Speaker of the National assembly Kenneth Marende will Tuesday afternoon rule on who between the Prime Minister Raila Odinga and Vice President Kalonzo Musyoka takes the position of the leader of government business.
Coalition partners PNU and ODM have been huggling since last week over the position.
Marende was expected to consult the president and the premier before making a ruling on the matter.
Delay in the composition of the house business committee which sets the agenda of the house is halting business in parliament.
Meanwhile, PNU and ODM were locked up in separate meetings Tuesday morning ahead of parliamentary session.
The grand coalition partners are battling for supremacy in parliament with both sides maintaining hardline stands on the composition of the house business committee.
PNU parliamentary group is at KICC chaired by Vice President Kalonzo Musyoka While Prime Minister Raila Odinga is chairing ODM PG at old chambers.
PNU says it is confident speaker Kenneth Marende will consider the constitution in his ruling on the leader of government business.
Elsewhere, the parliamentary select committee on the constitution is expected to name nominees to the boundaries review commission today.
The committee which carried out some interviews yesterday is hauled up in a meeting at county hall to conclude the nomination exercise.
Former provincial commissioner Joseph Kaguthi, former assistant minister Andrew Ligale, former MP Wanyiri Kihoro and human rights activist Harun Ndubi are among those battling for the post of chairmanship.
PSC will then forward the list of nominees to parliament for approval.
The boundaries commission will be charged with the responsibility of reviewing and drawing new administrative and constituency boundaries.

Ms Judy, when will these leaders do Some Governing in thi s country????.!. Mr. Speaker has now provided “Face saving out for Mr. Kibaki and Mr. Oginga with NO RULING which is god for the country. The question is can they use this “window” to govern and provide leadership for Kenya people?
I am very pessimistic about the constitution review you are calling for here. I must confes to you and others that I have not done my homework on this issue but I will eventually. My pessimism with Kenya politics arises from many quarters. I don’t think new constitution if passed will superceed: the current Kenya political system of lawlessness, tribal politics and the “normal” political corruption no matter who is President or Prime Minister in this country. I know the parliamentary system was developed by the British but does these MPS have to be legislatures and cabinet ministers at the same time in this country? I don’t expect all MPS who are selected to head respective ministries to at least have minimum qualifications to run these ministries. How many times have you heard some ministters caught in corruption in their ministries that the “DID NOT KNOW WHAT WAS GOING ON?. Then the stupid public in this country will cry “sack him..sack him!..and their replacement will do the same..on and on!
Yes, you are quite right Ms Judy that the country need constitution passed but how many of these MPS even know what is in this document or have the aptitude to read it?. Did these same MPS eve even red the current government accord that has produced the HB fight?
I say true governing in this country must separate these MPS from Cabinet posts. Thinking “out side the box”, the President should nominate cabinet members in his/her administration out side politics. The selected cabinet officials must be approved by the legislatures in the parliament. These type of system if developed can improve governing in this country. Selecting Cabinet officials from out side politics have the potential of benefiting the ministries and the public in providing efficient services. Kenya has experts who are now out and inside this country who can come home and help this country move forward..if running these ministries can be left to experts than these politicians. In this system, the distribution of public resources will not be again influenced by MPS” who wears two hats” ( MP and Cabinet minister).
For Tribal politics, I often wonder why all Kenya tribes think the same way when it come to election ( voting for one of your own..with few exceptions!). It strikes me when I see people agrees in everything then they I know they are NO THINKERS in these groups. This is whether the actors want to admit or not. Take for example, Migingo Saga is seen as Luo problem and Muginki Terror is seen as Kikuyu problem and to people with open mind these are KENYA PROBLEMS.
formation of overnight parties and tribal cult like following during elections. Party affiliations in this country is nothing but elite clubs for the ruling class. There is no difference between political parties in this country. Yes, in public there is PNU, ODM and many others but what does these so called parties stand for?.These parties are used by the elite class as “vehicle” for election because election laws requires them. To proof the point that the ruling class have everything in common with each other than the public or their regional triba political base, .See the issue “paying public taxes by MPS..which party has come forward to demand that all MPs MUST PAY TAXES LIKE EVERY ONE ELSE IN THIS COUNTRY?…( NONE) I am for constitution change/review but unless there is overall retooling of the entire political system in this country these reviews will come and go!. Why would these politicians be concern with these political district boundarie NOW while Kenya borders are under siege by Uganda, Somalia to mention a few!. If the country CANNOT protect its’ borders what good will these internal boundaries do?
