We wish to register our concern, fear and complain against the emergence of a terror gang operating in the name and style of Tiacha Home Boyz. The group operates from within and without Oyugis town in Kasipul Kabondo constituency, South Rachuonyo District HomaBay County under the patronage of a political leader.

Since early 2008 the Tiacha gangs has been operaterating under their leader going by the name Major Jairo who patrols throughout the night within and from without his jurisdiction in a white Land Rover 110 XGK A 4600 with youths in full combat carrying offensive weapons.

The same white Land Rover 110 XGK A 4600 full of armed youths and/or gang is usually seen accompanying the Member of Parliament in all his functions within Kasipul Kabondo Constituency. While with the Mp this well organized gang instantly implement threats issued by the Mp. Occasionally the Tiacha Home Boyz are used by constituency manager to scare people away from the Constituency offices and the C.D.F offices. A point in record was when in 2008 this gang Tiacha Home Boyz pounced on the university students who had paid a courtesy visit to the CDF offices beating them with rungus, pangas axe and other crude weapons, several students were injured and hospitalized. The matter was reported at Oyugis Police Station. No arrest has been made to date.Police at the station are said to have all along been ready to arrest the gang leaders and team who are said to have several assault cases at the court of law, but some sources within the police claim there was an order from the provincial police Head quarters that Jairo and his gang cannot be arrested unless there is an order from the PPO’s office.

There have been several incidences since 2008 however; the most recent ones on record are pointed hereunder;

· On 5th September 2010 the Tiacha group accompanied the area Member of Parliament Joseph Oyugi Magwanga to a fundraising in Nyandiwa secondary school in Obisa Sub- Location, West Kamagak Location in Kasipul Kabondo constituency- Homabay County as the Mp in his speech issue death threat to Oyugis town deputy mayor Evans Omondi and Maurice Aguko Mayora the youths/gang flashed out all the assortment of crude weapons and confronted the two.They were only restrained by the area chief, his two assistants and the two policemen who were present. The matter was reported at Oyugis Police Station OB NO 18/8/9/10 @ 13:30 Hrs no action has been taken by the police to date.

· On 12th September 2010 the group Tiacha Home Boyz accompanied by the MP toa fund raising at Nduga in Kachien Location the Mp issue threat to the area councilor Enos Ogweno Ongondo.The same evening the councilor received a phone call from one Jairoh Odhiambo telling the councilor they were going to chop his head as it was needed by the Mp. The councilor reported the matter in Kosele to date no action has been taken by the police.

· On 24th October 2010 @19:10 Hrs Maurice Aguko received a text massage in his phone from Mp’s PA Caleb Oyieko which said in parts”You talked with somebody about my name,can you look 4 me so that we sort it out. Oyieko” At 19:24 Hrs Aguko received a phone from the constituency Bursay Chairman Isaiah Opap who inquired where he was.Aguko declined to give him the details.

· On the 25th October 2010 the white Land Rover 110 XGK A 4600 ferried armed youths and /or gangs to an education function in Kokech Location/Cluster Atandi zone in Rachuonyo South District. Aboard the Land Rover 110 XGK A 4600 were the nominated councilor one Arthur Aoko and Kasipul Kasipul constituency bursary chairman Isaiah Opap. The two were also said to have been armed with crude weapons. This happened only a day after the MP’s PA Caleb Oyieko and the same Isaiah Opap had called Maurice Aguko issuing verbal threats that Maurice Aguko Mayora and David Obondo Simba will soon be killed if they do not change their political stands.

· On 30th October 2010 the said gang leader Jairo called Maurice Aguko Mayora abusing and threatening that he has clear instructions to hand over Aguko’s head to the Mp since he is lying to the public that he made arepot to the police concerning the incident that happened in Nyandiwa on 5th September 2010.

· On 6th November , 2010 at 11:30 Maurice Aguko and Obondo Simba was walking along Kisumu Kissi Road within the Oyugis Town Centre, after passing the Oyugis –Kwoyo junction a white Land Rover 110 XGK A 4600 was sported packed on the left hand side facing Kisumu. Beside the Land Rover 110 XGK A 4600 stood a group of youth of whom two of them were known by their name as Jairo Odhiambo and Maurice Ogega.As the two approached the Land Rover 110 XGK A 4600.Jairo advanced an approached David Obondo Simba telling him that he should worn his councilor Ogweno Ongondo that he want his head and that he had worn the councilor to be careful.David Obondo responded by saying him is not Ogweno On’gondo and that if Jairo had an issue with the councilor he should look for the councilor.Jairo pounced on David Obondo as Ogega Drag Aguko back by the shirt. Jairo wrestled Obondo down while his accomplice joined him holding pangas and Jembes handles they had picked from the Land Rover 110 XGK A 4600.Jairo snatching a wallet and two mobile phone from Obondos pockets.After taking his loots he then grabbed a pang from one of his accomplice as members of the public started to respond by making noise that scared him and his accomplice and they let loose Obondo who started to run towards Ksii direction Jairo threw a panga he had grabbed from one of his accomplice the panga landed on Obondos back..Realising the charged crowd advancing. They jumped in the white Land Rover 110 XGK A 4600 and drove towards Kisumu direction. Maurce Aguko and other two who were at the scene then joined Obondo and they went and reported the incident at the Oyugis Police station for assistance David .Obondo reported the matter OB NO 13/6/11/10.Obondo who was seriously bleeding was rushed to the Rachuonyo District Hospital for treatment and examination. In that attack Obondo lost ksh 50,000, two mobile phones, leather cap, specs and a golden necklace.

We therefore request the government and its security agents to move with speed to investigate and take appropriate action. Since we believe many innocent people could be suffering in silence in the hands of this terror gang.
