KENYA: THE SCRAMBLING OVER RAW SUGAR CANE WAR BETWEEN THE COMPETING MILLS HAVE INTENSIFIED IN MIGORI, URIRI, RONGO, NDHIWA AND AWENDO DISTRICTS.

Writes Leo Odera Omolo

The raw involving the harvesting of mature sugar cane crops has intensified in Migori, Rono,Tans-Mara, Uriri, Ndhiwa and Awendo districts.

The competition over the aw cane is between the long established wholly-government owned SonySugar Company limited and the two newly established Sukari Industries in Ndhiwa and the Trans-Mara Sugar Company, which is located in Trans-Mara district in the South Rift region.

The three sugar manufacturing companies are currently engaged in cut-throat competition for sugarcane harvesting war, which is increasing causing insecurity in the regions.

Whereas the Awendo-based Sonysugar Company, which as been in the business in the area for close to 30 years has been working in liaison with local farmers in and preparation and cultivating and planting of cane in the plots owned by the small scale out-growers farmers.None of the two new sugar factories were has its own nucleus cane growing estate, whereas SonySugar in addition to supporting the local cane farmers has its own 6,000 hectare eneucus estate where it is growing its own cane for raw materials.

Before a sugar mill is established the investors or its owner must ensure they planed several acres of raw cane, either their own, or in collaboration with local growers to ensure that its operations is interrupted by acute shortage of raw cane. This was not in the case of several makeshift sugar mills recently established in Western Kenya and is the cause of the current life threatening cut-throat competition for the raw cane own being witnessed in Southern Nyanza.

A source at the Sonysugar company blames the Provnial Administration and the police authorities in Migori, Ndhiwa, Awendo, Rongo and Tans-Mara districts for complacency and laxity.

The source said numerous reports have been made to the police repeatedly, and it appears as if they have been compromised by the management of the news sugar mills who are blamed for accepting for crashing the raw cane suspected to have been stolen from SonySugar cane growing zones. The thieves don’t even spare the already harvested and staked cane left in the filed while awiting for transportation the next morning.

The alarming theft of raw cane has now forced Sony Sugar to engage extra night guards to keep vigil at all cane harvest fields. Such theft usually ends up in the close to disturbances of peace and tranquility and encourages lawlessness.

SonySugar it is moderately being estimated to have lost close to Ksh 100 million in the recent past throgh illegal theft of it raw cane in the field. The company apart from incurring losses by way of paying the harassing team is deploying day and night guards to guard cane in the field.

One senior Administration Police Officer who owns a popular public join at the nearby Ranen Market, which is only 6 kilometer from the SonySugar plan is susepected to be collaborating with criminal thugs suspecting of sealing the company’s raw cane from the field. Most of the suspects have be market.

OCPD in-charge charge of Migori, Rongo and Ndhwa Police Stations who have been scathingly criticized and adversely mentioned for not helping the situation could not be reached for their immediate comments the Migori , Uriri Awendo and and Rongo D.Cs.were also not available for comments.

One experts who is a player in the industry said in Awendo Town that if the situation is allowed to continue as its today, SonySugar will be forced to close down its business operations after incurring millions of shillings of liabilities through this kind of cut-throat competition.

The massive theft of cane in the field and unauthorized harvesting of immature cane crops is not only hurting sonysugar company economically, but the loses also is being spilt into the economic gains of the small scale cane growers.

The government through the Ministry of Agriculture, Provincial Administration and the police authorities should move with speed to ensure that the that the situation is harmonized.

The public servants who are suspected to have been compromised and not doing anything to arrest the situation should be transferred to other stations. Those who have served in the region for too long should be shown exit door.

Kenya: President Barack Obama step-brother Malik Abong’o has locked horns with the Kenya police over his defiant continuing illegally hoisting of USA and Kenyan national flags on top of his business premises

Reports Leo Odera Omolo In Kisumu City.

The Kenyan government through its Provincial Administration and police authorities in Siaya County is actively investigating activities of the US President Barack Obama’s step-brother.

Malik Abong’o Obama, the eldest stepbrother of the US President Barack Obama has defiantly and flagrantly defied the police order to lower the two national flags of Kenya and the United States, which are flying high up side by side over the rooftop of his business premises in Alego Nang’oma, Kogelo in Siaya County about 84 kilometers to the northwest of Kisumu City.

The US President Barack Obama has a family root in Kenya and Malik a Muslim priest with worldwide connections with Muslim organization in the Arab world and who is rumored t be a potential parliamentary aspirant in A;ego-Usona constituency was asked by the local police chief to lower the two flags which is had hoisted on the rooftop of the Brack Hussein Obam recreational and Rest house Center, which is more or less a business concerned owned by him.

Head of the police in the region Stephen Cheteka visited the place some time early last month and politely asked Obama to immediately remove the two flags from his premises, citing the reasons that the continued flying of the two flags has elicited sharp complaints from the locals and American tourist visiting the area.

In Kenya the law forbade the flying of Kenya national flag on private business preemies, or the bonnets of private motor vehicles. The national flag can only may be hoisted freely o public institutions such as government offices, public institutions, schools, colleges, District Commissioners and Provincial Commissioners offices,Chiefs camps.

Police stations, police posts and army barracks, primary and secondary schools

Here are the categories of public servants who are allowed to fly the national flags on the top of their motor vehicles bonnets. They included cabinet Ministers, heads of sections of armed forces, President, vice President,

The misuse of the national flags can land the user into a court of law to face prosecution and carries heavy penalties comprising both fines and imprisonment. Both to run run consecutively.

Instead of lowering down the two flags. But instead he has write to President Mai Kibaki complaining that the police wee in violation of his constitutional rights. And his patriotism.

The American educated half brother of President Obama wants the President of Kenya issue an order allowing him to continue hoisting the flags.

Abong’o Obama told a local media house that his constitutional right to hoist the flags anywhere he deems fit. He added that the police order violated his constitutional right as a patriotic Kenya who is at the liberty to posses the Kenyan flag..

During the confrontation between Abong’ o Obama and the local police chief, the officers ordered his men to remove the two flags citing complaints from the locals and visiting American citizens and tourists..

It is unclear as to what action the police intend to take against the defiant Abong’o Obama, but the police chief hinted that they were contemplating taking a stern measures to have the matter sorted out soon.

Kenya: The search for Orwa Ojode’s replacement in Ndhiwa constituency has begun in earnest

Writes Leo Odera Omolo I Homa-Bay Town.

ALTHOUGH Ndhiwa parliamentary seat in Southern Nyanza has yet to be declared vacant by the Speaker of the National Assembly behind the scene activities have intensified as the area resident search for their next MP.

Behind the scene consultative meetings are reportedly being held behind closed door both in Ndhiwa and in Nairobi pointing to the direction that the field would be very crowded with aspirants one the elections are called.

And with the general elections said to be around the corner and scheduled to be on 3 March 2013, it is not yet made publicly clear as to whether there will be by – elections to fill the two vacant seats left vacant following the recent fatal helicopter crash that killed the Internal Security Minister Prof. George Saitoti and his Assistant minister Joshua Orwa Ojode.

Prof.Saitoti was the MP for Kajiado North constituency while Orwa Ojode represented the agriculturally rich Ndhiwa constituency in the greater Southern Nyanza.

The responsibility of declaring the two seats vacant rest with he Speaker of the National Assembly Kenneth Otiato Marende therefore those intending to contest for the two seats will have to wait slightly longer for the Speaker’s verdict, which will only be made known after 90 days or three months time.

Indications are, however, clear that Ndhiwa seat is likely to attract close to a dozen of new aspirants including new entrants into parliamentary competitive politics in the area.

Several names have already found their ways into public domain a some of the possible candidates who will be aspiring for the Ndhiwa seat.

Such names included that of a member of Ojode’s close family Louis Onyango Otieno. He is the eldest son of Matthews Otieno Ogingo, the once two time Ndhiwa MP who re-presented the larger Ndhiwa constituency, before it was splinted into two more than a decade ago, with the creation of the neighboring Nyatike constituency.

Louis Otieno is a top executive manager with the Microsoft Computer based in Nairobi, but managing the firm’s operations in East,Central and Southern African regions.

Photo of Louis Otieno, a potetial aspirant for Ndhiwa seat

But when reached by phone to state his intention, Otieno insisted that it was too early for him to say anything that effect, as he was still in the mourning mood, while mourning his cousin Joshua Orwa Ojode with whom he was so close to and intimately related to.

Louis Otieno is likely to face the stiffest challenge from other political elite and academic luminaries in Ndhiwa, who are expected to include Jeremiah Owiti an executive with an international NGO in Naiobi.

The populist Owiti who is known to his peers as “Jerro” hails from he neighboring Kanyidoto Location next to Kwabwayi sub-clan in which both Ojode an Otieno belonged to

Louis Otieno was born in political house, and being a close blood relative of the late MP.. Ojode’s supporters within the constituency.

This could be so because the late Orwa Ojode has left behind a very attractive development record in the constituency.

Another man to watch in Ndhiwa is the Marine expert Edward Ogonda Odero a graduate n Marine Management from a Belgium University who is currently working as the managing director of a Kisumu an Mwanza based shipping firm.

Politically aggressive an highly eloquent public speaker Odero who is known to his peers as Ted Odero, hails from the populous sub-clan in Central Kabuoch location called Karading. He is an aggressive and a tough mobilize for ODM in both Kisumu an Homa-Bay Counties.

Also expected t join the race for Ndhiwa seat,is the former MP for the area Tom Okello Obondo who lost the seat to Ojode in 1994 after ditching the Ford-Kenya then led by late Jaramoogi as Oginga Odinga on whose ticket he had won Ndhiwa seat during the first multiparty election’s as opposed to the one party monolithic system and rejoining KANU

Obondo performed dismally in the consequent by-election that followed and which saw the then youthful Ojode beating him with the largest votes margin.

Obondo, however, hails from the second largest and dominant sub-clan of Kanyamwa

Obondo, however, is considered by he electorate as a spent force and therefore posed no threat to the new group of younger political elite the region, which is one of the ODM stronghold in Southern Nyanza,

Also said to be rearing to go for the seat is a Nairobi and Mombasa based businessman Augustino Neto fro Kabuoch who is another perennial election loser.

Like Ted Odero Neto also hails from Central Kabuoch. Also expected t join the long list of contestants is Washington Ogutu kale, who hails from Kochieng’ sub-can of the large Kanyamwa clan.

What is expected to play the crucial role in the next electioneering campaign in Ndhiwa constituency will definitely be the academic background and achievement. This is will be so because the common talks making the round in the entire Luo-Nyanzainclude the next choice of leadership, especially parliamentarians, Senators and governors within the County overnance. The electorate wants to elect only the academic qualified persons as opposed to the present system whereby the moneyed individuals had sneaked into the legislative body including those known to be politically mediocre.

Some of the so-called semi-iliterate MPs have sat the August House and left after ten years without even making their maiden speeches, leave alone asking questions and supplementary questions.

The electorate in most parts of Luo- Nyanza seemed to have resolved to go only for the enlightened candidates who could actively participate in the crucial debates in the House which are significantly nationally politically importance to the country an strictly not “ common hecklers.

This time around the region will never again be the fertile ground for politically mediocres, who have perfected in the arts of making sugar-coated speeches at funeral gathering, but known to be politically an academically bankrupt and incapable of taking part on important national and international forums in English and Kiswahili which are the twin lingua franca in Kenya.

In the current parliament, only a few Lu MPs are knwn to be making regular contributions n the House. They inclued Gwassi MP John Mbadi, nominated MP Millie Odhiamb, Migori MpJohnPea, Rarieda MP Eng. Nchola Gumbo, Karachuony MP Eng James K Rege, Nyatike MP Edic Omondi Anyanga, Kisumu Town West, John Olago Aluoh, Ugenya M james Orengo, Bondo MP Dr. Oburu Oginga, Gem MP Jakoyo Midiwo, Rongo MP Dalmas Otieno. And Kisumu Rural M Prof Peter Anyang’ Nyong’o, the rest are just siting in the August House like county bus passengers and seeping on the job.

Ndhiwa constituency was created n 1962 first as Lambwe Valley constituency. It was then covering the regions now known as Mbita and Gwassi constituencies.

Dr Joseph-Gordon Odero -Jowi was elected as its first MP in 1963.The constituency had two regional Assembl elected member These were Matthews Otieno Ogingo {Ndhiwa} who later briefly became the vice chairman of the Nyanza Regional Assembly under the chairmanship of the late Johnson Kiragori from Bonchari in Kisii ad the late Harrison Odhiambo Midiang’a Opiyo who represented Mbita. The late Odhiambo Opiyo is the father of the firebrand nominated MP Madame Milie Ohiiambo.

Dr Odero-Jowi was beaten hands down by Matthews Otieno Ogingo I the controversial loaded 1969 general elections. He later made an appeal tot the High Court citing some far- fetched irregularities.

Otieno Ogingo election was nullified by the High Court and he latter won with even larger votes margins in the consequent by-election that followed.

Odero-jowi lost the election to Otieno Ogingo because he had stepped into the shoes of the assassinated populist the late Tom Mboya and readily accepted he cabinet apointment as the Minister for Planning an Econmic Planning Development was revered o as a hero.

Jowi’ other Luo cabinet collegue to the little known secondary school teacher James E. Mbori-Yogo in similar circumstances.

The founding PresidentJomo Kenyatta appointed Odero-Jwi Kenya’sPermanent Representative to the United Nations based in New York.

Odero Jowi left his U post and retuned home shrty before the 1974 general elections and recaptured his old Ndhiwa seat from Otieno Ogingo, but he didn’t last for longer in parliament He left thec0ntry before the end of his term and joined UN services in Canada.

A former senior police officer, Zablon Owigo Olang’, who is a cousin of Odero-Jowi wrestled the Nnhiwa seat from Otieno Ogingo for the latter to recapture the same during the 1988 mlolongo {queing voting} election master minded by the late Hezekah N Oyugi, then the powerful PS In the Office o the President In- charge of Internal Security an Provincial Administration.

Another potential aspirant who is reported to be under pressure from the electorate to joint the election race is the flamboyant Nairobi and Kampala based businessman Hilary Ochieng’ Alila- He is originally hails from Rapedhi in Ndhiwa, but has chosen Homa-Bay Town as his political center of operations.

Aila has already declared his interest in the Homa-Bay County Senate seat, which is also said to be eyed by the Immigration and Registratin of Persons Miniister Gerald Otieno Kajwang’.

KENYA: CREDENTIALS MAY LOCK OUT KISIA FOR NAIROBI RACE

BY JEFF OTIENO

The battle for Nairobi Governor has taken an interesting and intriguing angle with fresh revelations that one of the contestants who is the immediate former Nairobi Town Clerk Philip Kisia may be barred from contesting.

One of the mandatory criteria for a Governor bid is being a Degree holder from a recognized university, but so far it hasn’t come out crystal clear from U.A.S.U. as per the records when he enrolled and graduated with Business Administration Degree.

Frantic efforts by the press is further unable to trace the former Town Clerk School mates during the said years it is claimed he schooled there. Some political pundits are however dismissing the Degree requirement as too much asking or a hefty demand thundering that individuals capability to lead should be the key. The Press however managed to trace his High School roots in Tiriki-Senende Secondary School where it’s said he was a very active student.

Kisia resigned recently as Nairobi Town Clerk and has been criss crossing the City estates to appeal for votes though it’s not clear yet which party he will carry its flagship due to his trademark antics of dinning and winning with almost all the Presidential hopefuls and even attending their functions.

His die-hards though argue that people should not misconstrue that move to mean political prostitution and lack of ethics, but should see it positively as an exhibition of political maturity and tolerance which is key for the Nation unity.

His critics however opine that his gesture is totally confusing, a clear indication of inconsistency and panicky. He will further shake off his ivory tower tag as claimed by his critics if he’s to triumph.

If he’s cleared, he will battle it out with the combative Embakasi MP Ferdinand Waititu who is a graduate from one of the Universities in India, a holder of Business Administration Degree. Former Mumias Sugar Managing Director Dr. Evans Odhiambo Kidero who is a Pharmacist from Nairobi University. Dr. Kidero also has MBA and did Law through a correspondent from one of the Prestigious Universities in West Midlands, United Kingdom.

He will rely on his sterling unrivalled performance lasting a decade in Mumias to propel his bid. Kidero also left a landmark in Ntaion media Group and Smith Klime Beecham. He’s such a mobiliser and go – getter thus giving him a head start in the quest. Others are Jimna Mbaru former Nairobi Stock Exchange Chairman who has been doing ground work quietly.

KENYA: VARSITY DEGREE REQUIREMENT PUNCTURES RAILA AND HIS ALLIES ELECTORAL AMBITIONS

By Jowi Ratego.

A group of luo Members of parliament are presently under political quagmire after the recent passing of a bill in parliament which only University degree holders will be required to contest for parliamentary seat.

Word going round says the move making those who wants to contest for Presidency and Governorship to have a University degree is aimed at blocking the Country’s current Prime Minister Raila Odinga from contesting the Presidency as he is alleged that he does not posses any degree with many demanding to know which University he went to and whom he schooled with, surprisingly he has opted to either ignore the queries or seems to be convinced that with time the queries will go away and die natural death something unlikely as it keeps on oozing over his head.

His former adviser in the coalition whom he parted ways with unceremoniously Miguna Miguna has always demanded that as the country’s leader he should tell all and sundry his level of education something he has not deem fit to do.

The National Alliance Party of Kenya Secretary General George Onyango Oloo has on many occasions said that contrary to the beliefs of many that Raila was a lecturer at the University of Nairobi, the plain truth is that Raila was a mere lab attendant who was tasked with “washing test tubes” and at no any given time was he ever a lecturer.

“If its true Raila was a lecturer and went to any University he should tell us with whom he schooled with and he lectured who, its better he restricts his ukora to the members of the luo community and not to deceive the entire Kenya populace, the parliament’s move is a good riddance and might shed some truth in regard to the entire issue” Oloo added.

As at the present moment luo MPs who are victims of the recent bill are burning their midnight oil desperately looking as to how the Supreme Court might change the said constitution something which seems unlikely.

“It will be a tall order for the supreme court to change what the parliament has decided on since it’s the law making organ of the constitution “one MP allied to the ODM party lamented arguing that some of his illiterate parliamentary colleagues who have brought all these problems bedeviling ODM party.

Just a look at the current luo Members of Parliament who do not have sound academic background and are wetting their pants as a result that a requirement of having a degree is a pre requisite for one to be in parliament;

1-Edwin Yinga – Alego Usonga

He does not posses any post secondary education and that is what made voters of Alego Usonga for long ignore him at the expense of both the oratorical Peter Oloo Aringo and lately Arthur Weya,

His acumen lies in his marriage to the family of one time PC Eliud Mahihu, he has really let down his voters who says that he is hardly found in his constituency coupled with his playing hide and seek with the said voters either in Nairobi or in Kisumu which is usually his destination upon his arrival from Nairobi under the guise of going to the constituency.

2-Washington Jakoyo Midiwo—Gem

He is in parliament courtesy of his relationship with Raila who is his cousin after having been floored in the ODM parliamentary elections by a leading prominent Nairobi Advocate Ambrose Rachier who is credited with turning around soccer within the country.

He purports to be possessing a University degree yet records shows that he did Food and Beverage at a diploma level and wasted his entire time abroad chasing thighs and skirts.

3-Fred Outa ——-Nyando

One of the most excess baggage in parliament, he hardly contributes to any issue in parliament and anytime he rises to contribute he is permanently out of order.

His academic qualifications is not known as he initially purported to be a cleric and records shows that he spent most of his time in the US taking care of the aged and massaging them at an old people rescue centre.

He is so poor in communicated English with many wondering if truly he studied in the US,

Coupled with how he fleeced rice farmers making the bedrock of his voters, Outa stares abject poverty in his eyes as he is said to have sold all his assets to influence Raila to he lp him get an ODM nomination certificate .

4-Ochieng’ Pollins Anyango “Daima”————-Nyakach

He is one of the few wealthy luo parliamentarians, he is a form four leaver but got his fortune at Kenindia Insurance Company, periodically he contributes to parliamentary debates.

He wasa manager of the said Insurance Company for alongtime

5-Joseph Oyugi Magwanga————Kasipil Kabondo

He is also a form four leaver , initially he used to split firewood at the hospital of his brother where he worked together with the current Mayor of Oyugis Omondi Fwony.

He can be said to be better than Outa as he periodically contributes to parliamentary debates.

6-John Pesa———————-Migori.

He is untrained teacher, a product of those post-independence “gumbaru learners”.

He hardly contributes to parliamentary debates and very few knows him.

7-Martin Otieno Ogindo—————Rangwe

He worked as a revenue collector for most local authorities, he has those weekly certificates accumulated as a result of attending workshops and seminars.

He purports to be an account which is not the case as he has never attended any post secondary institution.

8-Omondi Anyanga Edick————————-Nyatike

He is said to be so illiterate that he can not write his name and he thumb prints any official document.

He is one of the former YK 92 youths who was in charge of Southern Nyanza Region.

He is also an informer of the police where he is usually paid stipends for any information he delivers about his colleagues

KENYA: ODM SEC GEN PROF.NYONG’O ADMITS THAT THEIR PARTY IS MINORITY IN PARLIAMENT

By Agwanda Saye,

ODM party Secretary General and Medical Services Minister Prof.Peter Anyang’ Nyong’o has admitted that his party is no longer a superpower in parliament as quarters he purports to be anti-reforms have ganged up to frustrate the party,

Speaking in Nyakach District within Kisumu Countyduring the buriual of the late Bonface Anyango father of the area MP Pollins Ochieng’ Daima,Nyong’o said that henceforth ODM will resort to fighting its battle outside the parliament as they have noticed that fighting in parliament is in vain as they can not make numbers.

“Our party cannot sway any voting party in parliament as anti- reformists have ganged against it to oppose anything its back, we have lost considerably due to split within the party and its upon luos to make sure that we go back to our previous position” he added.

During the function ,Muhoroni MP and Education Assistant Minister Prof.Ayiecho Olweny commended the parliament for the passage of the constitution which allows only graduate degree holders to contest for parliamentary seat.

“we must have a literate parliament not an illiterate parliament where legislatures pass laws they are ignorant of then they cry wolf later” he added

A Burundian appeals court must reverse the ruling against a journalist sentenced to life in prison on vague terrorism charges, the Committee to Protect Journalists said today.

REFUGEE JOURNALISTS WORRIES IN EAST AFRICA.

By Agwanda Saye.

East African journalists fleeing violence in their countries make up nearly half of the more than 450 journalists forced into exile in the past five years, the Committee to Protect Journalists found in its “Journalists in Exile 2012” report marking World Refugee Day.

“There is a journalist refugee crisis in East Africa that has drastically affected the region’s ability to maintain media institutions that provide reliable, vital information,” said Maria Salazar-Ferro, CPJ Journalist Assistance program coordinator and co-author of the report. “After enduring violence and threats, these journalists fled for their lives, only to land in a state of prolonged uncertainty as governments and the U.N. refugee agency process their cases.”

In the past year, more than a quarter of the 57 journalists who fled their homes came from an East African nation. The greatest number fled violence in Somalia, where six journalists have been killed in 2012 and no journalist murders have been prosecuted since 1992. Eritrea and Ethiopia, East Africa’s worst jailers of journalists, also lost many to exile. Journalists also sought refuge from targeted attacks and threats in conflict-ridden Syria and Pakistan.

CPJ’s annual survey of journalists in exile counts those who fled due to work-related persecution in the past 12 months and provides an overview of the past five years. Dozens of journalists seeking asylum without the legal right to work nor access to basic services live in desperate, insecure, and impoverished conditions, CPJ research shows. To help journalists reach safe destinations, regain stability, and earn a living, CPJ’s Journalist Assistance Program works with other organizations to optimize advocacy, logistical, and financial support. A special effort is being made to help East African journalists deal with this crisis.

The journalist, Abdifatah Ibrahim Hassan, a newscaster of SIMBA radio, a privately owned radio station, was wounded by a shrapnel from a landmine blast on Sunday evening, June 17, 2012 around 7:00pm local time, as he left the radio station at Bakaro market and heading his home at Hamar-Bile neighborhood. The shrapnel hit the tight close the testicles of the right leg. Two people were killed in the blast and three additional people were wounded.

Kenya moves to reduce roadblocks and weighbridges to facilitate easy movement of goods to the landlocked neighboring countries

Writes Leo Odera Omolo.

Kenya is set to drastically reduce the number of road blocks and weighbridges on its roads in the next five months as the county seeks to ease the movement of goods and services in the region, quelling growing of discontent in East African Community member counties over costly non-tariff barriers.

While reading this year’s budget in parliament, last week the Finance Minister Robinson Njeru Gidhae said the government will review relevant regulations and guidelines to ensure all weighbridges are relocated to ports of entry and roadblocks are either removed or reduced to bare minimum.

“Kenya and the EAC region can ill-afford the high costs associated with delays usually occasioned by weighbridges and roadblocks along the Northern Corridor, which serves our landlocked neighbors Uganda, Rwanda and DRC Congo,”said Minister Gidhae.

The Minister made these remarks while reading the country’s estimates and budget for the year 2012/2013 fiscal year.

While the five EAC partner states of Kenya, Tanzania, Uganda, Rwanda and Burundi have agreed in principle to remove non-tariff barriers {NTBs} by December 2012, this will largely depend on the willingness of the different countries in the absence of legally biding framework.

“Frustration is growing among the landlocked countries like Rwanda, that re paying heavy price for the unnecessary delays caused by NTBS like weighbridges and port inefficiencies in Kenya, through which their goods must pass.”

Rwanda last month threatened to take its neighbors to court over the continued existence of NTBs in the EAC, which it says increases the cost of doing business for its industries, making them uncompetitive.

Kenya, the Finance Minister disclosed, is also aiming to cut cargo clearance times at it coastal port city of Mombasa to a maximum of three days from the current 7-14 days, and at the Jomo Kenyatta Intentional Airport to one day.

For good being moved by road, cargo clearance times should drop to just one hour from the present two days.

Kenya is also to finalize a trade promotion strategy whose implementation will expand and diversify exports with particular attention to high value primary products such as macadamia and cashew-nuts that have shown excellent prospects in the export market”, said the Minister.

He added, “we will continue with the collaborative infrastructure investment, and remove inefficient Customs procedures including complicated rules of origins and other non-tariff barriers in line with the existing EAC protocols,”

At the same time the Nairobi based weekly, the EASTAFRICANS, a publication of the Nation Media Groups quoted the Permanent Secretary to the East African Ministry David Nalo as saying that the removal or reduction of roadblocks, especially on the Northern Corridor from Mombasa to Kampala through the border post town of Busia will drastically reduce the cost and time of doing business in the region.

“The landlocked countries in the region stand to benefit most as the cost and time or doing business will reduce and consumers will have easy and cheaper access to goods and services”, said Nalo.

Kenya: Ojoe has left behind a legacy that is only equaled by Cyprian Awiti in terms of generous donations towards socio-economic projects

Writes Leo Odera Omolo.

ALTHOUGH the late Joshua Orwa Ojode had served the government briefly as an Assistant minister for Internal Security and Provincial Administration, he has left behind a very attractive record of total commitment to development activities that are of mutual beneficial to his constituents.

Orwa Ojode contributions in cash material could only be equal in comparison to the contributions which has so far been made by two men, namely for powerful Permanent Secretary In the Office of the President, the late Hezekiah N Oyugi, and the retired former country director o Marie Stopple Clinics,Cyprian Otieno Awiti

Ojode had concentrated in developing his Ndhiwa constituency, but Awiti is on record of having criss-crossed the full length and width of the greater Southern Nyanza region making hefty cash donations and contributions towards the various socio-economic projects I nearly all the constituencies, districts and administrative locations.

Awiti who hails from Rachuonyo South district has declared his interest n one of the elective positions in the forthcoming general election. Awiti is aspir9ing to be elected the first governor of Homa-Bay County.

The two men Ojode and Awiti sharply differed ideologically in characters and religion wise. Ojode is a member of he Seventh Day Adventists Church {SDA} whereas Cyprian Awiti is a staunch member of the Roman Catholic Church.

Audited statistic of donations made by individuals towards the various socio-economic projects in the entire greater Southern Nyanza has revealed that Cyprian Awiti leading the rest only to be followed Ojode and the late PS Oyugi the three men are credited for having donated generously toward the various development activities, which included educational facilities and institutions, health centers, dispensaries, women groups, water project and other essential infrastructure which are relevant to the development of rural areas.

The Homa-Bay County and the jurisdiction of the would be governor covered close to eight parliamentary constituencies. The area is so long covering widest area from Sondu Town to Nyandiwa in Gwassi {now Suba South district], Mbita { now Suba North district and winding up in Mfangano Island right in the middle of Lake Victoria.

The constituencies include Kasipul-Kabondo, Kasipul, Karachuonyo, Rangwe, Homa-Bay Town, Ndhiwa, Suba North and Suba South.

The country also covering several small fishing islands located inside Lake Victoria such as Ringiti, Rehemba, Lolwe,Takawiri, Ngodhe, Oyamo Sikri, Soklo Kipenji { or Soklo Kubanga} and other smaller ones. The person who will win the governorship will have to travel along distances visiting and supervising the administration of the dozens of fishing island, which are located inside Lake Victoria.

It will a daunting and highly tasking job or the new governor. This is why the electorate in the region wanted somebody with the widest administrative experience coupe with financial discipline.

The majority of the electorate stretching from Gwassi, Mbita, Mfangano and Rusinga sIands have been heard talking good and in favor of Cyrian Awiti as the most suitable person who can serve them sincerely and with dedication as their next government. It is a political office in which the holder also need.

Given his experience at Marie Stopie Clinic’s, though it is only an international NGO with countrywide branches, Awiti is seen as mature and serious person for the job.

Awiti hails near Mawego R.C. mission and next to Mawego Technical College and Mawego Girls Secondary School both which are run and managed by he Diocese of Homa-Bay is credited for having made his personal cash contributions and donations toward the development projects indiscriminately and without giving preference to any of the projects, which are located in his home turf home turf of Karachuonyo.

Ojode and Awiti were very close friends. On several occasions Awiti was invited by Ojode to Ndhiwa for major fund drive while Ojode reciprocated by visiting Rachuonyo region and presiding over successful fund drives for the various projects.

Had Ojode lived on to witness the next general election, Awiti could have harvest nearly 100 per cent of votes in the vote rich Ndhiwa constituency to realize his ambition for the governorship. It is, however, hoped that Ndhiwa constituents who have benefited immensely from Awiti during Ojode’s lifetime, would give him the sympathy votes as someone who had worked closely with the deceased MP.

Awiti is currently leading the pack of three aspirants who include Eng Philip Okoth Okundi, and the Microsoft executive Dr Mark Matunga. Okundi is from Rangwe, while Matunga hails from Mfangano Island in the Suba North constituency.

Kenya: It is being rumored that some Luo politicians MPs included had celebrated the death of Orwa Ojode to the chagrins of his family and relatives

Writes Leo Odera Omolo In Homa-Bay Town

What could have been a high profile burial and solemn and tear sending off of the former Assistant Minister for the Internal Security Joshua Orwa Ojode turned chaotic and almost was marred by violence following deadly rumor that a section of Luo politicians including unnamed MPs had celebrated the sudden and tragic death of the Ndhiwa MP.

These rumors were the source of high tension that gripped the funeral home when the former Assistant Minister was laid to rest at his Unga village home in Kanyamwa Central, Ndhiwa district. The anger and sentiments of hostilities were displayed openly resulting in one MP from a neighboring constituency being totally barred fro making any speech or being introduced to the mourners. The MP had to be slipped out of the home quietly unnoticed..

Another deadly rumor had also reached the ears of Ojode’s close relatives and friend that some unnamed politicians and several MPs from Homa-Bay County had hired youths and political goons with instructions to heckle and shout at certain targeted speakers during the burial ceremony.

It was further alleged that an MP from the region was the one who had sent a secret word to the goons that had blocked the vehicle carrying the late Minister’s casket from entering his Unga village home last Friday. The goons who fought a running battle with the security men insisted that the body must be taken to Ojode’s Ratang’a parents home before being driven to his own home at Unga for an overnight stay.

The sequence of event last Friday had complicated the matter for the late Minister’ family, and this is prompted his Widow Mary Ojode to deliver such a harsh statement while eulogizing her husband.

Meanwhile sources close to the Ojode family pointed an accusing finger at the Immigration and Registration of Persons Minister Otieno Kajwng’ who is the MP for Mbita, and the Rangwe MP Martin Otieno Ogindo.

The two are blamed for having politicized the burial of the departed soul of the abrasive Ndhiwa MP for political expediency.

The two senior-most politician in the Homa-Bay County were blamed for the close breakdown I protocol, Otieno Kajwang’ is the current ODM Homa-Bay County branch chairman, while Ogindo is the vice chairman, The branch Secretary is the Karachuonyo MP Eng James K Rege who is absolved of any blame as he did not featured anywhere I the burial arrangement.

But Kajwng’ who was not in talking terms with Orwa Ojode while he was alive later emerged from nowhere to the chagrins of the family ad appointed himself the master of ceremony.

The event was a high profile burial in that it was attended by President Mwai Kibaki, the Prime Minister Rail Odinga, the Vice President Stephen Kalonzo Musyoka, the entire member of the cabinet, Assistant Ministers and close to 103 MPs representing various constituencies in parliament led by the Speaker of the National Assembly Kenneth Otiato Marende whose words of wisdom while condolensing the family of the late Ojode was like the gospel and inspired each and every mourner in attendance.

The occasion was a very special one and required high profile public relations. The noise making youths demanding forcefully to be served with food, were some of the intrigues allegedly masterminded by the anti-Ojode elements within the ODM Luo politician prompting the Ojode family to feel that party of the huge crowd that attended the funeral were not genuine mourners, but people who had gone to their home to shade the crocodiles tears.

Civic leaders led by the Mayor of Nairobi Coun Aladwa, the mayor of Mombasa, Coun Moudhir the Mayor of Kisumu, Coun Sam Okello, heads of parastatals and quasi government organizations. The presence of the Mayors from urban centers across the country were never mentioned, and the poor protocols which were haphazardly conducted by Kajwng’ was a total disappointment.

The task performed by the Vice President Kalonzo Musyoka, the Migori MP John Pesa, the Speaker of the National Assembly Kenneth Marenda President Kibaki and the Prime Minister Raila Odinga were commendable. Their word of wisdom helped a lot in calming down the highly charged situation, which ordinarily could have easily exploded into mayhem.

A number of presidential aspirants who included the Eldoret North William Ruto and the Sabatia MP Musalia Mudavadi had been targeted for booing and heckling by the excessively intoxicated and drunken goons.

Also earmarked for booing was the immediate former Rangwe MP Eng Philip Okundi, who is currently the chairman of the ODM elections board and chairman of the Communication Commission of Kenya {CCK}.

Okundi is once again in the race aspiring to be elected to the lucrative position of governor for Homa-Bay County, a position which the incumbent Rangwe MP Otieno Ogindo is also vying for.

It was originally planned that heckling of Okundi would depict him as unsuitable person for the governorship position and unpopular.

The action by noise making political hirelings had depicted members of the Luo community as most backward people. One mourner from the Kalenjin region was heard saying, ”But we thought the Luos were the most educated and civilized lots in this country. We did not expect to behave like this.”

In life, Orwa Ojode ha parted the company with the Prime Minister Raila Odinga ever since the formation of the coalition government of PNU / ODM in 2008. He has since then never shown his face to any public function conducted by he Prime Minister, and also kept low profile during the ODM grass root elections and boycotted all the party functions.

After the constitutional referendum of November 2005, in which the orange group which was led by Raila Odinga meted a sweeping victory over the Banana group supporting President Mwai Kibaki, there was a major cabinet reshuffle in which all the ministers allied to Orange Democratic Movement were including Raila Odinga wee sacked.

President Kibaki, however, surprisingly appointed Orwa Ojode to a full cabinet minister inchrge of Forestry and Wildlife. The Ndhiwa MP, however, declined the appointment in solidarity with his sacked friends including Raila Odinga.

Ojode ha served previous as an Assistant Minister for lands and Settlement and later as an assistant Minister for Education and was the chief campaigner of Raila Odinga presidential election in 2007. Prior to these events, Ojode has been very vocal and formidable defender of Raila Odinga on issues related to national importance and was expected to clinch a full cabinet portfolio, but many people were shocked when he was relegated to the Junior position of an Assistant Minister.

The situation was so much aggravated by he fact that Rongo MP Dalmas Otieno who all along and prior to the 2007 general election was loyal KANU member and leader was given the flag by Raila Odinga. Otieno Kajwang’ had never worked in the government was also appointed to a full cabinet position as the Minister for Immigration and Registration of Persons. Ojode considered himself as much senior to Kajwang in terms of parliamentary experience. He entire into parliament in 1994 whereas Otieno Kajwang;’ first entered into the August House in1997.

Before his death in an helicopter crash on Sunday June 10, Ojode had confided to this writer that he was considering the option of ditching the ODM and standing and defending his Ndhiwa parliamentary seat as an independent candidate. He said he felt like leaving the ODM, because the party was full of loose talkers and people with bad gossiping attitude.

He told me that while he was attending the funeral of Mr Phelogona Okundi in Rangwe constituency, he was suddenly attacked by Dr Oburu Oginga in full view of the mourners and accused of being one among those undermining the ODM. The incident took place when the grouping including the Prime Minister had attended the burial if the former Kasipul-Kabondo MP Eng. Pete Owidi near Oyugis. He and Raila, he said drove to Awendo to witness the opening of Sugarland Hotel in Awendo town which is owned by the former Rongo Mp George Ochillo-Ayacko, and after enjoying the evening in a large group of MP and friends he and Raila drover to his palatial home at Unga in Ndhiwa for the night. But the next day, he was publicly and scathingly attacked the Bondo MP Dr Oburu Oginga, the eldest brother of Raila Odinga. He felt that there were innuendos of bad gossiping going on about him and thereafter he choose to stay away from the group and concentrated on his ministerial duties giving the ODM party a break.,

In an exclusive interview with this writer a month ago, Ojode had recalled that similar attack was mated out to the former Deputy leader of ODM and the Deputy Prime Minister Musalia Mudavadi when the latter turned up for the late Jaramogi Oginga Odinga memorial service at the late Jaramogi Kang’o home in Bondo. In this particular function the Gem MP publicly attacked and savagely condemned Mudavadi.Ojode maintained that he believed the attack had contributed to Mudvadi’s departure fromn ODM. The unwarranted attack drove Mudavadi out of the ODM, so the ODm is full of bad gossipers and so called power-brokers

CALL FOR INVESTIGATIONS OVER ATTACK ON JOURNALIST IN ANGOLA.

By Agwanda Saye in Cabinda.

Authorities in Angola’s enclave of Cabinda must immediately launch an investigation into the robbery at the home of an independent journalist on Sunday, the Committee to Protect Journalists said today.

Unidentified assailants ransacked the house of José Manuel Gimbi, a correspondent of the U.S. government-funded broadcaster Voice of America and a human rights lawyer, at around 4 p.m., when no one was at home, the station reported. The assailants stole items related to the journalist’s work, including two computers, an external hard drive, a voice recorder, two USB sticks, and a bag containing important documents related to his work, Arão Tempo, a lawyer and Gimbi’s mentor, told CPJ. VOA reported that the assailants also stole some personal items, including books and jewelry belonging to Gimbi’s wife.

Although the motive for the attack was unclear, local journalists told CPJ they believed the assailants were targeting items used by Gimbi for his professional work. VOA reported that Gimbi had not reported any threats recently. The journalist filed a complaint with Cabinda’s police Criminal Investigation office, but officers had not yet visited the house, Tempo told CPJ.

Gimbi is one of only two independent journalists in Cabinda, a volatile region where the government is locked in a conflict with a low-level separatist insurgency. He had recently interviewed members of opposition party UNITA about their objection to proposed government amendments to the electoral law ahead of parliamentary elections scheduled in August. Last week, he reported from Abuja on a forum of experts and civil society members, where participants raised issues that included wealth disparity in oil-rich countries like Angola.

Gimbi has been targeted for his independent reporting and human rights advocacy in the past, according to CPJ research. In August 2011, gunmen raided his home and threatened unspecified harm against him, CPJ research shows.

“We condemn the attack of the home of José Manuel Gimbi, who is the ongoing target of threats and persecution for his independent reporting in Cabinda,” said CPJ Africa Advocacy Coordinator Mohamed Keita. “We hold authorities in Cabinda responsible for Gimbi’s well-being and call on them to explore all leads in the case, including a political motive linked to the sensitive nature of the journalist’s work.”

Romão Macário Lembe, the vice-governor of Cabinda, told CPJ today that he was not aware of the burglary. “I have not heard anything, either on radio or in the independent newspapers. There are things that people say on the airwaves of VOA that are not true. My first reaction is to cast doubt on your information. But I am not saying that it is false, either. I am going to try to find out.” He also suggested the robbery could have been a random act. “Here, robberies are numerous. The robbers come from neighboring countries and go back there. We lead investigations, but we never find them.”

Kenya: The proliferation of thousands of small arms into Kenya is the major source of worry to the government

Reports Leo Odera Omolo

The Kenya Action Network on Small Arms {Kansa} has raised the red alarm over the circulation of more than 600,000 illegal arms in the country.

The organization warns that terrorists and some illegal groups could use the arms during the forthcoming general elections in the country scheduled for March next year.

Kansa said this was discovered after a survey which was conducted last year jointly by the Kenya National Focal Point on small arms and the Geneva based Small Arms Survey.

The survey indicated that most of the 600,000 illicit arms are concentrated in pastoralist communities in the North Easter regions parts of Kenya as well as major urban centers such as the capital City, Nairobi, Mombasa where they are used in committing serious crimes.

These illicit weapons mainly comprise of assault rifles, hand guns and ammunition, which enter the market through corruption, seizure and loss.

“The Kenya situation is even more critical when one takes into account that this country is still smarting from the near self destruction crisis following the 2007 / 2008 post-election violence caused by the disputed presidential election violence and it stumbling towards yet another election without some of the major triggers that ignited the PEV having been addressed,” said Kansa in a statement released last Thursday.

The statement was read at a Nairobi hotel at a meeting held by Africa Peace Forum Executive Director Ochieng Adala to mark the Global week of action against proliferation of small arms in Kenya.

Amnesty International Kenya Country Director Justus Nyang’aya and the director of security Research Information Center Col {rtd} J.W.Kituku were also in attendance at the meeting.

Kansa said while some reforms highlighted under the Agenda Four of the National Accord are being addressed like the judiciary, electoral, and constitutional reforms, other critical area including historical injustices, such reforms, youth unemployment, corruption, and impunity armament remain unaddressed,” said Kana statement.

The organization said there are also fertile grounds for hate speech and incitement by politicians, Kansa noted that this was going on through intense political competition, polarization ethnic mobilization and the politics surrounding the on-going ICC cases.

Writes Leo Odera Omolo

PLANS are under the in the Kenyan capital, Nairobi to have a German national suspected to have been behind the series of bombings including that of a business premises housing fashionable shops in Nairobi’s Central Business District {CBD} last month.

The powerful explosion went off during the busiest hour of lunch time. It claimed the life of one Kenyan woman trader, and injured more than 30 people. Indorgan is also expected to stand trial in terrorism related activities back in to native home Germany.

Although he was a member of the outlawed Alqaeda backed Al-Shabaab Islamist militia terrorist group operating inside the neighboring Republic of Somalia. He was briefly in Kenya illegally. And back in his Germany home the authorities there have already issued a warrant of arrest against him through the International Police Organization {Interpol} earlier,” said a police spokesman.

The fugitive was later arrested in the neighboring Tanzania to where he had fled after masterminding the detonation of what was later identified as the deadly fertilizer bomb.

The bomb ripped off the roof of a building housing the popular musical shop called Assanand’s Buildings located along the Moi Avenue in Nairobi’s Central Business District {CBD}.

The Kenyan police have been hunting for the suspect who was suspected to have either to have been hiding in the country or had fled to Uganda.

Ugandans living in South Africa have petitioned President Zuma to stop selling arms to Museveni

Writes Leo Odera Omolo

A group of Ugandans living in South Africa have petitioned their host country’s President Jacob Zuma, urging him to, among many other things, end South Africa’s arms exports to Uganda.

The message is contained in the latest news posted to the website by the Uganda Correspondent website quoting its sources in South Africa

In the memorandum dated June 8, 2012, which Uganda Correspondent has seen, the signatories William Kyazze and Timothy Mugerwa, who represent an organisation called ‘Human Rights Voice International’ said they wanted to bring what they called “the brutality of the Ugandan regime” to the attention of the South African government and urge it to “reconsider” its relations with President Yoweri Museveni.

The memorandum reads: “…The prevailing human rights abuses by the government of Uganda have worsened since the 11th April 2011, when Ugandans embarked on the walk-to-work campaign to express their demands for respect of human rights.

The response by Uganda government has been that of systematic and consistent brutality on unarmed vulnerable citizens, with the help of some of the arms and armoured vehicles purchased from South Africa.

Arbitrary arrests, torture and death of opposition supporters, harassment of opposition leaders and intimidation of the general population by the police and military forces are daily occurrences. Media groups, both the local and international, have been at the receiving end too.

All this state brutality using the police and military forces has been widely covered by both the Ugandan and international media as well as many human rights organisations. This was also brought to your attention in a petition handed to your office in May last year by the Uganda Civil Alliance Network (UCAN).

Furthermore, this brutality has had the consequence of increased influx of Ugandan refugees into South Africa, thereby having a ripple effect on this country’s residents, politically, socially and economically. Sometimes the Department of Home Affairs officials have tended to misread the Ugandan situation when dealing with Ugandan asylum seekers but the reality is that the situation in the country is forcing many Ugandans to flee their country.

Though the country holds elections, Ugandans have lost faith in them under the current arrangement as they are mainly an exercise to put a face to the country’s dictatorship and do not express the true will of the people as has been shown by instability following the previous elections.”

The memorandum, issued to coincide with President Museveni’s visit to South Africa, then ends with a request to President Jacob Zuma to take action on a number of issues and says:

“…Your Excellency, as the leader of South Africa, a modern democratic and human rights respecting country, whose democratic principles are underpinned by Human Dignity, Equality and Freedom, we Ugandans wish to emulate these principles in our country, Uganda.

3.1. Your Excellency, we would appreciate if you would address the issue of human rights abuses carried out by the Uganda police and military forces, with President Museveni.

3.2. We request the South African government through you to urgently reconsider/revise its foreign policy and approach when dealing with the government.

3.3. We request that you put a stop to the sale of arms from this country to Uganda because of the misery these arms visit on ordinary Ugandans through the havoc they wreck.

3.4. We request that you review the training of the current Ugandan military personnel in this country.

3.5. We request that under the prevailing situation in Uganda, Ugandan political asylum seekers should be dealt with in relation to the existing brutal political situation in the country.”

Egyptian entrepreneur to establish new multi-billion sugar mill in Tanzania

Writes Leo Odera Omolo

An Egyptian entrepreneur plans to inject at least Tshs 396 billion {USD 200 million} into a sugar plantation and processing factory at a location near the Tanzanian capital, Dar Es Salaam.

Egyptian African Company for Investment and Development revealed it plans to acquire a plantation of between 10,000 acres and 20,000 acres in Rufiji, some 100 kilometers from Dar Es Salaam.

The company’s chairman Mostafa EL Ahwal said last week that the company expects to produce the first consignment of white sugar in the year 2014. The plantation in Rufiji, under Agro Forest Plantation Limited, will produce 500 tones to 750 tones of sugar per day translating into at least 120,000 tones of sugar per annum. This output is expected to help reduce the country’s reliance on sugar imports and bring prices down.

Tanzania is however, currently experiencing sugar glut with the sugar Board of Tanzania saying it has 460,000 tones of sugar, local demand is 380,000 metric tones per year.

Despite the increase in supply prices are still high at between Tshs 2,000 {USD 1.27} and Tshs 2,500 {USD 1.59} per kilogramme. The high prices have been attributed to factors such as transport and importation costs. Unreliable power supply and rising fuel costs, both major inputs in the manufacture of sugar, have also contributed to the high costs.

The increased production should also see Tanzania export more sugar as none of the East African Community member countries Is currently self sufficient in sugar production while the demand for the product continues to rise.

The entry of the Egyptian firm is the latest in a string of investments from the North African nation in Tanzania. Egypt Air recently resumed flights to Tanzania. The local project co–coordinator for Agro-Forest Plantation Ltd, Kiondo Mahanya, said that the focus of sugar production would include the smallholder farmers.

Tanzania may witness unprecedented levels of investment in the future because the regime in Egypt considers Africa a priority,” said the Egyptian ambassador to Tanzania HOSSAM Moharam.

Kenya: The late Orwa Ojode is another departed political giant of our time in greater Southern Nyanza

Leo Odera Omolo Mourns the fallen hero.

The late Joshua Orwa Ojode, the Assistant minister for Internal Security and Provincial Administration who died in sorrowful tragedy of a helicopter crash on Sunday morning is arguably to be remembered for many years to come by we the residents of the greater Southern Nyanza region as our of the departed soul of the giants of our time.

The first such giants was the late Thomas Joseph Mboya, and the second one was the late Hezekiah Nelson Oyugi[Kalambe ng’ongo wuon Ogango].

These great names are in addition to the late Mzee Paul Mboya {Oluwal Janyakongo wuon Akoko} who died of old age close to a decade ago after dominating the administrative circles of the region for many years ever since 1946.

These are the men who had shaped the Southern Nyanza region, and the future historian will always use their pens wisely by quoting them favorably in connection with the massive development that the region has received ever since 1950s.

Paul Mboya Akoko was in his own class during the colonial era after dropping down his last chalk at Gendia Mission Primary School where he was a teacher briefly before being promoted to the coveted position of the SDA Mission Pastor.

From the pulpit, there was no looking back. Paul Mboya became the 6th Location Chief of the larger Karachuonyo Location around 1922 after five other Chiefs had already rule the location and lost their jobs for one reason or the othee..The first location Chie of Karchuonyo was a medicine man allied with Nyakiti ogutu who was later discovered to have been an immigrant from across the Kivirondo Gulf in Seme.

The colonial authority then appointed one Oganyo Odero, who resign in huff and left the chieftain to ne Okoth Wuon Ougo, and the third Chief was one called Orinda. After Orinda then came Chief Dola Maira and after Dola Maira came Paul Mboya.

Due to his administrative prowess Paul Mboya was appointed the first Secretary of the then African Local Native Council {ALNC} in 1946. The ALNC for South Nyanza’ area of jurisdiction covered what is now common called Gusii region. The Council’s office were based in Kisii Town.

Paul Mboya was among the top African Administrators who were invited by His Majesty Government of King George V1 to attend the famous “Victory Parade in Central London.

The ALNC transformed itself to African District Council of South Nyanza in 1952and Mboya continued serving in the same capacity. He had a lot of influence in the region making his word sounded like a law of the land.

Paul Mboya was once again among the skillfully selected administrator from Anglophone colonies in African continent who were invited to London during he coronation marking the enthronement of Queen Elizabeth 11 June 1963.

He earned series of high class British Medals including Member of the British Empire {MBE} and the Order of the British Empire {OBE} and {CBE} for his exemplary service to the British. In 1961 he was appointed he first Secretary to the larger County Council of South Nyanza following the split of the former African District Council based at Kisii and he then moved to the new offices at Homa-Bay Town after the separation of the Kisiis and the Luos.

Paul Mboya retired from the public service in 1962 one year beore the country attained its political independence in June 1963 and later served the community as the overall and disputed chairman of the powerful Luo Union {East Africa} “Ker” until 1978.

In the late 1950s a youthful politician who outwitted the colonialist with his oratory and high command of political English called Thomas Joseph Mboya who entered into the colonial Legislative Council on in March 1957 as one of the first eight African elected Legco members.

Mboya {not related to Paul Mboya}fame came following his activities as a tade unionist during the State of Emergency which was declared in Kenya on October 20, 1952 by the then colonial governor Sri Evelyn Baring as a result of intensified Mau Mau activities in Nairobi, Rift Valley and some part of Central Province.

Mboya began his political career as a mere shop steward in the Health Sanitation section of the City Council of Nairobi. The Staff Association transformed itself in to the Kenya Local Government Workers Union {KLGWU}

Immediately after this Tom Mboya quickly rose to fame during the state of emergency with Mboya bravely issuing hundreds of anti-colonialists and white settlers press statements in defense of the oppressed African population. In the absence of any countrywide political movement after the banning of Kenya African Union {KAU} it was only the KFl through Mboya who expressed the African aspiration and his activities earned him recognition by the liberal minded British Labour Party MPs in the House of Common. Through his connections with the British Labour Party MPs and the British Trade Union Congress {TUC} Mboya won a one year scholarship to study English, Literature history and economics at the Ruskin College, Oxfordin 1955.

And while studying in the UK Mboya continued issuing inflammatory anti settlers and colonialism articles to the British, some of which were published and re-produced in Kenya press provoking sharp condemnation of Mboya by the White Settlers leaders, some of them called for his expulsion from the UK and possible arrest and detention.
