KENYANS are puzzled and shocked after reading newspaper reports in one of the country’s leading DAILIES which claimed that two Norwegian security consultant agents recently sentenced to death in the Democratic Republic of Congo were part of a group hired to train security elite in Kenya squad.
It was further alleged that the group had secured a contract to train an elite Kenyan squad, but before they could take up the contract, the Norwegian agents were arrested in the DR Congo and convicted by a Kisangani court.

The white foreigners were convicted after being found guilty of various counts of murder, espionage and for spying for unnamed foreign power, conspiracy to murder, formation of criminal association, armed robbery and being in illegal possession of weapons of war.

The report says that Mr Dostoly Moland, 28, and Mr Joshua French, 27, were arrested in the Eastern Congo City of Kisangani {formerly Stanleyville}, after they killed Mr Abeid Kasongo, a Congolese national who was working as a taxi driver.

The report has caused jitters and suspicion among the government coalition partners, namely the ODM and PNU, with each group becoming increasingly suspicious about the intentions of the other. The mysterious Kenyan security personnel attached to the country’s embassy in the Congolese capital, Kinshasa, who is alleged to have signed the contract with the Norwegian agents, remains unidentified.

The Norwegian security agents were said to have been in the process of establishing a private Security Operations covering a large area in Eastern African region, and had been contracted by the unidentified Kenyan security official, who claimed to be a staffer at the Kenyan embassy in Kinshasa.

The head of the Special Intervention Group {SIG}, Torgier Fricken, were scheduled to start training the elite Kenyan police squad in an operation code-named “Project Kilo” .

The Kenyan Police and Administration have denied working with any Norwegian group. ”Most of our training is done with the British and, American partners”, said AP spokesman, Masood Mwinyi when contacted.

Contract document seen and published by Norwegian TV2 station, however, show that SIG was to be issued with weapons by Kenyan government.

The group, which is said to have established administrative offices in both Norway and Britain, was supposed to train the “Security Special Elite” on how to neutralize the enemy soldiers, destroy tactical and strategic goals, and monitor and rescue hostages.

The group’s lawyer, a Mr.Morten Furuholmen, was quoted as having said he was aware of the former soldiers plans in Kenya, but that it later turned out that the contract person had not been authorized to sign the deal yet.

According to the information made available to the media, the security consultant had signed secret agreement to train 120 man security elite squad, which would in turn be responsible for high-level VIP protection among other duties.

But many Kenyan leaders have interpreted the alleged agreement, signed between an individual Kenyan security official, and the two Norwegian, as meaning they had intentions of committing acts of subversion and training hit squad mercenaries, perhaps to be assigned with the responsibility of assassinating and eliminating some Kenyan politicians .
Moland was given five death sentences on all charges of murder, attempted murder, espionage, while French got four death sentences on similar charges.

In Nairobi, the State House has strongly denied reports that the Norwegian had won any contract with the government to train an elite squad.

The Presidential Press Unit Director, Mr Isaiyah Kabiru was quoted as saying , “ We do not know them and our security are professionally trained by people of good conduct. We cannot trust criminals with such a duty.”

The government, however, is silent, and not even one cabinet member in the coalition government is willing to be associated with the comments related to the issue. Though there is a hint that when Parliament resumes its sitting, the issue will resurface again, and perhaps cause a heated debate in the House.

Parliament is currently in recess.

It is with deep sorrow we announce the death of Mama. Esther Andisi Anahinga of Lusiola Maragoli. Mama Anahinga is the beloved mother of Karen Akutekha and Florence Anahinga of South Orange New Jersey. She passed away on Sunday October 4th morning at st. Luke’s Hospital in Kisumu after a short illness. Friends and family members are meeting at 167 College place in South Orange New Jersey to comfort the family and celebrate the life of Mrs. Anahinga. Mrs. Karen Akutekha and Ms. Florence Anahinga will be traveling to Kenya to attend the funeral and bid their lovely mom goodbye. There will a fund raising on Saturday Oct. 10th, 3pm at 167 College place South Orange NJ to help them raise funds for traveling to Kenya and help them offset medical expenses incurred in the course of their mother’s treatment. SUGAR cane farmers in Chepsweta area of South Nandi district, in Kano Plains and cane growing areas around Miwani, have complained bitterly about their outstanding arrears, some which are dating back to the year 1992.

Miwani Sugar Mills was placed under the protective official receivership by the then Minister for Agriculture, Chris M. Obure, but the company went burst with millions of unpaid bi;;s for cane delivered by the farmers and crushed.

The official s receivers were supposed to be working out the modalities by which the farmers could have been paid out their outstanding dues, for cane crops they had delivered to the facility, before it was placed under the receivership, together with the nearby Muhoroni sugar company. But close to fifteen years down the line, the farmer have yet to received even one cent for the payment arrears.

The farmer have now appealed to the government to look into the matter critically and make sure they are paid their dues. They have appealed to the Minister for Agriculture William Ruto to effect their payment.

One such farmer, who incurred the heaviest loses is Mzee Benjamin Kipruto Busienei, who claimed he had lost colossal amount of money to the tune of Kshs 1,260,516,000. Mze Busienei told this writer that many cane farmers have run bankrupt and yet a firm previously owned by the government had not paid out the poor cane farmers in Miwani and its environs.
When both Miwani and Muhoroni Sugar companies were placed under the protective official receivership, the farmers were assured that they would receive their payment in due course.

The government took over the running and management of the Miwani Sugar Mills and appointed a Mr. Salim Kado as its managing Director. And, the firm which was then wholly-owned by the government become a government parastatal body.

1. Your eminence, do not leave Kenya without a public commitment by both principals to fire the Attorney General and Chief Justice.

2. Your lords, do not leave Kenya without a public commitment by both principals to endorse the interim electoral commission to become a permanent electoral body. With the census out of the way, a directive from to the permanent electoral commission to embark on voter identification registration forthwith is appropriate, lest we have a power vacuum and Kalonzo Musyoka takes over.

3. Your beneficence, do not leave Kenya without a public commitment by both principals to allow for the delivery of a new constitution with time lines on completed stages which should be concluded well before 2012.

4. Lastly most excellent, ask, no, demand the two principals and all willing to run for public office in Kenya to take this oath which only you or one from your office must administer:

CLERGY-MAN IN SEX DRAMA.

A top clergyman name withheld was last weekend caught in a compromising situation with a wife of an intelligence officer in a Kisumu Hotel.

The Bishop who happens to be related to the intelligence officer is said to have been dating the young woman for now almost a decade.

Family members have always prevailed upon the officer to ignore claims that the clergy relative has been dating his wife.

Apparently working on a tip off, the officer name withheld took a plane over the weekend to Kisumu and laid abrasive network with taxi drivers and hotel attendants culminating to a barbaric scenario where the two were caught in the act.

The officer according to sources who talked to this writer confided that he dangled his official identity card and a pistal to gain entry into the room where the two were having their good time.

At inception, the hotel attendants were reluctant to allow him into the room, but thanks to his nature of work and the arsenal he dangled he managed.

A scuffle ensued in the room and the officer in apparent bid to attract public sympathy raised an alarm and a hostile crowd promptly gathered.

The enraged crowd tried in vain to lynch the two but thanks to the intervention of the officer they were salvaged and taken to the police station.

The police officers at the station however later released them since in Kenya’s constitution there’s no provision to cater for such offences.

Enrout to the station, the charged crowd compelled the duo to walk naked and at one time forced them to kiss each other. The bitter and marauding crowd even chained the two as they braved the sweltering heat in a walk which lasted 15 minutes before the police intervened and bandled them in a white saloon car.

The duo were battered seriously and blood could be soon marooning their faces and chests.The officer has however been applauded by observers for restraining himself despite the provocation.

EAST AFRICA IS CLOSE TO ACHIEVING FREE MOVEMENT OF PEOPLE,GOODS ETC

FREE MOVEMENT OF GOODS, PEOPLE AND CROSS- BORDER TRADES IN EAST AFRICA HAS BECOME A REALITY, FOLLOWING THE SIGNING OF THE COMMON MARKET PROTOCOL.

MINISTERS from five member states of the East African Community have completed the signing of the East African Common Market Protocol, paving the way for free movement of goods, labor, services and capital.

The protocol will, however, undergo fine-tuning by the Attorney Generals of the member states, after which it will go to the EAC Council of Ministers, and then eventually go for signatures by the Presidents at the head of states summit, scheduled for Arusha on November 20th, 2009 for final ratification and signing to become a law.

The Ministerial signing ceremony took place in the Ugandan capital, Kampala last week, after four days of grueling negotiations that were expected to have ended on September 24, but were concluded a day later to allow for ironing out of other pending contentious issues.

The protocol was signed by Kenya’s Minister for East African Community Affairs, Amason Kingi, his Ugandan counterpart, Eriya Kategaya, Burind’s Minister for the ERAC Affairs, Hafsa Mossi, Rwanda’s Justice Minister and the Attorney General, Tharsis Karugoruma, and Rwanda’s Permanent Secretary for East African Affairs, as well as Tanzanian Minister for the EAC Affairs, Dr. Diodorus Kamala.

A day before the actual signing ceremony took place, the Permanent Secretaries from the five Ministries of the EAC Affairs scrutinized and thoroughly discussed, adopted and signed the draft protocol that was later endorsed by the Ministers.

Those who also appended their signatures to the Protocol included Permanent Secretaries in the Uganda’s ministry for Trade, Edith Mwanje, Kenya’s Permanent Secretary in the Ministry of East African Affairs, David Nalo, Dr Storgimenus Tax of Tanzania, Jean Rigi of Burundi, and Risonael, the Trade Permanent Secretary, and Antoine Rovenmbaba of Rwanda.

The signing was followed by a one day meeting last Friday of the multi-sectoral Council meeting that was attended by the East Africa Community Minister and Permanent Secretaries who discussed and adopted the draft protocol before the signing.

Minister Eriya Kategaya, who opened the meeting said that the objective was the widening and deepening of co-operation in the region. “East Africa will enjoying free movement of goods, persons, labor, capital, services and the rights of establishment and residence under the Common Market“, he said, adding that the EAC has a population of 120 million people, and the East Africa integration process will grow better and stronger with time.

Talks on the common market in Kenya, Tanzania, Uganda, Rwanda and Burundi had hit a snag when Tanzania vehemently opposed proposals relating to land ownership, the right of permanent residency and travel documents. The current development means that the EAC can now proceed to the next stage of the integration process with the focus on a single market for the region.

No further details were made available to the press on how the three issues raised by Tanzania had been resolved. Earlier in September Tanzania’s Prime Minister had stated that his country would moderate its objections.

But Aloys Mutabingwa, the Deputy Secretary General of the EAC in charge of Planning and Infrastructure was quoted as having said that most of the pending issues have been finalized. ”Members reached a consensus on almost all provisions of the proposed protocol and in essence have come to the end of the negotiations”.

The Secretary-General of the EAC, Ambassador Juma V. Mwapachu said the signing of the protocol is expected to stamp out the bureaucracy associated with cross-border business and movement of people. ”Prices of goods ad services will drop and more options will be presented to the consumers in the region”, he said.

A Ugandan Minister of State for Trade Gagawala Wambuzi who represented the Trade Minister Gen. Kahindi Otafire said EAC economies will grow stronger with the new development.

Matatu carnage in Luo-Nyanza Roads continue unabated as 34 people perish within four days

At least a total of 34 people perished in fatal road carnage in Nyanza Province within four days, and more expected to die as the Matatu drivers flagrantly ignore traffic rules and regulations.

20 people lost their lives on what has now become a “Killer Road” within a section of Kisii-Migori road. The section is between Awendo town and Migori town, which is a stretch estimated to be about 35kilometers long.

Experts says the road is too narrow, with many sharp corners. Yet this is one of the busiest roads. It is traversed by heavy commercial vehicles, particularly long-haul trailers ferrying cargo to the neighboring Tanzania, Rwanda, Burundi ,Uganda and even to the Easter parts of the Democratic Republic of Congo.

Last Thursday a Matatu from Kisii town, heading to Migori, lost control and overturned about three kilometers from Uriri trading centre. This is a sharp corner downhill, towards Oyani river bridge, at Koigo. In this particular accident, 10 people lost their lives, while scores of others sustained serious bodily injuries, and were rushed to several hospitals in Migori town for treatment.

On Sunday evening, a Kisii bound Matatu collided with a trailer ferrying raw sugar-cane to the nearby Sony Sugar factory at Awendo. 7 people died instantly, while about the same number were rushed to Migori Hospitals with multiple bodily injuries for treatment.

A prominent Nairobi businessman and sports enthusiast, Mr John Bo Awiti-Otange, who witnessed the Thursday accident and even ferried some of the injured passengers to Hospitals in Migori said this section of the road is too narrow, and has a lot of dangerous sharp corners.

He made a passionate appeal to the government to widen this section of the road, between Ranen Market- Awendo, Stela Kakrao and Migori, in order to save many more lives. The government, particularly the Minister of Roads should make funds available for the expansion and widening of this section of the Kisii- Migori highway.

Apart from heavy commercial vehicles, trailers and matatus, and tractors hauling raw cane for crushing at the nearby SONY Sugar facility are also posing serious threats to other users of the road.

As if that was not painful enough to the surrounding villagers, on Sunday evening, while the same Mr. Awiti-Otange and his cousin Mr. Dave Nyamita, and other friends were having drinks at the nearby Rapogi Market, a telephone call came from Mrs Stellah Nyamita who had earlier gone to Migori town requesting her husband and Mr. Awiti-Otange to wait for her at Rapogi, so that all of them could go home together as she had boarded a Matatu which was then approaching Awendo town.

That was soon followed by another phone call from a good Samaritan, telling the group to go to the main highway road near Awendo, because a terrible accident had just occurred. The group rushed to the scene, but were shocked to find the young lady, Stellah Nyamita, with whom they had just exchanged niceties about 20 minutes earlier, among those laying dead by the roadside, following a collision between the Matatu and a Tractor.

Mr.Awiti-Otange immediately made a passionate appeal tot he Ministry of Roads and other relevant Ministries to make funds available so hat this particular section of the road could be widened, and most of its sharp corners straightened..

On Saturday, a Matatu, which belonged to Mololine, which was ferrying passengers from Kisumu to Nairobi via Kericho and Nakuru killed 14 passengers including the diver and his conductor. This was one of the worst accidents. A trailer smashed the Nissan Matatu and landed on its rooftop.

And on Monday morning, a Mini-bus traveling from Homa-Bay to Kisumu was involved in another serious accident at Rabuor, about 8 kilometers in the outskirt of Kisumu City. Several people died, while scores of others were seriously hurt and had to be rushed to the New Nyanza General Hospital for treatment.

In most accidents, the cause that was reported by passengers who had survived was over speeding and excess passengers. All these Matatus carry excess passengers and over speed, yet they pass through numerous police traffic check-points. Police traffic checks dot the roads in so many places on these roads, but not even one single Matatu is booked for court appearances on traffic offenses

There are sustained serious allegations against the traffic policemen manning road check-points, that they are always busy taking bribery collections from public transport operators. Each and every passing passenger vehicle must drop an envelope containing money for the policemen. They bother very little about over speeding and excess passengers.

“ In the minds of most Christians, formal Christian education qualifies a person to do the lords work. Unless a Christian has graduated from Bible College or seminary, he is viewed as being a “para”- minister… someone “less” than the big boys. How dare such a person preach teach , baptize or administer the masters supper if he has never been formally trained to do such things…?

The idea that a Christian worker must attend bible college or seminary to be legitimate is horrifyingly ingrained. It is so ingrained that when people feel a call for God on their life, the are conditioned to begin hunting for a bible college or seminary to attend.

Such thinking fits poorly within the early Christian mindset. Bible Colleges , seminaries and even Sunday schools were utterly absent from the early church . All (these) are human inventions that came hundreds of years after the apostles left the human stage.

How then were Christian workers trained in the first century if they did not go to a religious school? Unlike today’s ministerial training, first century training was hands on, rather than academic. It was a mater of apprenticeship rather than of intellectual learning. It was aimed primarily at the spirit , rather than at the frontal lobe.

In the first century, those called to lords work learned in two ways

1) They learned the essential lessons of Christian ministry by living a shared life with a group of Christians. In other words, they were trained by experiencing church life as non —leaders.

2) They learned the lords work under the tutelage of an older, seasoned worker….”” To be continued hopefully…

This is a great insight that all need to remember.
I dont think Nyongesa aims to discredit the Theological training but to show that indeed the best training even in management circles is hands on apprenticeship. the reason educated people go into workshops is to be shown how to combine practical skills and academic knowledge. The reason all employers put the tag experience in a job advert is because they discover academic knowledge in and of itself cannot guarantee success at whatever level.

The reason Jesus Christ used this format to train His disciple who later changed and traversed thier known world at the time is because He was keen and knew that its the passion for a cause that changes the world, not knowledge about a cause. The students missions movement for example has reached and evangelized this country to about 70% of the evangelized areas. Students who after realising the need and burned with zeal to accomplish the cause of Christ went out, financed themselves, stayed for a week or two in some remote region of this contry and witnessed for Christ. They have done more than those whom Nyongesa calls the big boys.

It cannot be reiterated more. I see those who complain about those who dont look well educated and cultured doing the work of God and am like, they have actually tried as per their knowkedge level. Its passion that drives them – although it good to note that some are passionate in the wrong direction. Those who are educated and cultured and learned move too slowly, thy think so much, evaluate to so much detail. Its not wrong in itself but it curtails faith. We do what the educated do, analyse, fidget, strategise and later never move.

The real christians of the first century had hands on training and this is what matters for the true servants of God. Acts 4:13 says Peter and John were unlearned and ignorant, but those around took note that they had been with Jesus. Those who serve in christendom must have walked with Jesus – the practics element and not just learned in the ways of Christ.

While i agree with the below, i have to poinht out the importance of a combination of both Education and Experience as it builds the whole person. Education gives you information that you will need to do the job, why we do certain things and the general procedures followed in doing those things. Experience teaches us that there are alternative ways of tackling things-there are several ways of killing a rat. It gives you a better way of doing things in the shortest way possible, faster and at the lowest cost-effeciency and effectiveness. There are many ways that people learn-some need notes to read, some need to be taught, they need to see a teacher whom they can ask questions and probe more on the topics being discussed-like me for example, i can learn something unless i am taught, ati i just read it from somewhere. Some need illustrations-like pictorial representations of issues, graphs, powerpoint presentations-they are more visual-these are more of statistitians, accountants, architects, artists, etc. Some, like my lerned friends, like to read large volumes of data and information of cases sijui from which age and tim, they like history and liek to read alot of books and will be able to remember such information that no other person can.
How ever, my point is, that people learn in different ways and you must not look down upon any kind of person because they learn in the best way they know how. I must however repeat that every experience has to be backed by some education (background) and every academic qualification has to be accompanied by valuable experience-if you can. But since educaion is expensive in this copuntry, that is when lots of experience becomes your saviour- if an employer sees that you are a valuable asset then they will take you to school.

On to the topic at hand, i do not see why you would go to the university to civil engineering so as to build our roads better, i go to school and take a Bachelor of Human resource Management so as to become a better HR manager and somebody else goes to school to study journalism so as to work in the emdia industry…and yet you will not go to school to get the facts about the word of God and know the best way of enhancing the gospel. Don’t you think you would be giving God and your congregation a raw deal? ati since i have the bible on my hand i can be in a very goo position to preach? To play the guitar, you must first learn the different keys, notes and tones. Unless you cannot afford to go to school, of which God’s grace will still be sufficient, please give God’s work the seriousness and seniority it deserves. Anyway, we all do God’s work in one way or the other. I try to be professional and become the best Hr we have ever had. and everytime somebody gets a new job, that’s my joy-even more than it is for that person who has gotten it-for real! Lets do the best we can to be the best in our differnt disciplines. If you wonna be a preacher/pasi/priest, what ever you want to be called, try to get the experience and qualifications needed to stand infront of God’s people and preach the word-He lifts the banner higher for those who lead the people of God.

THE electorate in Luo Nyanza were at the weekend urged to change their attitude of electing hero worshipers and politically mediocre leaders, and choose wisely when voting for their next Mps.

“Development in many parts of Luo-Nyanza has lagged behind in comparison with what has been achieved by Kenyans in other regions. This is due to lack of effective representation of the community in most of the policy and decision making organs in this country”. These remarks were made by a prominent Nairobi businessman, Mr. John Bob Awiti-Otange, during the burial of Mr. John Omuga Atieno, a former employee of the Department of Mines and Geology at Nakuru, who passed away a week ago.

The funeral took place at Ong’ora Nyasawore, Kamireri village in Central Kanyamkago Location, Rapogi Division, Uriri district.

Mr. Awiti-Otange reminded the hundreds of mourners that it has been 46 years since Kenya gained her political independence from Great Britain, yet the people of Luo-Nyanza region have been neglected and marginalized by the previous KANU regimes. “Kenyans in Luoland feel that they have been short-changed and let down by politicians and members of the rulings class”, he added.

He said during the reign of the founding father, the late President Jomo Kenyatta, the Luos lost one of their most illustrious sons and a master politician in the name of Tom Mboya, who died in a hail of bullets from a politically motivated assassination in 1969. To-date, no one has ever been brought to book, especially those who conspired together and masterminded the killing of Mr. Mboya, who was only aged 39 years at the time of his death.

In 1975, the gang of political killers struck again when they murdered the former fiery Nyandarua North MP, the late J.M Kariuki. And once again, his killers escaped Scot free.

In the year 1990, the Luos were once again plunged into the morning mood, following the grisly murder of the former Minister for Foreign Affairs, the late Dr John Robert Ouko, perhaps the most eloquent politician and the best Foreign Minister Kenya has ever had. Dr Ouko died during the reign of the retired President Daniel Arap Moi. But to date, nobody has ever been brought to book to answer the charges of this most disturbing murder. The very people who killed Ouko are still moving freely in this country, controlling the political scenario using remote control.

“These sacrifices have become too much for Kenyans, especially the Luos, to bear and the time is ripe for stringent legislation to be put in place that can deal squarely with the master minds and conspirators of these series of political assassinations”, He said.

Mr. Awiti-Otange faulted the Kenya Anti-Corruption Commission, under the retired High Court Judge Aaron Ringer, for having failed to deliver, though its members were paid exorbitantly. The perpetrators of a series of cases of serious economic crimes such as Goldenberg move in and out of Kenya freely without being punished by the law of the land.

He also cited some parliamentary electoral constituencies as lacking effective representation in parliament. “These are the areas where semi-illiterate persons were voted into Parliament under the euphoria, but the gentlemen who clinched the seats have taken them religiously, and are sitting in the August House without uttering even one single word in the interests of the electorate, not even making their maiden speech. It is shame that these kinds of MPs should be allowed by the electorate to sit inside a modern Kenya’s Parliament, whereas the country has better educated people in excess of its requirement. The electorate need to settle down and pick up only those who are capable of articulating their causes in the House”.

“Kenyan are still yet to win the war against the three diseases, namely ignorance, poverty and diseases, which our forefathers fought and sacrificed their lives for. Instead of enjoying the fruits of independence, thieving and corruption has taken the centre-stage with impunity”, he said.

In his article in the Standard on Sunday [4th October 2009], Dr. George Nyabuga, the Standard Group’s Managing Editor, Media Convergence, has raised some issues about the City Council of Nairobi that we need to look at critically. The City Inspectorate Department had sent her officers out on Thursday 1st October 2009 on a sensitization tour of duty across the streets of Nairobi where they gave out copies of the City By-Laws to Nairobi residents.

As chair to the Stakeholders Evaluation Team at the City Council of Nairobi, I am encouraged by such a move coming from the City Inspectorate Department for we all know that service delivery has been an issue at City Hall. We also know that City Inspectorate Department has in the past been associated with brutality.

George argues that issuing such copies to the residents and enforcing compliance immediately is a knee-jerk reaction. I beg to disagree. The by-laws have been in place for such a long time, having been ratified and passed at the full council meetings, not this year, but some as early as 1993. The only problem we have had as residents is that we have not taken time to follow what our councilors do for us after we vote them in.

In this area, the press ought to get all the flack; instead on focusing on what the councilors do, the media have only been interested in feuds at the council. They hence fail in their most cardinal duty of informing and educating the public. George would have taken time to find out when such by-laws were passed. Secondly, what has George done in his capacity as a media guru to help educate the residents of Nairobi on the city by-laws? Nothing.

Has George made any attempt to focus media attention on service delivery at the council? No. The only thing we see on television and on the papers are scenes where there is conflict at the council. What happens at other times? George and his colleagues have never been interested, and to this extent, it is sad that he is picking the first stone.

As positive as his comments are, they are not as well informed of what goes on in the council. However, they are one positive step in the right direction that we hope will galvanize the residents of Nairobi into action; knowing what the by-laws governing the council are and creating an interactive feed back mechanism between the citizens and the council.

But as we move to the new era where officers sign performance contracts with set achievable targets, we want to hold each officer accountable to what s/he signed to achieve. The focus is shifting from process to results. If it starts by reaching out to the public and giving those copies of the by-laws, we should all unite and say Amen- for at long last, the journey of a thousand miles has at long last started at City Hall.

On Thursday 8th October 2009, the City Council of Nairobi will be celebrating the success of the 5th Wave of the Rapid Results Initiative at the KICC and I doubt whether the media will be interested in this. This was an initiative that saw 31 sections setting targets in a period of 100 days and doing all in their power to ensure positive results were achieved. These are very positive developments that ought to be beamed live to our sitting rooms. But what do we see; conflicts only. And I want to encourage our colleagues in the media to also change their focus and perception about the City Council of Nairobi. Can the media take a look at the targets and results as set out in the 5th Wave of the RRI and inform the public accordingly.

Can they shift their attention from blame games to success stories? There is a lot of good going on at the Council. Not that they have arrived, but they need our encouragement. We need to commend all the positive work as it happens.

I would encourage the residents of Nairobi to look at changes taking place at City Hall with all the positiveness that it deserves. I for one did not know how City Hall works until I was invited to help evaluate the performance of the sectional heads based on their performance contracts in the year ending June 2009. This makes me be well informed about the City Council of Nairobi and their operations.

Together with my colleagues, we grilled the sectional heads from the 16 departments in an exercise that took one week between 24th – 31st August 2009. We visited sites where we thought service delivery was wanting. Besides being the overall chair to the team, I chaired the team that evaluated the City Inspectorate Department and I am convinced that they are on the right track. We encouraged them to build a positive image with the public as they enforce all the by-laws without fear or favour. And I was happy seeing the staff from the department on the streets giving out brochures to the residents. We must commend them for this effort.

It is sad to note that many officers from the City Inspectorate Department have been killed in the course of their duties to the extent that up till now; some are still suffering the consequences of such events. It is sad to note that this is the department that is by law empowered to enforce by-laws of the Council. If it comes to revenue collection, planning, housing evictions, engineering etc, they come in handy to be on stand by to enforce the necessary by-laws.

Yet, the general public has not taken time to look at the by-laws. What could be wrong with the City Inspectorate Staffers coming forward to inform us of the same? It should be our responsibility to be acquainted with the City By-laws and we have done nothing of the sort, yet, we blame the department when they come out to enforce the same by-laws.

However, George’s article will inspire more comments from the general readership. We will be more than happy to join in and be partners in this journey of hope. We must engage the Council in constructive criticism pointing out programmes that in our view add no value. When they try against all odds, I would expect the media to be in the frontline in complementing such efforts, not casting aspersions. Let us not see evil only in all situations City Hall. Let it be our collective responsibility to move the wheels at City Hall; the Councilor, the employees and the residents, which includes the media.

But the bottom-line is simple; the residents of Nairobi need service delivery, not mere theatrics.

There was a very important event at the City Council of Nairobi that was held yesterday, 22nd September 2009 and which was addressed by His Worship the Mayor Mr. Geoffrey Majiwa, the PS Performance Contracts Steering Committee Mr. Richard Ndubai, the Town Clerk Mr. Phillip Kisia and Mr. Odhiambo T Oketch, Chair to the Team of Evaluators. In attendance were the 2 Deputy Town Clerks Ms Jane Ndong’a and Mr. Abdi and the employees of the City Council of Nairobi.

We also had the entire team of Evaluators in attendance.

When people put in some positive efforts in their work, it is important to appreciate that effort. And this is what the Town Clerk convened the meeting for; to appreciate the positive efforts by some staff of the Council. And to encourage the Departments that did not perorm so well to pull up their socks next time.

The City Council of Nairobi has been in the news for some of the bad news. These constitute a very small percentage of all the efforts being put in place. The sad reality is that we have a lot of effort that is very positive that is not being mentioned and that we have some of the best employees in public service at this house that is more often than not associated with acrobatics and side shows from the town fathers.

I want to believe that time has come when we must all join in as stake holders in our city and appreciate the good work that is being done. Let us compliment the good as we castigate the poor show. The irony is that the 6% that is bad overshadows the 94% that is good.

During the award ceremony for the best performers, City Treasurers Department took the coveted number. They were followed by Engineer, Audit, Inspectorate and Public Health Departments in that order. The rest struggled with the other numbers and it means that they must put in more efforts at service delivery to enable them join the top league next year.

In terms of personnel, special mention was made of the top six performers which I want to mention not in the awarded order; Nick Otieno, Eng G Kamau, Jackson Getahi, Dr Charles Wanyonyi, Daniel Kibet and Ekaya Ghonzour. These were the six top achievers with points of 80% and above. This is something that we must applaud and appreciate.

As residents of Nairobi, I want to believe that time has come for us to engage the Council and ensure that officers so employed to serve us deliever on that promise.It does not pay when we complain in a vacuum. Let us all come forward and be proud of our Council.

We live most of our lives here and if it stinks, lets say so. It it shines, lets proclaim it at the roof tops. By so doing, we will keep the sectional heads on their toes, and Nairobi will derservingly compete Singapore and the rest.

Bravo to the team at the City Hall; His Worship the Mayor, the Town Clerk and all the employees of the City Council of Nairobi.

ARE THE ROGUE KILLER HIPPOS OF RUSINGA ISLAND OWNEDR BY WITCHES?

THE HIPPOS HAVE MYSTERIOUSLY DISAPPEARED FROM THE VILLAGES AFTER KILLING FOUR PEOPLE AND EVEN HUNTING BY THE ARMED GAME RANGERS HAS PROOVED FRUITLESS.

Commentary By Leo Odera Omolo.

THE twin islands of Rusinga and Mfangano in Lake Victoria are currently awash with rumors to the effect that the rogue Hippos which attacked and devoured four men within a period of four months could be associated with the work of witchcraft.

After the latest incident, which occurred two weeks ago, at Chiro Fish landing Beach in Kamgere village, Waware sub-location in East Rusinga Location, Mbita district, in which a young man, Oketch Onyango Ajwang’, was killed by a rogue Hippo, there is widespread rumors that his death had something to do with witchcraft.

The villagers, living in fears of being attacked and killed by Hippos, asked the Kenya Wildlife Services [KWS] to driver them out of the island or shoot all of them, since they had become a real menace to human beings. But the Hippos are nowhere to be found.

Now many Islanders believe the wild Hippos are owned by witches, who set them upon those they perceive to be their enemies.

It is being alleged that some witches, with supernatural powers, keep Hippos, and to some extent crocodiles, as pets for witchcraft purposes. Others are said to be keeping deadly poisonous snakes as pets for the purpose of intimidating their perceived enemies.

An incident is said to have occurred in Rusinga Island, which puzzled and stunned many people. A man, aged about 78 years , who for a long time was suspected by the villagers to be practicing the witchcrafts culture, had died.

One day after his burial, a herd of four grown up Hippos, congregated about one kilometer away, on a hilly village. There were many people around, especially mourners who were still milling around the dead man’s home. The Hippos purposely and majestically walked the streets into their alleged owners’ home to pay their last homage.

The herds passed through the unfenced, but crowded nearby primary school, ignoring the shouting of pupils and teachers, and walked straight to the funeral home, and then majestically walked back to the lake shore. This particular incident was witnessed by many people.

Hippos are nocturnal animals, which rarely come out of waters during day time, but only at night when they come out to feed.

Other stories making the rounds are that Hippos in Rusinga island usually come out at night and feed on selected farms, destroying crops to the chagrins of the farmers, but leave untouched neighboring farms, the claims indicating that someone unseen, with supernatural powers, is guiding these animals to inflict damages on some targeted farms..

Such beliefs are more common in Suba region, which is now sub-divided into two administrative districts, namely Gwassi and Mbita.

In the latest incident, a team of game warden from the Kenya Wildlife Services [KWS], from the nearby Ruma-National Game Reserve in Lambwe Valley, were summoned by the Provincial Administration and police authorities in Mbita to go and hunt down the killer Hippo.

The team has been camping along the shoreline of the lake, pint-pointing an area in which the incident had occurred and the exact place where the deceased was attacked. The Game rangers and wardens spent several days and nights hunting for the Hippo. But none was seen, or even heard snorting or snoring around, as is the usual Hippo practice during evening times.

After camping along the shoreline for two weeks, the Game Warden have since given up the hunt.

The practices seemed to have some element of similarity. When a young man was attacked as he was taking bath along the shoreline in Kaswanga village, West Rusinga location three moths ago, the Game Wardens were also summoned to come and either kill or remove the herds of Hippo from the area. But they left without seeing any of these wild animals.

In normal circumstances the Hippo are a common feature around the fishing villages. Especially when the Game Wardens are not around, a large herd of Hippos is a common sight along the shorelines in this particular village.

The animals can usually be seen in a group of six to ten at ago, while sun-bathing during late morning hours or be heard snoring and snorting during the evening hours.

Strange happenings from the twin islands of Mfangano and Rusinga.

In the middle of the 1970s, there was a village farmer in Mfangano Island who was supplying the teachers in the nearby secondary school with milk. But strangely enough, it later emerged that the milk supply farmer did not own even one dairy cow in his homestead. When the matter was thoroughly investigated, it later emerged that the villager had extra supernatural power of charming herds of female Hippos out of the lake and milking them. His milk was surprisingly thick and had a lot of cream.

Following the discovery of his tricks, according to information made available to us, the milk supply farmer mysteriously disappeared with his entire family. But they were later traced living in a fishing village in the neighboring Tanzania. The Hippo milkman has never, since that incident, set his foot in Kenya.

Another report involves a white man who had lived in Mfangano Island as a secondary school teacher. In this particular incident,, the young white volunteer teacher from Scandinavia, went out of his way to learn a particular culture for close to three years.

When the teacher returned to his native country in Europe, his neighbors discovered that the young man had developed some kind of unique characters of knocking their doors and windows as they slept. He was hurling sand and soil through the windows of his neighbors dwelling home, and even kicking doors.

The young man, according to reports, even hurled stones on the roof-top of his neighbors houses. The frustrated neighbors later laid an ambush and caught the man. When he was questioned, he told his captures that he was only practicing a Luo culture which is commonly known as [Yido], meaning night running practices, which he had learned in Kenya. He told them that he had learn the trick while working in Mfangano island in Kenya, where the practices was so common.

Another unconfirmed report is the story of an ex-Chief who came face–to-face with a naked night runner and later died in Mufangano Hospital without regaining consciousness from the shock.

Most of the fishermen, whom I talked with, readily admitted that a Hippo is not a dangerous animal, but is a coward animal, who prefers running away when a human being approaches. The fishermen added that only a female Hippo, nursing a young calf, can be aggressive in the protection of her calf. Similarly, an old bull, which is dislodged and edged out of his herds of females by a younger and stronger bull , are known to turn aggressive.

But lately, there are numerous reports of Hippos turning aggressive and hurting fishermen and other users of the lake for none of the reasons above. The claims that these animals are being owned by witches also need thorough investigations, so as to ascertain the truth.

A Chief is killed by mob justice in Ndhiwa on claims he was a burglar and a thief

THIEVING ASSISTANT CHIEF IS LYNCHED IN A MOB JUSTICE IN DHIWA, AFTER CLAIMS THAT HE WAS INVOLVED IN THE MIGNIGHT BURGLARY AND THEFT.

POLICE in Ndhiwa district are said to be actively investigating an incident in which an Assistant Vocational Chief was killed by a mob following allegations that he was involved in burglary and theft of musical instrument in another home.

According to sources in Ndhiwa, the Assistant Chief, when cornered ran and took refuge in an unidentified woman’s house, but the mob caught up with him and forcefully removed him from the house in which he had ran, then beat him up before dosing his b body with inflammatory liquid that looked like petrol or kerosene..

The late George Okendo Gor, who was an Assistant Chief in Kwandiku sub-location in Central Kanyamwa Location, Ndhiwa district, died in a ball of fire after the mob, which had been chasing him cornered him.

He was a married man with two wives and a number of children. His parents are said to be still alive, and were equally shocked, like anyone else.

At the time of his death, the Assistant Chief had another case of theft pending in court. He had hired an advocate in his dense, in the case in which it was alleged he had stolen 4 hens from another man’s home.

Reports reaching us indicated that , the late Gor, who was in his early 40s, might have made so many enemies in the course of his duty as an administrator. And that part of the mob that had savagely beaten him up were in revenge mood, following unconfirmed claims that he might have stepped on the toes of many residents in the area.

The information from a person in the area indicated that perhaps he had locked horns with many people within the areas of his administrative jurisdiction, because it was reported that he had identified himself to his assailants. His accomplices are said to have escaped the mob justice and taken refuge in sugar cane plantations to escape lynching.

The incident has stunned many people in the district and beyond, prompting civic leaders and politicians to call on the resident not to take the law into their hands, and to hand over any suspected criminals to the police.

The Ndhiwa MP, Joshua Orwa Ojodeh, who is also an Assistant Minister for Internal security, has appealed to his constituents to work hand in hand with the police when apprehending anybody suspected of criminal activities, and not take the law into their own hands. He said once a suspect is apprehended, he should be handed over to the police and other relevant authorities for further action.

Folks,

This is an acceptable. Again PM Raila is changing tactics on us. PM Raila has become an enemy of Kenyans, he keeps shifting gears to protect the interests of those hurting and destroying Kenyans. It looks he has ganged with evil doers who have made it a point to destroy lives of poor Kenyans. He must answer for his aloofness from facing reality.

All these politicians therefore must go home and vacate Public Office immediately. The Civil Society must now decide on their next course of action. We now know who we are dealing with. This Ping Pong game Politicians are playing with people’s lives must end, and it must end now. No one has a blanket check for people’s lives, so they do as they wish with our lives. Human lives are precious and justice must be seen to be done and it should stay that way. If these politicians cannot provide conducive environment and level playing field for legal justice and security to Kenyans, it is high time Kenyans decide. Your destiny is in your hands people!……..as poor as you are we can make it and we must all go to parade and demonstrate at the Hague until justice is done. We will find sympathizers all over the world who will back us up. We must take it upon ourselves to redeem Kenya. No Politician will save us people!….it is now or never……they have drained all blood out of our body system, now they want to scrap the bones, there will be nothing left if we delay. Wake up people!….

All these Politicians accounts held overseas must be frozen with immediate effect for the Civil Society to pick up pieces of their lives together. There is no hope from these folks. Wako is long due to vacate office and he must vacate Public Office NOW. We are instituting a Civil Society private Legal Justice system to take up our case from here after and we will face Kofi Annan and Ocampo squarely.

All Politicians who played Ping Pong with Kenyan’s survival and security will pay heavily, we will auction all they possess to recover tax-payers money they have stolen over the years………Join me people and lets get going………

I am sick and tired of being sick and tired. Something must be done and done soon. We must not let Kofi and Ocampo join their rank and file. It is do or break.

Former United Nations secretary general Kofi Annan is expected into the country to review the reform agenda progress.

Prime Minister Raila Odinga has responded with guarded optimism on the pressure piled on Kenya by the world to carry out reforms.

He said that Kenya does not have a master-servant relationship with the rest of the world.

“We do not want patronage rather we need partnership. We are in dialogue and as always ready to listen,” said the Prime Minister.

He was speaking during a breakfast meeting with the government’s top advisory organ- the National Economic and Social Council at the Kenyatta International Conference Centre, Nairobi on Saturday.
His remarks come only a day before former United Nations secretary general Kofi Annan is expected into the country to review progress on the reform agenda.

“I will be meeting Dr Annan and we will be exchanging notes on various issues that affect the country,” he added.

Mr Odinga added that Kofi Annan will be presented with a progress report on what Kenya has achieved.

He stressed that the two parties will dialogue and ruled chest thumping from either side.

Dr Annan’s visit will put into focus the government’s efforts so far to carry out reforms agreed under Agenda 1V of the National Accord that led to the formation of the Grand Coalition Government.

Reforms Agenda 1V include: Enactment of a new constitution, issues of land, police, judiciary and electoral reforms, addressing historical injustices, poverty and social equity.
Mr Odinga further defended the government on reforms progress saying that they were taking place but in an orderly manner.

“Reforms should be done in a constructive and structural manner and already we have put up committees and other organisations that are working towards that direction.”

He noted the disbanding of the Electoral commission of Kenya and the setting up of the independent interim electoral commission were a major step.

“We also have the boundaries commission, committee of experts looking into the constitution, the police task force. Our score card is clear,” he said.

The International Criminal Court prosecutor Luis Moreno Ocampo has also said he will be visiting Kenya in the “coming weeks” after the September 30 deadline to establish a local tribunal to try suspects of the post election violence passed.

At least 1,300 people were left dead and 650,000 other uprooted from their homes in the chaos that followed a disputed presidential poll in 2007.
On Friday, the British Government said it has banned 20 prominent Kenyans from visiting the country for ”involvement in serious corruption.”

British high commissioner Rob Macaire said the list had been growing over the past three years.

Asked if the list was connected to the United States threat to issue travel bans to 15 prominent Kenyans if they did not support the reform process, Mr Macaire said: “We are united in the stand against impunity in Kenya but I can’t speak for any other government.’’
The Prime Minister said the country would be learn more from Singapore, which is represented in the NESC.

LIBYA HAS DENIED THAT GADHAFI IS COVERTLY SUPPORTING DISSIDENTS IN UGANDA TO BRING DOWN MUSDEVEDNI’S GOVERNMENT.

LIBYAN government has dismissed reports that Libyan strongman, Col. Muamor El-Gadhafi is covertly supporting concerted efforts by dissidents in Uganda to bring down the government of President Yoweri Kaguta Museveni.

‘Reports that Gadhafi is against Museveni are false”, said Libyan ambassador to Uganda, Abdullah Buljedam on Tuesday this week at the Serena Hotel, Kampala.

“The manufacturers of these deadly rumors and lies are bent at destroying our good relationship. There is an excellence relationship between President Museveni and President Gadhafi, and they are increasingly becoming more friendly. The two leaders are bound by a revolution that brought both of them to top power”, said the envoy.

Museveni had accused his Libyan counterpart of using traditional leaders in Uganda to undermine him [Museveni]. The Ugandan leader reportedly told the MPs from Buganda region that Gadhafi was fighting him because of their fall-out in the year 2007 at the AU Summit held in Accra, Ghana, when he [Museven] refused to support Gadhafi, who had wanted to become the first overall President of the whole of African continent, under the auspices of the African Union.

The two leaders, however, met in New York last week, and agreed in a joint statement that cultural leaders should not be involved in politics.

The Libyan ambassador made these remarks during the celebrations to mark the 40th anniversary of the Libyan revolution that brought Gadhafi to power..

The Libyan ambassador said his country had invested heavily in Uganda to the tune of USD 600 million {Ushs.1.2 trillion}, and planned to undertake more investments in the areas of banking ,textile, oil and coffee.

The envoy also hailed President Museveni for sending peacekeeping troops to Somalia as part of the AU peacekeeping force.

On the split among the Ugandan Muslim community leadership, the Ambassador appealed to both factions to unite and forget their differences.

“The Gadhafi Mosque, a chain of Muslim Mosques around the country”, the envoy said the request to build Mosques had come from President Museveni himself.

At the colorful celebrations, the Deputy Speaker of Ugandan Parliament, Rebcca Kadaga , appealed to the Libyan government to help in conserving the nature.

‘The way your government has turned formerly desert land areas into green house farms amazes us, although Uganda is gifted by nature which we take for granted”, Kadaga said.

Folks,

The ball is on Kofi and Occampo Court. There is a dont care attitude that is felt in Kenya’s leadership and this matter must be taken seriously because it concerns people’s lives and Kenyan’s livelihood is at stake here.

I hope Kofi Annan and Ocampo will not take this matter lightly but swing into full gear action. Justice delayed is justice denied.

People, to get the big fish who contributed to the mess in Kenya, we must all rally together in one voice, and in your small way, do something extra-ordinary within your means, so we turn tables for a better life away from being sat on by Politicians no matter what……. what we do today for the sake of survival, will give us strength and ability to take charge and control our destiny……..we are the ones to decide for our destiny, we are the ones to choose who our leaders should be, we should not turn into hopelessness, but show the world that we can do it. We do not have money to bribe Ocampo, but our principles and MOUTHs will be our tools. Lets do it people…….lets do it.

Kenya to hand over ministers to Hague

The government will hand over election violence suspects, thought to include six sitting Cabinet ministers, to The Hague.

The six are part of a list of suspected perpetrators of the chaos, compiled by a judicial commission of inquiry chaired by Justice Philip Waki, that also names five MPs, seven former MPs and prominent people and businessmen.

They are accused of either financing or orchestrating the worst ethnic violence in Kenya’s history in which 1,133 people were killed and 650,000 others left homeless.

Protect anyone

On Thursday, Justice minister Mutula Kilonzo warned that the government will not protect anyone, saying that Kenya has adopted an international crimes law and, therefore has no choice but to cooperate with the International Criminal Court.

In any case, the Cabinet on July 30 resolved that it would fulfil its legal obligations under the treaty that formed the world court, he added.
“It was a statement by the top organ of the country that the government will cooperate with the ICC. The ICC can sit in Kenya and we do not have to surrender anyone we just need to arrest them, put them in cells and take them before the court when that time comes,” Mr Kilonzo said.
“Unless Parliament repeals the International Crimes Act or Kenya withdraws from the Rome treaty, there is really no choice but to help Mr Ocampo in his work,” he added.

“But the government has no intention of repealing the law or quitting the treaty since it is in the process of reforming the country into an icon of governance.”

On Wednesday, Mr Ocampo said he was coming to Kenya to meet President Kibaki and Prime Minister Raila Odinga over the next steps in trying the suspects.

His approach is to have the ICC prosecute those most responsible for the violence. The rest will be tried by a tribunal formed by Parliament.
The will deal with historical injustices and suggest mechanisms to prevent crimes against humanity in future.

“Kenya will be a world example on managing violence,” the prosecutor said in a statement issued on Wednesday evening.
Mr Ocampo has written to Mr Kilonzo saying he was ready to start talks on the next steps after the government failed to meet a Wednesday deadline to set up a tribunal.

“In the letter to me he writes, ‘As agreed on July 3, I would suggest that we have a conversation on the next steps to be taken’,” Mr Kilonzo said.
He said he was ready to invite Mr Ocampo to the country if Attorney General Amos Wako and Internal Security Minister George Saitoti failed to do so.

“The prosecutor of Kenya, according to the Constitution, is the Attorney General and, so long as we are not constituting a local tribunal, it is strictly he who is able to invite Ocampo in that capacity. But of course, as it so often happens in Kenya, if he declines to do so, I will,” he said.

In a related development, chief mediator Kofi Annan will have a private lunch meeting with President Kibaki and Prime Minister Raila Odinga. He will also hold talks with Mr Odinga ahead of the lunch, but it was yet unclear whether he would meet the President separately.

Mr Annan issued a statement saying that he will be in the country from Sunday to assess the progress made on agreements reached ahead of the formation of the grand coalition government.

This is the first time the former UN secretary-general is coming to the country since receiving the Waki report in October 2008.
Exchange views

The man who mediated the Kenyan post-election crisis has since handed over the envelope containing the names of key suspects together with the Waki report to Mr Ocampo.

The talks will be about the reforms the coalition government was supposed to undertake after the signing of the power sharing agreement.

“During his visit, he also intends to exchange views with representatives of civil society, including religious leaders and the business community, and other stakeholders in Kenya regarding the reform process,” a statement from the African Union Panel of Eminent African Personalities read.

At the same time, Parliament’s opposition caucus is planning to meet Mr Ocampo.

Garsen MP Danson Mungatana said the caucus will use the meeting to push for the prosecution of those who financed the election violence.
