The back stops with the appointing authority. If the head of civil service can act with such impunity it reinforces that current prevalent belief amongst the citizenry that the leadership of the country has never and will never ever act in national interest. All they are doing is to envelop their evil deeds in order to perpetuate twisted disnasties and failed leadership upon the citizens.
Let us not be fooled. Muthaura is acting for and on behalf of narrow, selfish and largely sectarian interests in the government. The sooner Muthauras of this world is sent home the better Kenya will be. This is turning out to be a grand national calamity goverment, with the likes of Orengo now busy looking for land to build an air strip in Sega to enable the PM to fly directly to his home yet Kenyans are still waiting for Land policy he promised ages ago. Landing in Kisumu has now become too much for the big man and an airstrip is now necessary. I wonder where the monies being spent on these project are coming from yet wananchi cannot even afford a packet of unga.
God bless Kenya and its twisted leadership.

Folks
The first Mistake that President Kibaki and Prime Minister Raila did is retaining Muthaura as the Head of Civil Service. Or if Raila never knew that He was being retained, then he was cheated on the power sharing.
This guy is just for the downfall of these government and nothing else, He is trying to do weird things so that the government fails so that it is blamed on………
