Kibaki’s rule through such manouvres is evidential proof of the way he planted MUTHAURA (who is junior to PM Raila) to muddle events, he sticks his gun on the ECK Team which he cant get over with, he steers Saitoti (to inherit him) as seen in the control of Police and armed force, Michuki in the control of Finance Ministry, he sets Uhuru Kenyatta to steady watch over PM Raila, he positioned Kalonzo Musyoka to maintain the spoil systematically both in the house and outside, he appointed Mutula Kilonze as his spokesman, to Macho on the twisting of events and legal implication for escape route, we see how Biwot and Team are getting on board through the back door, we see how Moi is back actively campaigning in politics financing, fixing gadgets and bankroll machinery and equipment – come 2012 people’s energy to move on steadily on their quest to democracy will have waned and thinned out. It is very clear they are trying to evade the most necessary constitutional reform, which is why they keep scheming to 2012 election preparation, knowing too well they cannot escape implimentation of reform agenda number four.

He also cautioned politicians against premature campaigns for the 2012 elections, saying the country could be distracted from more pressing priorities. The media, civil society, religious sector and other stakeholders, Annan said, should remain focused in pressing for advancement of reforms by the executive”.
The President has failed Kenyans on the MEDIA BILL……….. when he ignored local and international concerns on the Communications of Kenya (Amendment) Bill 2008 to sign it into law on Friday, President Mwai Kibaki deliberately turned to syntax to justify an improper act. His Government resorted to propaganda to portray media practitioners, human rights activists and lawyers – among other critics – as too ignorant to understand depth and potency of the venom in the new law. He portrayed thousands of experts opposed to the law as too ignorant to comprehend the intricacy of his decision or too haughty to care for the purported good aspects of the new law and its role in fulfilling the Vision 2030 dream. We all want the country to prosper. We want a better future for our children, an environment that attracts investors, and a people who stand for the national good. But this can only be achieved with good laws, which is why we are upset with the President’s decision to assent to a Bill that negates the very basic of aspirations of our country. It is unfortunate that the President claims that section 88 is not part of the amendments passed by the Parliament in December, lack of quorum notwithstanding. This is the ominous section that empowers the Minister for Internal Security to storm media houses and confiscate broadcast equipment. It is curious for the Head of State to twist the truth, ignore salient issues and popular appeal and make Kenyans believe he is making a credible argument. It is alarming if he innocently believes or has been made to believe that the draconian law he has assented to is his New Gift to Kenyans.
Tana River residents not consulted on Qatar land lease
The Government’s decision to lease land in the Tana River Delta to Qatar is another manifestation of the State’s inconsistency relating to the development and future of the delta and its residents. It is a reflection of bad governance and a Government that is insensitive and unresponsive to the democratic rights and civil liberty of the indigenous coastal communities, who have occupied and used land in the delta since time immemorial.

Question Mark – Is Government Blackmailing Kenyans?
How was the decision to award the land reached? Was due process followed? Is it a coincidence that major decisions on the Tana Delta are announced in December through the media? The proposed sugar cane project was also announced in December 2003.
Why is it that the value of all the proposed projects revolve around the Sh2.4 billion mark? How come the Government is unwilling to provide appropriate information to the public, and more importantly, to the local communities?
Held accountable
Which ministry or State organisation should be held accountable and responsible for the decision to lease out the land? The Tana River Delta is rich in resources. It has many uses, users and interested parties. Decisions made concerning the region must take cognizance of this multiple use and sustainable yields of the delta. Before the Government proceeds with its current piecemeal and inconsistent development agenda, we urge it to formulate and develop an integrated land use master plan taking into account the region’s social, economic and ecological factors. This would revolve around crop farming, livestock herding, fisheries, tourism, biodiversity and natural resource conservation among others. The plan should be acceptable to all users of the delta and address their needs and aspirations. International interests must also be taken into account, like the Ramsar Convention on Wetlands, which Kenya is party to.

Financial institutions are holding Sh38 billion in unclaimed financial assets when widows, orphans and other dependants have suffered for lack of a formal mechanism to reclaim the funds. Assistant minister Oburu Odinga, however, said a report from a team appointed to investigate the matter would soon be tabled in Parliament for action to be taken.
But Mr M’Mithiaru said the banks were claiming back the amounts after some duration and asked the minister to come up with concrete solutions as Ekwee Ethuro (Turkana Central) called for an executive order to check the trend before the amendments.

Raila calling on CRISIS MEETING:
This is a sign that things are not good …… ……. …. Prime Minister Raila Odinga has called a crisis meeting of ODM ministers and legislators to reassess the party’s “standing in Government” this Wednesday. The PM considers the development as a slap in the face after he had publicly assured Kenyans that the President would not append his signature to the controversial Bill. The move by the President has caused ripples in the media fraternity but there are indications that it could have even more devastating effect on the Government. Of great concern is that the simmering tension in Government could have dire repercussions on the political stability, including derailing the ongoing reform agenda.
Since the public will not DEMAND less for CHANGE, we must categorically continue to pressure the President to pursue the signed agreements between him and PM Raila, so before anyone thinks of disolving Grand Coalition Government, there is still goodwill to deliver the required reform to the people as expected of them.
President Kibaki is not on a joy ride with Kenyans…… open your eyes and open them wide…………
