This statement by Hon. Kajwang makes a lot of sense. Rt. Hon. Prime Minister is the
overall head of all Government Ministries no question about that. He should take his
mantle and get busy down to working to google eyes of the Thomases.

Muthaura memo to Raila angers Nyanza ODM MPs

Nyanza Province Orange Democratic Movement MPs have told off Head of Public Service Francis Muthaura to stop undermining Prime Minister Raila Odinga¢s authority in the Grand Coalition Government.Led by Immigration Minister Otieno Kajwang¢, the MPs demanded Muthaura to respect the PM¢s institution and “stop writing circulars that undermine his authority.”
Kajwang¢s sentiments were echoed by Public Service Minister Dalmas Otieno who said the confusion over the PSs being CEOs in government ministries should not derail the smooth operations of the ministries.
The Immigration Minister at the same time lamented that some PSs did not respect the Grand Coalition Government.”If any PS still thinks that Kenya is in 2007, then they should know that the National Accord and Reconciliation Act has already been put in place,” said Kajwang¢.
Kajwang¢ reiterated that the Act accords the PM authority to supervise and coordinate government affairs.”Every civil servant should know they serve a political government that was elected by the people,” he said. Speaking in Migori during area MP John Pesa¢s homecoming party which was also attended by the PM, Kajwang said they would agitate for a constitution that ensures the party leader with majority of MPs becomes Head of State.
