KENYA: LEADING KISUMU ESTATE AGENT STRIPPED NAKED BY WOMEN AFTER CONNING THEM.

ANGRY prospective land buyers yesterday roughed up a leading real Estate Agent in Kisumu while accusing him of fleecing them of unspecified amounts of cash under the pretext that her would sell them assorted parcels.

The irate mob pounced on Mr. George Adada leaving him half naked.

Adada who is the proprietor of Michigen Investments which is based in Kisumu pleaded with the buyers to leave him alone but his pleas fell on deaf ears as they roughed him up.

Chaos erupted at Konya village in the outskirts of Kisumu town where land surveyors, police and lawyers had gone there in order to find the situation on the ground.

But the mob stormed the area next to Ukweli pastoral centre sending everyone scampering in different directions.

Earlier hundreds of prospective land buyers in Kisumu who claim to have lost millions of shillings to fraudsters posing as agents threatened to stage a major demonstration against the police and land officials in the area whom they say collude with the conmen.

The victims said that they will stage a major demonstration against the office of the criminal investigations department for not arresting the agents.

One of the victims Ms Leah Aketch said that she was coned by agent at Michigen Investments and has spent over 7 million shillings in developing a parcel of land at Konya in the outskirts of Kisumu which turned out to be a road reserve.

“Upon perusal of maps it has been established that the parcel of land is actually located on a road reserve’ she said.

Speaking in Kisumu Aketch said that she has severally referred the matter to CID headquarters in Nairobi.

She said that her efforts to have the conman arrested have all been in vain since the susoect enjoys protection from some officers.

Aketch said that officers at the CID office in Kisumu have been telling her that the matter is quite delicate.

She blamed officers at the land’s office in Kisumu for colluding with the conmen in order to fleece unsuspecting members of the public of million of shillings.

Aketch said she was given a parcel of land at Konya parcel number 6076 by a one George Adada only to be told that the real one is located at Dago parcel number 4020 which is located several kilometers away.

Another complainant Oliver Agnes alias Nyanaya said she had fallen victim to the fraudsters at Riat area.

She said huge tracts of her parcels of land had been sold out by some of the conmen posing as agents in Kisumu town.

Nyanza CID chief Joseph Mugwanja confirmed knowledge of some of the cases.

Mr. Mugwanja said he is aware of Aketch’s case since it was forwarded from CID headquarters for immediate action.

Documents seen by The People show that Aketch was given a referral letter addressed to the Nyanza PCIO to look into the matter.

He promised to look at the file with a view to taking action.

Mr. Mugwanja confirmed that there are some 32 cases of that nature which are being investigated by the Kisumu DCIO.

The days of those who have been fleecing people under the pretext of giving them parcels of land are now numbered.

A number of top civil servants and businessmen in Kisumu have also fallen victims of the super conmen.

Investigations have revealed that those who have been fleeced of millions of shillings have been promised parcels of land at Kibos Road, Dago, Konya, Dunga, parts of Kajulu, Riat and Kisian, Dago together with Otonglo areas.

The Honorable Minister Dr. John Robert Ouko (31 March 1931. 13 February 1990), commonly known as Robert Ouko, was a Kenyan politician who served as Minister of Kenya from 1979 to 1983 and from 1988 to 1990. Robert Ouko served in the government of Kenya from the colonial period through the presidencies of Jomo Kenyatta and Daniel Arap Moi. He was a member of the National Assembly for Kisumu and a cabinet minister, rising to the post of Minister of Foreign Affairs and International Cooperation by 1990. He was murdered in Kenya on February 13, 1990. The murder case, perhaps the most intriguing in Kenyan history, remains unsolved.A report presented in parliament in 2010 states that the murder was carried out in one of then President Daniel arap Moi’s official residences.

KENYA: THREE CHINESE FOREIGN WORKERS WHO WERE CAUGHT RED-HANDED WHILE COOKING STEW OF PYTHON SNAKE HAVE BEEN ARRESTED AND TAKEN INTO POLICE CUSTODY

Three Chinese foreign construction workers were last night arrested and placed in police custody pending their appearance in court.

The three Chinese and their Kenyan aide were arrested by scouts and rangers of the Kenya Wildlife Services {KWS}.The incident took place at the Olkaria Geothermal power station project, which is currently under construction about 90 kilometer south west of the capital, Nairobi.

The four were arrested only a few hours after they killing the python. According to the police sources in Naivasha town , the four skinned the snake before cutting it into small pieces to make a stew meat.

The Chinese foreign workers are engaged on the construction site. They are said to have been making big influx into the nearby Hell-Gate National Game Park an area which is poplar with foreign tourists.

The local Maasai pastoralist’s herdsmen had tipped the KWS rangers deployed by the KWS to guard the game park and protect tourist sceneries within the area.

Naivasha Police Chief Paul Korir confirmed the arrest of the three foreign workers and their Kenyan accomplices, adding that they have been released on police bail and would be taken to court within two or three days to answer the charges of being in illegal possession of game trophy, namely python skin and meat.

The Kenya Wildlife Services officers acting on a tip-off visited the camp site where they Chinese were being housed and found them cooking a snake meat. A large number of Chinese foreign workers later flocked the local police station to inquire about the fate of the colleagues.

Koriri said it was against Kenyan laws for any unauthorized person to kill mammals and wildlife that is “why we have arrested them”

There has been hue and cry ever since the great influx of Chinese foreign workers and businessmen into Kenya. Moist of these Chinese are engaged in construction of roads and other projects previous undertaken by international construction firms from the European Union and other Western countries.

The arrival of thousands of Chinese in Kenya is also said to be related to the increases and alarming cases of poachers who have been killing elephants at large to the near extinction of the Jumbos.

A lot of consignments of illegal export of elephant tusks have been discovered while on transit in far places like Hong Kong, Bankok in Thailand, and other foreign capitals. The tusks are believed to have been originating in Kenya, though the country has placed a total ban on elephant tusks trade.

Elephant and both white and black rhinos are classified in Kenya as endangered animals species and are under twenty four hour protection by the government through the KWS. But the poachers armed with deadly and sophisticated weapons are said to be coming from the ungovernable Somalia neighbor, and the Chinese merchants are believed to be working in cohort with the poachers from Somalia.

Corruption is rampant in rural areas as APs are said to be running illegal “Kangaroo Courts”s

CAN anyone in the higher authorities either in the Office of the President, the police and the Administration Police authorities make a move with speed with the view of bringing sanity in the services of the Administration, which is denting the image of the country.

The image of the Kenya government which needs cleansing has been soiled and defaced by rampant corruption practiced by traffic police and administration police officers.

It has been established beyond any reasonable doubt that the administration Police officers posted to work in the outlaying district, divisions and rural administrative locations have shamelessly and corruptive established illegal “Kangaroo Courts”

These ‘Kangaroo Courts are only there and meant for the purpose of minting money earned illegally from unsuspecting members of the public..

A case in point is an ugly incident which occurred at Rapogi Trading Center in Uriri district,within Migori County.

The head f the Administration police unit posted at the nearby District Officers Divisional office in the company of several other APs made a surprise visit to a local bar located in Rapogi Market. There were several revelers as the raid took place during the wee hours of the night. After the exchange of harsh words with the revelers, the visit by policemen degenerated into a brawl.

The brawl resulted in the head of the AP sustaining minor injuries on his arm. THe revelers took to their heels scampering for safety in all directions.

THe next morning the head of the AP fook a P3 form, arrested one of the patrons of the bar, a young trader at the market who is running a butchery shop and locked him into police custody at the DO’s office. Acting on the fake P3 form which was later to emerged had not been filled and signed by a competent medic to warrant the suspect to be charged with the assault case.

The mother of the suspect who had by then spent two night in police custody struggled to raised Kshs 30,000 and paid the money to the head of the AP for the release of her son. No criminal charge was preferred against the young man.

A few days later the no nonsense Uriri D.C George Lagat got a wind of the matter. The D.C.immediately summoned both parties and the head of the AP to appear before the district security committee for interrogation. It was during this exercise when the P2 Form was established to have been a fake one. And the D.C’s team found that no criminal offence had been committed by the suspect and ordered the AP boss to refund the money which he had taken from the suspect’s mother immediately. The AP boss admitted having received the bribe money. To-date no money has been refunded to the family and the matter has since degenerated to hide and seek.

Similar cases are so common with the APs posted to work in the rural locations and divisional headquarters in the remote part of the country far away from towns. People apprehended by the AP for the allegedly committing petty criminal offence have always bought their freedom after parting with colossal amount of money. The money is pocketed by the AP and never get into the government coffers via the established courts of laws and other government coffers such as the KRA

Brewers and consumers of the illicit ”Chang’aa” are more prone to abuse by the APs. Some of them are forced to part with large sums of money on weekly basis as ‘Protection Fees”.

It is not uncommon for the culprits suspected for having committed serious criminal offences to escape punishment so long as they could raise bribe money, such criminals go scot’s free.

Another category of the Wananchi targeted by both APs and Traffic Police officers are the Boda Boda motorbike riders, particularly those rising on rural access and feeder roads. It is no longer secret that traffic police officers are always demanding the bribe money with menace. Some of the Inter-regional highways linking Kenya with the neighboring Tanzania and Uganda are commonly used by foreigners from those countries who come here for businesses while using country buses and matatus of the country. These foreigners sit inside these vehicles and witness the illicit transactions. The exchange of bribe money is done in full view of these foreigners, who when they get back home started soiling Kenya’s good name and question the sanity to our roads.

So it’s good news that leaders in the new Congress, in both the House and Senate, just introduced VAWA again. Even better, the versions that have been introduced expand protections to communities who are especially vulnerable to sexual and domestic violence–Native American women, immigrant women, and members of the LGBT community.1

But those expanded protections are the very reason House conservatives shamefully refused to act on VAWA last year–leaving millions of women without crucial protections.2 So if we don’t push Congress, hard, it might not even come up for a vote this year.

Reporters are already covering the new VAWA bills, and conservatives didn’t face nearly enough pressure when they failed to act last year, so now is the time to speak up. New members of Congress are particularly sensitive to news coverage early in their terms, and want to avoid bad press at all costs. So we need to put pressure on them right away. Every nine seconds in the U.S., a woman is assaulted or beaten.3 Far too many of those incidents are the result of domestic or partner violence.

But thanks to VAWA, we’ve seen progress. Among many other things, the Violence Against Women Act has:4

Strengthened federal penalties for repeat sex offenders and created a federal “rape shield law,” which prevents offenders from using survivors’ past sexual conduct against them at trial.

Trained over 500,000 law enforcement officers, prosecutors, and judges every year to ensure they understand the realities of domestic and sexual violence.

Established the National Domestic Violence Hotline, which has answered over 3 million calls and receives over 22,000 calls every month; 92% of callers report that it’s their first call for help.

The results have been clear:5

Between 1993 to 2010, the rate of intimate partner violence declined 67%.

Between 1993 to 2007, the rate of intimate partner homicides of females decreased 35% and the rate of intimate partner homicides of males decreased 46%.

More victims are reporting domestic and sexual violence to police, and reports to police are resulting in more arrests.

The legislation introduced this year would expand protections to the very communities most vulnerable to violence: Native American women, immigrant women, and members of the LGBT community. Shamefully, this expansion is what House conservatives are up in arms about, and what prevented reauthorization of VAWA before it expired in 2012.

Women’s lives are at stake. Don’t let House conservatives get away with turning women’s health and safety into a political football. Sign the petition today, and make sure Congress knows that Americans want the Violence Against Women Act reauthorized and expanded immediately.

Election violence in Kenya? … Not again

This is not what Kenya expects in the Reform Change we have been fighting for.No corrupt person should be forced on people once they are rejected. The peoples verdit is final……..People are the boses, they choose how they wish to be governed and all political players must respect wishes of the people.

The fight for Reform change is not over people, we shall continue fighting till the “Voice of Reason” is respected and honored.

We are all in this together for the sake of Reform Change and let justice speak up for the people.

Election violence? Not again

Last week, I lost hope that the March 4 elections would be peaceful. With all the main presidential candidates working hard to be seen as national by appointing running mates from different communities, I was confident that a repeat of the 2008 post-election violence would not occur. But now I’m not so sure.

While the violence that seems set to rock the country in six weeks time may not be tribal-based but more about individual winners and losers, the scary fact is that violence will be a reality; and it may be worse than what we saw last weekend.

Bloated pool

I’m I being pessimistic? Perhaps, but imagine this. The post-primary violence was at the level of aspirants, and a bloated pool at that, which means hope more than guarantee, carried the day. Now there are all these candidates carrying around nomination certificates that declare them as bona fide party representatives for various seats, who believe they are the one.

And in the next six weeks, that ego will get so bloated that it will not be contained within the confines of a ballot box. So can you now imagine the explosions when their opponents are declared winners?

If the police want to ensure a more level-headed, violent reaction (if there is anything like that) after the pronouncement of winners, they need to, between now and then, disarm all Kenyans off pangas, jembes, tyres, matches, petrol and other inflammable and blunt objects. These are often the tools of violent. If they can manage this too, they need to force all Kenyans to attend anger-management crash courses that will also include lessons on the importance of peace, including peaceful protests.

Most importantly, the police will need to increase their bullets (hopefully the rubber bullets), tear gas and other riot-control weapons.

But seeing as all these may be a tall order for the police, I’m worried for all those innocents who may be at the right place at the wrong time, and accidentally find themselves in the middle of abrupt violence. The victims of such mayhem are often women and children. When such violence erupts, women walking around are grabbed and gang raped. Children are abducted or killed.

And yes, it may be easy to tell people to lock themselves in their houses right from the evening of March 4 (after the voting exercise) till Sunday, March 10 when, hopefully, the final results will have been announced and any violent rages following such announcements have run out of steam. But we all know that violence tends to find people in the perceived safety of their homes.

Five years ago, when some people went out of their houses to protest the controversial presidential elections, many stayed at home. Others ran to places of ‘safety’ like churches, police stations and the chief’s camp. But the bloodthirsty killers went after them. People were killed in their homes, either by the rioters or by the police. Others were killed in church, while women were raped everywhere.

Accept loss

This is not the life I want for myself or for any Kenyan. I want us to live in peace, irrespective of other people’s opinion – because that is what elections are all about; providing individuals with the opportunity to exercise their opinion. The majority of Kenyans with the same opinion carry the day. That’s just the way it is. If you and those thinking like you lose, it’s simply because not as many people thought the same way.

Maturity is the skill to painfully accept your loss, find reasonable ways to vent your frustration then move along. Violence is never the answer as it costs more than acceptance, what with the collateral damage and loss of property and livelihoods.

Just how mature are we as Kenyans? That will be the major test as we get closer to March 4. Let us choose peace and tolerance instead of war and intolerance.

I wish all candidates the best, but as they campaign, they must realise that those nomination certificates they hold are not the tickets to success. They could lose come March 4, too, and they need to act as gentlemen and ladies when the proof is presented to them; and as leaders by calming their supporters down to peace instead of inciting them to violent protests.

Prominent Kisumu businessman Shem Kwega has died and his wife critically wounded after being shot by thugs in broad daylight.

Shem Kwega and his wife Rose Onyango were admitted at the Intensive Care Unit at Aga Khan Hospital soon after the incident. Kwega later succumbed to injuries.

The duo was shot at a few minutes after 10am, along Nyerere Road, near Mamba Hotel.

A witness, Morgan Ashino, said the two thugs armed with a G3 gun, blocked Kwega’s car, before he got out.

“He came out and held the gun, before one of them hit him on the head with a fist,” said Ashino, a motor cycle operator.

Kwega then got into his car and tried to drive off, but the thugs shot him several times, as the vehicle swerved into a ditch. His wife was also shot as the gang forcefully took a bag reported with some money from her.

Ashino said together with four other motor cycle operators, followed the thugs all the way to Nyamasaria, about five kilometres away.

The shooting incident sparked off a wave of protests by an assistant minister Ayiecho Olweny and local residents who marched in the streets demanding action.

Protestors blocked the Kisumu – Kakamega road, with over 500 of them surrounding Kondele police station.

More than 30 police officers drawn from Kisumu and Nyando Divisions are hunting the gang, who drove from the town in vehicle they had earlier hijacked.

Kwega is the Kisumu Town West Constituency ODM chairman and in 2007 sought parliamentary seat, but lost in the nominations. He owns two petrol stations in the lakeside town.

The shooting comes only two days after an acclaimed researcher was killed by thugs in Tom Mboya area.

Dr Joseph Odhiambo, of Centre for Disease Control (CDC) was hacked on his head on Saturday night.

The deceased was a senior technical adviser to the CDC’s Global Aids Programme.

Nyongo’ under fire over flawed Kisumu vote

KISUMU; KENYA: Five governor aspirants in Kisumu County are demanding the resignation of ODM Secretary General Anyang’ Nyongo’.

The aspirants accused Prof Nyongo’ of interfering with party nominations in the county, alleging he was to blame for the flawed exercise.

Led by Owino Omolo and Ruth Odinga, the aspirants also called for the nullification of all governorship results, saying the process should be repeated.

The aspirants alleged that Nyong’o was working with Jack Raguma, who is also in the governorship race, to ensure the two of them win. Ms Odinga alleged that Raguma alongside Nyong’,o had gone to collect ballot papers at the Kisumu Airport on Thursday, which was illegal.

“It is wrong for ballot papers to be in the hands of an aspirant,” she said, alleging that the two had a cup of tea with one of the ODM returning officers, who was to oversee the nominations.

“No nominations will take place until returning officers and presiding officers are changed,” said Ms Odinga. However, Nyongo dismissed the claims as cheap politics, saying he was not meddling.

How Kisumu was turned into a battlefield

KISUMU, KENYA: A returning officer was escorted by heavily armed security detail to Tom Mboya Labour College in Kisumu where he announced the Kisumu County nomination results.

The officer, said to have been appointed by the party after Albert Mbwaga was replaced for allegedly colluding with Orange Democratic Movement Secretary General Anyang’ Nyong’o, addressed impatient party supporters at 10.30pm on Saturday.

He declined to identify himself but went ahead to read a list of results that he referred to as provisional. He started by declaring Shakeel Shabbir as the Kisumu East parliamentary nominee.

For Nyando, Kisumu West and Muhoroni, where voting was still going on at the time of announcement, former MPs Fred Outa, Olago Aluoch and Ayiecho Olweny were declared winners respectively. Ochola Ogoda was announced the winner for the senate seat while in Seme constituency no winner was declared.

Mlolongo results indicated Dr James Nyikal was ahead of the rest.

Heated reactions

Hell broke loose when he announced Prime Minister Raila Odinga’s sister, Ruth Odinga, as the ODM governor nominee. This sparked reactions from ODM supporters who began protesting following an earlier announcement that Jack Ranguma had clinched the governor ticket.

The angry crowd reacted violently, with one General Service Unit officer was hit by a stone on the head.

This prompted security officers at the scene to lob teargas canisters to disperse the protesting youth before the team that announced the results was escorted out of the venue.

Tension had been heightened by the long wait supporters had to endure for the release of the results. At 9pm, the impatient crowd attempted to force their way into the college

Thugs attack Judge probing Tana clashes

NAIROBI, KENYA: A High Court Judge was on Wednesday night carjacked and kidnapped in a robbery incident in her Karen home, Nairobi.

Lady Justice Grace Nzioka was driving into her compound at about 10 pm when she was confronted by five heavily armed men.

The Judge, who chairs a commission investigating the Tana River clashes that have claimed more than 160 lives and displaced thousands of people, told police that she was alone in her official car when gunmen who seemed to have been waiting struck.

Taking her hostage, they forced her into her house and ransacked it. The attackers confiscated several documents, a laptop, television set and other electronics.

The Judge’s husband, who is a businessman, drove in during the robbery unaware of the attack. The gang also took him hostage for hours as they demanded cash and other unclear “information”.

Police say the gang later abducted the two and drove with them out of their compound to Dagoretti area where they withdrew more than Sh40,000 from their ATM accounts.

They then took them to Kangemi area where they abandoned the two in the darkness and directed them to where they would leave the cars.

The Judge and her husband later drove back to their residence after they alerted police.

Police, who are still investigating the attack, have questioned why Nzioka’s personal body guard and a police officer stationed at the Judge’s home were unarmed at the time of the incident.

Detectives who visited the scene say their preliminary analysis shows that the gang was interested in the Judge’s laptop.

“We believe the other items they stole were just a cover up and their interest was in the laptop which they took. We are investigating,” said a senior police officer.

Nairobi Area head of police operations Wilfred Mbithi says no arrest or recovery has been made so far.

Judge Nzioka chairs a commission that is investigating Tana River clashes that have so far claimed 160 lives.

She was scheduled to officially release the report on the clashes on Friday after hearing evidence from more than 130 witnesses.

The night attack is believed to be linked to the report that the commission was compiling.

The incident comes a week after lands permanent secretary Ms Dorothy Angote and her husband were attacked in similar incident in their Lavington estate, Nairobi.

Their car is yet to be recovered after they were carjacked and robbed.

The couple was attacked last Wednesday night and robbed before they were dumped in a coffee plantation in Kikuyu.

According to police, Angote and her husband were driving to their home when they were attacked by three gunmen who had posed as her security guards.

Apparently the thugs had earlier attacked the security guards at the compound, stripped them of their uniforms and tied them in a corner. The thugs later wore the guards’ uniforms and positioned themselves in the compound.

When the couple arrived at about 10pm, the thugs ushered them in before holding them at gunpoint. According to reports, the gang was armed with AK47 rifles.

Angote and her husband were then driven around the city before they were abandoned in a coffee plantation past midnight. They were later rescued by police after villagers found them tied to a tree in the coffee plantation.

Police who saw them said they were unhurt. On Wednesday, police said they were yet to make an arrest or recovery of the car.

Detectives handling the case said they have a clue on who the gunmen were but they are yet to know the motive and were trailing them.

Police said the thugs also stole the couple’s X-Trail car, jewelry, cash, an iPad and other personal valuables.

THE FIASCO OF ODM PRIMARY NOMINATION IN NYANZA HAS EXPOSED THE PARTY LEADERSHIP AS NOT BEING SERIOUS WHILE CRUSADING FOR REFORM AND DEMOCRACY IN KENYA.

News Analysis By Leo Odera Omolo In Kisumu City.

.It is like as if the ODM leadership is preaching water while they drink wines. The outcome of the last week’s flawed ODM primary nomination should place the party leadership into a very shameful position which needs a lot of concentrate and more energy in public relations work.

This mismanaged nomination has obviously given and equipped Raila Odinga rivals in the presidential race with ammunition with which they could use to discredit his crusading for reforms and democracy.

Despite of the strong of massive rebellion against the Prime Minister by his Luo supporters in his home backyard in Nyanza, the corruption ridden and much flawed ODM preliminary nomination exercises has left “Agwambo” like a wounded bull of buffalo.

What has since emerged like selection and not election will see Mr Odinga sitting in the eleventh parliament with not very credible MPs who can be said to be enjoying the public confidence, but a bunch of selected group rigged into the August House. And because the Prime Minister is facing an up-hill task of overcoming his opponents in the presidential race, he really needed a solid support and backing from his Luo home backyard in a similar fashion which he enjoyed in the 2007 general election.

This is so important because of Kenya’s politics is based on ethnicity strength and numbers, it appears here as if the Prime Minister had taken his tribesmen for granted and made no effort of sensitizing the on the importance of maintaining high standard of discipline in their undertakings, especially on matters related to the competitive politics.

Here are the list of the number of parliamentary constituencies where no genuine voting took place, and people purported to have won the nomination and those who are purported to have won the primaries in these constituencies were only handed the nomination certificates by the ODM in silver platter.

In Homa-Bay County, there were no elections which took place in Kabondo-Kasipul, Kasipul, Rangwe, Homa-Bay Town, Ndhiwa, Mbita and Gwassi..It was a big miss because the election materials either arrived in those places twenty four later after the expiry of the dateline and deadline set by the ICEBC.

The valid reason for the apathy shown by the voters in those places could as well be attributed to non-arrival or late arrival of election materials from the ODM headquarters in Nairobi, massive corruption practiced openly by those who were appointed and sent into those rural constituencies either as presiding or returning officers as well as polling stations clerks.

These personnel who were supposed to be responsible in supervising the nomination exercises went into bribery spree accepting money from the competing aspirants and then declaring those who had performed dismally at the polls as the winners to the chagrins of the electorate. After accepting bribes the returning officer later faked stories of kidnapping, some said they were intimidated and that their lives were placed in great danger. and yet some of the were known to have laughed all the way to the banks after receiving fat bribe money.

Still in Homa-Bay county, here no voting took place in places like Mbita, Homa-Bay, Town, Rangwe, Kabondo Kasipul, Kasipul Gwassi and Ndhiwa. Thee only place where members of the public had the slightest chances of casting their votes was in Karachuonyo constituency. Bribery is said to have not been confined within the constituencies, but had also started all the way from the party head office where some ballot boxes were poorly packed and sent out in insecure condition which were prone to interferences while the documents were still in transit

Some places receiving ballot boxes and ballot papers without bearing the names of some candidates or some candidates had their names missing from the ballot papers. This was the case of Kabondo-Kasipul. .In Migori County, genuine voting exercises only took places in two constituencies, namely Migori East and Migori West. It was only in Rongo constituency where the actual voting exercise took place, though there were inadequate election materials.

In the newly created Awendo cons politician with contact and influence at the ODM headquarters is believed to have prevailed upon the party’s election board members to have his political surrogate and sycophant declared the winner in a place which had not received even one single ballot box.

Rumors were also rampant that a vehicle loaded with panga Machetes] had ferried the consignment from Kisumu to Awendo. The machetes are said to have been distributed to the youths, for the purpose of committing a felony during the primaries and thereafter during the election proper.

He residents have appealed to the police to launch a thorough investigation with the view to unearth the whereabouts of the huge consignment of machetes. The same could be used on March 4, 2013 for the purpose of causing mayhem.

Hired political goons were deployed everywhere, including inside polling booths. In places where the goons perceived that their master was on the losing end, they moved, invaded the polling stations,seized ballot papers and destroyed election materials including the votes which had already been casted. To-date nobody had appeared before a court of law charged with the offences causing willful damages to property.

It was in Uriri constituency within Migori district where the voters were able to vote, though in a small scale. And they sent the former MP Cyprian Ojwang’ Omolo packing and replace him with the populist Eng Kobado, a former Principal of the Kenya Railways Training School, the only man in greater Southern Nyanza who is believed to have won his primary nomination genuinely.

The former Luo-Nyanza MPs who lost the nomination, though some of them later found their way after their names had been submitted to the ICEBC include Ayiecho Olueny [uhotoni} Otieno Ogindo{Rangwe} Oyugi Magwanga {Kasipul], Edick Omondfi Anyanga [Nyatike}, Fred Outa {Nyando}, Pollyins Ochieng’ Daima, {Nyakach, Jakoyo Midiwo {Gem{, Olago Aluoch {Kisumu Town West[.

Hose who had defended their seats successfully included Eng. Nicholas Gumbo [Rarieda],Shakeel Ahmed |Shabbir {Kisumu Town East, Dalmas Otieno,{Rongo}John Pesa [Migori East}Eng James Rege [Karachuonyo} and John Mbadi {Gwassi}.

THE just concluded ODM primary in many parts of Luo-Nyanza was a sham reflecting a political movement in crisis with its members.

It has since sparked off discontent and complaints which the party supreme at the headquarters should move with the snake speed and have the anomalies rectified before the March 4, 2013.

The primaries were marred by acts of hooliganism and political thuggery of the highest order. The marauding goons moving in groups of between 30 or more made it sure that no credible primary nomination took place.

The outgoing MPs from the region stand lamed for the lawlessness and criminal activities meted out by their supporters to the genuine voters who had turned out in their thousands ready to caste their votes and chose leaders who would take the community to the next level of development.

The voters in several parliamentary constituencies were in actual sense de-franchised and denied their rights of voting.

In the newly created Kabondo-Kasipul constituency in Rachuonyo South district, the ballot papers and other election material arrived late close to noon hour. But some of the aspirants, particularly the populist Hebert Ojwang’ had his name missing from the ballot papers.

In the neighboring Kasipul about 50 goons raided a polling station near Agoro-Sare High School within Oyugis Town and seized all the election materials. The goons sent the presiding officer and his entire team of election clerks fleeing for their dear lives.

Another bunch of hired political goons invaded five polling station in Kachien location, destroyed ballot papers and other election materials forcing the stations to be closed prematurely, though the election material had arrived late from Nairobi. Despite of high provocation, the voters persevered and continue voting into the late hours of darkness, but only for the goons to return again , ransacking the polling station n seized ballot boxes and destroyed them.

In Homa-Bay Town a presiding officer by the name Mulei was ambushed at 4.a.m and beaten senseless and left for the dead by un known goons.AS A RESULT BALLOT BOXES AND VOTING Election materials meant for for the neighboring constituencies of Mbita, Gwassi, Ndhiwa, Homa-Bay Town, Rangwe and other places were displaced like Mbita, Ndhiwa, Gwassi .Homa-Bay Town, Rangwe and other places went missing. The region was later become awash with rumours of ballot papers being recovered mysterious at places like Kodiera, Mbita Junction .

Election materials which arrived in Mbita Town were found to be inadequate. However, the aspirants jointly reached a consensus after consultation to produce duplicates of the few ballot papers that had arrived late in the evening on the first day of the nomination. All the ballot papers and election material were kept at Mbita Town offices of the ODM. But the next morning the office was found to have been broken and all the material missing either destroyed with no trace.

The same goons are said to have set a blaze dozens of ballot boxes containing ballot papers in Ndhiwa Town not far away from the local |D.C’s office and got away scot-free with this heinous crime. The song was the same in Awendo and Rongo constituencies as well as in the neighboring Uriri, In all those places no voting took place on the first day. The reason being non-arrival of the elections materials and the election official having failed to turn up in time to serve the electorate.

Thousand of the would be enthusiastic voters who turned out in their thousands went home disappointed after waiting for the whole day with no election material on sight. The situation became so pathetic and the disillusioned and frustrated voters walked home.

From the looking of things it appeared as if all the outgoing MPs in Luo-Nyanza had conspired secretly with some top officials of the ODM at the Orange house, Nairobi and hatched a secret plan so the frustrated the outgoing MPs could maintain their status quo.

These anomalies were experiences in Siaya, Migori and all other places. In Siaya a vehicle packed with crude weapons were intercepted by police and close to 32 occupants nabbed.

IN Nyakach voting did not take place in five sub-location with over 3,000 registered voters, though the returning officer a Mr Okoth defiantly announced the result in favor of one of the aspirants. Similar incidents were evidence everywhere.

In some places even police and members of the Provincial administration appeared to have been compromised. They became toothless bulldogs and made no effort to prevent crime or any act which fueled violence in the polling stations.

What emerged was that political parties are not capable of organizing successful and credible nomination exercises in this country and the sooner political parties deliberated on this issue and found a solution the better.

The abrasive Raila Odinga’s cousin Jakoyo Midiwo of Gem was one of the leading casualities and so was the Prime Minister own elder brother Dr. Oburu Ogings the Finance Assistant Minister whose bid to become the first governor of Siaya suffered the heaviest blow.

KENYA: KISUMU POLICE BLAMED FOR RELEASING POLITICIAN’S VEHICLE.

Former Lamu Town Council Clerk and Nyando Parliamentary aspirant Patrick Lumumba Ouya has questioned the motive of the area police releasing a land rover belonging to one of his opponents which was arrested with crude weapons and released under mysterious circumstances at the Kisumu Central Police Station.

Speaking in Kisumu Ouya vowed to pursue the issue with the relevant police authorities saying the vice might catapult to massive violence during the forthcoming ODM nominations.

“If a land rover caught carrying pangas,simis ,bows and arrows is released ostensibly under the order of a senior police officer based at the division level, surely what are we talking about?” he wondered.

One of his campaign managers Dr.Sammy Oron lamented that the police might be held responsible incase chaos broke out during the forthcoming party elections as terror weapons were released by the police.

“Let senior police officers at the Provincial level investigate the incident or we petition their headquarters” Oron added

The on going electioneering campaign by people who are vying for various elective position in ODM tickets had become the sources of discontent in many parts of Luo-Nyanza with aspirants vying for the various elective positions within Migori County have accused Dalmas Otieno the Minister for Public Service of gross interference in what could otherwise be a smooth and peaceful elections campaigns in the region ahead of next week’s ODM nomination exercise.

Earlier this week Minister Otieno ‘s convoy of several sleek campaign vehicles had come under halls of stones, a clear indication that things are not moving smoothly in favor of the Minister who is also the incumbent Rongo MP, and who is defending his parliamentary seat.

The Minister was driving back to his Rongo rural home after addressing a series of campaign rallies at Kamgundho, Cham-Gi-Wadu when rowdy and drunken youths hurled stones to his motorcade.

The symptoms that the Minister is not all that a comfortable man even at his family level is the fact that his elder son Jared Oteno aged 46 is among the aspirants who have signed a statement requesting the ODM headquarters at the Orange House to instill some amount of discipline to the Minister.

The aspirants want the ODM to stop his plan of dishing out nominations certificates to certain preferred candidates a head of the ODM nomination exercise schedule for January 17, 2013.

The protest by ODM aspirants came about after Dalmas Otieno had released a press statement detailing how all elective positions will be dished out in Miori County. The statement has it that the position of Miogori governor would go to Prof. Edward Akong’o Oyugi, while the deputy governor positions will go to Zachary Okoth Obado, and the Senator seat will go to Dr Walter Machage the current MP for Kuria.

The aspirants have said that Dalmas Oteno ha no constitutional mandate of giving direct nomination to any aspirants and they insisted that all the aspirants irrespective of their status within the society should be subjected to open, fair and just nomination. They termed Dalmas Otieno’s action “dictatorial and mockery to the democratic principles.

The Minister’s own son Jared Otieno is among those contesting for the Migori governor seat and he is in a different and parallel election campaign camp.Jared Otieno launched his campaign last Sunday with pop and pageantry in Migori town.

He has since been tearing into his father’s private life and questioning the Minister’s integrity as a leader. While the Minister is reported to have disowned his son in private, but never uttered any tired vitriols against his son publicly, and the campaign by the two against each other is drawing a lot of interests in the region and could weaken the ODM voting strength unless the party acted with speed and have the sanity restored.

The Senate seat has also attracted the former Mathare MP Ochieng’Mbeo who has twice served as a member of the East African Legislative Assembly in Arusha, John Magaiwa,the ODM Migori County branch chairman,Prof. Chacha Nyaigoti. One of the aspirants who got disgusted Phrares Oluoch Kanindo a one time two terms MP for the large Homa-Bay constituency has since pulled out in anger and declared that he would contest the Senate seat as an independent candidate.

Many other aspirants on ODM tickets in Migori County said they would consider ditching the party unless Dalmas Otieno is disciplined by the ODM head office.They are arguing that the Minister is contradicting the party’s declared policy that nobody would be given a direct nomination,a stand which the Prime Minister RailaOdinga has persistently reiterated many times make it quite clear that no such a thing will happen and that all must go to the ballot boxes to determine the winner.

The protest note was signed by one Paul Abuor who is perceived to be a Dalmas Otieno’s protégé and who is an aspirant in Rongo parliamentary seatand Jared OtIeno the Minister’s own sons.

The stoning of the Minister’s vehicles came in the wake and after only a week after another aspirant for the governor position Mrs Anne Omodho Anyanga had her cart windscreen smashed by rowdy youths suspected to be supporters of Dalmas Oteno I Rongo Town. The youth roughed up Mrs Anyanganga who is the wife of the Nyatike MP Edick Omondi Anyanga,who has mounted the most elaborate campaign using a hired chopper.

Mrs Anyanga, who was traversing the entire Rongo constituency, had landed at Rongo Primary School, which is allocated inside main Rongo market.

Market and a crowd rushed to the scene where she was addressing a huge crowd which had formed itself instantly at the places .

The youth were shouting “Gonywa Gonywa” and menacingly demanding that she give the money, but sensing the danger of her persona l safety Mrs Anyanga jumped into her vehicle which drove to the Choper.The chopper took off amid hails of stones thrown to it in the air by the youth.

Looking shaken Mrs Anyanga flew out of Rongo and landed in some other places within the constituency like Opapo, Ranen, Kodero Bara, BUT SCATHINGLY CONDEMNED THE INCIDENT , WHICH SHE SAW AS AN ATTEMPT TO DISCRIMINATE THE GENDER AND WOMEN FROM CONTESTING PUBLIC OFFICES.

Condolences: The Late Fred Osodo

Fellow Kenyan,

Happy New Year.

It is with sorrow and grief that I notify you of the demise of Fred Osodo.

Fred passed on, on the 30th December 2012 at his rural home in Rusinga after he was stabbed to death by a neighbour when he intervened in a quarrel between his brother and the neighbour’s son. Peacemaker turned victim.

Until his death, Fred worked in Kigali with Karisimbi Business Partners as a Financial Analyst and was a member of AKR.

He will be laid to rest on Sunday January 13th 2013 at his rural home in Rusinga.

Friends are meeting daily starting today 7th January 2013 from 6.00 pm at Foeyes Premier Hotel for funeral arrangements. There will be a fundraising on Wednesday 9th January 2013 at Foeyes from 6 pm.

ODM LEADERSHIP IN Migori County have come out in full force and severely criticized those who hatched the heinous criminal attack on one of the aspirants aspiring for the powerful position of Migori County governor.

Mrs Anne Omonndi Anyanga who is vying for the position of Migori County governor was attacked in Rongo Town by rowdy youth suspected to be supporters of the Public Service Dalmas Otieno, who is also the incumbent Rongo MP.

The goons tore into pieces the T-Shirts bearing her portrait, which she had just been distributing to the electorate for free. THey demanded that she give them the money, shouting “Gonywa Gonywa”.

Sensing the danger of her personal safety Mrs Anyanga dashed to her waiting car, which drover her to safety amid hails of stones, one of which hit her car front windscreen.

Mr Omomndi Anyanga, who is the wife of Nyatatike MP Edick while on her campaign trail flew into Rongo Town and landed at the nearby Rongo Primary School which is located in the middle of the Town.

Her arrival had coincided with another political function which was taking place at the nearby Kuja School of the Deaf and Blind.On seeing the Chopper huge crowd of people who were attending the function, in which the area MP was launching his campaign in defense of his Rongo seat surged forward and dashed towards Mrs Anyanga’s Chopper.The crowd abandoned Dalmas Oteno’s meeting and went to the venue where the Chopper had landed.

Some of the rowdy youth looked excessively intoxicated with chang’aa and menacingly demanded that Mrs Anyanga give them the money.

Looking disappointed Mrs Anyanga condemned political thuggery saying some people appeared to be hell-bent on intimidating her. She asked his rivals to respect democracy and gender.She defiantly flew to other places like Opapo. Kodero Bara, Rakwaro and Raneni and continued with her campaign.

It was learnt immediately that the eldest son of the Public Service Minister Dalmas Otieno Fred Otieno was also simultaneously launching his campaign for the same position of Migori governor at a different function held in Migori Town.

Mrs Anyanga has been traversing the entire Migori County in the last two weeks using rented helicopter, which has taken her to many places inlcuding the two Kuria district of Kuria East and Kuria west, Nyatike, Uriri ,Rongo and Awendo while conducting roadside shows and public rallies.

SHe is facing one of the ODM’s stalwart Prof. Edqward Oyugi Akong’owho is perceived to be Raila Odinga’s closest friends and political adviser for the same seat. Prof Akong’Oyugi launched his campaign in Migori town last week, but it attracted only a paltry crowd.

Other candidates included the ODM’s stalwart Prof. Edward Akong’o Oyugi, who is perceived to be a close friend of the Prime Minister Raila Odinga and political advisor. The Prof. Oyugi was among the radical politicians who were detained for many years by the former Moi’s Nyayo regime for radical political activities.

Prof Oyugi who hails from Suna West launched his campaign officially last week in Migori town, but the function attracted only a paltry crowd. Other aspirants included the Kenya Sugar Board Awendo zonal director Zachary Okoth Obado who hails from North Kanyamkago in Urirri district who appeared to be the darling for the majority of sugar cane farmers in the region.

Also in the race is the youthful senior manager with the Airtail in Nairobi Mark Nyamita who hails from Central Kanyamkago in Uriri district whose candidature appeared to have attracted many youths.

However, Mrs Anyanga who is a business woman in Nairobi seemed to be the strongest and serious contender and someone to watch.

The late entry of Dalmas Otieno’s son Fred Otieno for the same position is likely not to alter anything significantly among the gains already secured by both who have been on the ground longer than one year.

Rumor making the round within Awendo and Migori as well as in Rongo is that Fred Otieno is not enjoying the political goodwill and patronage of his father Dalmas Otienm and as such his candidature is expected to make very little impact

Mrs Anyanga therefore stands the better chance of clinching the Migori governor steas, because she is the only aspirant from the votes-rich Nytatike constituency, whereas the majority of aspirants are people from Urirri and Migori constituencies.

Among those politicians who strongly condemned the attack on Mrs Anyanga is Eng.Phillip Odero Makabong’o who is contesting the Rongo parliamentary seat against Dalmas Otieno.Makabong’o appealed to the ODM headquarters to instill the highest standard of discipline including disqualification of those candidates found to be promoting war-mongering and political thuggery. He condemned the use of political goons to intimidate opponents by some politicians in the areas.

Dalmas OItieno could not be reached for his immediate comments about the attack on Mrs Anyanga by goons suspected to be his supporters in Rongo town.

KENYA: ODM YOUTH IN URIRI WHO IS THE BROTHER OF THE FORMER AREA MP IS KILLED IN MYSTERIOUS CIRCUMSTANCES AND HIS BODY DUMPED IN A DAM

Police in Uriri district are actively investigating the circumstances which led to the grisly murder of the younger brother of the former area MP the late |Herman Odhiambo Omamba.

The body of Joshua Omamba aged about 35 years was fished out of a dam near Ayiego Center in North Kanyamkago Location, Uririr district, Migori County.The body had a deep cut at the back of the head and multiple knife stabs all over.

The area Chief Milton Obote told this writer that they suspected the killing to be as the result of long standing family feuds. And at the same time it could be as the result of love-triangle as the deceased is suspected to have picked a quarrel with one of his younger brothers a few days earlier who he was suspecting of having an affair with his wife,

THe deceased’s younger brother is also an aspirant for the North Kanyamkago Katieno Ward County Representative seat.

The area D.C, George Lagat could not be reached immediately for comment. However, the killing has attracted wholesale condemnation of nearly all political leaders in Uriri including parliamentary aspirants

Among those who expressed concerned and urged the government to beef up the security in the area is Martin Owiny who is vying for Uriri seat current held by Cyprian Ojwang’ Omolo.

The elders in the area have also cautioned the parliamentary aspirants in the area to desist from the bad habit of feeding rowdy youths with “Chang’aa’.

The incident occurred on the night of December 27, 2012 when the deceased failed to return homer from the chang”aa drinking dens near Ayedo Chief’s camp. So far no arrest has been made in connection with the killing of the deceased who was an ODM operative in the areas.

I write this email to you with very heavy heart for your urgent attention and help.

My mother’s life is in danger. It is 4 days now that I have not heard about the whereabouts of my mother. She has since been frequently sick from 2010 when my mothers” bed was heavily sprayed with mosquito insecticide and I made an open letter appeal to the Coalition Government Leaders where I submited my complaint and immediate intervention on the matter. My mother has had a good health over the years with bouncing energy before she fell sick from the spraying. After the spraying she has had frequent headaches with eye sore and since then I registered her with Health Insurance so she can receive good medical attention to recover from the same. I must say that since then, my mothers begun to go down and her health started deteroriating. I depend on My brother Gordon, friends and relatives at home who keep me posted about her health.

Few days ago sometimes on Friday last week, I received an urgent message that my mother was very sick with swollen leg and was in a lot of excruciating pain. I was forced to urgently sent additional money for her to be taken to hospital. I was surprised to learn that there was a conspiracy to obstruct my brother from taking my mother to the hospital as her leg had gone worse and my mother was crying very painfully. I called the Chief of my village and I found that she was aware about the incidence but informed me that my mother was already in Nairobi. Sending members of the family to locate her whereabouts there was no way anyone was able to locate my mother. After further investigation and more importantly what shocked me was that, the people who hijacked my mother on the way to hospital were still seen hovering around between Migori, Uyugis and my village and mother is nowhere to be seen. I gathered by Saturday that mother’s record at the hospital where I listed her to receive medication, she had not been seen. by the time I am writing this email, mothe has not been seen anywhere. Today, I had my brother Gordon report to the police in the Chief Camp and I followed by phone calls to confirm that the Police station at the village Camp have the report on record.

I found out that there are strange arrangement to bring strange people at our home who are going to poise as Somali guard to be stationed at our home during this time of fluid election terrorism……pockets of attacks that are heard from many Tana River, Police Killings, attacks in Pokot, Mandera, Garissa, Turkana, Rift Valley, night barglary with cow theft in the villages such like in Nyakach and other areas in Gem. I fear organized crime may be in the offing by harboring terrorists, ribels or organized gangsters to terrorize the community using our home as a place of hiding terror gangs during the election time. I also found out that my house was vandalized, doors broken and my firm invaded by tresspassers without my consultation. I found out that people are cultivating my firm without my concent with arrangements to sell my land to foreign investors illicitly and illegally. This is the same with my father’s home where my mother recide and we suspect that my mother is being terrorized so she can die quickly for them to take the land. My brother Gordon has also been threatened and he fears to speak out and report the happenings. In other words He has been silenced and is being intimidated. I fear for my brothers life too……

The attachements are incidents to confirm that the goings ons in Kenya is not safe or secured as people prepare to go for election. There is no security and there are fears that there could be foreign terror gangs planning to attack and terrorize our village ahead of the election and I fear my mother could have become a target.

Memory of 2007/8 is not over from our minds yet.

I will be greatful if you can help with intervention to locate my mother safely and further press for remedy so peace can set in our home again.

My mother’s life is very valuable to me and I am at pain when her whereabouts is still unknown in such an excruciating pain and that she has to go through this torment at her age. For whomever is engaged in this act of wickedness and evil must be wholesomely condemned by all peace loving good people. I am saddened and lost for words…..

The reason for writing this email to you both is I have an urgent problem which I need intervention of your good Office.

In the recent past, my mother had been invaded and beaten in the night while people were asleep. Many other times when mother goes to Church, people entered into the house and frequently stole things or just roughed up the house so when she comes back, she notices someone has been into the house. Three times within this year, some people supposedly sent from Government Office, came and marked the house, then later, other people came in with insecticides and sprayed the house allover the house and turned the bed upside down and sprayed the supposedly mosquito insecticides. When I called home, my mother’s voice was not clear and she complained she has been sneezing terribly with too much itching of the eyes, that every time she goes to sleep, she sneezes uncontrollably. My baby brother also got affected and is unable to see clearly he is home complaining of eye itchiness and sore. I find this act to be very strange.

Some few weeks ago, my brother was rescued and fished out from falling into the borehole and said he could not remember how he fell in there at the market place. He had severe bruises and was hurting badly.

Few months ago, my only uncle died in a mysterious circumstances, and KPA Officials in Kisumu were involved in suspicious activities meant to embezzling his benefits without following proper procedures.

I fear to overlook such activities because of many strange happenings in and around Kenya, so I must keep a watchful eye on my mother and brother with the rest of family members since my father had died and my uncle was the last to die amongst all my uncles and the family is very vulnerable.

I have in the past put my life on line since 1992 during the repeal of section 2A and the struggle to demand for change for better life to all Kenyans, I am not an enemy of Kenya but a friend, who have interests of the people of Kenya at heart. I should not therefore be treated as an enemy but a friend and a Veteran who want the best for Kenya and Kenyans. I plead for the lives of my mother and family that they should not be harmed by those who may take advantage of fluid situation in Kenya.

What makes the last case more odd, suspicious and curious is that, since I was born, I have never heard anyone coming to the village homes to spray mosquito insecticides inside the house, not even in areas within the surrounding of the homes. If anything believable, what is acceptable is spraying outside the houses in the bushes. The Notice for information to the community is in usually made through the Chief Camps, but this one is strange.

I fear that my mother and brothers as well as other relative’s lives at home are not in any endanger by the inhaling of such toxic substances which can possible harm their lives. I fear because it is an uncommon practice and very strange to me. I fear therefore that my family members are not targeted in any way or by those who might pretend to have been sent by the Government but are after sinister motives to terminate lives of my family members from existence. I have tried severally to contacted the MP Member of Parliament for Oyugis Hon. Minister Oyugi Magwanga without any success. I believe the Chief is helpless if much help in not coming from the Member of Parliament. I also noticed that the community at home are fearsome and cannot clearly speak up and say what may become of the problem, I can feel the fear that they are not open.

I need your urgent intervention and I therefore request for your kind information and assistance to safeguard my mother and family from harm, and I trust this request will meet with your favorable kind response on the matter.

Kenya: As Polls Loom, Tensions Mount in Slums

Nairobi — After Kenya went to the polls five years ago, Victor Situma and his family were among some 600,000 people who fled their homes as, in many parts of the country, a bitter dispute over who had won the presidency degenerated into widespread inter-communal violence.

His house and shop were looted and vandalized. In all, more than 1,500 people were killed. Two years ago, he returned from his rural home in the western Kakamega District to Mathare, one of Nairobi’s largest slums. But father-of-six Situma plans to move his family back west soon.

The next elections are due in March 2013. A raft of posts – from the presidency to ward representatives – is up for grabs. Candidates and parties tend to revolve not around policy but geographic region and, by extension, ethnicity. The run-up to the polls has already been marred by several incidents of violence.

“I will vote here in Nairobi because of my job. But I will take my family to western Kenya so that even if there is violence, I die alone. I don’t see any guarantee that the election will be peaceful,” he told IRIN.

“I don’t know who will win the elections, but you can still be attacked, because politicians are already saying ‘our people must get this post or another’, but the poor people we live with here believe in what they say and will take their word for it,” he added.

According to Olga Mutoro, policy and governance officer at the Peace and Development Network Trust (PeaceNet), Situma’s fears are far from uncommon.

“In the slums, suspicions among people from different ethnic communities are growing, and many are beginning to segregate according to their tribes in order to give themselves a sense of comfort” she told IRIN.

Rispa Wambui, 35, also no longer feels safe in Kibera, another major Nairobi slum, where she has lived with her family for 15 years.

“Many of my neighbours are not from [my] tribe, and I know whatever the outcome of the coming election, they might attack me. I don’t want to wait for that to happen. I am looking for a house to rent in a place where my people are many. It is the only way I can feel safe,” she said.

Foreshadowing violence

“We are witnessing pockets of violence across the country – much of it with political motives – and this could be a pointer to what the country might witness when electioneering moods set in properly,” Saida Ali, executive director of the NGO Coalition on Violence Against Women (COVAW), told IRIN.

“People who live in informal settlements experience few security patrols, and many are also vulnerable to political manipulation due to their low economic status,” she said.

According to government data, 71 per cent of Kenya’s urban population lives in slums. “During the [2007-8] post-election violence, traditional myths about the existence of ‘ancestral homelands’ – considered to be binding to specific ethnic communities by blood – were transferred to Nairobi’s suburbs and violently enforced,” the Nairobi-based Peace Research Institute wrote in a recent report.

“Ethnic identities were checked by vigilante groups at zone boundaries [in slums], inter-group clashes occurred mostly along such boundaries, and the slum-dwellers adjusted their daily movements with regard to the location of ethnic zones (e.g., by avoiding zones held by members of opposing ethnic communities),” the report added.

Gender-based violence

Experts say that as fears of electoral violence grow, so do fears of gender-based violence.

“Women bear the greatest burdens of violence, and this is what happened even in the 2007 and 2008 conflict,” said Atsango Chesoni, the executive director of the Kenya Human Rights Commission, an NGO.

“It is during the elections that people take the opportunity to defile women,” COVAW’s Ali said.

Mutoro of PeaceNet says empowerment programmes are needed to help people ward off political manipulation.

“People need to be sensitized on national unity and, at the same time, given the skills to be able to address their grievances without necessarily finding comfort in their tribal groupings,” Mutoro said.

Poll shows fears of Kenya election violence linger

NAIROBI (Reuters) – Nearly a quarter of Kenyans expect a presidential vote in March to be marred by post-election violence, an opinion poll showed on Friday, raising fears of a repeat of unrest in 2007/8 when more than 1,200 people were killed after a disputed ballot.

Kenya’s March 4 poll will be closely watched and any serious violence is likely to be viewed dimly by the United States which has urged Kenya to hold free and fair elections and to be a role model for Africa.

However, a Gallup opinion poll released on Friday suggested fears of unrest linger. The survey – conducted between July and August – showed that 23 percent of Kenyans aged 18 or older (and who are therefore eligible to vote) expect election violence to recur.

Prime Minister Raila Odinga leads the race to replace retiring President Mwai Kibaki, the same poll showed.

The prime minister and Kibaki were the main rivals in a disputed 2007 presidential poll, when then opposition leader Odinga accused Kibaki of stealing the vote.

Not all Kenyans are so gloomy about the prospects for next year’s election though.

The same survey showed that many are hopeful that the vote will be better organised than the 2007 election with 73 percent of those surveyed saying they thought police would ensure public safety during the vote.

Sixty seven percent also said they had confidence in the judicial system, a potentially significant statistic since Kenyan authorities believe the 2007/8 poll violence might have been avoided if people had had more faith in their legal system’s ability to settle disputes.

Most Kenyans were confident the Independent Electoral and Boundaries Commission, which replaced the previous electoral commission blamed for botching the 2007 vote, would manage the polls effectively.

Pollsters interviewed 2,400 Kenyans across the country face-to-face.

Two prominent presidential hopefuls, former cabinet ministers Uhuru Kenyatta and William Ruto, are due to face trial at the International Criminal Court for their alleged role in the post-election violence.

It is strange to look at such behaviour as normal. I am brought up in Nyanza and I know from Colonial time to date that Mosquito that spread Malaria breeds in stagnant waters, dams, swampy areas etc all those are never found inside residential houses. They are outside the houses may be in the Compounds, outside homes, in the thickets, shrubs and swamp near rivers pond and stagnant waters in man made holes, valleys or such like depressions.

Tobias you are very close to the High most personalities in Kenya that such a dangerous thing cannot happen targeting to kill and finish people of Nyanza and you keep quite.

That exercise has killed so many children in Kano, South Nyanza and it is still killing more faster than Malaria. Investigation is going on and Kenya Government will pay dearly for allowing USAID to eliminate Luos in Nyanza.

It is up to the Government to come up with programs that will accommodate all students and children of Kenya equally but NOT selectivelly and thereby putting Students and young people of Kenya in Groups where others are enjoying while other are suffering. This is why we have President who should lead by examples, treating all Kenyans as His people. Ministers should make sure that all services is spread equally in all parts of the Ccountry and MP to make sure that His Voters [Community] have equal share in the Government Cake without marginalisation like what is happening in Nyanza presently and in the eyes of our enlightened MPs. Why do they earn Salaries and Raise their Salaries more than a half yearly for NO service done in representing the interest of Voters.

Any Trading Business coming from Overseas must consult, involve by seeking approval of the community with its leadership MPs and the Local Chiefs of the area. Our MPs in Nyanza should not get any SALARY thereof is such things are going on without their knowledge or raising concerns. They do not implement Government Policies as is required where they are suppose to consult with the people who send them to Parliament.

Two examples are;-

1. Government Burned the use of Chloroquine in Kenya almost 10 Years ago, but in Nyanza you still find Chloroquine used in Government Hospitals and Dispensaries.

2. Government passed that anybody diagnosed to have Malaria Parasite in his/her Blood will receive free Treatment in Government Hospitals and Dispensaries. This does not work in Nyanza.

If Nyanza MPs cannot follow such basic needs for their VOTERS then WHY! WHY!! WHY!!! should they earn SALARY? WHY should they come back again for the SECOND time to ask for VOTES when 1/2 or1/4 of the Voters are already dead of curable dicease in the name of MALARIA?

However we would like the Provincial Director of Medicine in Nyanza, District Medical Officer, Kasipul Kabondo and Nyando Districts, District Public Health Officers Kasipul Kabondo andNyando District and Area Chief of Ringa Kojuach and Awasi to tell people of Nyanza how many Children have already died in their areas and what action they have taken to Treat those already affected by the Sprey of Insectcide.

My last Question and concern is the Moi University Students headed by Mr. James Shikwati Director & Student President in Free Enterprise after Malaria Summit that took place in 2008 they were adviced to sprey the incectcide on the Wall internal but NOT on Beds.

When entering the Houses they themselves dress in a protective full-gear, covering their Mouths, eyes, ears, heads and the whole body against any drop and smell of the Insecticide. What Protection do they give to those who live in the HOUSE against the toxic and the Insecticide Smell which may last for days if not weeks? Is this not harmful to Human Health?

Do you agree with me that the Program may be good but the intention and Application is wrong, which is now resulting in DEATHS and SICKNESSES.

It has helped mostly university students to be engaged while on holidays

Out there, you are the voice of Kenya for Kenyans who need things from that Country, and people Must see it as such. There is no any other friend of Kenya better than the Head of Diaspora Secretariat, voicing the needs of Kenya in the land of plenty with a view to making Kenya harvest lots of undiscovered benefits now enshrined in the New Constitution. This Judy, the bridge between Kenya and all Kenyans in the Diaspora, a situation replica of that of the Ambassador at large, the resting shelter for new and disorientated Kenyans looking for opportunities. In my honest view, a person like this should have proper security for members of her/his family back at home to enable a peaceful working for the country. Your letter to the His Excellency The President is a welcome idea. If the area Member of Parliament is Too High to listen to Serious Kenyans, then what else can somebody do?

The New Constitution has it that the Civil Society Organizations will work in Partnership with the Government in effecting development programs in Kenya and Judy Miriga is standing at the Gate. Or is it her position at the gate which is the problem?

Time has come when if you know you can not be there you support who is, so that you reap the benefits and not the other way round. Times for envies and destructive jealousies are over, and people should sober-up. The area Chief is certainly answerable since he/she is the eye of the President down there. All questions and answers are certainly available at that office. Or are they trying to say that by spraying pesticides on the old lady they are doing Judy any good? Can that same person do the same to his/her own mother of that age?

This is a laughable comedy surely ! How come since 1963 ,today, the government! of all the people, the Government of Kenya is spraying mosquitoes in the Homes in Luoland!? Curious in deed. I have never seen such a thing in my life, even building a clinic in the villages, leave alone providing medicines in the community dispensaries.

Accidental incidents are understandable, but when incidents gets repeated as is the case here looks like there is something afoot!. The Chief, Councillor and the Member of Parliament should tell the people in the Diaspora what is their problem with their spokesperson and, indeed able voice in the wilderness.

The incident should be investigated and also there must be a proper connection with the past two so that a person is charged and it is made public for Kenyans in the Diaspora get assured that justice is done. Let no side shows mask the issue at hand of Passing the New Constitution on 4th August.

The new constitution will be the catalyst for the tempo for acquisition of enormous development opportunities for thousands of Kenyans through the office whose occupier you are now making restlessly uncomfortable. Be realistic and behave people !.

When I called home, my mother’s voice was not clear and she complained she has been sneezing terribly with too much itching of the eyes, that every time she goes to sleep, she sneezes uncontrollably. My baby brother also got affected and is unable to see clearly he is home complaining of eye itchiness and sore. I find this act to be very strange.

Some few weeks ago, my brother was rescued and fished out from falling into the borehole and said he could not remember how he fell in there at the market place. He had severe bruises and was hurting badly.

Few months ago, my only uncle died in a mysterious circumstances, and KPA Officials in Kisumu were involved in suspicious activities meant to embezzling his benefits without following proper procedures.

I fear to overlook such activities because of many strange happenings in and around Kenya, so I must keep a watchful eye on my mother and brother with the rest of family members since my father had died and my uncle was the last to die amongst all my uncles and the family is very vulnerable.

I have in the past put my life on line since 1992 during the repeal of section 2A and the struggle to demand for change for better life to all Kenyans, I am not an enemy of Kenya but a friend, who have interests of the people of Kenya at heart. I should not therefore be treated as an enemy but a friend and a Veteran who want the best for Kenya and Kenyans. I plead for the lives of my mother and family that they should not be harmed by those who may take advantage of fluid situation in Kenya.

What makes the last case more odd, suspicious and curious is that, since I was born, I have never heard anyone coming to the village homes to spray mosquito insecticides inside the house, not even in areas within the surrounding of the homes. If anything believable, what is acceptable is spraying outside the houses in the bushes. The Notice for information to the community is in usually made through the Chief Camps, but this one is strange.

I fear that my mother and brothers as well as other relative’s lives at home are not in any endanger by the inhaling of such toxic substances which can possible harm their lives. I fear because it is an uncommon practice and very strange to me. I fear therefore that my family members are not targeted in any way or by those who might pretend to have been sent by the Government but are after sinister motives to terminate lives of my family members from existence. I have tried severally to contacted the MP Member of Parliament for Oyugis Hon. Minister Oyugi Magwanga without any success. I believe the Chief is helpless if much help in not coming from the Member of Parliament. I also noticed that the community at home are fearsome and cannot clearly speak up and say what may become of the problem, I can feel the fear that they are not open.

I need your urgent intervention and I therefore request for your kind information and assistance to safeguard my mother and family from harm, and I trust this request will meet with your favorable kind response on the matter.

Indoor Residual Spraying (IRS)
Indoor residual spraying (IRS) is the application of small amounts of insecticide to the interior walls of houses to kill or sometimes repel malaria-transmitting mosquitoes. IRS is a highly effective, proven malaria prevention strategy that saves lives.

The use of the insecticide DDT for IRS is very different from the massive agricultural applications that led to the ban of DDT in the United States and other countries, both in terms of the amounts of insecticide used and the potential risks to the environment. If used correctly for this purpose, it poses no known risk to human health. Malaria, on the other hand, kills more than 1 million people each year, the vast majority of whom are African children.

USAID adheres to strict environmental guidelines, approval processes, and procedures for the use of DDT and all other World Health Organization (WHO)-approved insecticides in its malaria control programs. We work with WHO and national partners to build country-level capacity to ensure the safe and judicious use of all insecticides, including DDT, used in malaria control programs.

DDT is one of the WHO-approved insecticides for IRS. Its use for IRS to prevent malaria is an allowable exception under the Stockholm Convention – also known as the Persistent Organic Pollutants Treaty or POPs Treaty – when used in accordance with WHO guidelines and when safe, effective, and affordable alternatives are not available. The Stockholm Convention aims to eventually end the use of all POPs, including DDT.

DDT is more effective and less expensive than many other insecticides in many situations; as a consequence it is a very “competitive” choice for IRS programs. Interest in IRS, with DDT specifically, has increased in WHO, national control programs, donors, and other partners, with recent examples of successful applications, particularly in southern Africa.

The determination of which of the WHO-approved insecticides to use for USAID’s IRS programs is made in coordination with the host-country malaria control program, with the primary objective of preventing as many malaria infections and deaths as possible in the most efficient, cost-effective, and sustainable way, and in accordance with national policies and capacities.

USAID has never had a “policy” as such either “for” or “against” DDT for IRS. The real change in the past two years has been a new interest and emphasis on the use of IRS in general – with DDT or any other insecticide – as an effective malaria prevention strategy in tropical Africa. For example, in fiscal year 2005 USAID supported less than $1 million of IRS in Africa, with programs utilizing insecticides purchased by the host government or another donor. For fiscal year 2006, in the President’s Malaria Initiative (PMI) and in other bilateral programs, USAID will support more than $20 million in IRS programs in Africa, including the direct purchase of insecticides. This dramatic increase in the scale of our IRS programs overall is the greatest factor in DDT’s recent prominence in USAID programs.

Plans to Support IRS

In fiscal year (FY) 2005 USAID provided approximately $1 million support to IRS in Africa, in most cases utilizing insecticides purchased by the host government or another donor.

For FY 2006, USAID is providing more than $20 million in support of IRS activities in eight African countries, including the direct purchase of insecticides, spraying equipment, protective gear, environmental assessments, training of spray personnel and information, education, and communication for local residents.

USAID is currently supporting IRS with DDT in Zambia.

This year, pending completion and satisfactory results of all necessary entomological and environmental assessments, USAID plans to support IRS with DDT in Ethiopia and Mozambique (including purchase of the insecticide); and also in Madagascar (using DDT purchased by another donor).

With FY 2006 funding, USAID is supporting IRS with insecticides other than DDT in Kenya, Uganda, Tanzania, and Angola.

In FY 2007 the PMI will add four new countries, Malawi, Senegal, Rwanda, and Mozambique. It is expected that funding for IRS will be part of the malaria control activities supported by the PMI in all of these countries.

From Stone Throwers to Wealth Creators

Who is a university student in Africa? Many times, university students in Africa are viewed to be an unruly mob. ‘Any time I drive past a university compound, I feel a sense of uneasiness, I know students for stone throwing and violence’, a motorist was quoted recently. Things are changing in Kenya. Despite the hard economic times that students especially in public universities undergo; a new group of young and energetic individuals has emerged with a mission of changing the way thing work in public institutions. That is why, the recent victory of Moi University, in a national entrepreneurship exposition surprised many analysts.

Students in Free Enterprise [SIFE Kenya] in conjunction with the Inter Region Economic Network [IREN Kenya] hosted the 3rd national university business and entrepreneurship exposition at the Panafric Hotel on Saturday May 28, 2005. In this event, Moi University Eldoret, were crowned the 2005 SIFE Kenya National Champions after beating 10 other universities in a highly competitive league. Moi University will proceed to Toronto (Canada) in early October to represent Kenya in SIFE World Cup an international exposition that will attract university teams from 42 countries world wide.

Moi University SIFE (MU-SIFE) was launched on 13th April 2004 under the umbrella body of SIFE Kenya. SIFE Kenya is a network of university teams aimed at promoting entrepreneurship and establishing linkages between business ventures, institutions of higher learning and communities. MU-SIFE has experienced a massive growth from a team of 13 students to 159 drawn from all disciplines in the institution. Located 40 Kms away from Eldoret town, Moi University was the second public university to be established in 1984 through the Mackay Commission as a college of Technology. It has a current population of 12000 students from the initial population of 64 spread out in 4 campuses.

Among the notable projects that MU-SIFE team is currently involved in are, Blooming Falls, that teaches small scale farmers vegetable production, Fertile attraction, that teaches farmers how to make cheap fertilizer, Biashara Nawiri that equips small and medium enterprise (SME) owners with entrepreneurial skills and their initiative of turning Kesses Dam into a recreational center. The team is also working with the Bindura children’s home teaching entrepreneurship with the aim of making the home financially independent. They also have the Green Power Project that aims at providing an alternative cheap and locally available fuel to replace the use of charcoal among others. Moi University SIFE is also remembered for having raised Kshs 65,000 towards the famine relief efforts through The Standard-KTN appeal last year.

In their Blooming Falls project, the team has been able to totally transform the life of a couple, Mr. and Mrs. Tarus. Mr. Tarus works as a security guard while his wife is a vegetable vendor. She used to walk for almost 35 KMS in search of vegetables for sale. This is because farmers in the locality mainly concentrate on maize and wheat farming. They used to plant maize on their 2 acre land and their annual income was Kshs 20,000. MU-SIFE managed to convince the couple to plant vegetables on one acre of their farm. The results are remarkable. Their daily income now stands at an average of Kshs 300 estimated at Kshs 72,000 annually. With this, their family is fed, clothed and their children send to school. In the past, this was impossible. According to Mr.Tarus, he used to take emergency loans from his employer just to be able to feed his family. His neighbors having seen the transformation have vowed to follow in his footsteps once their current maize crop is harvested. He now plans to expand his vegetable farm to the other acre. “If any life has been changed according to the SIFE spirit of changing the world, then I am the first one changed.” Mr. Tarus said. To the couple SIFE is god send and their lives will never be the same again. The SME owners have also formed a Sacco and some of them have opened accounts with Post Bank Kenya.

University students have most of the times been portrayed as unruly and living in utopia. The MU-SIFE initiatives have therefore taken their administrators by surprise. This was evident from their comments during a meeting facilitated by the Vice Chancellor’s office and the MU-SIFE team. According to Dr. Sang, the Chief Administrative Officer, the SIFE team portrays a different type of students. Dr. Sang had to be reassured that the neatly dressed, organized young people he was seating with were actually his students. Prof. Gudu, (Deputy Vice Chancellor, Planning and Development) said that the students work was very impressive. “Initially I had no idea what SIFE was all about until I got hold of their annual report. I go through a lot of reports daily and dismiss quite a number of them due to their theoretical nature. But here are students who have actually gone out into the field and done something tangible and on top of that produced a high caliber report” Prof. Gudu remarked. “What we have always had on paper the SIFE team has beaten us to it by implementing programs on the ground,” observed Dr. Rono, Head of sociology Department during the official handing over ceremony of the team’s trophy and certificates.

“The program has also been beneficial to the students both as a team and on individual basis” said Diana Ntinyari the team’s Vice President. “We have learnt how to work as a team noting that we come from diverse backgrounds. As a business management student, I have been able to put my theoretical knowledge to test. On top of that I have learnt how to plant Sukuma Wiki and other vegetables!” She added.

Students in Free Enterprise (SIFE), founded in the United States in 1975, is a positive grassroots student movement active on more than 1700 university campuses in more than 40 countries. The principle of SIFE is simple. Through teaching others, SIFE students gain a practical understanding of how market economies work. They gain the opportunity to make a lasting difference in their communities and to develop leadership, teamwork and communication skills. Through outreach programs, SIFE students are helping the community confront issues such as illiteracy, an under-educated workforce, economic naivety, the dangers of deficit spending and government over-regulation. ‘We at SIFE are investing heavily in the future of Africa, that is, the African youth. I welcome any one with a vision for this continent to join us in this quest.’ said James Shikwati, SIFE Kenya country Director.

GMAP – The Global Malaria Action Plan

World leaders and the global malaria community gathered on occasion of the 2008 MDG Malaria Summit on September 25, 2008, in New York to endorse an ambitious Global Malaria Action Plan – GMAP.

The GMAP provides a global framework for action around which partners can coordinate their efforts. The GMAP presents (i) a comprehensive overview of the global malaria landscape, (ii) an evidence-based approach to deliver effective prevention and treatment to all people at risk and (iii) an estimate of the annual funding needs to achieve the goals of the RBM Partnership for 2010, 2015 and beyond.

The GMAP outlines the RBM Partnership’s vision for a substantial and sustained reduction in the burden of malaria in the near and mid-term, and the eventual global eradication of malaria in the long term, when new tools make eradication possible. To reach this vision, the targets of the GMAP are to:

Achieve universal coverage, as recently called for by the UN Secretary-General, for all populations at risk with locally appropriate interventions for prevention and case management by 2010 and sustain universal coverage until local field research suggests that coverage can gradually be targeted to high risk areas and seasons only, without risk of a generalized resurgence;

Reduce global malaria cases from 2000 levels by 50% in 2010 and by 75% in 2015;

Reduce global malaria deaths from 2000 levels by 50% in 2010 and to near zero preventable deaths in 2015;

Eliminate malaria in 8-10 countries by 2015 and afterwards in all countries in the pre-elimination phase today; and

In the long term, eradicate malaria world-wide by reducing the global incidence to zero through progressive elimination in countries.

To achieve these targets, the GMAP outlines a three-part global strategy:

control malaria to reduce the current burden and sustain control as long as necessary, eliminate malaria over time country by country and research new tools and approaches to support global control and elimination efforts.

The GMAP is a living document: as approaches and tools evolve to fight malaria, so will the plan.

Saving Lives

Every 30 seconds an African child dies of malaria. At least 1 million infants and children under 5 in sub-Saharan Africa die each year from the mosquito-borne disease.

A Global Leader in Fighting Malaria

USAID has been committed to saving lives and fighting malaria since the 1950s. The Agency works closely with national governments to build their capacity to prevent and treat the disease. USAID also invests in the discovery and development of new antimalarial drugs and malaria vaccines.

In addition to its ongoing malaria programs, the Agency also manages programs through the President’s Malaria Initiative (PMI), a $1.2 billion, five-year initiative to control malaria in Africa announced by former President Bush in June 2005. PMI is a collaborative U.S. Government effort led by USAID, in conjunction with the Department of Health and Human Services (U.S. Centers for Disease Control and Prevention), the Department of State, the White House, and others.

The goal of PMI is to reduce malaria deaths by half in 15 target countries in Africa by reaching 85 percent of the most vulnerable groups — children under 5 years of age and pregnant women — with proven and effective malaria prevention and treatment control measures: insecticide-treated mosquito nets, indoor residual spraying, lifesaving antimalarial drugs, and treatment to prevent malaria in pregnant women.

The 15 PMI focus countries were brought into the Initiative in a phased fashion:

Beginning fiscal year (FY) 2006: Angola, Tanzania, and Uganda

Beginning FY 2007: Malawi, Mozambique, Rwanda, and Senegal

Beginning FY 2008: Benin, Ethiopia (Oromia Region), Ghana, Kenya, Liberia, Madagascar, Mali, and Zambia
The President’s Malaria Initiative (PMI) is using several different methods of making insecticide-treated bednets available to the Senegalese people. So far, PMI in Senegal has used these various methods to satisfy 614,977 people’s preferences for bednets.

PMI funding in FY 2006 was $30 million, rose to $135 million in FY 2007, to $300 million in FYs 2008 and 2009, and will increase to $500 million in FY 2010.

In each of the focus countries, PMI works closely with ministries of health and national malaria control programs and supports their national malaria control strategies and plans in coordination with other national and international partners, including the Roll Back Malaria Partnership, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the World Bank Malaria Booster Program, UNICEF, World Health Organization Global Malaria Program, and nongovernmental organizations, including faith-based and community groups, academia, and the private sector.

The Agency also provides support to malaria control efforts in three other nonfocus countries in Africa – Democratic Republic of the Congo, Nigeria, and Southern Sudan – and to two regional malaria control efforts in the Amazon Basin of South America and the Mekong Delta region of Southeast Asia. The latter two programs focus primarily on issues related to the identification and containment of antimalarial drug resistance.

USAID’s Strategy for Combating Malaria

USAID is a member of the Roll Back Malaria Partnership, a global initiative made up of more than 90 partners whose goal is to halve the burden of malaria by 2010. The Agency’s expanded response to malaria supports the international goals and targets of the Abuja Summit [PDF, 68KB], the Millennium Development Goals, the White House Summit on Malaria, and the Global Malaria Action Plan.

Kenya & Somolia: Al-qaeda backed Somali terrorists now pays handsomely for every Kenyan security officer killed by their agents

The startling and shocking revelation was made on Wednesday this week that the Somalia based Al-qaeda terrorists groups operating inside Somalia is now offering colossal amount of money to the tune of USD 8,000 per head of any Kenyan security officer killed by its agents.

Making the revelation, the Garrisa regional commissioner Maalim Muhammed said the Kenya government got the information after intercepting secret Al-Shabaab communications.

‘The payment depends on the rank of the officer killed, the Commissioner said, during this year Kenya’s independence Day celebrations held at the Garrisa Primary School ground amid tight security.

Muhammed disclosed that the bounty was a desperate attempt by the militias to cause violence and mayhem and a dash for the money.

There has been increase in the incidents of hit-and-run attacks, which have resulted in several security being ambushed, shot and killed in Garrisa town and its environs. Garrisa is a frontier town in the North Eastern Province of Kenya, which has a porous border line with Somalia running close to 1000 kilometers.

The Commissioner further disclosed that member of the Kenya army and police as well as members of other security agencies were target for the cowardice attacks.

The Commissioner further disclosed to the bewilderment of the crowd that has dispatched several team of security personnel to carry out thorough surveillance along the border line and check the activity of the thousands of refugee influx into Kenya after the recent discovery that some of the refugee are the one smuggling deadly weapons into the country.

The government, he said, has recently acquired some of the most sophisticated state-of-the art electronic equipment for the purpose of intercepting the militias’ communications and messages as part of its effort to keep their activities on check.

The Al-Shabaab militia are said to be using very high frequency radio communications to plan attacks in Kenya, but the government of the plan is aware of the plan and would soon close down all the privately owned radio Communications in order to frustrate them.

It has been established that after losing key tows to the combined forces of Kenya,African Union, the Somali government including the economically important port of Kismayu, the terrorist groups have since resorted to urban-guerrilla tactics of hit-and-run inside Kenya.Their operations included setting explosives in towns, inside public passenger services vehicles, Christian churches and crowded locations within the capital city of Nairobi.

Other reports says the militias have infiltrated their agents into key town in Kenya, especially the urban centers which are located close to Kenya-Somalia border, and in the refugees camps, whose inhabitants are mostly people of Somali origins.

A Nairobi suburb of Earthlight, whose inhabitants are mostly Kenyan Somalis has of late become no-go-area following series of explosions which have resulted in deaths of many Kenya while more are.

The Garrisa Commissioner said,” We have some businessmen, who have installed radio communications on their business premises, But the government has to review the system because the terrorists are known to be using the same communication gadgets to plan attack inside Kenya, adding that some radio communication owners were under probe because of their links with militia groups outside Kenya.

The Jamhuri celebrations were meant to mark Kenya’s 49 anniversary of independence and was held in every regional, divisions, districts and even in rural locations.

LAST MONTH THE Kenyan security agencies arrested six people in Garrisa.The men were suspected of conveying illegal weapons into the town. And were planning mayhem during the Xmas festivities..

According to the police sources in Garrisa the suspects wer3e arrested at a place called Ruqa along the Kenya-Somalia border, four of the suspects escaped, but upon checking their luggage, the police discovered hand grenades, two pistols, several AK47 assault rifles, and 86 rounds of assorted ammunition.

Meanwhile Kenya police has dispatched more security personnel to the Kenya-Somalia border to carryout thorough security surveillance on refugees arriving into the country.The police said they are concerned

Global Report on Trafficking in Persons 2012

Human trafficking is a crime that ruthlessly exploits women, children and men for numerous purposes including forced labour and sex. This global crime generates billions of dollars in profits for the traffickers. The International Labour Organization estimates that 20.9 million people are victims of forced labour globally. This estimate also includes victims of human trafficking for labour and sexual exploitation. While it is not known how many of these victims were trafficked, the estimate implies that currently, there are millions of trafficking in persons victims in the world. Human trafficking requires a forceful response founded on the assistance and protection for victims, rigorous enforcement by the criminal justice system, a sound migration policy and firm regulation of the labour markets

The Hidaya Mosque bomb blast in Eastleigh Nairobi may be a spill over of Wednesday’s bomb explosions and shootings between Islamists and Government authorities in the autonomous region of Puntland in North-East Somalia which left 31 killed or wounded.

Members of the Puntland clans are heavily represented in the Hidaya Mosque congregation in Nairobi.

The impassable conditions of the Eastleigh roads which are in a terrible state are a security nightmare.

Of the three routes to Eastleigh, two end up on the adjacencies of the former bus garage where massive road constructions are under way and driving is well nigh impossible.

The best route is the one rebuilt through ADB funding and passes Juja Rd before making a right turn into First Avenue. This side of Eastleigh bordering Pangani and the Mathare slums is favourites with bomb and grenade throwers for it is easier to speed away in a getaway car.

The Kamukunji MP has been demanding in Parliament tighter security measures and has criticised the lack of a police station in the vast sprawling Eastleigh area.

The absence of tarmac roads is a serious impediment to effective policing. The roads are muddy and only the most determined can dare walk through the heavy mud and dirty water.

HOW TRIBALISM STUNTS KENYAN DEMOCRACY

To be honest with my fellow Kenyans, I like the politics of Narc-Kenya leader Martha Karua. She is determined to go it alone to realise her presidential ambition when other presidential aspirants go it tribal, not learning from political violence which soon took on an ethnic dimension after Kenya’s disputed 2007 elections.

The concern here of course, is no longer the stranglehold of autocrats, but the hijacking of the democratic process by tribal politics despite the fact that Kenya’s 2007-08 post-election violence revealed the extent to which tribal forces could quickly bring a country to the brink of civil war.

As some commentators have argued, the challenge to democracy in Kenya is not the prevalence of ethnic diversity, but the use of identity politics to promote narrow tribal interests. It suggests that every ethnic community should have its own territory, which reinforces ethnic competition.

Kenyan leaders often exploit tribal loyalty to advance personal gain, parochial interests, patronage, and cronyism despite the fact that tribes are not built on democratic ideas but thrive on zero-sum competition.

As a result, they are not only inimical to democratic advancement, but have also played a major role in tribal conflict across Kenya. Against the background that leaders of the different opposition parties are primarily focused on pursuing their tribal interests rather than uniting around a common political programme.

Kenyans have also been made to believe that president can only be elected when tribes unite together. They do not even know the manifesto of political parties they are voting for. This is because the opposition parties were unable to find common ground through coherent party manifestos.

The manifestos are generally issued late because much of the effort goes into building tribal alliances, even though the new constitution of Kenya seeks to address the issue of ethnicity by ensuring that a president needs broad geographical support to be elected, where a winner must receive more than half of all the votes cast in the election and least 25 percent of the votes cast in each of more than half of the country’s counties.

But tribal leaders are clever and calculating.

Party manifestos are fundamentally documents in which parties outline their principles and goals in a manner that goes beyond popular rhetoric. They arise from careful discussion, compromise, and efforts to express the core values and commitments of the party.

That is why building clear party platforms requires effective intellectual input, usually provided through think-tanks and other research institutions. Most Kenyan political parties lack such support and are generally manifestos cobbled together with little consultation.

They are not built on ideologies on a philosophy or set of principles that underlies a political programme. Most political parties in Kenya do not consist of the shared beliefs, attitudes, and assumptions that cause a certain group of people to join together and develop and advocate specific political programmes.

They are not built on such ideologies. That is why they do not aim at the good of the community which should be more important than the interests of individuals. As a result they are not founded on a belief in progress and tolerance of difference, a belief that that society should be unified and stable.

Political party should be a vehicle for citizens sharing a common political agenda in which the members, not the leaders, are the foundation and the reason for the party’s existence and not a “talking shop.” Its mission should be action-oriented: to develop policies, sell them to the electorate, and win power in elections.

Political party that members can demand more accountability from their leaders and even become party leaders themselves- make a contribution to the overall development of responsible citizenship.

Political party which is interested in the welfare of the nation, not the welfare of its own members or supporters only-based on this ideology then it becomes only a political faction whose aim is to advance the restricted interests of its members whether or not such interests promote the common good.
