KENYA: NGILU SAYS WATER COMPANIES TO BE HALVED.

60% of the current 126 Water Companies are not sustainable and will be merged with others leading to only 47 water bodies countrywide, says Water and Irrigation Minister Charity Ngilu.

In a speech read on her behalf by the Director of Water Services Lawrence Simitu during a Water and Sanitation Expo in Kisumu, Ngilu lamented that the current water coverage in the country is 64 % with urban areas having 78% while rural areas being 48%

“The informal settlements have lowest coverage in urban areas where in some towns the coverage is as low as 20% while in the rural areas ASAL areas has the lowest coverage with some areas having coverage as low as 18% and for the sanitation ,the national coverage is about 55% with rural areas having lowest access” she added.

She further said that water security is important in Kenya to develop economically adding that the low water storage coupled with vulnerability to climate change has made the country water insecure and in order to reverse the trend,the Ministry had prioritized development of large dams in the country.

“Construction of the first five dams started in 2008 and will be completed by 2012 at atotal cost kshs 9.5 billion and will impound 11 billion litres of water,the dams are; Kiserian, Badassa, Umaa, Maruba and Chemususu in Kajiado, Marsabit, Kitui,Machakos and Baringo Counties respectively” Ngilu also said.

She further added that in order to achieve Millennium Development Goal Number 7 in the country,about 9 million more people will have to access safe drinking water through development of water infrastructure .

USA: If Noah Built an Ark in 2011

And lo, in the year 2011, the Lord came unto Noah, who was now living in the United States, and said:
“Once again, the earth has become wicked and over-populated, and I see the end of all flesh before me.”

“Build another Ark and save two of every living thing along with a few good humans.”

He gave Noah the blueprints, saying, “You have 6 months to build the ark before I will start the unending rain for 40 days and 40 nights.”

Six months later, the Lord looked down and saw Noah weeping in his yard, but there was no ark.

“Noah! I’m about to start the rain! Where is the ark?”

“Forgive me, Lord,” begged Noah, “but things have changed.”

“I needed a building permit.”

“I’ve been arguing with the inspector about the need for a sprinkler system.”

“My neighbors claim that I’ve violated the neighborhood zoning laws by building the ark in my yard and exceeding the height limitations. We had to go to the Development Appeal Board for a decision.”

“Then the Department of Transportation demanded a bond be posted for the future costs of moving power lines and other overhead obstructions, to clear the passage for the ark’s move to the sea. I told them that the sea would be coming to us, but they would hear nothing of it.”

“Getting the wood was another problem. There’s a ban on cutting local trees in order to save the spotted owl.”

“I tried to convince the environmentalists that I needed the wood to save the owls, but no go!”

“When I started gathering the animals, an animal rights group sued me. They insisted that I was confining wild animals against their will. They argued the accommodations were too restrictive, and it was cruel and inhumane to put so many animals in a confined space.”

“Then the EPA ruled that I couldn’t build the ark until they’d conducted an environmental impact study on your proposed flood.”

“I’m still trying to resolve a complaint with the Human Rights Commission on how many minorities I’m supposed to hire for my building crew.”

“Immigration and Naturalization are checking the green-card status of most of the people who want to work.”

“The trades unions say I can’t use my sons. They insist I have to hire only Union workers with ark-building experience.

“To make matters worse, the IRS seized all my assets, claiming I’m trying to leave the country illegally with endangered species.”

“So, forgive me, Lord, but it would take at least 10 years for me to finish this Ark.”

Suddenly, the skies cleared, the sun began to shine, and a rainbow stretched across the sky.

Noah looked up in wonder and asked, “You mean you’re not going to destroy the world?”

“No,” said the Lord. “The government beat me to it.”

Kenya: Raila faces hecklers and plcards – carrying youths in kisumu protesting commoty and fuel prices

The weekend visit of the Prime Minister Raila Odinga to the lakeside city of Kisumu was shrouded with heckling and placard displaying youth protesting the high cost of living and fuel prices.

The Prime Minister was also confronted by hundreds of boda boda and motor bike taxis operators who pleaded with him to intervene with the Kisumu Town Council to allow them resume their operations within the Central Business District areas {CBD}. The meeting came in the wake of conflict of interest in which the Council had introduced stringent measures barring Matatus, Boda boda bicycle and motorbike taxis from ferrying their passengers into the Central Business District. The Council had designated certain areas where the Matatu, boda boda and motorbike taxis are required to stop and park their machines.

Flanked by the Tow’s Mayor Sam Okello, the Prime Minister told the taxi-men that the plan of locking them out of the CBD was in line with the economic blueprint and development agenda for the town.

He said the decision to relocate the matatus, boda boda and motorbike was arrived at after consultation with stakeholders and called for support of development plan.

The group had told the Prime Minister, The Council has locked us out of town center and they are constantly harassing us. Kindly intervene to allow us =0Aoperate in our former areas.

Raila, however, came face to face with rowdy placard carrying youth in Muhoroni constituency when he visited the new site of the Great Lake University at Kibos areas. Accompanying the Prime Minister was Mrs Rebecca Garang, the wife of the former Southern Sudan freedom fighter the late Dr.John Garang De Mabior. The PRIME Minister’s wife Mrs Ida Odinga and Mrs Garang were the joint guests of honor this year graduation ceremony at the Kisumu based University of Great Lakes.

The youth shouted “Njaa Njaa {Hunger Hunger}” while displayed placard reading “Vision 2030 ni njaa being ya unga ni juu”.

These shouts reigned in the air at Number Kondele and also at the Kisumu Bus Terminal, The Prime Minister, however, ignored the protesters and went about his business undisturbed.

Meanwhile rumors and speculation are high in Kisumu that the Kisumu Minicipality is currently involved in what the residents alleged as rampant landing selling ahead of the coming of the Counties under the new constitutional dispensation.

The Council, the residents say had sold almost every vacant parcel of land available in town. The Council has also sold some of its housing estates in hasty also ahead of the coming of the Counties.

Unless the government moved with speed and stopped the rampant sales of vacant land and Council property in hasty, the coming Counties will find no more land for offering land attracting investors in Town.

The residents say they are puzzled in the way and the manner in which the land sales transaction is taking place in Kisumu City.

It is as if the looting of the Council property and land is in the offing. These sales are taking place when the area is just about to fall under the new County under the new constitution.

Something must be done to bring this to an end, this beautiful lake side City will be left empty with no more land or future development. Even investors wishing to invest in the town will not do so because there will be not even one single piece of land in the areas to accommodate new development.

Both the Town Clerk and the Mayor were not available for comment over the allegation of rampant sales of Council property, which includes the Council housing estates and land spaces.

KENYA: KIBERA CLEAN UP ON 21ST MAY 2011

Dear Calleb, Dear Friends,

We will be joining our Team Members inn Eldoret on the same date- 21st May 2011, for a massive clean-up at Huruma Estate on the same date and then proceed for tree planting at Baharini Dam in Wareng on the same date.

I want to encourage you and Kibera Youth Consortium to continue with your programme. We also want to encourage all Friends of Nature across Kenya to join hands and help in the Monthly Nationwide Clean-up Campaign every 4th Saturday of the Month.

But this does not stop any groups from cleaning their neighbourhoods at the most opportune time for them.

The KCDN Team is in Eldoret for a series of meetings with the key stakeholders. We visited Huruma Estate today in the company of Mr. Sam Olendo- KCDN, Mr. Paul Lelei- Chairman- Middle Sosiani Water Resources Users Association, Mr. David Busienei- the Secretary General- Centre for Community Dialogue and Development and Mr. Rambo- the Treasurer- Area Development Committee- Kapyemit Ward.

The place needs action and it was a sad affair seeing sewer water draining into the Water Treatment Plant at River Sosiani. We took photos and we will post as soon as we are back in Nairobi.

We then went to Baharini Dam in Wareng County where we were hosted by Mr.Tim Maswaye at the Eldoret Inner Harbour Resort. Tim is doing a wonderful job at the Dam and it is good the community and the Wareng County Council members will be joining to help plant 2,500 seedlings that have been donated by Eldoret Municipal Council- 1,000 seedlings and Kenya Commercial Bank- 1,500 seedlings.

To crown our day, we meet with Big Ted, yes, Big Ted, Miss Kenya- Natasha Metto, Stevo- Mr. Steve Nyabwa of Tusker Project Fame. We discussed with Big Ted the possibilities of working together in the Monthly Nationwide Clean-up Campaign and we will be meeting to discuss further.

We were happy with the keen interest Big Ted took in this.

We have reached out to many players in Eldoret and on 5th May 2011, we are meeting stakeholders to help drive the process forward.

As we wish all Kenyans a Happy Labour Day, we want to invite each and everyone of us to take personal initiative and help clean your immediate neighbourhoods.

Kenya: National Land Audit

We must do a quick National Land Audit and determine who has been settled where since Independence.

We must then ask for fairness in the process of resettlement.

It is not in anyone interests that Kenyans are being declared IDPs yet we have vast pieces of lands held in private hands, land that was never acquired legally in the first place.

It is in our interest as Kenyans to address this problem once and for all. The “Government’ seems to be hell bent on repeating history. When we fight as Kenyans, a few people in the “Government’ benefit the more. They are hence keen not in settling the question of IDPs.

I bet we are smarter now and we can live to the dictates of the New Constitution in as far as the Land Question is concerned.

This is a time bomb that will destroy Kenya if not well handled, or if handled the way it is being handled now; where “Government’ id hawking some Kenyans as IDPs.

KENYA: WHAT HAPPENED TO A GROUP OF IDP IN TRANS-NZOIA HAS PUT THE CREDIBILITY OF KENYATTA, RUTO AND MUSYOKA TO QUESTION

The hostile reception accorded to a group of 255 families of the IDP who were on Tuesday this week transported from Nakuru and other areas and ferried in buses and lorries to Kwanza constituency in Trans-Nzoia County is a testimony that communal cohesion among Kenyan is still far away from being perfect.

In recent weeks, a group of Kenyan leaders calling themselves G7 have been criss-crossing the full length and widest the country claiming that they had succeeded in reconciling Kenyans of diverse tribal background, particularly those who had fought the now infamous land tribal clashes.

The group is lead by the Deputy Prime Minister Uhuru Muigai Kenyatta, who is also the Finance Minister, the suspended Higher Education Minister William Ruto. They duo have already declared themselves Presidential candidateS in 2012 and presidential running-mate in the next general elections

In their series of public rallies, particularly in the Rift Valley and in other parts of Kenya, the group made it clear that they are out to united all Kenyatta, and that the communities which were hitherto hostile to each other, particularly the Kikuyus and the Kalenjins had been reconciled.

Uhuru and Ruto in their public pronouncement have turned the heat on the Prime Minister Raila Amolo Odinga vilifying the latter as being the major source of disunity in the country.

Kenyatta and his new found political friend, however, did not point out any one single Kenyan killed by Odinga’s Luo supporters nor have they pointed out any group of IDP forcefully evicted of their legally acquired land and property in Luo-Nyanza.

The Luos despite having been marginalized and deliberately consigned to abject poverty by all the previous regimes in Kenyatta dating back to the dictatorial rule of the founding President Jomo Kenyatta who also happen to be the biology father of Uhuru Muigai Kenyatta.

On Tuesday this week, the government packed hundreds of IDP on thre big buses and several Lorries. These IDP were collected from various camps in various parts of Nakuru including Afraha Stadium,Lanet, Kipkures and Ogilgei. The close to 255 families traveled overnight in buses and trucks hired by the Ministry of Special Programmes.

The IDP groups headed westwards to Kitale in the Trans-Nzoia County where they were expected to bi given parcels of land for settlement. The land which previously belonged to Agricultural Development Corporation measuring 1,000 acres is located in Kwanza Constituency. They IDP were expected to start anew life after living in IDP tents ever since the 2008 post-election violence.

On the morning of the next day, they journey to a new promised land came to halt. All looked well with IDP people joyfully looking forward to have the new found land where they can call their own and their homes.

Upon arrival at the site of the Promised Land, the IDP people were greeted by a rowdy youths from within the area. The youth aggressively confronted the IDP and warned them not to set their foot on the firm and ordered them to go back to where they had come from. The youths were mainly from squatters and landless people in the area

The government had earlier promised each family would be given two acres farm and a quarter of an acre for building homesteads. Each family was given Kshs 10,000 compensation and further sums of Kshs 25,000 for putting new houses.

The aggressive looking youths were joined by huge crowd of people who menacingly threatened the newcomer by insisting that there are more landless people in Trans-Nzoia. They maintained that there were more squatters in the region than in any part of Kenya, who should have given priority in settlement than those from other regions. Some of the youth even resorted to war cries and songs.

The locals insisted that there were close 10,000 squatters in the region who were spilled over from the 1992, 1997 and 2007 tribal clashes.

The Chepchoina farm is part of the vast truck owned by Agricultural Development Corporation {ADC} ,which is a government parastatal in Kwanza constituency, Trans-Nzoia West district. It borders the cattle rustling prone Mt Elgon district where Sabaot Land Defense reined terror a few year ago.

The area is frequented by heavily armed and fierce Pokot warriors who come there and steal cattle. The Pokots come armed with AK 47 assault rifles, according to the area administrative chief Richard Kirui,

Civic leaders in the area said they were vehemently opposed to the government plan of settling outsiders in their region. The outspoken nominated Councilor Pius Arap Kauka said the government should consider the possibility of settling the landless locals. By bringing people all the way from Nakuru to Kwanza is an act of incitement. He said.

The MP for Kwanza, Dr Noah Wekesa, who is the government Minister for Forestry and Wildlife said he was vehemently opposed to the idea o sending IDP from other regions to his constituency, and would not allow that to happen.

The Answer to the million questions being asked by Kenyans is simple. If the hitherto hostile neighboring communities have since been reconciled and united as claimed by Kenyatta Ruto and Musyoka axis then why can’t the government send the IDP back to their own farms? Majority of the IDP are people who had their legally acquired land and even have their title deeds and other registration papers and land certificates. Why not assist them to get back to their own homes?

The majority of the IDP are members of the Kukuyus who were forced out of their farms by the Kalenjin warriors during the tribal land clashes. If Kenyatta and Ruto alliance is genuine and fruitful, then we expected the IDP to be back on their own farms and be resettled there peacefully.

May be the so called amorphous unity and political alliance is mainly to block Raila Odinga from accessing the presidency? If that is the case then it is bound to fail because Kenyans are very much awake and cannot be taken for granted. Kenyan is built of a much society which is highly enlightened on their democratic rights and as such may not easily succumb to naivety and politics of deceits.

Some of the dejected IDP told this writer that when they arrived the youth threatened to burn them alive should they set their foot on the Chepchoina farm. They said they were ready to start a long walk back to their camps located hundreds if kilometers away if the government buses and Lorries cannot ferry them back.

It is better to live peacefully in the tents instead of this kind of treatment. We are angry at being stranded by the roadside, like slaves and lost people, and not Kenyan citizens.

But the Regional Commissioner for the North Rift, William Wayanga, was today quoted by the STANDARD as saying that the IDP will have to be settled on the farm, and he warned local leaders not to sabotage the resettlement plan, difficult as it is, for the government.

Some youths were heard shouting at the top of their voices the Kenyatta family owns more than 20,000 hectare of land in the country from Taita / Taveta, Mombasa, Laikipia, Naromoru, Nanyuki and Thika. ”The family should surrender part of the land it had acquired erroneously to the landless Kenyans,”

The area MP Dr. Noah Wekesa faulted his cabinet colleague Esther Mirugi, the Minister for Special programme for not having consulted him before purchasing the land in question, But Ms Mirugi fired back saying there was no need consulting the MP when someone is buying the land in given area within his constituency, because the MP was not the gatekeeper at Endebess.

The stand off is likely to have negative effect of the political standing of Kenyatta and Ruto the proponent of unity of all Kenyan people, and yet the duo have spoken very little about the IDP people.

The incident has given the area MP Dr. Wekesa an instant fame, when he in solidarity with his electorate openly opposed the settlement of outside within the constituency. It has brought blames games between the two Ministers who are all members of the PNU side of the coalition, and exposed the government of operating without consultation between the Ministrie

Kenya: MOI’S former aide is back in court after only six days of acquittal on fresh charge of land fraud

The retired President Daniel Arap Moi’s aide, who narrowly escaped punishment in a controversial court judgment after being found not guilt on a land fraud charges, was back again in court only after six days while facing a fresh court action related to frauds on government land.

Joshua Kulei has now been charged with conspiracy to defraud, six days after he was cleared in Kshs 272 million in fraud cases. The magistrate, Gilbert Matumbei, blamed the prosecution for having failed to prove its case by not presenting key witnesses to the court during the trial.

The former aide to the retired President Daniel Arap Moi is accused in the fresh charge of conspiracy to defraud Moi International Airport,Mombasa of 12 pieces of land.

Kulei is jointly charged with Wilson Gachanja, former Commissioner of Land, and former managing director of the Kenya Pipeline Company, Ezekiel Komen, former Airport Authority CEO, Peter Langat, and a businessman, Prakash Bhundia.

The five were first arraigned in court in January 2010 alongside three companies-The Gas Company, Ashar Limited and Sian Limited – but the case failed to take off because Mr Bhundia was in the UK and the State had not been able to extradite him.

Kulei is said to have illegally obtained Kshs 12 million from East African Gas Company, in May 1999, by pretending that Ashar Limited had rendered engineering and foundation laying services on its behalf.

He is further facing another charge of obtaining Kshs 5.9 million from East African Gas in May 1999 by pretending that Shian Limited, a firm associated with him, had paid land rent, rates, and assessment fees, on behalf of the company.

Gachanja, Langat and Bhundia are accused of facilitating the transfer of 12 parcels of land irregularly excised from Moi International Airport in Mombasa to East African Gas Company Limited in May 1999.

Langat is separately charged with a second count of directing a land surveying consultancy firm to survey the land at Moi International Airport and excise all plots that had been allocated from the airport authority to private individuals when no such allocation had been done.

Gachanja faces another charge of directing a senior land officer to issue letters of allotment in respect of alienated public land belonging to Kenya Airport Authority.

Komen is accused of breach of trust by authorizing the payment of Kshs 65.2 million from the bank account of East African Gas Company..

The accused is said to have been a signatory on behalf of the pipeline company, which owned a 45 per cent stake on behalf of the government.

They have all denied the consolidated economic crime charges of conspiracy to defraud, abuse of office, breach of trust and obtaining money by false pretences. The four except Mr Bhundia are put on Kshs 1 million bonds.

When the case came up on Monday this week, the Attorney General told the court that the state was awaiting a response from a Westminster magistrate’s court to orders for the extradite Mr Bhundia to Kenya. He requested an adjournment to have Bundia reply to the charges.

The Principal Magistrate Lucy Nyambura ruled that the State consult with the defense lawyrs on whether to proceed without M Bhundia.

The case will be mentioned on May 18, 2011.

KENYA & ICC: WILLIAM RUTO AND CORRUPTION IN KENYA

The most important lesson that the world has learnt from Ruto’s case in respect to the forest land fraud is that Kenyan courts have no independence.

While facts will never be eroded that forest land was sold and money paid out, the PNU took Ruto to Court in 2008 when he was in the opposite political spectrum; now that Ruto is the spanner boy of the Kikuyu political elites, the court that PNU was using to cut Ruto into size is now no longer fashionable since Ruto is pushing KKK agenda.

The timing of the conclusion of the case, two days after Ruto came back from the Hague and a day after Ruto had a big show of political force in a rally that was attended by idle youths, in a nutshell was meant to solidify KKK support and base.

It was also aimed at the International Criminal Court at the Hague hoping that it will influence the perception of the judges. Yes, the truth is that both the rally on Monday and what happened in Court on Tuesday will heavily influence the minds of the judges at ICC, not to Ruto’s benefit.

The decision made by the Kenyan court to throw away a case so straight forward against Ruto and company, in a case so obvious that forest land was sold and a lot of millions was paid out, something that was confirmed by Kulei,one of the suspects who had opted for a deal with government, proved to the world that the Hague is the only court that can try Ruto impartially without political manipulation

KENYA: WE ARE ABANDONED, SAYS LUO IDPs.

INTERNALLY Displaced Persons in Nyanza province are accusing the government of neglect over compensation.

The IDPs told a Parliamentary Select Committee looking at their welfare that their living condition has worsen since the 2007 election debacle.

IDPs chairman for Kisumu and Siaya counties Nelson Oluoch says that several of them have not received the government stipend of Sh. 25,000 for housing and Sh. 10,000 for upkeep.

Oluoch says that their children are also out of school yet other IDPs children are receiving education bursary to keep them in schools.

He also accused legislators from the region for doing little to champion for their rights in parliament.

Igembe North MP Ntoitha M’mithiaru who chaired the Kisumu session told the IDPs that the committee will take their issues to the government when they hand over their report in June for action.

M’mithiaru says that complains had risen in the past that some IDPs were being neglected a situation that led to the formation of the committee last year.

He says that the report they will present to the government will give a clear picture on the current situation of IDPs countrywide.

Some of the committee members who attended the Kisumu session included MPs, Millie Odhiambo, Dr. Jocye Laboso and Boaz Kiano.

Kenya: God is Firmly in Charge; Successful event

We have arrived in Eldoret safely, only that the Minister for Roads MUST surcharge the road contractor who did the road section just before Timboroa up to Burnt Forest.

I thought the Road contractors had measurable standards for constructing roads. The patch just before Timboroa until you reach Burnt Forest is a clear study of how public funds are wasted in projects that basically show us that someone is sleeping on the job.

Back to our main even of today; Tree Planting at Ngong Hills.

Friends, we were at a loss yesterday evening on how we were going to transport the many volunteers that had expressed interest in joining us at Ngong Hills to help plant trees. Amazingly, we had 5 buses and it proved to us once more that God is Firmly in Control.

Last year, the Government headed to Mau Forest to start what the Rt Hon Prime Minister said was going to be the beginning of a campaign that was going to see us restoring our forest cover to 10% in 10 years.

This indeed took place and today, 15 Months down the line, what can we place our hands on as tangible evidence that indeed we have planted so many Trees all across Kenya. I was hence very excited when I was invited to come and talk about ‘Environmental stewardship towards sustainable development’.

In approaching this topic, there are 6 very cardinal issues that we ought to address in our efforts at environmental stewardship, namely;
1] Environmental education; in our mobilization process, we are encouraging the youth and their parents to each become personally responsible for our environment. We must each plant a tree and attend to it. We must each keep clean our water points and stop throwing garbage into the streams. This clogs the rivers and the water points. This is a serious campaign that needs all of us. Let us join hands and in the process, not only focus on Mau, but our immediate environments, our neighbourhoods.

2] Vanishing wetlands; we all know that rain has not been as consistent as it was some times back. This has led to drying up of wetlands. There has also been that threat from invasion by man. What is our collective responsibility in galvanizing the populace to conserving and preserving our wetlands. It is our responsibility to impart information to the youth and the parents in this regard.

3] Flimsy plastic bags; this is the biggest menace affecting our environment. What then is our role in making sure that we dispose of plastic in a manner that becomes environmentally friendly? We must do all that it takes to make the all needed difference. The government also needs to come up with a clear policy on manufacture of flimsy plastic bags. In the same vein, the government must also enforce rules on disposal of such paper. Can we attach instant fines to all those caught in the act of degrading our environment?

4] Clearing of vegetation on road reserves; it must be our responsibility to plant and water trees along road reserves. In the East of Nairobi we have concrete jungles competing for all space. In an estate like Komarock, the road sides are all tarmac and it becomes very tricky planting trees. But it is our responsibility as Kenyans to ensure that we plant trees along the roads and in our compounds. This is the drive that we are carrying on this year and we call upon all people of goodwill to join us in this exercise. Let us all make it our responsibility. And at KCDN, we are sensitizing both the youth and our parents on this need.

5] Rain water harvesting; Kenya has been procrastinating with this for ever. Just after Independence, we used to have lots of rain. Compared with the trends now, we could predict with certainty when the rains would fall. This calls to mind our planning capacity. It is sad to note that Masinga Dam was built in 1942 and has served Nairobi and the Metropolis with distinction till now. If the government put in some little planning, we would have had various methods of water harvesting and storage. Isn’t it time we put pressure on our government to become serious with planning. We can do it, so let us do it.

6] Conservation of the 5 water towers; for 46 years now, little effort has been put into conserving the water towers by the government. We all know how Mau Forest Complex was given out to politically correct individuals and how that has led to massive rape of the water catchment area. We all know that when Aberdare Ranges was under threat from the government, it was the private sector that came up with a road map to fence the forest and guard against government instigated encroachment. We must all loud Mr. Wilfred Kiboro, formerly the CEO at Nation Media Group for doing a sterling job in this. Kenyans must all join and help guard against government instigated encroachments into the 5 water towers namely; Mau Forest Complex, Aberdare Ranges, Mt Kenya, Cherengani Hills and Mt Elgon.

We all know that when it comes to environmental destruction, the government has been in the front line. We have forest guards employed by the relevant ministries to guard our forest, yet, the worst forest destructions have been supervised by these people who were meant to safe guard the same forests.

All is not lost at least. If we put our act together now, we can help give life to our children. If we enjoin our children in environmental education now, we will create a future that will be green. If we join hands with the relevant ministries and put them to task, become partners in the process, our guards will not destroy our future any more.

This is why we enjoin Kenyans and the people of the world in also appealing to the Right Hon Prime Minister and the President to lead from the front and help mobilize the people of Kenya through initiatives such as Kazi Kwa Vijana in playing a greater role in creating environmental awareness and conservation. The President should be in the frontline in this effort.

The Kazi Kwa Vijana Initiative if well handled can clean the Nairobi River and help make Nairobi green again. And this is where KCDN comes in. And we have invited Friends of KCDN to be joining us every 4th Saturday of the Month in cleaning our immediate neighbourhoods all across Kenya under the auspices of the Monthly Nationwide Clean-up Campaign.

We owe this to our children.

KENYA: KISUMU ASIANS UP IN ARMS AGAINST THE POLICE AND THE COUNCIL.

Residents of Kisumu along Apindi Street and its precincts are appealing to the Provincial Administration and the area police ,Kisumu Municipality Council to intervene in regard to the illegal erecting of kiosks near their residences which have led to major security lapse within the said areas, failure of which they take the Council to Court.

Under the auspice of Kisumu Town Asians Residents Community ( KITARCO) the residents are accusing the council of using its staff together with the owners of the said shacks under construction of getting protection from the council.

“As residents of the area, this blatant abuse of office is harmonizing our enjoyment of residing in the area, these shacks are being put up on our flowerbeds and right at our doorstep and it is an eyesore that trees that have been in existence for the last 40 years were chopped down to pave way for this eyesore“, read part of the petition which they took to Nyanza Provincial Police Officer Joh Njue Njagi and Nyanza Provincial Commissioner Francis Mutie.

They wondered why the council is turning against its own by-laws while claiming to be for the beautification of Kisumu is turning a blind eye to all these.

“All the alleys in this neighborhood have been sealed off and such tin shacks erected thus jeopardizing access to sewer lines, main water lines and phone lines should the need for maintenance arise, we cannot even unblock sewers as the man hole inspection units are built upon“, read part of the letter.

The residents further warned of the PPO and the PC of disaster in waiting any slight fire outbreaks on their respective residences, they will be reduced to ashes as they are surrounded by illegal shacks doing all manner of cooking and other occupations on the roads.

“They also contribute to the general disease risk spread as there are no sanitation facilities and its anyone’s guess as to where these occupiers relieve themselves”, the letter further lamented.

KITARCO is petitioning the council to immediately demolish and return the pavements to its original state for usage by pedestrians or they hold the council responsible.

“As residents of this town, we hold the council responsible to ensure our enjoyment of residing in the area without such blatant disregard of bylaws since we also contribute to the council coffers in numerous ways already known to you and your officers, the greedy and unscrupulous council members/officers cannot erect shacks on public and enjoy the benefit of collect”, they told Kisumu Mayor Sam Okello.

In their appeal to the PC, they called on him to seriously look into the issue as the alleys and pavements are public property that the council is entrusted to maintain and protect for the enjoyment of all dwellers and not to line pockets of corrupt abusers of public offices.

“Sir this matter needs to be investigated and the culprits charged for abuse of office and also pay costs of restoration apart from shaming naming”, they called on the PC.

Contacted Kisumu Council Clerk David ole Nkere said that he was not aware of the allegations and vowed to look into the issue once he returns to Kisumu as he said he was in Nairobi and called on anyone who was offended to see him personally in his office.

Kenya: A Successful Nationwide Clean-up

Today we scored a double victory;

Harambee Stars beat Angola 2;1
Many Kenyans turned out across the country to join in the 3rd Monthly Nationwide Clean-up Campaign.
Now, Harambee Stars made us proud after a series of loses that made many of us not go to the stadium. I was in particularly a very happy man except when Mariga decided to undress in public after giving us a deserved lead. I thought he knows the rules; No undressing in public. But we must forgive him and move on. I would have done the same.

Kenyans also made me proud today. Many across the country turned out and helped make Kenya clean. I was at Eastleigh at St Theresa Girls Secondary School and my, what a turn out.

The Nairobi Clean-up was organized by the One Stop Youth Information Centre, a department of the Social Development Department of the City Council of Nairobi in partnership with the Department of Environment at the City Council of Nairobi.

The response was massive; close to 1,200 Youths from all the Eight Constituencies of Nairobi took part. They were joined by a contingent from Kenyatta University Environment Club members under the auspices of NAVNET. The result was massive; we split into eight teams and we cleaned Eastleigh.

We are also happy with the reports we are receiving from all Kenya; Mombasa, Kagio in Nyeri, Nzoia, Migori, Makueni, Isiolo. You all deed well and we at the National Secretariat are encouraged. Our efforts are not going to waste.

We will all be joining hands next Saturday at Ngong Hills with Imani Children Homes to plant 20,000 trees on the Hills. Please join us at 6.30am at Uhuru Park on 2nd April 2011 to enable us move as a team to Ngong. Express Connections Ltd otherwise known us Double M will be providing us with transport to Ngong.

We are still appealing at all and sundry for support.

Kenya: Judge takes police to task over hotel dispute ruling

A hotel ownership row between a local investor Isaac Rodrot and a German investor Hans Jurgen Langer has taken a new twist with Justice Helen Omondi ruling that Malindi police are unable to perform their work.

She was making a ruling in a case over Salama Beach Hotel ownership. In the ruling dated 16th December 2010, Omondi said “Instead it seems there has been a game of strong arm tactics where even police are unable to affect the order like there is a third force in control”.

The ruling was in reference to Malindi police officers and Hans Jurgen Langer/ Iranian Zahra Langer for disregarding and disobeying court orders. Sources within the legal fraternity now wonder why the judge has not instituted contempt of Court proceeding yet Lawyer Joseph Munyithia had brought it forward. On her part, she said that some party in the dispute is unwilling to respect court orders as they claim to rub shoulders with the high and the mighty.

Investigations reveal that Hans Jurgen Langer and Zahra Langer took over the management of Salama Beach Hotel from Isaac Rodrot in September 2010 using hired goons said to be members of the outlawed Mungiki like kuzacha sect. He has of late been working in cahoots with vigilante groups to block Rodrot from accessing hotel premises despite Court orders.

Sources say, the goons were hired by nominated Councillor Ibrahim Matumbo, one David Karisa Alias Kapodano and David Chiwaya. On January 15, 2011 the trio went on the rampage and allegedly caused the death of two people but surprisingly, no action was taken as they were later overheard bragging that they allegedly enjoy the patronage of the local Police led by the OCPD David Kirina and the DCIO Emannuel Kibet.

To further confirm the Judge’s sentiments that there is a third force and even police are not able to perform their duties on this case, Malindi police have been harassing any businessman allied to Rodrot including his other business partners who have nothing to do with Salama Beach hotel. According to Rodrot, at one time police went to the home of his house help and threatened to arrest him.

Others who have been threatened over the same case includes a one Joseph Kiponda and James Simba who have been for many years working for Rodrot who were arrested and arraigned in court with fabricated allegations. They have however written to the police commissioner Mathew Iteere complaining about the harassment by the Malindi Police.

The trouble started in February when the said police officers went to his house and beat him up and were it not for the Administration Police from a nearby chief’s office they were set to kill him. The matter was reported to the Police and took a P3 form but the DCIO allegedly ordered the Watamu Police to release those who had been arrested and even released the vehicle that was used by the goons.

The big question many people are asking is why the Government would leave local investors and seem to protect foreign investors and why are disputes in court being used to cause all this menace in an otherwise tranquil tourist resort. It is for this reason that even the judge gave such a strong ruling and wondered why the Malindi Police are unable to do a simple work of enforcing Court orders.

Isaac Rodrot says he is currently an IDP and claims his life is in danger and has sort help from the Government to restore him in his house and Hotel, but claims the Government seems to favour foreign investors and is appealing to Internal Security Minister Prof. George Saitoti and Police Commissioner Mathew Iteere to ensure Malindi police officers affects the court orders. Rodrot says he acquired his property through hard work over many years and it is the duty of the Government to protect life and property of its citizens.

It is alleged that the foreign investor does not have a valid work permit and even after recommendation by CID investigator that he be arrested and charged with forgery; no action has been taken and cannot show any hotel ownership document. Some of Hotel workers have now claimed that since he took over, the hotel has not been paying taxes a claim Kenya Revenue Authority (KRA) officials should investigate. Those who know him well say he was declared a persona nan grata in Sychelles for undisclosed reasons.

DRC & Uganda: Wildlife and conservation groups are up in arms against oil exploration inside Virunga national game park in the DRC

Reports emerging from the Ugandan capital, Kampala says that wildlife and conservation group in the United Kingdom as well as the United Nations are seeking to block plans by UK listed oil companies to drill oil in the world famous Virunga National Park in the Democratic Republic of the Congo.

The two oil firms listed by the Financial Times Stock Exchange, Soco International and AIM listed Dominion Petroleum, were granted block 5 of Congo’s Eastern Albertine Graben last year.

The DRC shared the Abertine Graben with Uganda’s oil rich Western region. The two countries jointly owned Lake Albert on 60 -40 per cent basis, though more oil fields have been discovered on the Ugandan side of the border inside Lake Albert.

Part of the block 5 is based inside Africa’s oldest national wild game park, a world heritage site famous for its endangered Mountain Gorillas.

But the two companies say the gorillas are not present in their block and further insisted that the animals are right inside the Mountain Park and face no threat from human contact.

DRC law forbids oil exploration and production within the national game park, although Endando , the DRC Environment Minister was recently quoted by a British Newspaper, the FINANCIAL TIMES that Congolese government was in the process of considering a request from 42 local MPs to redraw the boundaries of the park to enable the “rapid start” of oil exploration” at the heart” of the block 5.

DRC produces 28,000 barrels of oil a day from its western shorelines, but discovery of large quantity in neighboring Uganda by Tullow Oil has encouraged oil companies to look for oil elsewhere in East African region.

However, UNESCO says in its parts that oil activities are “inappropriate” and” not compatible with world heritage status.

Conservation group WWF adds that Soco is acting with “total disregard” and calls the plan “pernicious,” claims denied by the company who according to FINANCIAL TIMES, have received death threats over the issue.

At one time, DRC and Ugandan forces exchanged fire over one disputed oil rich Island located inside Lake Albert, which is said to be located right inside the Ugandan side of the Lake Albert and the situation threaten to ignite and developed in to a full scale conventional war. A British oil worker and several Ugandan colleagues died in the brief skirmishes, but the incident was resolved amicably through intensive diplomatic engagement between the two countries.

Meanwhile an Irish Oil giant involved in exploration activities in Western Uganda has disclosed that the final approval by the Ugandan government for a key USD 10 billion project should come shortly, although Tullow, however, gave no specific date and its profits missed forecast.

Tullow has been waiting since last year for the formal approval from the Ugandan government to bring in new partners, French Total Group and Chinese CNOOC to start a major development in Uganda.

‘We’re at the stage where all the points have been agreed so we are just finalizing the documentation,” the Reuter News Agency yesterday quoted the company’s CEO Aidan Heavy as saying this in the firm’s London head office.”It should be pretty quick.”There is bn9thing there to stop it going ahead now. We just have to wait and see what happens in the next few weeks.”

The same reports from London says shares in Tullow oil slid in the London Stock Market as much as 3 per cent before paring earlier losses to trade down on Wednesday morning this week. They also disappointed on their results as well as reported by the Royal Bank of Scotland’s analysts.

Tullow Oil has reported the full-year pretax profit stood at 36 per cent to USD 1.52 million in 2010, but the result fell short of consensus market forecasts and projection of USD 1.92 million according to the company supplied poll of around 20 analysts.

KENYA: BID TO TAKE MIWANI SUGAR THWARTED

A bid by a Kisumu based wealthy tycoon Padhal Harjeet Singh & sons to take over the ownership of the controversial and moribund Miwani Sugar Company Limited has hit a snag following a terse environmental assessment test report which has officially been disclosed.

In a letter dated 7th January 2011 ref Nema/EIA/5/2/614 the environmental authority rejects the bid by the transporter tycoon on grounds that the land in question is under contention.

The letter reads in part, “it’s important to note that the environmental assessment license is issued for a specific plot and hence the plot number has to be clearly stated and a copy of title deed attached as a proof of ownership.”

“The authority is therefore unable to process the environmental impact assessment license for the proposal development until the issue of land ownership is resolved and proof of the same submitted to the authority,” the letter continues.

It concludes in part by warning the investor that failure to respond within a period of 60 days for the date of the receipt of the same he will be expected to reapply.

“Kindly note that environmental impact assessment processing time stops running until the above issues are addressed,” the letter written by BM Langwen for the Director General concludes.

Padhal Harjeet and sons had budgeted Kshs. 11 million to set up the plant and were expected to crush 3,000 tonnes of cane per day.

They also intend to produce 23 mega watts of electricity with 18 megawatts being channeled to the national grid and the balance for its internal consumption.

The move by Padhal and sons has elicited outrage from local farmers who say the local transporter is using his high powered connections particularly from the Prime Ministers office to influence a take over through hook or crook yet they have no capacity or expertise on sugar.

The enraged farmers further took issue with a galaxy of consultants who gave clear bill of health to the transport tycoon without considering that there are contentious issues bedeviling the plant.

Padhal and sons were recently ejected from Chemelil Sugar for doing transport on alleged grounds that they were involved in fictitious dealings which were injurious to the sugar miller.

Miwani Sugar issue has braced endless court battles and at one time the said Padhal family were being accused by a clique of farmers for hiring goons to crowd court corridors in a bid to create imaginary impressions to the jurists.

At one time early last year the tycoon had to scamper for safety when the marauding goons demanded that their heckling fee along the court corridors be hiked thundering that they had under estimated the gigantic task involved.

Majority of farmers in that Muhoroni zone have of late sighed with relief following a vibrant policy by the Kibos Sugar and allied workers to pay farmers weekly; a move which has also impacted negatively to rival millers who now view them as “populist”.

It is interesting and imperative to note that the contentious miller is hardly 20 kilometers from Kibos Sugar and keen sugar industry players are watching with batted breath how the regulator the Kenya Sugar Board will react putting into consideration the sugar act.

Kenya: Campaign for Awendo’s New Parliamentary seat has started in earnest

The campaign in the race for who becomes the next MP in the newly created Awendo Parliamentary seat has started in earnest and prematurely even before the constituency is officially gazette.

The constituency is among the 80 or so additional new parliamentary constituencies recently created by the defunct Interim Boundary Commission, which was led by the former Vihiga MP Andrew Ligale.

If the parliament will eventually ratify and approve the 80 additional parliamentary seats as proposed by Ligale Commission, Awendo district will have its own constituency hived out of the existing Rongo constituency.

Awendo constituency will cover areas close to the Luo-Maasai border in parts of Trans-Mara district will also have a small portion of borderline between Gucha and Awendo district around Kitunja, Ochodororo and Nyamaiya areas. These border areas have always been volatile due to the intermittent skirmishes between the Luos and the Maasais and also between the Luos and the neighboring Abagusii people.

Apart from clashes experience a year ago between the Maasais and the Luos over a the land disputes a year ago, the border areas have remain calm and peaceful for sometime, and the credit should go the Provincial Administration, particularly the Rongo and Gucha District Commissioners, police and local politician for having maintained peace and harmony for the last 18 months.

The last three years ever since the general election in 2007 has seen peace and tranquility prevailing in Awendo Town, which previously was prone to incidents of grisly murders, thuggery and insecurity. Then killers who used to get away with their heinous action have since disappeared and peace and harmony has relatively return to this busy farming town, which is surrounded by sugar cane farms and also housing one of the leading sugar processing firms, the SONYSUGAR.

It as has been established that most of the thugs whose used to terrorize the population within Awendo Town and its environs were characters imported from far locations such as Karungu, Kaler and Kadem locations in Nyatike district by politicians who used them to intimidate or eliminate their potential political rivals whether real of imaginary opponents. Immediately the Rongo and Awendo D.Cs were posted in, the thugs quickly retreated and disappeared, perhaps going back to their original homes.

The agriculturally rich district of Awendo has its administrative headquarters in Awendo town and is covering half a dozen of administrative locations stretching from South Sakwa, Sakwa East, Sakwa North, Central Sakwa{1} and Central Sakwa {11}.

The former Energy and Sports Minister, George Mbogoh Ochillo-Ayacko, is among the leading contender in the new constituency. But there are half a dozens of other aspirants. They include the current chairman of the Awendo Twn Council, Johnson Omolo Owiro, Joseph Owuor is a Personal Assistant to the Ministe for Public Services Dalmas Otieno, Bob Odhiambo Ng’ura, Prof. Eric Otieno, Jude Ayieko, Dr Abwao. Joseph Opiyo the principal of Gamba Secondary School in Sakwa West. The name of the aspirants are expected to swell up within the next few months with more contestants expected to join the race.

In the same constituency, dagger is already drawn for the both Senate and governors position, with Sammy Onyango and Ezra Odondi Odhiambo declaring their interests in the position of governors, while the one time two terms MP for the larger Homa-Bay constituency Phrares Oluoch Kanindo is to battle for the Migori County Senate seat .All are from Awendo district.

However, the man to watch is the current chairman of Awendo Town Council, Councilor Johnson Omolo Owiro. Born in 1947, and the son of the late business magnate, Mzee Ismael Owiro Akoko, the man who is credited for having pioneered into business and single handedly developed Awendo to its present status, Coun Owirotook his early education at Ranjhira Primary School before moving to Luwala Intermediate School where he sat for his KAPE and later joined Pe-Hill Secondary School.

After leaving school he joined the Extra Mural Studies of the University of Nairobi University for two years. He was employed by the East African Industries in the sale section. He later moved to the SONYSUGAR Company where he was employed as a managerial staff in the factory. The Company later sponsored him to a two years study tour of India where he studied sugar production, processes, technology and quality control.

Owiro later ventured into sugar cane transport business as one of the contracted transporters for the SONYSUGAR,and soon after abandoning the transport business established his own Susana Academy school in Awendo Town. In 2005 he established Susana Secondary School also in Awendo town. In the primary section of the school he allowed close to 105 children from poor family free education while in the Secondary section of the same institution close to 30 students from poor families are receiving education for free.

In 2007 Coun.Owiro contested the election in Sakwa Central Ward and beat other seven aspirants with an overwhelming majority of votes on an ODM ticket. He was immediately elected the Chairman of the Council and was re-elected last year for the same position.

During his tenure of office as the chairman, the Council has constructed Kshs 52 million Awendo Bus Park on them main Kisii –Migori road. He had also initiated the installation of -the town’s street lights, sewerage, water and good road network within the busy town.

Coun.Owiro’s other successes include the recent purchase of school buses for Owiro Akoko Girls Secondary School. The construction of Komolo Rume Secondary School,Got Ogwamrondo dispensary, which is now complete and operational and other projects in Sakwa Central. He is a member of the majority sub-clan known as Jo-Kamiyawa, whose members are the majority in Central Sakwa area covering Awendo Town and SONYSUGAR.

The battle of the wit will therefore be between the former MP Ochillo Ayacko who hails from the neighboring Waware sub-location, but has good following in Sakwa North. Ayacko’s own sub-clan of Kadera and their cousins the Jo-Kakmasia are the majority of the inhabitants of Sakwa North. The former MP is expected to enjoy partly the support of Sakwa East residents but he will have to share the Waware votes with Prof.Erick Otieno, who also hails within his home turf

. But the voters in Awendo Town and SONYSUGAR workers who are so significant and substantial will be out of his reach and here is where Coun.Owiro stand to reap the benefit of his sweat for having turn the Awendo Town around with numerous, but visible development activities during his tenure of office at the Town Hall.

Coun. Owiro maintains the most illustrious background and credibility as an accessible apart from being a staunch member of the Seven Day Adventist Church, which is the dominant religion in the region to his advantage while Ayacko belongs to the Roman Catholic Church, whose following is insignificant I the region.

There is a popular call for change in political leadership in the region, which has for sometime been rotational between Dalmas Otieno and Ochilo Ayacko ever since 1997and Coun Owiro is expected to exploit this new euphoria to the maximum.

The agriculturally rich constituency borders Uriri to the South, Ndhiwa toi the West, Rongo to the North , South Mugirango to the Southeast and Kilgoris to the Southeast. Cattle rustling have been the common feature and the source of insecurity along the common borders with Trans-Mara and Gucha, districts, but of late the situation seemed to be relatively calm and peaceful with very few cases reported.

The economic feature of Awendo district is based on sugar cane farming. The area has one of the most fertile and arable land capable of producing coffee, tea, maize, bananas, vegetables, fruits, sorghum millets, sweet potatoes and other cash crops such as tobacco. The residents have recently ventured into graded dairy cattle, but still in small scale and most people still prefer traditional zebu cattle for beef and other purposes.

The area is served by the ultra-modern Kisii Migori highway, but there are also all weather feeder and access roads used by the nearby SONYSUGAR FACTORY for the transportation of row sugar cane from its more than 25,000 contracted out -grower cane farmers in seven districts of Migori, Awendo, Rongo, Gucha, Trans-Mara, Ndhiwa ,Kuria and Homa-Bay. There are similar numbers of non-contracted cane farmers within the Awendo sugar cane growing zones.

A common belief by the electorate is that it was during Coun.Owiro’s tenure as the chairman of Awendo Town Council which saw the arrival of the new District and the new extra parliamentary constituency oif Awendo and all are attributed to Owiro political dynamism and magnanimity and given his family background, Owiro is the man to watch in Awendo politics.

Zanzibar: Lack of transparency is attributed to be the cause of discontent and land disputes in nation

Report emerging from the semi autonomous revolutionary government of Zanzibar says lack of transparency and collective responsibility in public institutions is to blame for increased land disputes in the Islands.

The Permanent Secretary in the Ministry if Land, Settlements, Water and Energy Mwalimu Ali Mwalimu, said last week that some civil servants have been implicated in corrupt land allocations on the Spice Islands.

The PS said corruption is undeniable and may involve individuals in public institutions, but general lack of transparency in dealing with land issues remains a big problem.

“We cannot avoid land disputes if we are not transparent and observe collective responsibility,” said the PS, adding that there were many land disputes in Zanzibar – especially invasion of open spaces and road reserves.

Mwalimu reported that some people, surprisingly, held genuine permits for use of such lands, but said this was due to lack of transparency and the fact that many government departments were involved in land leases.

The Permanent Secretary said institutions and leaders at all levels, including Shehas, must be transparent when on land issues to avoid controversies and advised people to expose dubious land deals.

He said the government had decided to lease Mambo Msiige Heritage Sites area in the Stone Town to a company that owns Kempiskii for USD 1.5 million for further development of the area, prompting the dispute over open space and the Mambo Msiige historical building at Frorodhani – between Aga Khan Cultural Foundation and Kempskii Hotels.

The government, he said, decided to issue a 99-year lease of an area comprising Mambo Msiige building, starehe club and the open space at Forodhani seafront to Kempskii.

The company will rehabilitate the historical building and develop the open space as per Zanzibar Stone Town Conservation Regulations.

The Stone Town Heritage Society has strongly protested and raised concern over the lease, arguing that the planned development would puts the town at risk of losing its status as a World Heritage Site.

Kempskii Hotels is owned by ASB Holdings Company of Dubai. It is planning to rehabilitate Mambo Msiige old building into a five star hotel, and develop the open space into a modern leisure park.

KENYA & UGANDA: MIGINGO RESIDENTS PROTEST RAILA’S CAMPAIGN PRESENCE IN UGANDA

KENYA’S Prime minister Raila Odinga’s move to attend presidential campaigns in Uganda on Wednesday this week has received protests from residents of the disputed Migingo Island who perceived the visit as a show of support to the country’s president Yoweri Kaguta Museveni.

The residents said for a long time they have looked up to Raila to use his position in government to help them resolve the boundary row, between Kenya and Uganda, which has seen the two east Africa states spend huge a mounts of money to reevaluate the boundary to end squabbles, pitting the Kenya fishermen residing at the tiny island against the Ugandan authorities, in vain.

Led by beach management unit officials at the island, the Kenyan fishermen said the presence of the prime minister was a huge disappointment and a let down for them, adding they have realised they have all along been hanging their hopes on false illusion.

”It is a pity to see a man we have hoped to be the one to come to our aid in ending the persistent harassment at the island can visit and campaign alongside the very government that has visited pain and suffering to poor Kenyans living at the island. We are really disillusioned. It is like our leaders have secret agendas which we do not know but pretend to back efforts to resolve the controversy over Migingo.” said one of the bitter leaders.

Currently. reports from the island indicates that fishermen collects up to 150,000 daily from the fish landed at the Island which they then hand over to the Ugandan marine police patrolling the island. The fishermen also take care of the officersm in terms of feeding and accommodation daily, even though they do not support continued stay of the Ugandans.

The fishermen have on several occasions complained of persistent harassment, in the hands of the Ugandan police, whom they they accused also of taking away their catch and fishing gears worth thousands of shillings.

On many occasions the Kenyan fisherman have pleaded with their government to intervene, but such pleas have been largely ignored, with the local government representatives only accusing the fishermen of violating Kenyan waters.

Even though Raila was quoted as pushing, during the Museveni rallies at Iganga in Eastern Uganda and Kigulu, for a stronger cooperation with Kenya within the EAC, many residents of Migingo continued to raise doubts over whether regional integration will materialise.

Speaking after a meeting with Ugandan president Yoweri Museveni at the state lodge in Jinja on Wednesday, the PM said close relations between Kenya and Uganda could quicken the consolidation of unity among the East African Community states.

The PM said the days of borders between the East African States are numbered, saying the region is moving towards a federation, and Uganda and Kenya could lead the way.

Raila has also been viewed as a rival of Museveni, and unconfirmed reports claimed foreign forces took part in the post election chaos that rocked Kenya, and was murky in Kisumu city where several youths were executed.

But during his visit Raila, said he admired the progress Uganda has achieved since the end of the brutal era of Idi Amin, and Kenya has something to learn on post -war integration.

He called for peaceful elections in February, saying a stable and a peaceful Uganda is good for Kenya.

” I call upon all Ugandans to uphold peace during the elections. Let us maintain the cordial relations between the two countries”, Raila was quoted as saying by the PM press service.

The two leaders committed to forge closer ties, with Museveni describing Raila as ”a brother in the struggle” while the PM acknowledged the support he received from the Ugandan president during the struggle for the second liberation in Kenya.

Kenya: Nyanza people want the new Kisumu Airport be re-named Jaramogi Oginga Odinga Airport

Commentary By Leo Odera Omolo In Kisumu City

The people of the now defunct Nyanza Province, which has been split into four Counties, have unanimously of the opinion that the newly expanded and modernized airport be re-named as Jaramogi Oginga Odinga Airport.

Members of the Luo community have agreed in principle that this would be the most fitting facility in the memory of the late Jaramogi Oginga Odinga, for his immense contribution to this country, dating back to the early 1940s, especially during the struggle for independence by Kenyan people against the mighty of forces of the colonialists.

The communities are unanimous and want to see an important public facility, like the new Kisumu Airpot, named after the man who had championed the struggle for independence, and later led a protracted war of the second liberation of this country.

A prominent building contractor, Mr Gordon Kaoko, suggested that a tourist class hotel should also be established in Kisumu and named after Jaramogi Oginga Odinga. Businessmen, farmers, teachers and civic leader in all the four Counties of Siaya, Kisumu, Homa-Bay and Migori are unanimous that the facility be named after Jaramogi, to color his distinguish service to the mankind.

The airport, which has been modernized with billions of shillings, would soon be taking in bigger aircraft, including international passenger flights, that would make Kisumu to be the true gate-away City to East and Central Africa.

A cross section of people interviewed within Kisumu City and its environs were all unanimous that the new airport be named after the late Jaramogi Oginga Odinga, who had served this country as its first Vice President of the Republic of Kenya.

It is true that the Luos are the most democratic people, who are always very vocal and outspoken on issues of national importance. But when it come to the question of remembering their past heroes, who had made sterling performance and immense contribution in history, this particular community is well known to be people with short memory of past events. And particularly when it comes to the time of remembering heroes, this community is known to insensitive on this.

It is therefore my passionate appeal and suggestion that our leaders should make a representation to the government, particularly the relevant Ministry, to have the name of Kisumu Airport changed and be re-named after the late Jaramogi Oginga Odinga. I am indeed, directing my appeal to the cabinet Ministers from Luo-land and our legislators in the 10th Parliament, to brainstorm together and initiate the talks with the relevant Ministry over this burning issue.

Alternatively, the new facility should be named after the pre-colonial Luo hero and Warrior, called Okore Kogonda, who had led the Jo-Kisumu sub- clans of Jokorando and Jokogony to overrun the forces of Nandis and Teriks, who were the first settlers in what is today called Kisumu. The Airport is just a few meters away from the grave of this hero who, was eventually ambushed and killed by the Nandis, after he had claimed the entire land in the area and settled his people at around 1820.

Okore Kogonda, the hero, is also said to have chased the Maragolis from the plains and land around Tieng’re and G.K Kodiaga Prison, to the Maragoli Hills, and chased away the small communities of Jo-Gem community and Jo-Kajulu, who later settled around Gem Rae in Nyakach and what is today called Kajulu along the Nandi Escarpment. He eventually kicked out the Kano groups, forcing them to make peace around Nyamasaria River, though the original boundary between the Jo-Kisumo and Jo-Kano was at Kisat River, which is located next to the Ksumu Golf Course and the Aiport.

It is even said that there are three major institutions of higher learning in Luo-Nyanza, but none is named after any Luo hero. These institutions include the Maseno University, Bondo Univesity College and Mit University College in Rongo district. These institutions should be renamed after some of the modern day Luo heroes for prosperity.

In other Kenyan communities (by saying this, I have the Kikuyus in mind) even the colonial chiefs, who collaborated well with the colonial administration during the Mau Mau War of independence, have had some ultra modern schools in Central Province named after them. An example is the late Senior Chief Njiri wa Karanja.

In the middle of 1953 at the height of the Mau Mau uprising, Chief Njiri wa Karanja boarded a Royal; Air Force plane and flew low over the villages, while armed with loud speakers, urging the Mau Mau fighters to lay down their arms and co-operate with the colonial government. He was one of the most distinguished collaborators with the colonialist. But today Niri High School stand magnificently in Central Province as one of the best schools.

Various institutions are named after Senior Chief Waruhiu, who was murdered in cold blood by the Mau Mau fighters, and also Chief Nderi of Nyeri and many other leaders who contributed towards development in kind. The same could be said of Chief Josiah Njonjo and Bishop Obadiah Kariuki of the Anglican Church who publicly denounced Mau Mau oaths and killing of innocent people.

In Kisii region of Nyanza Province, the late Ex-Chief Musa Nyandusi Ayacko {Manwar}, was the biggest example of collaboration with the colonialist. But today most secondary and high schools in Nyaribari had either dormitories or football field named after Senior Chief Nyandusi in recognition of his contribution to the regions immense development and education.

The same is so with Ex-Senior Chief Cheborge Arap Tengecha, of Location three in Kericho district He was well known for his draconian rule and collaboration with the white settlers and colonial administrators.
Tengecha’s name is applied to some of the best educational facilities is not only in Buret location where he ruled with an iron fist but in the entire Kipsigis region.

In the greater Southern Nyanza region, the late Mzee Paul Mboya, who had played the biggest role in shaping up the region’s development when he started from an humble location Chief of Karachuonyo, a pastor with the SDA church, and the first Secretary to the African Local Native Council {ALNC}, which was later transformed into the African District Council {ADC}, and eventually the County Council of South Nyanza, has not even a nursery school in his own native Karachuonyo named after him.

Again in the Southern Nyanza region, the late Ex-Senior Chief Gideon Magak of Kasipul-Kabondo, who served his people between 1927 and 1954, though with an iron fist, is still being remembered for having introduced forced education of both boys and girls. The chief, at times, is known to have paid school fees for students from his location using his own money, and consigned to jails big headed parents who refused to educate their children.

Against resistance from religions and churches, Magak initiated the District Education Board Schools, such as Agoro Sare High School, Oriang; Girsl Secondary School, Ober Secondary School Saye Secondary School, Nyang’iela Secondary School, and many others, which are today serving as some of the best educational facilities in the region. But the residents of the region have refused to have any of its schools named after him. There is not even one primary school in the region named after the man to serve as his legacy. Is this the case of jealousy?

In Siaya, a man of Ex-Senior Chief Amoth Owira’s stature should have by now have several schools and other public utilities named after him, in recognition of his immense contribution to the development of the area. But there is nothing on the ground in Siaya called Amoth Owira, leave alone a dispensary or a nursery school. Why not?.

In the neighboring location of Ugenya, the late Chief Miganda Opapo, who made the history. In 1941, a battalion, made of Kenyans fighting in the Second World War, under the auspices of King African Rifles {KAR} in the Indian Ocean Island of Madagascar, mainly Luos, mutinied, laid down their arms, and refused to obey their superiors’ orders.

At first, the Late Paul Mboya, was flown to the Island in an attempt to have him calm down the rebellious KAR soldiers. But the soldiers almost assaulted Mboya. It was then decided that Chief Miganda be flown in by the Royal Air force to Magascar. And because the majority of soldiers were from Ugenya, they obeyed their chief and agreed to resume fighting.

The late Sir Michael Blundell, a Kenya leader of the white settlers, who in his later years turned politician and served the colonial government as the Minister for Agriculture, who was then the commander of the Madagascar garrison under the name of Major Blundell, had confided to me before his death that the situation was so pathetic and hopeless. Imagine close to four soldiers laying down their weapons and even refusing to eat for a coupe of days. This, Blundell told me, was due to political agitation by the black African soldiers that they did not actually knew for whose interests they were engaged in fighting the Germans – – the British crown or black Kenyans,

Blundell, who was so influential in Dho-Luo vernacular, told me that Chief Miganda was a genius person.

In Central Nyanza in general, the late Mzee Joel Meshack Omino, who served the ADC Central Nyanza as its Secretary for close to 40 years, was the architect for the building of various schools and other facilities. But apart from a street road in Kisumu Municipality, nothing is on the ground bearing the name of Joel Omino.

Luo-Nyanza is well known as a fertile place for academic giants. Three members of the community who pioneered in university teaching, deserve to have named after them some local schools and other educational facilities.

These academician giants are Prof. David Wasawo, Prof. H Ominde and Prof. Alan Bethwell Ogot. Wasawo and Ominde became the first Kenyans to be engaged in teaching at the Makerere University in the early 1950s. This was at the time when Makerere was serving the East, Central and Southern Africa as the only full fledged University taking in students from far field like Nyasaland, Tanganyika, Rhodesia, and other countries. Ominde has since died, but Wasawo and Ogot who are relatively much younger, are still alive. Applying the Names of these people to some of the school would serve as incentive to the younger generation and inspire them to work hard.

Back to politicians, there are four important political names, that are closely associated with the development of politics in Nyanza between 1940s to early 1960s. These names incldude Jaramogi Oginga Odinga, Tom Mboya, Ramogi Achieng’ Oneko, and Walter Fanuel Odede. And to a lessesr extent there is C.M.G.Argwings-Kodhek.

Jaramogi single-handedly built Nyamira Girls Secondary School, which is close to his rural Kang;o Ka-Jaramogi home in Central Sakwa in Bondo district. There is another adjacent School called Maranda High School which has taught so many people. The two schools should be named after him.

Tom Mboya single handedly established Homa-Bay High School in Homa-Bay Town and the neighboring Uganda Girls Secondary school before establishing Tom Mboya Secondary School Rusinga Island and also contributed immensely towards the construction of Mbita High School at the Mbita Point on the mainland.

Women leaders in Luo-Nyanza, who have played the leading role in shaping the country, also deserve a respectful place of history. And this could only be done if such woman have their names given to some important institutions and facilities.

In this context, I have in mind the likes of Mrs Grace Aketch Onyango, the first African Mayor of Kisumu, and the first African to be elected to Kenyan parliament with the majority and popular votes as the MP for KisumuTown in 1969. Mrs Phoebe Muga Asiyo, the former MP for Karachuonyo, Mrs Roselyn Onyuka , the first woman PEO in Nyanza, Mrs Damaris Ayodo, Mrs Grace Ogot, Nrs Esabella Abura and many others who had championed the cause of human rights and development.

Let the Luos learn how to respect their fallen heroes like any other communities in this country. We should make the history an incentive to the younger generation. Both men and women who have played a pivotal role in the development of this country, particularly in Nyanza, should be included in the roll call.
