Kenya: Government asked to investigate alleged sale of identity card registration forms by some chiefs in Nyakach district

The Provincial Administration in Nyakach district has been asked to launch a thorough investigation into claims and allegations that a location administrative chief is asking youths and women to part with Kshs 300/- bribe money before issuing them with forms.

The forms for those youth who have attained the age of 18 years and wishing to acquire national identity cards are supposed to be issued free of charge.

Denying the youths the registration form to enable them to acquire the new generation national identity cards would mean enfranchising the citizens their constitutional rights of voting art the forthcoming general election and yet the time is running very fast.

Information emerging from Nyakach district, however, says that youth in Sigoti location are finding it difficult to get the form for registration and that a chief is allegedly to be selectively asking for money from the young people and women. The Chief, however, is issuing these forms freely to adult men applicants.

This writer made a frantic effort to reach the Chief of Sigoti Location Mr Ezekiel Okano for clarification in vain. The Nyakach D.C. also was out of reach. Efforts to contact the Nyakach MP Polyns Ochieng’ Daima also proved also proved fruitless.

Our source on the ground confided to us that the Chef is asking cash from young people and women, but avoiding asking or the same from men adult. This turns of event has hampered the acquisition of new generation national identity cards by a large number of young men and women who could not afford paying any money to be issued with the forms.

The forms are said to be in abundance in all locations and chiefs and heir assistants are suppose to issue them free to those wishing to acquire ID cards.

The fear persists that such barriers could have negative effect on voter’s registration exercises soon to be launched by the Independent Electoral and Boundary Commission {IEBC}.

Residents of this particular location have therefore requested the Provincial Administration in the area to investigate the allegations with the view to ensure that youths and women wishing to acquire the new generation identity cars are issued with the forms without any kind of hindrance. If confirmed, the culprit should be punished.

Other allegations made against the administrators in this particular location, include the alleged laxity and failure to stamp out on stock theft and cattle rustling. The location is bordering Kericho West district and cattle rustling is said to be so rampant that a night hardly passed without some animal reported being stolen from the villagers.

Despite the presence of two properly staffed and manned police stations at the nearby Sondu Market and also at Kapsarok , cattle rustling has become the order of the day I the area. It has become life threatening to the villagers on the Nyakach side if the border.

The police are said to have sent time and money meeting resident of Kabondo East and North Mugirango to sensitize them against cattle rustling, but have avoided calling similar meetings between the Nyakach and Kipsigis people living across the border of Nyanza-Rift Valley.

    Are these the same public officials in Nyakach who are promoting cattle rustling in which poor people are being harassed, raped or losing their lives and livelihoods?
    Poor people are not only losing their properties, they are being slaughtered the same way their cattle are being stolen and slaughtered by these criminals organized and promoted by elite officials pretending to be law enforcement government officials. Nyakach, particularly Kadiang’a Sub Location bordering Sondu and South Nyanza , is now a heaven where cattle rustlers and other organized thieves roam unimpeded because of their connection with local politicians. These people are raping women regardless of age and children. Kadiang’a is now the most lawless sub location in Nyakach where nobody is allowed to own anything, particularly, cattle . The organized local crime syndicate, promoted by local government officials are in charge! Unless these thugs are identified and wiped out, nobody is safe in Nyakach, KADIANG”A!

    The Luo community is turning against itself because of lack of education, massive unemployment and lack of survival opportunities! The youth are turning against parents and community instead of protecting them! Wealth is in the hands of 0.001%. The Luo politicians are only looking out for themselves by turning one section of the Luo Community against another (DIVIDE AND CONQUER METHOD) which was employed by colonial power before 1963! Unless ordinary people organize and rise up and start protecting themselves using all means necessary, the Luos, particularly those in Kadiang’a Sub Location of Nyakach, are doomed!! THIS IS NOT INCITING ANYONE TO TAKE THE LAWS INTO HIS/HER own hands! However, when politicians and law enforcement officials are promoting violence against unarmed citizens, they cannot expect these citizens sitting ducks to be slaughtered with impunity FOREVER! EVERY HUMAN BEING HAS THE GOD GIVEN RIGHTS TO PROTECT ONESELF, PARTICULARLY, WHEN YOU PROPERTY IS INVADED!
