our people can engage on commercial fishing”, said the D.C. the government has agreed to increase the number o marine polic in the lake from ten to 35. They will be given extra motor boa to be used in patrolling the lake,which is shared by the two countries.

However, Lake Turkana is largely controlled by Ethiopian groups making it difficult for Kenyan fishermen to eat there peacefully.

FEARS PERSIST THAT THE OLD INTER-CLAN RIVALRIES COULD ONCE AGAIN RAISE ITS UGLY HEAD IN THE FORTHCOMING NGHIWA BY-ELECTION.

FOLLOWING the breaking of news last week that President Mwai Kibaki has written to the Speaker of the National Assembly assenting to the law that allows him to call for the by-election in all the vacant parliamentary seats politicians In Ndhiwa district have stared running u and down canvassing for the votes.

Ndhiwa seat fell vacant following the death of the former Assistant Minister for Internal Security and Provincial Administration Joshua Orwa Ojode who perished in helicopter crash in Ngong forest near Nairobi that also killed his boss Prof. George Saitoti, the Security Minister, two pilots and the Ministers bodyguards.

Ndhiwa is one of the eight parliamentary constituencies within the larger Homa-Bay County

What is emerging in Ndhiwa is that hi time the old inter-clans rivalries is slowly raising its ugly head ahead of the impending by –elections.
During hi long and rewarding parliamentary politics that begun way back in 1994, Orwa Ojode had succeeded in bringing inter-clan political rivalries to an end. He had neutralized the ground by encouraging the diverse sub-clans into working together in unity as a team. This pragmatic policy worked well and saw the area developing much faster even surpassing all the neighboring constituencies.

The expansive Ndhiwa constituency which is located I the middle of the old greater Southern Nyanza region is made of four major Luo sub-clans and a few immigrant communities from outside the region who had settled among the indignant sub-clans.

The major clans include he Jo-Kabuoch and Jo-Kanyamwa. Members of thee two sub-clans considered themselves as the indignant. The third largest clan is Jo-Kwabwayi {Ojode’s own clan, Jo-Kanyikela and Jo-Kanyidoto. There are also small pockets of smaller immigrant sub-clans such s the Jo-Kaguria, Jo-Kogut, Jo-Komenya,Kajulu, Kawango, Kadhola and a few people who migrated from the Suba community.

During the colonial era, the two major clans were classified and categorized in two different administrative sets called West Nyokal Location comprising of the Jo-Kwabwayi, Jo-Kanyikela and Jo-Kanyidoto.
The other group consisting of the Jo-Kabuoch and Jo-Kanyamwa were called East Konyango Location due to the fact that the two major u-clans are cousins.

The inter-clans rivalries flourished during the early part of independence in 1960s,especially during the tenure of Dr Joseph Gordon Odero-Jowi as the MP first for Lambwe and later for Ndhiwa, but it was fizzled out soon after Odero-Jowi lost his Ndhiwa seat to Matthews OtienoOingoi1969.,politicians in Ndhiwa have began criss-crossing he expansive rural constituency on votes canvassing missions.

Already three names of the would be leading contenders for the seat have hit the ground and public domain.

They included that of the marine management expert Edward Ogonda Odero who is commonly known to his peers as “Ted Odero”. He is working for a group of shipping companies operating in Lake Victoria, but stationed in both Mwanza and Kisumu as the managing director. Odero hails from Karading sub-clan in Central Kabuch with Riana Division. He is an ODM operatives believed to be close to the party leader Raila Odinga.
Odero’s Kabuoch community has the largest registered voters in Ndhiwa followed by the Kanyamwa group. Although many see him as the possible winner of the by-election, local pundits say this could only happen if there will be no more aspirants from within the Kabuoch group.

Another aspirant who is worth watching is Louis Onyango Otieno,who iiis a cousin of the late Orwa Ojode. He is the son of Matthew Otieno Ogingo,who was one time two terms MP for Ndhiwa.

Louis Otieno is the regional Chief Executive Officer of the Microsoft Computer International company in-charge of East, Southern and Central African region based in Nairobi. He a soft spoken intellectual properly armed with several degrees from the US universities. Louis Otieno is likely to earn a lot of sympathy from Ojode’s family and political supporters and friends across the region.

Louis Otieno’s father Otieno Ogingo was Ojode’s political mentor and the Jo-Kwbwayi clan would definitely like to see him step into Ojode’s shoes.

The other person who may pose a serious challenge to the two aspirants is Jeremiah Owiti who hail from Kanyidoto. He is the son of a retired former trade unionist. J.R.Apollo-Owiti was at one time the general secretary of the defunct Kenya Sisal Plantation Workers Union and an old confidant of the late Tom Mboya.

Know to his friends as “Jerro”, owiti is a populist leader who is highly respected in the entire Ndhiwa constituency for his massive contribution towards the development of socio-economic projects. Although he contested the election against Orwa Ojode in 2007, the two were later to develop a close working relation. He is an executive with an international NGO in Nairobi.

The three are emerging clearly as the leading contenders for the Ndhiwa seat. Other names being mentioned quite often included that of the former Ndhiwa MP Tom Okello Obondo. He represented the area briefly after winning the seat in the first multi-party elections in 1992 on a Ford-Kenya ticket, but immediately ditched the party and crossed back to KANU, and thereafter he has never made it back to the August House despite of numerous attempts.

There re other insignificant names like that of Washington Ogutu Kale from Kanymwa, Augustino Neto from Kabuoch, and there could be other people rearing to go, but have yet to make their intentions known publicly.

Stepping into Ora Ojode’s shoe will be an uphill task due to the late legislator colorful and shinning example of achievement in the area

Kenya: Ojode’s brother is blasted over his late brother’s property claims before the deceased could rest in his grave

OJODE’S ELDER BROTHER IS BLASTED BY CLAN ELDERS FOR ACTING IN HASTY AND HARASSING THE LATE MINISTER’S WIDOW OVER PROPERTY INHERITANCE DURING THE CRITICAL MOURNING PERIOD

Elders from the two major sub-clans in Kwabwayi have come out strongly in defense of the late Minister’s widow and scathingly criticized his elder brother Samuel Ojode and accused him of acting in hastiness and erroneously over the late Minister estate.

They termed Samuel Ojode action as hypocrisy and greediness warned him to go slow over the late Minister’s estate.

Elders from the two major sub-clans of Kwabwayi, which are known as Kasirime andKamidar spoke to this write at Ndhiwa town and made it clear that they were disappointed and not happy going by the recent development.

The law governing the property of the deceased persons is quite explicit, and it recognizes the legitimate widow of the any deceased person as the “next of kin, and prime beneficiary of the deceased’s estate”.

Other family members may ony ne enjoined and may get a small fraction of wealth left behind by the deceased, but only with the consent of the widow after reaching some kind of consensus with the entire family members.

The Luo tradition and culture also forbade any discussion about the deceased person’s wealth, property or estate during the mourning period of time. Such issue involving properties are only deliberated upon after a certain period of time ser for morning. But in the case of Samuel Ojode, “he had acted in a very hasty manner,” lamented one elder.

Within one week after the colorful and tearful sending off of the late Ojode who died on June 10 in helicopter crash at Ngong forest together with his former boss the Internal Security Minister Pof. George Saitoti.

Ojode’s elder brother had written a letter to the Speaker of the National Assembly Kenneth Oiato Marende and asked hi not to release any compensation to the late Ojode’s Widow Mary Ojode.

Samuel Ojode said I the letter that he wanted any compensation or death benefits to the late Minister’s estate is resolve.

In the letter Samuel Ojode who claimed he was writing on behalf of their mother Mrs Ulda Ojode and other dependants of the deceased accusing the deceased’s widow Mary Ojode had flatly refused to discuss or co-operate with the family on matter relating to the deceased’s estate.

It normally takes up to three months after the deceased’s burial before anybody can deliberate on issues related to the deceased’s wealth, property and estate. All this period is reserved as the “mourning period“ It is a period of time when the deceased person is given the space to rest in eternal life, to have a good rest in his grave.

Like in the case of modern laws, the widow of the deceased is the one who is the next of kin. His first child if he is a grown up plays the role in such deliberations. The same with the second and third and so forth if they are more both off- springs in the issue with of a Luo bread winner before members of the close family convened a meeting an deliberated on the question of property inheritance and even wife inheritance.

The elders, who requested their identities be hidden for fear of reprisals, felt Ojode’ widow was being harassed an wanted her to be left alone to mourn her husband’s untimely demise and family loss

Those old times when widows of the deceased persons were subjected to a lot of harassment over propertied left behind by their husbands are long gone.

Samuel Ojode’s action might have been driven and prompted by greediness. However, he should have consulted widely before hurrying up and writing the letter to the Speaker of the National Assembly placing embargo on ode’s widow thereby escalating her bitterness about the loss of her dear husband. The young widow was devastated b the loss of her husband and needed time for reflection about the tragedy and rest.

Otieno Ogingo is currently out of the country. H e had been unwell for some time and had travelled abroad and seek for medical attention in the United States of America where he is recuperating.

Kenya: Dr.Oburu Oginga told to rennounce his claims on Siaya Senate seat and help his brother Raila with the presidency

The chest-thumping politics of the Finance Assistant Minister Dr. Oburu Oginga in Siaya County could have adverse and negative effects on the popularity of the Prime Minister Raila Odinga in some part of Luo-Nyanza.
Dr Oburu Odinga’s negative attitudes and total disregard for the opinion of other Siaya leaders are causing jittery moments for members of the Kenya’s 10th parliament.

The Prime Minister Raia Odinga who is one of the presidential aspirants in 2013 Prudential elections is the younger brother of Dr. Oburu Oginga. Raila represented an urban constituency of Lang’ata in Nairobi, while his elder brother Dr Oburu Oginga represented the Bondo constituency in her family rural home turf.

Dr Oburhas declared his interest in the Siaya County Senate seat within the County governance

The Bondo MP was quoted early this week by a section of the press as daring those interested in the Siaya County Senate seat to face him. The Ugenya MP and the Lands Minister James Aggrey Orengo had hinted that he to was interested in the same Senate seat. Orengo, however, has yet to show keen interest in contesting for the same set.

Oburu is currently locked into unholy war wit the abrasive Gem MP Jakoyo Midiwoand a section of Siaya leaders who feels that all the County governance elective positions should be divided and shared proportionately so that no area would cry foul among the six parliamentary .constituencies. But Dr Oburu Odinga could not hear of this.

The common rumor making the rounds within Siayadits envirns have it that Dr Oburu Odinga wanted his son Elijah Abony to succeed him as the next Bondo MP,something which is being resisted vehemently by the local leaders in Bondo itself in particular and Saya County in general.

The other contentious issue which is causing a lot of jitteryness among the people of Kisumu County is the recent declaration by Dr Oburu Odinga’s younger sister Ruth Adhiambo Odonga that he would be contesting for the position of the Kisumu County governor.

Jakoyo Midiwo who is a cousin of Dr Oburu is not opposed to his maternal cousin’s intention to contest the Siay Senate seat, but he and other politician in the region wants all the leaders particularly the seat holders to sit down and deleniate others as who will vie for which position so that every constituency is represented effectively in the County governance and that this should be arrived at by concensus.

Ruth Adhiambo Odinga who is the current Managing Director of the Odinga family business flagship, the Spectre International the firm which is managing the Kisumu Molases Plat, based at Otonglo Market within the in the outskirt of Kisumu City.

She is not a native resident of Kisumu County, but rather is a resident of Siaya where the parants home is located in Bondo. His candidature is now marred on members of the Odinga family as selfish and displaying excessive political arrogance. And out and hell-bent on gabbing every elective positions inside Luo-Nyanza leaving the rest of the population with nothing to take home.

Ruth Adhiambo Odinga will be competing for the same seat with the native Kisumu County residents like the former receiver manger at the Muhoroni Sugar Company Jack Ranguma, who hails from Kobura in West Kano, a US-based senior university lecturer Dr Barrack Abonyo,alo from Kano, one woman leader from Nyakach, the Mumias Marketing and sales director Pete Hongo who hail ail from Nyahera area of Kisumu and a Nairobi based youthful insurance executive Simon Ogendo who hails from Kasagam/Kolwa near Nyamaria

Kisumu County is made of Nyakach, Muhoroni, Nyando, Kisumu Town East, Kisumu Town West, Kisumu Central and Seme / Kombewa parliamentary constituencies. These electoral areas represent the people of diverse cultural and communal backgrounds, non-Luo and Asians included.

Members of the Odinga family have dominated politics in Luo-Nyanza for now close t five decades, and some of the dissenting views currently being expressed in private, mostly by level minded members of the community an intellectuals have been heard saying that the time was sup for the Odingas to give the Luo community the breathing space

About two months ago Dr Oburu Odinga had invite delegates from all the six constituencies to a get-together party in his Bondo rural home, apparently to deliberate on the same Senate seat issue following the disclosure the pay was organized purposefully and specifically as part of his campaign strategy.

Residents of Siaya, however, have resolved to elect the former Gem MP Joe Odonde as the next governor for the Siaya County among those who have already indicated their interests in the governorship position.

The former legislator is said to be a moderate and dynamic person who is very capable of offering a more dignified leadership to the County. He is said be getting along well with all the current MPs in the area with exception of the Bondo MP who is being accused of being a lone ranger.

The in Bondo MP’s leadership has been shrouded with lackluster and dismal performance and being too mean.

The common saying in Siaya and in other parts of Luo-Nyanza is that

All the leaders should devote their valuable times in the crucial campaign for the Prime Minster Raila Odinga presidential ambition.

The overzealous ambition of Dr Oburu Odinga and the ambitions of other members of the family who are scrambling for elective seats could hurt and scuttle Raila’s campaign

KENYA: THE ASIAN FACTOR IN THE AILING SUGAR INDUSTRY AND THE SCANDAL INVOLVING THE IRREGULAR ISSUNG OF WORK PERMITS TO THE EXPATRIATE FOREIGN WORKERS FROM INDIA, PAKSTAN AND BANGLADESH.

As many as close to 250 expatriate workers from India, Pakistan and Bangladesh could be illegally engaged on full time jobs inside several su on work permits which are suspected t have been issued irregularly for sugar mills in Western Kenya.

Impeccable multiple sources have told this writer that a source of recruitment of these unqualified foreign workers is a Hindu Temple located n the lakeside City of Kisumu. And that for these foreigners to access cheap jobs in Kenya, they are being made to allegedly part with colossal amount of money in bribery and kick-backs, which is paid out through an unnamed Hindu Priest who is allegedly acting as a conduit.

Transactions take place in highly secret hideouts, mostly inside hotel rooms at one of the city’s posh hotels or inside the temple.

Al this happens while hundreds of artisans of better qualified Kenyans are jobless. Kenya has trained hundreds of thousands of artisans and technicians ever since independence 48 years ago, and it is therefore shameless of the country to recruit and engaged this same illiterate Indians and Pakistanis.

The natural and common rule is that the county could only source and engage an expatriate worker in a specific case where there is no qualified Kenyan to fill the gap.

But what is happening in the sugar industry is a big same to the Kenyan nation. These unqualified foreign workers are being recruited through established agencies in India, Pakstan and Bangladesh.

Do we Kenyans need them really? The answer is a Big No. We have trained the sufficient number of highly skilled personnel who are better qualified to handle these jobs.

A common saying is that the “Sugar industry is a milking cow” and it is true to those who coined those words, the specification of jobs in which these foreigners are engaged could as well be competently and efficiently performed by local Form Four school leavers.

The practicalists said to be so common in the sugar mills owned by Asian investors. The management of these sugar mills are said to be working in cohort with some unscrupulous and nepatistic highly placed government officials and politicians, mainly in the Ministry of Immigration and Registration of Persons, which is charged with the sole responsibility of issuing work permits to foreigners in whatever categories

Truly speaking Kenya is not short of qualified welders, and fitters nor is the country experiencing acute shortage of artisans and office clerks?

Is the Kenya government applying double standard by telling the ordinary Kenyans that it was committed to creating hundreds of jobs for the youths annually, and on one hand issuing the work permits to people who do not deserve it?

The scam Is said to have spilled into our neighboring courtiers of Uganda and Tanzania. Indians, Pakisanis and Bangladeshis allegedly recruited in Kisumu are said to have flooded the jobs market inside Uganda sugar mills at Kanyira, Lugazi and Kakira and to an extent Kagera Sugar Works in South Western Tanzania.

One may be left to wonder why has the government has succumbed to pressure from the investors and allow them to import their unqualified kiths and kins from India, Pakistan and Bangladesh while our better qualified sons and daughters have remained permanently unemployed while the unemployment situation has been skyrocketing.

If the management sources these foreign workers to serve as experts in machinery installations in the factories, they should be ordered to leave the country as soon as their missions are accomplished.

The Sugar mills in Western Kenya where the imported unqualified expatriates are alleged to have infiltrated include West Kenya Suga Company, Butalii Sugar Company, Kibos Sugar and Allied Industries Limited, Sukari Industries in Ndhiwa in Homa By County. The fifth is the newly and recently established Trans-MaraSugar Company wihin Trans-Mara within the Nrok County where the company has engaged close to 28 expatriaes, and the figure could be s much higher than those mentioned above.

It defeats all the logic that Mumias Sugar Company in Mumias which is producing the largest quantity of brown sugar per day with close to 7,000 bags of made sugar per day is managed and manned by local Kenyans.

Bu that local Kenyans workers employed in the Asian owned sugar mills are just working as casual for peanuts and no letters of appointment ad from the top to office messengers and sweepers. Why should our government allow Asian owned sugar mills which are not even producing half of what Mumias is producing should be allowed to fill all the jobs in their establishment with foreign workers.?.

Between Francis Atwoli ,the COTU {Kenya} Secretary General who doubles as the General Secretary of the Kenya Agricultural and Plantation Workers Union and the Immigration and Registrations Minister Gerald Otieno Kajwang’ who is sleeping on the job? I think the two senior Kenyans owed an explanation to the public over the issue o foreign workers.

Reached for his comments the Secretary General of the Kenya Union of Sugar Plantaon Workers Francis Wagara disagreed with this writer and categorically denied that Atwoli seemed to have been compromised.

Why has Dr Bonny Khalwale buried his head in the sand and yet some of those things happens within his home turf of Kakamega County?

The majority of MPs, especially those representing constituencies close o the sugar cane growing zones in both Nyanza and Western appeared o have been compromised and are aid to e the regular visitors ad callers to the dwelling houses of the very notorious Asian owners of sugar mills who are known to exploit fellow African workers to the maximum and as such can articulate anything like issues to do with the African workers plight. News Analysis By Leo Odera Omolo In Oyugis Town

The densely populated Kasipul-Kabondo is one area in the greater Southern Nyanza region which is expected to produce the real fire works during the forthcoming general elections.

The Interim Electoral and Boundary Commission {IEBC} has since sub-divided the vote rich constituency into two parliamentary electoral constituencies.

The IEBC has renamed the old constituency, naming the upper side as Kasipul-Kabondo, while the lower part has been renamed Kasipul.

The renaming of the two constituencies all located in Rachuonyo South district within the Homa-Bay County is understandably in communal, political and economic interests of the diverse clans and sub-clans living in the region.

The original Kasipul-Kabondo is one of the oldest parliamentary constituencies in the old greater Southern Nyanza region. It was created in 1962 by the then Electoral and Boundary Commission, which was appointed by the British government’s Colonial Office, and led by a British University professor Prof. Mackenzie.

Its first MP was an American trained ex-school teacher called Samuel Onyango Ayodo who was sponsored by KANU. Ayodo beat a fellow teacher John Ogweno Oindi. Ayodo was from Kabondo while Ogweno hail fro Kojwach in eastern Kasipul.

Prior to the 1963 general elections, Ayodo had served for three years as a member of the White settlers-dominated colonial Legislative Council. He was plucked out of Kisii Government African School {now Kisi High School} in 1959 by the late Tom Mboya and successfully contested in the by—election to fill the vacant Legco seat left by the jailed former member Lawrence Gerald Ouda, who had won the South Nyanza seat in 1957 and became one among the first eight African Elected Members of the Legco.Other African el3ecedLegc members were Ronald Gideon Ngala {Coast}, James Nzau Muimi {Ukambani}, Thomas joseph Mboya {Nairobi}, Benard Mate {Central}, Daniel Toroitich Arap Moi {Rift Valley}, ADONIJAH Obadiah Oginga Odinga { Central Nyanza }.and Henry Masinde Muliro {North Nyanza}.

Out of the eight African elected members of Legco, Masinde Muliro was the holder of a and Bachelor of Arts University degree which he had obtained from a South African University and Benard Mater who had a master’s degree.

Ngala and Odinga both had graduated at Makereee University College in Uganda diploma certificates in teaching

Oguda was arrested and prosecuted for flimsy criminal offence of making seditious and inflammatory remarks in a public gathering at Awendo Market. He was taken all the way to Kericho where he was hurriedly arraigned before the one-eyed white man acting as resident magistrate whose name was Capt. Grey and found guilty and sentenced to 12 month.

Oguda was freed from prison in 1960 after serving and completing his jail term and made an unsuccessful effort to recapture the seat. He was handed a devastative defeat by Ayodo. Oguda by then was aligned to Jaramogi Going Odinga while Ayodo was a political associate of Tom Mboya.

But in the 1961 “Little General election” which was called by the colonial office in London and which pitied KANU and KADU after the first round the table constitutional conference held in Lancaster House, London, between February and March 1960 Oguda was in the election race against Ayodo for the same South Nyanza seat.

South Nyanza electoral area covered vast areas as Kericho and Bomet and part of Narok Counties, what is today known as Kisii and Nyamira Counties,Homa-Bay and Migori Counties.

But in the 1069 general election that was called by the founding Preident Jomo Kneyatta immediately after Mboya’s assassination, Ayodo who had been a cabinet Minister in the post-indepedence cabnet waa given a thorough beating by a fellow former school teacher James E. Mbori –Yogo.

Ayodo, however who won the seat once again, bounced back in 1974 and successfully defended his seat in 1979, but lost it to Mbori again in 1983. Mbori was re-elected in 1988.

In 1992 during the first multiparty elections in Kenya a firebrand Dr Ralph Kopiyo who contested the seat on the Oginga Odinga led Ford-Kenya party dismissed Mbori of KANU and sent him into political limbo.Kopiyo was ousted in 1997 by William Oloo Otula who lost the seat to Eng Pete Otieno Owidi in 2002, but the latter died in the midterm causing the by-election which saw Paddy Ahenda winning he controversy-ridden by election. Ahenda lost to the incumbent Joseph Oyugi Maguwanga in 2007.

In the case of the Kasipul origonaly set apart from the newly created Kasipul-Kabondo, which it shall be analyzing in the near future the contest, may be headed for clans politics for the first time in elections history of the people of Kasipul, who consider themselves as shrning one ancestral grand father,Sipul sn of Rachuonyo son of Jok.

All the previous elections in this region have always been contested on personality cult and not on clans and sub-clans and superiority in numbers.

This constituency is divided down the sub-clan line, the Jokatinda Nyar Kamine comprisng Kodera, Kotieno, Konyango, the largest, In this arrangement the Jo-Kachien from Kachien location will provide the swing votes, just in the same way s the Jo-Kojwach voters have been doing in the past eletions.

Several names, however, are being floated as the potential aspirants. Some of the people beng mentioned have aleady hit the ground in their campaign trails.

Other would be aspirants have been heard advertising their potentialities in series of articles posted to the numerous social websites and news online, but have neither foot in Kasip for the purpose of lobbying for their votes and such they have been branded paper-tigers.

They included Kisumu based wealthy business tycon Eng. Tom Awino Okoko,a Nairobi based lawyer Mr Ochilo’a.

Geographically speaking, the incumbent MP Oyugi Maguwanga will have to defense his seat in the lower Kasipul, because the new Ksipul-Kabondo boundary realignment has placed his home in the old Kasipul near Oyugis, while the boundary re-alignment has left the MP’s parents in their home which is in the newly created Kasipul-Kabondo. He hails from the minority immigrant jo-Wasweta sub-clan whose origins can be traced in predominantly Suba regions in Migori nd Mbita.

The may have he option to either defend his seat in the old Kasipul onstituency where he is living or chose to contest the election in the newly created Kasipul Kabondo where his parent and family members lives. He is however, said to be facing lean time in the lower Ksipul due to his dismal performance in the current paliament because he is among one those legislators listed as not being of high performance. the ODM is the party of choice in his region, which has the highest voters registration in 2007 toppig close to 75,000

The newly created constituency retained Kasipul-kabondo owing to the fact that several sub-clans of the indigines people of Kasipul origins such as Kakelo,Kokwanyo and Kojwach were geographically included in the new constituency grouped together with Jo-Jabondo groups to forms the new constituency now called Kasipul-Kabondo.

The men considered as being serious contenders for the seat included the Meru based businessman Ong’ondo Were, Kisumu based tycoon En. Tom A Okok, Nairobi lawyer Ochilo, Norway based Dr. Otien Mbare and the incumbent MP oyugi Maguwanga.

Among these men Dr. Mbare and Sam Kotiende are perennial election losers in the area and have contested the election before in the old Kasipul-Kabondo in previous elections. In fact they include the youthful Sam Kotiende and as such they are not newcomers to the race.

However, the election in Kasipul could be complicated following the recent emergence of a cartel of power-brokers who are known to be shuttling here and there peddling pack dreadful lies and concocted information I vain effort praying other aspirants in bad taste.

Oyugis Town is awash with extortionists and power-brokers for hire and political hireling hunting for cash hand-outs from the aspirants using menaces tactics including slenderous tactics ad crude manner of peddling information. Some of the political hirelings and goons are either found in Oyugi Town huttling between Oyugis and Nairobi in search of the campaign resources, while engaging in slanderous campaign against their perceived political enemies either real or imagined

The main trading center is Oyugis, but there are smaller trading centers such as Kadongo, Sondu, Chabera, Ober, Ringa and Sikri.The region is served by the Kisumu-sondu-Oyugis-Kisii and Migori highway.

Although agriculturally rich with god rainfall, fertile and arable land ,most land are still laying fallow sparsely cultivated with exception of Kabondo region where farmers have turned into growing the money-minting sweat potatoes, tea, maize, pineapples, bananas, vegetables and other cash and food grains for domestic consumption.

There are any immigrant sub-clansi Kasipul such as Nyakach Agoro, Nyakach Jimo, Mugusero, Kagak, Jo-Osije, Koredo, Wasare, and many other smaller sub-clans which are not indigines.

Kenya: One man is seriously hurt after the villagers engaged in fierce battles with the marauding lions

One man is gravely ill and is being hospitalized following an attack by a group of three lions which had strayed I the Maasai village, killed a cow and killed goats and sheep.

The incident took place on Wednesday night at Loitokitok near the Kenya-Tanzania border. The man from the nomas Maasai tribesmen fought the lions, but one of the as mauled seriously and has since been admitted to the nearby Rombo hospital which is locate in he sloes of Mt Kilimanaro with serious bodily harm.

The incident occured only a week after another incident which took place at Kitengea in the outskirt of the capital, Nairobi, in which he Maasai Morans armed themselves with spea4rs and other crude weapons killed six lions including two cubs. The animals had attacked the villages and killed 20 goats and sheep. The villagers said they had reported the incident to the Kenya Wildlife SERVICES {kws},but the Organisation’s armed ranger took along time before coming to he villagers rescue.

Kenya: Tension is building up between three sugar mills in western Kenya following alarming theft of the scarce raw material for processing

Tension is building up between the three white sugar factories located in Southern Nyanza following the reported rampant theft the scarce raw materials, namely harvested cane in the field by seemingly well organized cartel unscrupulous trader turned criminals.

Tension is between the well-and long established Awendo-based SonySugar Company, the newly established Sukari Industries based in Ndhiwa district, and also the recently commissioned Trans-Mara Sugar Company, based in Tans-Mara district in the South Rift region of the Rift Valley Province.

What had started as simple cane poaching between the three sugar mills has since developed to a full-scale war and calls for the government urgent intervention to bring the confrontation to an immediate end? It is generally feared that if the situation is allowed to continue as it is today, Kenya may soon experience another acute shortage of sugar.

The situation is so pathetic to an extent that it now threatening to disrupt peace as it has became a source of insecurity in the five administrative districts of Awendo, Migori,Rongo, Nhiwa and Trans-Mara.

Before the two new white sugar factories one in Ndhiwa and the other one in Trans-Mara, the long established SonySugar Company based at Awendo town had contacted thousands of out-grower cane farmers in close to seven distrcts. The out-grower farmers contracted by SonySugar are estimated to be numbering 27,000 with close to similar numbers of un-contracted cane farmers.

The company classified and clearly demarcated cane growing zones had extended to the neighboring districts of Gucha, Ndhiwa, Rongo, Trans-Mara, Migori, Kuria, Awendo and Uriri.

The planners at the Ministries of Agriculture and Planning also stand blamed fort having strictly adhered to the Kenya Sugar Board’s regulations, which stipulates that investors intending to construct a new sugar mill, must ensure that it is constructed at a distant not less than 40 kilometers from the existing sugar manufacturing plant.

In the case of Sukari Limited , which is located at Oria market on the border Nnhiwa and Urirri districts, it is only a distant of 10 kilometers , In such a short distances, the planners at the two ministries could have foresaw that the trouble where the two mills would scrambles for raw material was abound to occurred.

In the case of Trans-Mara Sugar Company, which is also located close to the Awedo-Migori and Kuria East district borders is only a stance of 15 kilometers from the Awendo-based SonySugar Company Limited Just.

It is being alleged that the two new sugar factories were hurriedly licensed by the KSB which is the regulating body in the sugar industries following heavy pressure mounted by corrupted KSB directors. Who are suspected to have been compromised and manipulated by the investors and made to ignore the existing rules governing the establishment of new sugar processing factories. This is what is now responsible for the now prevailing pathetic situation in Southern Nyanza.

One of the KSB directors representing farmers in Awendo,Rongo, Uriri sugar cane gro2ing zones, Zakariah Okoth Obado has been heard telling hundreds of mourners that there was nothing wrong done by the KSB in licensing the Sukari Limited within only ten kilometers of Awendo-based SonySugar cane growing zones.Before the two new factories were established SonySugr had contracted out thousands growers cane farmer in both Tans-Mara, Ndhiwa, Rongo, and Urirri district. In case of the Sukari Industries in Ndhiwa is established within the Zone “B” of SonySugar.

The KSB repeated the same mistake similar to the controversial licensing of the Butali Sugar Company, which is very close to the West Keya Sugar Company in Kakamega County Western Province, which has caused a protracted legal battles trough the courts for a long time as the two company scrambles for the scarce raw materials, the

It is now forcing both the out-growers farmers and the sugar mills to engage extra security guards to guard the already harvested cane in the feds the night. The raw cane crops thieving gangs are also reported to be heavily armed with sophisticated modern weapons possibly gun and arrow an spears while executing their theft mission of depriving the farmer the money from their sweats.

No credible investigation have been instituted by the police to unearth and possibly stamp out the rampant theft.

It is up to he government to protect the farmers and millers. Reports made to the police in Miori, Awendo, Rongo, Ndhiwa and other nearby police stations and police posts are usually igoredand not acted upon in time. Creating the rooms for speculations an unfounded allegations that top police bosses in those police divisions have been compromised were now acting a part of the massive and well organised theft of cane and irregular harvesting of cane farm developed by SonySugar by other mills.

KENYA: THE SCRAMBLING OVER RAW SUGAR CANE WAR BETWEEN THE COMPETING MILLS HAVE INTENSIFIED IN MIGORI, URIRI, RONGO, NDHIWA AND AWENDO DISTRICTS.

The raw involving the harvesting of mature sugar cane crops has intensified in Migori, Rono,Tans-Mara, Uriri, Ndhiwa and Awendo districts.

The competition over the aw cane is between the long established wholly-government owned SonySugar Company limited and the two newly established Sukari Industries in Ndhiwa and the Trans-Mara Sugar Company, which is located in Trans-Mara district in the South Rift region.

The three sugar manufacturing companies are currently engaged in cut-throat competition for sugarcane harvesting war, which is increasing causing insecurity in the regions.

Whereas the Awendo-based Sonysugar Company, which as been in the business in the area for close to 30 years has been working in liaison with local farmers in and preparation and cultivating and planting of cane in the plots owned by the small scale out-growers farmers.None of the two new sugar factories were has its own nucleus cane growing estate, whereas SonySugar in addition to supporting the local cane farmers has its own 6,000 hectare eneucus estate where it is growing its own cane for raw materials.

Before a sugar mill is established the investors or its owner must ensure they planed several acres of raw cane, either their own, or in collaboration with local growers to ensure that its operations is interrupted by acute shortage of raw cane. This was not in the case of several makeshift sugar mills recently established in Western Kenya and is the cause of the current life threatening cut-throat competition for the raw cane own being witnessed in Southern Nyanza.

A source at the Sonysugar company blames the Provnial Administration and the police authorities in Migori, Ndhiwa, Awendo, Rongo and Tans-Mara districts for complacency and laxity.

The source said numerous reports have been made to the police repeatedly, and it appears as if they have been compromised by the management of the news sugar mills who are blamed for accepting for crashing the raw cane suspected to have been stolen from SonySugar cane growing zones. The thieves don’t even spare the already harvested and staked cane left in the filed while awiting for transportation the next morning.

The alarming theft of raw cane has now forced Sony Sugar to engage extra night guards to keep vigil at all cane harvest fields. Such theft usually ends up in the close to disturbances of peace and tranquility and encourages lawlessness.

SonySugar it is moderately being estimated to have lost close to Ksh 100 million in the recent past throgh illegal theft of it raw cane in the field. The company apart from incurring losses by way of paying the harassing team is deploying day and night guards to guard cane in the field.

One senior Administration Police Officer who owns a popular public join at the nearby Ranen Market, which is only 6 kilometer from the SonySugar plan is susepected to be collaborating with criminal thugs suspecting of sealing the company’s raw cane from the field. Most of the suspects have be market.

The massive theft of cane in the field and unauthorized harvesting of immature cane crops is not only hurting sonysugar company economically, but the loses also is being spilt into the economic gains of the small scale cane growers.

The government through the Ministry of Agriculture, Provincial Administration and the police authorities should move with speed to ensure that the that the situation is harmonized.

The public servants who are suspected to have been compromised and not doing anything to arrest the situation should be transferred to other stations. Those who have served in the region for too long should be shown exit door.

Malik Abong’o Obama, the eldest stepbrother of the US President Barack Obama has defiantly and flagrantly defied the police order to lower the two national flags of Kenya and the United States, which are flying high up side by side over the rooftop of his business premises in Alego Nang’oma, Kogelo in Siaya County about 84 kilometers to the northwest of Kisumu City.

The US President Barack Obama has a family root in Kenya and Malik a Muslim priest with worldwide connections with Muslim organization in the Arab world and who is rumored t be a potential parliamentary aspirant in A;ego-Usona constituency was asked by the local police chief to lower the two flags which is had hoisted on the rooftop of the Brack Hussein Obam recreational and Rest house Center, which is more or less a business concerned owned by him.

Head of the police in the region Stephen Cheteka visited the place some time early last month and politely asked Obama to immediately remove the two flags from his premises, citing the reasons that the continued flying of the two flags has elicited sharp complaints from the locals and American tourist visiting the area.

Kenya: The search for Orwa Ojode’s replacement in Ndhiwa constituency has begun in earnest

ALTHOUGH Ndhiwa parliamentary seat in Southern Nyanza has yet to be declared vacant by the Speaker of the National Assembly behind the scene activities have intensified as the area resident search for their next MP.

Behind the scene consultative meetings are reportedly being held behind closed door both in Ndhiwa and in Nairobi pointing to the direction that the field would be very crowded with aspirants one the elections are called.

And with the general elections said to be around the corner and scheduled to be on 3 March 2013, it is not yet made publicly clear as to whether there will be by – elections to fill the two vacant seats left vacant following the recent fatal helicopter crash that killed the Internal Security Minister Prof. George Saitoti and his Assistant minister Joshua Orwa Ojode.

Prof.Saitoti was the MP for Kajiado North constituency while Orwa Ojode represented the agriculturally rich Ndhiwa constituency in the greater Southern Nyanza.

The responsibility of declaring the two seats vacant rest with he Speaker of the National Assembly Kenneth Otiato Marende therefore those intending to contest for the two seats will have to wait slightly longer for the Speaker’s verdict, which will only be made known after 90 days or three months time.

Indications are, however, clear that Ndhiwa seat is likely to attract close to a dozen of new aspirants including new entrants into parliamentary competitive politics in the area.

Several names have already found their ways into public domain a some of the possible candidates who will be aspiring for the Ndhiwa seat.

Such names included that of a member of Ojode’s close family Louis Onyango Otieno. He is the eldest son of Matthews Otieno Ogingo, the once two time Ndhiwa MP who re-presented the larger Ndhiwa constituency, before it was splinted into two more than a decade ago, with the creation of the neighboring Nyatike constituency.

Louis Otieno is a top executive manager with the Microsoft Computer based in Nairobi, but managing the firm’s operations in East,Central and Southern African regions.

But when reached by phone to state his intention, Otieno insisted that it was too early for him to say anything that effect, as he was still in the mourning mood, while mourning his cousin Joshua Orwa Ojode with whom he was so close to and intimately related to.

Louis Otieno is likely to face the stiffest challenge from other political elite and academic luminaries in Ndhiwa, who are expected to include Jeremiah Owiti an executive with an international NGO in Naiobi.

The populist Owiti who is known to his peers as “Jerro” hails from he neighboring Kanyidoto Location next to Kwabwayi sub-clan in which both Ojode an Otieno belonged to

Louis Otieno was born in political house, and being a close blood relative of the late MP.. Ojode’s supporters within the constituency.

This could be so because the late Orwa Ojode has left behind a very attractive development record in the constituency.

Another man to watch in Ndhiwa is the Marine expert Edward Ogonda Odero a graduate n Marine Management from a Belgium University who is currently working as the managing director of a Kisumu an Mwanza based shipping firm.

Politically aggressive an highly eloquent public speaker Odero who is known to his peers as Ted Odero,hails from the populous sub-clan in Central Kabuoch location called Karading. He is an aggressive and a tough mobilize for ODM in both Kisumu an Homa-Bay Counties.

Also expected t join the race for Ndhiwa seat,is the former MP for the area Tom Okello Obondo who lost the seat to Ojode in 1994 after ditching the Ford-Kenya then led by late Jaramoogi as Oginga Odinga on whose ticket he had won Ndhiwa seat during the first multiparty election’s as opposed to the one party monolithic system and rejoining KANU

What is expected to play the crucial role in the next electioneering campaign in Ndhiwa constituency will definitely be the academic background and achievement. This is will be so because the common talks making the round in the entire Luo-Nyanzainclude the next choice of leadership,especially parliamentarians, Senators and governors within the County overnance.The electorate wants to elect only the academic qualified persons as opposed to the present system whereby the moneyed individuals had sneaked into the legislative body including those known to be politically mediocre.

Ndhiwa constituency was created n 1962 first as Lambwe Valley constituency. It was then covering the regions now known as Mbita and Gwassi constituencies.

Dr Joseph-Gordon Odero -Jowi was elected as its first MP in 1963.The constituency had two regional Assembl elected member These were Matthews Otieno Ogingo {Ndhiwa} who later briefly became the vice chairman of the Nyanza Regional Assembly under the chairmanship of the late Johnson Kiragori from Bonchari in Kisii ad the late Harrison Odhiambo Midiang’a Opiyo who represented Mbita.The late Odhiambo Opiyo is the father of the firebrand nominated MP Madame Milie Ohiiambo.

Dr Odero-Jowi was beaten hands down by Matthews Otieno Ogingo I the controversial loaded 1969 general elections. He later made an appeal tot the High Court citing some far- fetched irregularities.

Otieno Ogingo election was nullified by the High Court and he latter won with even larger votes margins in the consequent by-election that followed.

Odero-jowi lost the election to Otieno Ogingo because he had stepped into the shoes of the assassinated populist the late Tom Mboya and readily accepted he cabinet apointment as the Minister for Planning an Econmic Planning Development was revered o as a hero.

Jowi’ other Luo cabinet collegue to the little known secondary school teacher James E. Mbori-Yogo in similar circumstances.

The founding PresidentJomo Kenyatta appointed Odero-Jwi Kenya’sPermanent Representative to the United Nations based in New York.

Odero Jowi left his U post and retuned home shrty before the 1974 general elections and recaptured his old Ndhiwa seat from Otieno Ogingo,but he didn’t last for longer in parliament He left thec0ntry before the end of his term and joined UN services in Canada.

A former senior police officer, Zablon Owigo Olang’, who is a cousin of Odero-Jowi wrestled the Nnhiwa seat from Otieno Ogingo for the latter to recapture the same during the 1988 mlolongo {queing voting} election master minded by the late Hezekah N Oyugi,then the powerful PS In the Office o the President In- charge of Internal Security an Provincial Administration.

Another potential aspirant who is reported to be under pressure from the electorate to joint the election race is the flamboyant Nairobi and Kampala based businessman Hilary Ochieng’ Alila- He is originally hails from Rapedhi in Ndhiwa, but has chosen Homa-Bay Town as his political center of operations.

Aila has already declared his interest in the Homa-Bay County Senate seat, which is also said to be eyed by the Immigration and Registratin of Persons Miniister Gerald Otieno Kajwang’.

Kenyan technician dies mysteriously in Juba South Sudan

Francis Ombuor Osumba a Kenyan working a a technician in Juba South Sudan has died mysteriously, according t faint information reaching his family back home in Rangwe constituency, Homa-Bay County ,the decease died early last week after short illness.

The south Sudan were reported as treating the Kenyan death a police case, and were waiting for a post-mortem examination to be performed before the active investigation to unearth the cause of his death started.

Prior to moving to the South Sudan a couple of years ago,Mr Osumba who is in his early 40s had worked as an instructor/lecturer at the Eldoret Polytechnic before he was transferred to Kitale Polytechnic I the same capacity. He had also worked briefly at the Kisumu based Ramogi Institute Advanced Technology .{RIAT}.near Asumbi Teachers Training College in Rangwe constituency, within Homa-Bay County and was the son of a prominent businessman in Rangwe Mr Elly Osumba Ombuor.

According to very faint information reaching his family, Mr Osumba died on Monday last week. A neighbor when his return to the building which they were sharing as neighbors late in the afternoon, the neighbor found the decease had already died while seated on a sofa-seat.

Kenya: The residents of South Rift Region are putting pressure upon Raila to appoint one of Kipsigis MPs to the cabinet

The popular rumor making the round in Kericho Town and its environs is pointing out to the direction that the Prime Minister Rila Odinga should urgently consider the possibility of reshuffling his ODM party side in the coalition government in order to create the room for one of his loyal lieutenants among the MPs from the Kipsigis community to be elevated into a full cabinet slot.

Such a move would work well in favor of the ODM and could restore the community back on the Prime Minister and repair the damage inflicted by the soured relations with the section of Kalenjin MPs.

The MP whose name is being aggressively mentioned as the one ho deserves such appointment id Dr. Joyce Laboso who represented the unusually volatile Sotik borderline constituency, which is separating the Kipsigis and the Abagusii of Borabu district.

Cattle rustling business is till thriving in this region causing insecurity as the hostilities between the two neighboring communities continued unabated.

The community wants Raila to promote the Kipkellion MP Magerer Lang’at to fill one of the vacant ministerial slots in the coalition. Lang’at is currently an Assistant Minister in the Ministry of Energy.

There is a strong suggestion that Laboso and Lang’at should be swabbed with Lang’at taking over the Ministry of Regional Development, which is currently held by the Westlands MP Fred Gumo who is also acting in the Ministry o Local Government. The local government portfolio was left vacant by the DPM Muslia Mudavadi who has since ditched the ODM and started his own UDF.

Laboso should fill the vacancy left by the late Joshua Orwa Ojode in the Ministry of Internal Security as an act of regional balancing.

The residents of the South rift region of the Rift valley province comprising of Kericho and Bomet counties also wants Raila Odinga to lift the suspension of the Minister for the Industrialization Henry Kosgey, arguing that his continued suspension is hurting ODM’s popularity in the Rift Valley, while the court case of the abuse of office is lingering within the courts for too long without the solution on sight.

Kosgey is the ODM party national chairman. He has remained steadfastly loyal to the party and its leadership despite of the fact that most of his Kalenjn fellow MPs from the Rift Valley have crossed over to other parties and joined the shaky and unpredictable URP of William Ruto

Another popular issue, which is rapidly winding its way into the public domain is the quest by the Road minister Franklin Bett, who is the Buret MP that he should be considered to be the running-mate of Rail Odinga in his presidential bid in 2013.

Residents say Bett has all that it takes to be a presidential running-mate ,having come from the votes rich Kipsigis land where the ODM could harvest as many votes as 2 million, he is the most suitable to be Raila’s number two in the impending presidential contest.

The statistics of the 2007 general elections indicated that members of the Kipsgis sub-tribe of the larger Kalenjin ethnic groups had casted as many vote as 1.3 million in nine parliamentary constituencies, namely Chepalungu, Kilgoris, Konoin, Buret, Sotik, Bomet, Belgut, Ainamoi, Kipkellion and Kuresoi in Molo.

ODM bagged nearly 100 per cent o votes casted in all eight constituencies in the Kipsigisland, and also in the two Diaspora based parliamentary electoral constituencies of Kuresoi and Kilgoris.

With the inclusion o youths who have acquired the new national identity cards for the new generation youths in the region which has since had two additional parliamentary seats as the result of the recent splitting o Belgut, and the creation of the new Sgowet, constituency, Kipkellion Eat and Kipkellion west, the provisional voting pattern which is being projected as likely to go up past 2 million marks.

Senior politicians in this region are up in arms demanding hat Raila Odinga should reward his loyal comrades by filling the vacant Ministerial slots in he government with members of the Kipsigis community.

At the same time the recent evens including hr locking out two prominent Kipsigis political personalities from representing Kenya as new MPs in he regional east African Legislative Assembly {EALA} allegedly sabotage by Ruto and Kalenjin MPs allied to the URP has dented the reputation and image of the Eldoret North mp William Ruto in this tea growing region.

Ruto’s popularity altogether with that of the fellow Kalenjin MPs allied to him from this region have suffered major political set-back and rekindled the old hostility between the Kipsigis and their closest cousins from the North Rift, the Nandis.

The two whose nominations to the EALA has has caused uproar in the region were he Bomet County councilor Donald N’eny {Tinget} who is a close political associate o Raila Odinga and the former Deputy Chief of the General Staff{who is the head of the UDM . The two were nominated by Raila Odinga’s ODM party. But Ruto and Kalenjn MPs allied to him made it known to the public that they were vehemently opposed to the appointment of the two as part of their well orchestrated grand plan of fighting Raila Odinga so that he could not succeed President Mwai Kibaki when the latter retire next year.

He scheme worked temporarily, but It has since boomeranged back on Ruto who is now facing massive rejection by member of the Kipsigis community. It has turned out to be a blessing to Raila in disguise as members of this particular community are now drifting back to the ODM and vowed to support Raila Odinga in his presidential bid.

Kenya moves to reduce roadblocks and weighbridges to facilitate easy movement of goods to the landlocked neighboring countries

Kenya is set to drastically reduce the number of road blocks and weighbridges on its roads in the next five months as the county seeks to ease the movement of goods and services in the region, quelling growing of discontent in East African Community member counties over costly non-tariff barriers.

While reading this year’s budget in parliament, last week the Finance Minister Robinson Njeru Gidhae said the government will review relevant regulations and guidelines to ensure all weighbridges are relocated to ports of entry and roadblocks are either removed or reduced to bare minimum.

“Kenya and the EAC region can ill-afford the high costs associated with delays usually occasioned by weighbridges and roadblocks along the Northern Corridor, which serves our landlocked neighbors Uganda, Rwanda and DRC Congo,”said Minister Gidhae.

The Minister made these remarks while reading the country’s estimates and budget for the year 2012/2013 fiscal year.

While the five EAC partner states of Kenya, Tanzania, Uganda, Rwanda and Burundi have agreed in principle to remove non-tariff barriers {NTBs} by December 2012, this will largely depend on the willingness of the different countries in the absence of legally biding framework.

“Frustration is growing among the landlocked countries like Rwanda, that re paying heavy price for the unnecessary delays caused by NTBS like weighbridges and port inefficiencies in Kenya, through which their goods must pass.”

Rwanda last month threatened to take its neighbors to court over the continued existence of NTBs in the EAC, which it says increases the cost of doing business for its industries, making them uncompetitive.

Kenya, the Finance Minister disclosed, is also aiming to cut cargo clearance times at it coastal port city of Mombasa to a maximum of three days from the current 7-14 days, and at the Jomo Kenyatta Intentional Airport to one day.

For good being moved by road, cargo clearance times should drop to just one hour from the present two days.

Kenya is also to finalize a trade promotion strategy whose implementation will expand and diversify exports with particular attention to high value primary products such as macadamia and cashew-nuts that have shown excellent prospects in the export market”, said the Minister.

He added, “we will continue with the collaborative infrastructure investment, and remove inefficient Customs procedures including complicated rules of origins and other non-tariff barriers in line with the existing EAC protocols,”

At the same time the Nairobi based weekly, the EASTAFRICANS, a publication of the Nation Media Groups quoted the Permanent Secretary to the East African Ministry David Nalo as saying that the removal or reduction of roadblocks, especially on the Northern Corridor from Mombasa to Kampala through the border post town of Busia will drastically reduce the cost and time of doing business in the region.

“The landlocked countries in the region stand to benefit most as the cost and time or doing business will reduce and consumers will have easy and cheaper access to goods and services”, said Nalo.

ALTHOUGH the late Joshua Orwa Ojode had served the government briefly as an Assistant minister for Internal Security and Provincial Administration, he has left behind a very attractive record of total commitment to development activities that are of mutual beneficial to his constituents.

Orwa Ojode contributions in cash material could only be equal in comparison to the contributions which has so far been made by two men, namely for powerful Permanent Secretary In the Office of the President, the late Hezekiah N Oyugi, and the retired former country director o Marie Stopple Clinics,Cyprian Otieno Awiti

Ojode had concentrated in developing his Ndhiwa constituency, but Awiti is on record of having criss-crossed the full length and width of the greater Southern Nyanza region making hefty cash donations and contributions towards the various socio-economic projects I nearly all the constituencies, districts and administrative locations.

Awiti who hails from Rachuonyo South district has declared his interest n one of the elective positions in the forthcoming general election. Awiti is aspir9ing to be elected the first governor of Homa-Bay County.

The two men Ojode and Awiti sharply differed ideologically in characters and religion wise. Ojode is a member of he Seventh Day Adventists Church {SDA} whereas Cyprian Awiti is a staunch member of the Roman Catholic Church.

Audited statistic of donations made by individuals towards the various socio-economic projects in the entire greater Southern Nyanza has revealed that Cyprian Awiti leading the rest only to be followed Ojode and the late PS Oyugi the three men are credited for having donated generously toward the various development activities, which included educational facilities and institutions, health centers, dispensaries, women groups, water project and other essential infrastructure which are relevant to the development of rural areas.

The Homa-Bay County and the jurisdiction of the would be governor covered close to eight parliamentary constituencies. The area is so long covering widest area from Sondu Town to Nyandiwa in Gwassi {now Suba South district], Mbita { now Suba North district and winding up in Mfangano Island right in the middle of Lake Victoria.

The constituencies include Kasipul-Kabondo, Kasipul, Karachuonyo, Rangwe, Homa-Bay Town, Ndhiwa, Suba North and Suba South.

The country also covering several small fishing islands located inside Lake Victoria such as Ringiti, Rehemba, Lolwe,Takawiri, Ngodhe, Oyamo Sikri, Soklo Kipenji { or Soklo Kubanga} and other smaller ones. The person who will win the governorship will have to travel along distances visiting and supervising the administration of the dozens of fishing island, which are located inside Lake Victoria.

It will a daunting and highly tasking job or the new governor. This is why the electorate in the region wanted somebody with the widest administrative experience coupe with financial discipline.

The majority of the electorate stretching from Gwassi, Mbita, Mfangano and Rusinga sIands have been heard talking good and in favor of Cyrian Awiti as the most suitable person who can serve them sincerely and with dedication as their next government. It is a political office in which the holder also need.

Given his experience at Marie Stopie Clinic’s, though it is only an international NGO with countrywide branches, Awiti is seen as mature and serious person for the job.

Awiti hails near Mawego R.C. mission and next to Mawego Technical College and Mawego Girls Secondary School both which are run and managed by he Diocese of Homa-Bay is credited for having made his personal cash contributions and donations toward the development projects indiscriminately and without giving preference to any of the projects, which are located in his home turf home turf of Karachuonyo.

Ojode and Awiti were very close friends. On several occasions Awiti was invited by Ojode to Ndhiwa for major fund drive while Ojode reciprocated by visiting Rachuonyo region and presiding over successful fund drives for the various projects.

Had Ojode lived on to witness the next general election, Awiti could have harvest nearly 100 per cent of votes in the vote rich Ndhiwa constituency to realize his ambition for the governorship. It is, however, hoped that Ndhiwa constituents who have benefited immensely from Awiti during Ojode’s lifetime, would give him the sympathy votes as someone who had worked closely with the deceased MP.

Awiti is currently leading the pack of three aspirants who include Eng Philip Okoth Okundi, and the Microsoft executive Dr Mark Matunga. Okundi is from Rangwe, while Matunga hails from Mfangano Island in the Suba North constituency.

Kenya: It is being rumored that some Luo politicians MPs included had celebrated the death of Orwa Ojode to the chagrins of his family and relatives

What could have been a high profile burial and solemn and tear sending off of the former Assistant Minister for the Internal Security Joshua Orwa Ojode turned chaotic and almost was marred by violence following deadly rumor that a section of Luo politicians including unnamed MPs had celebrated the sudden and tragic death of the Ndhiwa MP.

These rumors were the source of high tension that gripped the funeral home when the former Assistant Minister was laid to rest at his Unga village home in Kanyamwa Central, Ndhiwa district. The anger and sentiments of hostilities were displayed openly resulting in one MP from a neighboring constituency being totally barred fro making any speech or being introduced to the mourners. The MP had to be slipped out of the home quietly unnoticed..

Another deadly rumor had also reached the ears of Ojode’s close relatives and friend that some unnamed politicians and several MPs from Homa-Bay County had hired youths and political goons with instructions to heckle and shout at certain targeted speakers during the burial ceremony.

It was further alleged that an MP from the region was the one who had sent a secret word to the goons that had blocked the vehicle carrying the late Minister’s casket from entering his Unga village home last Friday. The goons who fought a running battle with the security men insisted that the body must be taken to Ojode’s Ratang’a parents home before being driven to his own home at Unga for an overnight stay.

The sequence of event last Friday had complicated the matter for the late Minister’ family, and this is prompted his Widow Mary Ojode to deliver such a harsh statement while eulogizing her husband.

Meanwhile sources close to the Ojode family pointed an accusing finger at the Immigration and Registration of Persons Minister Otieno Kajwng’ who is the MP for Mbita, and the Rangwe MP Martin Otieno Ogindo.

The two are blamed for having politicized the burial of the departed soul of the abrasive Ndhiwa MP for political expediency.

The two senior-most politician in the Homa-Bay County were blamed for the close breakdown I protocol, Otieno Kajwang’ is the current ODM Homa-Bay County branch chairman, while Ogindo is the vice chairman, The branch Secretary is the Karachuonyo MP Eng James K Rege who is absolved of any blame as he did not featured anywhere I the burial arrangement.

But Kajwng’ who was not in talking terms with Orwa Ojode while he was alive later emerged from nowhere to the chagrins of the family ad appointed himself the master of ceremony.

The event was a high profile burial in that it was attended by President Mwai Kibaki, the Prime Minister Rail Odinga, the Vice President Stephen Kalonzo Musyoka, the entire member of the cabinet, Assistant Ministers and close to 103 MPs representing various constituencies in parliament led by the Speaker of the National Assembly Kenneth Otiato Marende whose words of wisdom while condolensing the family of the late Ojode was like the gospel and inspired each and every mourner in attendance.

The occasion was a very special one and required high profile public relations. The noise making youths demanding forcefully to be served with food, were some of the intrigues allegedly masterminded by the anti-Ojode elements within the ODM Luo politician prompting the Ojode family to feel that party of the huge crowd that attended the funeral were not genuine mourners, but people who had gone to their home to shade the crocodiles tears.

Civic leaders led by the Mayor of Nairobi Coun Aladwa, the mayor of Mombasa, Coun Moudhir the Mayor of Kisumu, Coun Sam Okello, heads of parastatals and quasi government organizations. The presence of the Mayors from urban centers across the country were never mentioned, and the poor protocols which were haphazardly conducted by Kajwng’ was a total disappointment.

The task performed by the Vice President Kalonzo Musyoka, the Migori MP John Pesa, the Speaker of the National Assembly Kenneth Marenda President Kibaki and the Prime Minister Raila Odinga were commendable. Their word of wisdom helped a lot in calming down the highly charged situation, which ordinarily could have easily exploded into mayhem.

A number of presidential aspirants who included the Eldoret North William Ruto and the Sabatia MP Musalia Mudavadi had been targeted for booing and heckling by the excessively intoxicated and drunken goons.

Also earmarked for booing was the immediate former Rangwe MP Eng Philip Okundi, who is currently the chairman of the ODM elections board and chairman of the Communication Commission of Kenya {CCK}.

Okundi is once again in the race aspiring to be elected to the lucrative position of governor for Homa-Bay County, a position which the incumbent Rangwe MP Otieno Ogindo is also vying for.

It was originally planned that heckling of Okundi would depict him as unsuitable person for the governorship position and unpopular.

The action by noise making political hirelings had depicted members of the Luo community as most backward people. One mourner from the Kalenjin region was heard saying, ”But we thought the Luos were the most educated and civilized lots in this country. We did not expect to behave like this.”

In life, Orwa Ojode ha parted the company with the Prime Minister Raila Odinga ever since the formation of the coalition government of PNU / ODM in 2008. He has since then never shown his face to any public function conducted by he Prime Minister, and also kept low profile during the ODM grass root elections and boycotted all the party functions.

After the constitutional referendum of November 2005, in which the orange group which was led by Raila Odinga meted a sweeping victory over the Banana group supporting President Mwai Kibaki, there was a major cabinet reshuffle in which all the ministers allied to Orange Democratic Movement were including Raila Odinga wee sacked.

President Kibaki, however, surprisingly appointed Orwa Ojode to a full cabinet minister inchrge of Forestry and Wildlife. The Ndhiwa MP, however, declined the appointment in solidarity with his sacked friends including Raila Odinga.

Ojode ha served previous as an Assistant Minister for lands and Settlement and later as an assistant Minister for Education and was the chief campaigner of Raila Odinga presidential election in 2007. Prior to these events, Ojode has been very vocal and formidable defender of Raila Odinga on issues related to national importance and was expected to clinch a full cabinet portfolio, but many people were shocked when he was relegated to the Junior position of an Assistant Minister.

The situation was so much aggravated by he fact that Rongo MP Dalmas Otieno who all along and prior to the 2007 general election was loyal KANU member and leader was given the flag by Raila Odinga. Otieno Kajwang’ had never worked in the government was also appointed to a full cabinet position as the Minister for Immigration and Registration of Persons. Ojode considered himself as much senior to Kajwang in terms of parliamentary experience. He entire into parliament in 1994 whereas Otieno Kajwang;’ first entered into the August House in1997.

Before his death in an helicopter crash on Sunday June 10, Ojode had confided to this writer that he was considering the option of ditching the ODM and standing and defending his Ndhiwa parliamentary seat as an independent candidate. He said he felt like leaving the ODM, because the party was full of loose talkers and people with bad gossiping attitude.

He told me that while he was attending the funeral of Mr Phelogona Okundi in Rangwe constituency, he was suddenly attacked by Dr Oburu Oginga in full view of the mourners and accused of being one among those undermining the ODM. The incident took place when the grouping including the Prime Minister had attended the burial if the former Kasipul-Kabondo MP Eng. Pete Owidi near Oyugis. He and Raila, he said drove to Awendo to witness the opening of Sugarland Hotel in Awendo town which is owned by the former Rongo Mp George Ochillo-Ayacko, and after enjoying the evening in a large group of MP and friends he and Raila drover to his palatial home at Unga in Ndhiwa for the night. But the next day, he was publicly and scathingly attacked the Bondo MP Dr Oburu Oginga, the eldest brother of Raila Odinga. He felt that there were innuendos of bad gossiping going on about him and thereafter he choose to stay away from the group and concentrated on his ministerial duties giving the ODM party a break.,

In an exclusive interview with this writer a month ago, Ojode had recalled that similar attack was mated out to the former Deputy leader of ODM and the Deputy Prime Minister Musalia Mudavadi when the latter turned up for the late Jaramogi Oginga Odinga memorial service at the late Jaramogi Kang’o home in Bondo. In this particular function the Gem MP publicly attacked and savagely condemned Mudavadi.Ojode maintained that he believed the attack had contributed to Mudvadi’s departure fromn ODM. The unwarranted attack drove Mudavadi out of the ODM, so the ODm is full of bad gossipers and so called power-brokers

Kenya: The proliferation of thousands of small arms into Kenya is the major source of worry to the government

The Kenya Action Network on Small Arms {Kansa} has raised the red alarm over the circulation of more than 600,000 illegal arms in the country.

The organization warns that terrorists and some illegal groups could use the arms during the forthcoming general elections in the country scheduled for March next year.

Kansa said this was discovered after a survey which was conducted last year jointly by the Kenya National Focal Point on small arms and the Geneva based Small Arms Survey.

The survey indicated that most of the 600,000 illicit arms are concentrated in pastoralist communities in the North Easter regions parts of Kenya as well as major urban centers such as the capital City, Nairobi, Mombasa where they are used in committing serious crimes.

These illicit weapons mainly comprise of assault rifles, hand guns and ammunition, which enter the market through corruption, seizure and loss.

“The Kenya situation is even more critical when one takes into account that this country is still smarting from the near self destruction crisis following the 2007 / 2008 post-election violence caused by the disputed presidential election violence and it stumbling towards yet another election without some of the major triggers that ignited the PEV having been addressed,” said Kansa in a statement released last Thursday.

The statement was read at a Nairobi hotel at a meeting held by Africa Peace Forum Executive Director Ochieng Adala to mark the Global week of action against proliferation of small arms in Kenya.

Amnesty International Kenya Country Director Justus Nyang’aya and the director of security Research Information Center Col {rtd} J.W.Kituku were also in attendance at the meeting.

Kansa said while some reforms highlighted under the Agenda Four of the National Accord are being addressed like the judiciary, electoral, and constitutional reforms, other critical area including historical injustices, such reforms, youth unemployment, corruption, and impunity armament remain unaddressed,” said Kana statement.

The organization said there are also fertile grounds for hate speech and incitement by politicians, Kansa noted that this was going on through intense political competition, polarization ethnic mobilization and the politics surrounding the on-going ICC cases.

Kenya: Arrested German terrorist suspected for a series of bombings in Nairobi is now awaiting for his deportation

PLANS are under the in the Kenyan capital, Nairobi to have a German national suspected to have been behind the series of bombings including that of a business premises housing fashionable shops in Nairobi’s Central Business District {CBD} last month.

The powerful explosion went off during the busiest hour of lunch time. It claimed the life of one Kenyan woman trader, and injured more than 30 people. Indorgan is also expected to stand trial in terrorism related activities back in to native home Germany.

And back in his Germany home the authorities there have already issued a warrant of arrest against him through the International Police Organization {Interpol} earlier,” said a police spokesman.

The fugitive was later arrested in the neighboring Tanzania to where he had fled after masterminding the detonation of what was later identified as the deadly fertilizer bomb.

The bomb ripped off the roof of a building housing the popular musical shop called Assanand’s Buildings located along the Moi Avenue in Nairobi’s Central Business District {CBD}.

The Kenyan police have been hunting for the suspect who was suspected to have either to have been hiding in the country or had fled to Uganda.

Interpol had apparently issued a red notice for his arrest of provisional arrest of wanted persons with the view to extradition.

The suspect would be deported to Germany anytime now. There was a red notice asking for his arrest and deportation to Germany,”said a senior police officer who requested that his name not to be mentioned.

Interpol had asked for hi and other terrorist suspects fingerprints and other personal details before they issue the notice,’ said the official.

He officer added that Tanzanian police had written to them informing them that they Indorgan who crossed into that country through Kenya’s and Tanzanian coastal regions.

Other government source hinted that Kenya did not want to try the suspect because he would be a burden to them in prosecution and jailing him would also be a heavy burden Anti-Terror Police Unit.

Police in Nairobi said they were waiting to be supplied with statements that were recorded from Indorgan. He has recorded much of his being in the Eastern African region and there are probably got in touch with but “ our colleagues in Tanzania are yet to give the details of their interrogations with the suspected terrorist.”

He disclosed that a team of Kenyan detectives had been dispatched to Dar Es Salaam in order to get mire information regarding the arrested suspect terrorist.

Endorgan is someone we have been looking for and we have sent our officers {sleuths} to Tanzania to be part of the ongoing investigations,” said the officer.

Meanwhile the Deputy police Spokesman Charles Owino disclosed that that a team o Kenyan detectives had been urgently dispatched to Tanzania to get more detailed information regarding the on-going investigations regarding the arrest of the suspected terrorist.
