I have read Peter’s and Rhourne’s emails with a lot of interest. And because the two touch on a subject that is very dear to my heart, I will comment on the two in detail before coming up with what are my humble suggestions.
I agree with Rhoune that MPs will not save our country because they are greedy. But who are these MPs? They are our brothers and sisters; our sons and daughters; our fathers and mothers. We replaced 80% of the 9th parliament with some of the people who were very critical of MPs but we have a group that is worse than the one we replaced. PROOF THAT OUR SOCIETY IS ROTTEN. THAT INCLUES ALL OF US
Yes, on election MPs use the opportunity to enrich themselves at our expense BUT WE RE-ELECT THEM EITHER BECAUSE THEY BELONG TO OUR TRIBE OR BECAUSE THEY HAVE BRIBED US OR PROMISED US SPECIAL BENEFIT ON ELECTION.
Limiting MPs terms and whittling down their terms may sound good but WHO WILL MAKE THAT LAW ? WILL MPs AGREE TO DO THAT? NEVER! AGAIN, ANY TERM BE IT ONE OR TEN YEARS IS VERY LONG IF GIVEN TO THE WRONG PERSON
Make PC’s governors? THAT IS CREATING 8 OR 12 LITTLE GODS. PEOPLE WHO WILL BE ABOVE THE LAW ESPECIALLY IF GIVEN THE POWER OF VETO! BEING ELECTED BY THE PEOPLE IS NO SOLUTION BECAUSE DO WE NOT ELECT THE MPs AGAINST WHOM WE COMPLAIN PERPETUALLY? HOW CAN WE MANAGE THE THE TERMS OF 8 OR 12 PEOPLE WHILE WE CANNOT MANAGER THE TERMS OF ONE PRESIDENT AND ONE PRIME MINISTER?
So what are the solutions? THE SOLUTION IS ONE. WE KENYANS.
WE ALL MUST CHANGE:
1. EACH ONE OF US MUST APPRECIATE THAT WHEN WE CLAMOUR FOR OUR RIGHT (HAKI YETU) WE MUST HONOUR THE RIGHTS OF OTHERS ( HAKI YAO)
2. WE MUST RECOGNISE THAT NOBODY CHOOSES PARENTS AND THEREFORE NODOBY SHOULD BE JUDGED BY THE TRIBE – WE SHOULD JUDGE A PERSON BY HIM OR HER;
3. WE MUST APPRECIATE THAT NO TRIBE IS GREATER OR LESSER THAN ANOTHER TRIBE;
4. WE MUST CHANGE FROM THE FALLASY/MISCONCEPTION PERPETUATED BY POLITICIANS THAT IF A MINISTER OR PRESIDENT COMES FROM OUR TRIBE WE WILL BENEFIT EXCESSIVELY.
5. WE MUST REALISE THAT WHATEVER OUR MP’s DO IS FOR THEMSELVES AND THE TALK THAT THEY ARE DOING IT FOR US IS UNTRUE.
If we succeed in the foregoing, we shall be able to UNITE AND FIGHT OUR ISSUES AS ONE KENYA ONE NATION. THAT WAY, WE SHALL:
1. JUDGE ISSUES BY THEIR MERIT AND BY THE PERSON BEHIND THE ISSUES, THAT IS WE SHALL BE OBJECTIVE;
2. WE SHALL ELECT PEOPLE BECAUSE OF ABILITY NOT TRIBE;
3. WE SHALL JOINTLY FIGHT FOR OUR RIGHT FOR PROPER LAWS MADE FOR THE US -THE PEOPLE – AND NOT AGAINST US; FAIR PRICES FOR GOODS; FAIR AND EQUITABLE DISTRIBUTION OF RESOURCES; JUSTICE FOR ALL KENYANS WITHOU DISCRIMINATION BECAUSEOF POSITION OR WEALTH; EQUAL OPPORTUNITIES FOR ALL KENYANS.
I shall appreciate comments, including criticism, on what I have said.

These are the reforms that will save this country. My suggestion – Can we have all provinces being converted to states with governors instead of PC’s who are political, so that governors are elected by people? Then the governors can reign in on the MP’s in their regions as well as scrutinize the bills passed by parliament?
The governors would have the right to veto issues in parliament, while they would be subject to , a tribunal that sits and looks at their terms once in a lifetime? They would be expected to live in their home state and meet periodically in say Nakuru or some central town to look at parliamentary business? The local authorities would then be managed directly by governors, and that the ministry of local authorities becomes obsolete? That the MP’s will only govern for a term not exceeding two 5 year terms? I see cost savings, strong grassroots leadership and good governance here.
Then the terms of MP’s are whittled down such that the post becomes unattractive, and we strengthen the governorship, and since they will be eight or 12 of them, we could somehow manage their terms of reference? Imagine improving on the terms of provincial commissioners by a few perks after changing the posts to become governorships? This would save this country’s treasury.
Secondly, the governors would be elected in the middle of the Mps terms, which would bring some political stability. Guys, we need a stable strong Kenya, MP’s will not take us anywhere.

Who is this who will be saviour of our beloved country? Can someone (none of the MPs can as they are very very very very greedy) introduce a bill to limit the number of terms a person can be an MP?, some of the MPs have sat on the seats for so long with no development records.
Once elected, we all know that these MPs hve used the opportunity to enrich themselves at the expense of their constituents. One bull fighter even mentioned that paying taxes would make them be as miserable as their constituents (just to ask him, who is miserable?, not me, maybe you).
Limiting the MPs term would also ensure wealth redistribution, as many people will have the opportunity to enjoy the tax free money while the former MPs who had made their cash come down and contribute to the new Mps taxes. Otherwise some of these Mps whom we saw last year steal votes will continue to do so and we may only thank God when He (God) decides that their time is up from down here.
Something needs to be done and now. Lets have MPs terms limited. This way we will not have some of them heckling saying their political careers are destroyed, some are half backed with no careers so they talk of “political careers”, as if we dont have our political careers. I believe each and everyone of us has a political career for politics affect our day-to-day lives.
