Folks,

If corruption is not met with the implementation of full force legal measures and if land issues are not resolved or finalized, there will be no end to corruption and Civil War will escalate to a higher magnitude in Kenya. For Kenyans to realize Millenium Development Goals Planned, Kenyan Leaders must accept to repremand those who broke the law, engaged in corrupt deals or performed acts against Human Rights ethics.

Convicted leaders must be charged and fined as is appropriate so the fee charged would revolve into development kitty and development of other projects and social welfare. It is assumed that money stolen from Public in one way or the other be refunded in tax form or fee fine to revump (jump-start) the economy.

In this CHANGE ERA the past must not be left scott free, so Kenyans can begin to heal.

This will serve a good lesson to a New Beginning and as well generate trust amongst both the local and the international community.

Government to implement Ndung’u Land Report

The Government will start implementing the Ndung’u report on irregular land allocation from next week, Lands Minister James Orengo has announced.

Orengo said he has studied the report and does not need to consult Prime Minister Raila Odinga and President Mwai Kibaki or form another commission to implement it.

“I will take action on the Ndung’u report from next week. Those who were allocated public land with impunity will have themselves to blame,” he said.

Addressing leaders at Kwale County Hall in Kwale District, on Thursday, Orengo said those who benefited from irregular land allocations could face prosecution.

Transport Minister Chirau Ali Mwakwere, Assistant Ministers Gonzi Rai and Bifwoli Wakoli and Coast PC Ernest Munyi accompanied him.

Orengo warned some influential people have “stepped on people’s toes for long and it was now time to step on theirs”.

The minister said he would push the Draft National Land Policy through to Cabinet and Parliament so it could be adopted before a new constitution expected within a year. He said the new land legislation would reduce statutes on land from more than 15 to two to avoid complications on land matters.

They are the Land Titles Act and Administration and Management of Land Acts. Orengo warned individuals who had secured leases on Government land would now be required to develop it within 24 months or have it automatically revert back to the State.

Leases for public land would not be renewed if the beneficiaries failed to develop it. He said some people had used public land to borrow huge loans from banks and had either defaulted or fled the country.

“The Government should move fast to protect public and trustee land. It is wrong to renew any lease when the beneficiary has failed to develop the land,” said Orengo. He asked for a list of absentee landlords at the Coast to address the problem and settle local squatters.

Kwale Councillor Sheikh Khamis Banda said the report would addressed most Coastal land problems.

Folks,

This is a job well done. Giving life back to the people is the begining of hope for better future. Service to public is the best a Leader can do, opening opportunities to aspirations and challenges, a burden of shared sacrifice to development. It is time we stand up to rebuild our virtues and values, so we can begin to strategize and set goals and ideals and together develop Plan of Actions to improved Workforce Mainstream and Agendas for projects and programs on land utility and other sectors benefiting and including all.

I suggest the Ministry of Land as well as others, provide communication publication or link for the public to give opinion, ideas, suggestion and proposals for capacity building. This will create an open door to popular participation investment.

What a wonderful world this will be!!!!!!!!

To me , I think Orengo would have iniated another commission to investigation land problems right from 1963 when Kenyatta started messing with land allocations.

This Ndungu Commission should have covered from 1963 not just the period of Moi’s reign.Therefore Ndungu Commission is not comprehensive enough to address the land problems in kenya.

The Ndungu Commission was just formed to target people who benefited during the time of Moi leaving Kenyatta as innocent. Land problems were created by Kenyatta when he decided to settle his kikuyu people in Rift Valley and Coast Provinces without caring the feeling of the natives of those places.

Therefore ,i feel strongly that Orengo should form a commission to address all land problems created by both Kenyatta and Moi. This is when fairness will be seen to prevail.We can leave injustice done by Kenyatta not be invistagated.

This is cause of clashes that kenya always witnessing during General Election commission

I see your point, and you are very right. Kenyatta took the biggest chunk of land. He was the master architect of Land Grabbing. Moi just perfected the practice but went beyond to grabbing public toilets. I tell you, these are history unfolding.

MP questions Army promotions criteria

THE CONTROVERSY surrounding promotions and retirements within the Armed Forces found its way on the floor of Parliament yesterday, with Ikolomani MP Bonny Khalwale demanding for a statement from the Ministry of Defence. Dr Khalwale sought an explanation from Defence Minister Yusuf Hajji on the criteria used by the Defence Council in the recent ranking, promotions and retirement of senior military officers.

Khalwale further wants the Defence Minister to clarify whether the rules on military promotions and retirements introduced by retired Chief of General Staff (CGS) Daudi Tonje are still operational.Said he: “The House would want the Minister to clarify whether the Tonje rules met international standards and further clarify if indeed the military is held hostage by corruption, nepotism and tribalism.”

Information and Communication Minister Samuel Poghisio promised to convey Khalwale’s request to minister Haji who was not present in the House at the time.The military has recently come under uncharacteristic media scrutiny over claims of divided loyalties, high-handedness, tribalism, nepotism, and political meddling—issues which are said to have been stoked by the anticipated retirement of a number of top military officers next year.

Chief of General Staff General Jeremiah Kianga, is said to be due for retirement in August next year. The two generals thought to be in line to succeed him— Lt-Gen Joseph Karangi and Army commander Lt-Gen Augustine Njoroge are also said to be up for retirement according to the Tonje reforms. The President who is the Commander-in-Chief can extend the CGS’s term, but the offer can be declined. Immediate former CGS retired General Joseph Kibwana accepted and served an extra two years.

The reforms introduced by retired General Tonje stipulated that commissioned officers who have not moved to the next rank within a stipulated period of service should be automatically retired irrespective of age.Last evening, the Department of Defence clarified that the so called ‘Tonje rules’ are still in force since they were included in the officers’ terms and conditions of service.DoD spokesman Bogita Ongeri said contrary to media reports, the Tonje rules were still in force and binding.

Ongeri ,however, said the said rules had been formulated during the tenure of General Mohamoud Mohamed but have always been credited to General Tonje because he is the one who implemented them.Other sources within the military said General (Rtd) Tonje while initiating the reforms, had invoked section 6 (2) of the Armed Forces Act that placed him responsible for the ‘control, direction and general superintendence of the armed forces.”

Despite being approved by the Defence Council in place during President Moi regime, the reforms were not formalised thus making them operational, but only on ‘a gentleman agreement’ basis.The vulnerability of the Tonje reforms came to the fore at a National Defence Council meeting held on July 11 and which was chaired by Defence minister Yusuf Hajji.

The meeting deliberated on the retirement of senior officers as well as promotion and extension of terms of services of other officers in a shake up that could have a bearing on next year’s succession. According to informal reports, Deputy Army Commander Maj-Gen Jones Mutwii’s term in office ended last December but the Defence Council extended it. Maj-Gen P. J. Opiyo, who was seen as well placed to take over from Army Commander Lt-Gen Augustino Njoroge and who had sought an extension of his term had his request turned down.

Last week, Armed Forces Training College Commandant Maj-Gen Geoffrey Okanga was retired while Brigadier Simon Karanja, who was Okanga’s deputy, has reportedly been promoted and will replace Opiyo.The Defence Council comprises of Minister Hajji, Assistant Ministers Joseph Nkaiserry and David Musila, CGS Jeremiah Kianga, Army Commander Lt. General Augustine Njoroge, Navy Commander Major General Samson Mwathethe, Air Force Commander Major General Harold Tangai and Permanent Secretary.

Assistant Minister Nkaiserry has however asserted that the Tonje rules are not among the manuals and laws regulating the conduct of military personnel.In a paid-up advert in today’s Kenya Times, the Defence Ministry clarified that decision making in the military regarding military personnel is made through a set legal process of boards which make recommendations to the appropriate levels, including the Defence Council and ultimately the President.

In the advert, DoD says the extension of service for senior officers, including Major Generals Opiyo and Mutwii were considered and outcomes communicated.On the case of Major General Okanga, the report says his former position as Commandant at the Armed Forces Training College, Lanet was scaled down from a Major General to a Brigadier, leading to him being reassigned other duties at the Ministry of Foreign Affairs.

“It also happened to several other posts and affected other officers as well. The law allows for this and it has happened many times in the past,” the paid up ad said, adding that …the current media hype on the matter is merely speculative

 COUNTDOWN TO KWANI LITFEST 2008

Starting tomorrow (Friday August 1) Kwani Litfest 2008 begins fifteen days
full of events. It will begin with an opening night party at the fabulous
Acapulco restaurant (hosted by Just A Band). The festival begins in earnest
mood with the discussions, writers retreats, and so much more.

August 10- 15  the Litfest decamps to Lamu, where faculty and participants
can talk shop in a more intimate, relaxed setting, and make the most of this
tropical getaway. I am privileged (Fr Omolo Ouko, AJ) to be in the team.

Kwani Litfest (KLF) is a fortnight of writerly events, culture, mingling,
discussion and inspiration. More than 40 African and international poets and
writers will appear in fifteen days of panel discussions, readings, book
launches, conversations, literary lunches, cultural tours and performances.

KLF, now in its 4th successful year, brings together thinkers and writers
from different continents and experiences to explore ideas relevant to the
burgeoning African literary scene. This year, as well as creative endeavour,
they will focus on the role of the writer in fast-changing conflict and
post-conflict situations.

As a special theme following Kenya’s post election violence, KLF will also
explore the need for new definitions, solutions and ideas. KLF also aims at
developing participants’ creative writing skills, with an emphasis on how
stories can help society to see itself more coherently.

KLF chose to visit Lamu Town due to its background and cultural sceneries.
Lamu is not only an ancient outpost of Swahili culture, but also a charming
Islamic town of narrow streets and old traditions. It is part of the large
and diverse Lamu archipelago, a series of beautiful islands. It is an easy
place to explore – foot, dhow and donkey being the main modes of transport.

KLF journey will take them around Lamu island, through the mangrove
channels, past small coastal villages to a private and picturesque spot near
Kupungani village.

There, they will stop under the shade of a huge mango tree. There will be
plenty of time to swim, explore the mangroves, fish from the dhow, climb the
large sand dunes and visit the village.

A fantastic cook will prepare a traditional Swahili dinner, and local
Giriama dancers will kick off the dancing. Price: $35 pp for dhow, food and
entertainment. Drinks not included.

There’s time for a swim off Manda, and a warming cup of Arabic coffee and
some halva (a local sweet) on board. Price: $9 including coffee and halva

All flights depart on 10th and return to Nairobi on 15th August on the Kwani
special charter. We have secured a series of rooms in historic Lamu houses
and guest houses at a very friendly rates for our literature lovers.

Rooms will be allocated on a first come first serve basis. As these prices
are exceedingly reasonable for peak season period you are strongly advised
to book your space early.

Women are advised to take note that Lamu is a conservative society. Exposing
too much flesh will result in someone asking you to cover up. For this
reason women are asked to wear trousers/long skirts, and long sleeved shirts
as much as possible.

It is also to draw to your attention that Lamu is essentially in which
alcohol is frowned upon. There are some bars on the island and we too will
be taking alcohol with us for consumption. Please be discreet and make sure
you don’t offend the local population with drunken exploits.

You are also advisable to drink bottled water.  Also be sparing with washing
water, as it is a scarce commodity in Lamu.

Bargaining is an essential part of Lamu transactions, and a part of social
convention. You are therefore advised to practise those skills when
purchasing items, or negotiating for transport of the boat or donkey
variety.

Please ensure you take cash to Lamu. There is one semi functioning
cashpoint, credit cards are rarely accepted and cash is the only way to pay.
Mosquito repellent is advised in Lamu. Please bring some with you, or cover
up to limit bites.

The henna paint used to do tattoos is very strong and often results in
indelible stains on bedroom sheets. Please be careful to wash off the henna
to avoid having to purchase your newly dyed sheets.

Don’t be afraid to ask directions. Often someone will offer to accompany you
to your destination if you are wondering the streets looking lost. This is
normal.

The Lamu people are a friendly and welcoming people and a visit to a home in
Lamu to meet a local family, and spend some time in a traditional Swahili
home can be arranged. This is a wonderful opportunity to experience life as
it is lived within the walls of the island’s famous historical houses.

The families you visit with will be more than happy to explain to you the
traditions and daily routines of life in Lamu. You may help out the children
with their school work, visit the mosque, or assist with the preparation of
food.

These visits often involve taking a traditional Swahili meal with the
family. This is the best way to sample this unique cuisine, which makes
loving use of herbs and spices introduced long ago from Arabia, India and
the far East, with sea food being especially good.

Lamu is also well known for another art. Its local Henna artists, who paint
the hands of feet of local women with elaborate traditional designs for
special ceremonies or just for decorative purposes. This is considered a
fine art and attractively painted hands and feet are a great mark of beauty.

The Henna used stains the skin, and washes away after several days. Women
can have their hands and feet painted in a number of shops in old town.

Re:A telephone call that made a difference!

Do you recall your first experience with a cell phone? You just wanted someone to call you for others to know that you too had a cell phone! Do you recall that or it was just me! Then you wanted to call everyone at any time!

When the first bill came,for some reasons, you were not happy and with time, you have had to chose whom to call and leave out!. Calls that some of us are not always excited about are long distant calls or better still International calls. The reason being that more often than not,all you hear almost always causes high blood pressure-money,money—!

But there are some telephone calls that you receive and there after, you just want to tell everyone about it! Do you recall such experience!
Such calls even become more meaningful when you are or have been sick!

Since becoming sick, such calls have meant so much to me. Family, church members and friends have called to wish me a quick recovery. While each call has been a blessing, those from countries as far as Africa and Australia have had an added meaning!

What has even surprised me is calls from people that we have not met; friends that have come to know me through my Internet postings/sermons.

One such call came from Tanzania yesterday while I was a sleep. A dear sister called and left a message. In her message, she was concerned that she had not received any e-mail from me for almost a week and therefore wondered if all was well with me!

Unlike many that call from Africa, sister N decided to leave a message and what a difference it made in my life! All the way from Tanzania with agape love!

Of all my Internet brothers and sisters, sister N,has encouraged me the most! Every time, I post a message, she responds immediately by telling me how the message spoke to her heart. During my sickness, she sent e-mails encouraging me to hold on to my faith.

Sister N has no idea whatsoever of how her message ministered unto me! After her message , I found myself thinking of how many of us ignore or pay less attention to little acts of mercy!

But perhaps the greatest mistake that we all commit is when we ignore the still small voice from God that always tells us, “This is the way, follow yee it!”

I pray that the good Lord continue to bless sister N as she ministers unto others in her daily busy schedule! Hope that you and I will learn to emulate sister N! Indeed I am willing to. How about you!

Watchdogs in the media are calling McCain’s accusations “bogus,” “desperate,” “wrong,” “misleading,” “ugly,” “offensive,” “reckless,” and “a nasty turn into the gutter.”

Some of McCain’s own supporters agree. One senior Republican strategist quoted by the Washington Post called the latest ad a “wild swing at Obama” that reflects his campaign’s “increasing bitterness” and the lack of “any coherent strategy to elect McCain.”

Even John Weaver, a strategist who worked for McCain’s presidential campaign in 2000 and on his current campaign last year, called the ad “childish,” adding that this negative strategy “diminishes John McCain” and “needs to stop.”

But we will not let any attack stand. Barack himself responded quickly and forcefully, and within hours our campaign created a response ad to take their smear tactics head-on.

That’s the one attacking your enthusiasm, comparing me to Paris Hilton and Britney Spears, and making false claims about my energy plan.

Now, we’re facing some serious challenges in this country — our economy is struggling, energy costs are skyrocketing, and families don’t have health care.

Given the seriousness of these issues, you’d think we’d be having a serious debate. But instead, John McCain is running an expensive, negative campaign against us. Each day brings a desperate new set of attacks.
