US warns 15 Kenyans they are blocking reforms

The United States has sent warning letters to 15 prominent Kenyans it says are blocking reform in East Africa’s biggest economy following last year’s post-election violence, the U.S. ambassador said on Thursday.

Michael Ranneberger, the US envoy to Kenya, declined to name the individuals. But he said they included sitting government ministers, members of Parliament and other senior officials on both sides of the country’s coalition government.

The United States may issue travel bans against some of the 15 in the coming weeks, he added, and Washington would now also closely scrutinise all proposed loans and aid programmes for Kenya brought before international financial bodies.

“These steps reflect the view at the highest levels of the US government that implementation of the comprehensive reform agenda … must proceed with a much greater sense of urgency,” Ranneberger told a news conference in Nairobi.

“Doing so is crucial to the future democratic stability of Kenya … Despite all the rhetoric and commissions and talk and all that, not much has happened.”

During a visit last month, US Secretary of State Hillary Clinton told Kenyan leaders they must quickly implement long-delayed reforms to tackle rampant corruption, impunity and rights abuses that were holding their country back.

The 15 letters from US Assistant Secretary of State for Africa Johnnie Carson warned the recipients their future relationship with Washington was directly linked to their support for the reforms and opposition to violence.

Kenyan Prime Minister Raila Odinga, who critics say has done little in office to tackle a raft of corruption scandals, was unruffled by the move as he gave a speech at Harvard University in Cambridge, Massachusetts, near Boston.

“The US government is totally entitled to do whatever they want to do, if they are convinced that the people they are banning from coming to the United States have been involved in forms of impropriety,” Odinga said.

‘No business as usual’
Graft is a major deterrent to private sector investment in the economy. Watchdog Transparency International ranks Kenya as the most corrupt nation in all East Africa.

Corruption, red tape, crime and fears about political stability are all major headaches for businesses operating in the region, executives routinely tell researchers.

Ranneberger said Washington would study all future aid and loan deals to make sure they benefited Kenyans, and to ensure they would help support the nation’s urgently-needed reforms.

“These steps follow an awful lot of private diplomacy … It goes hand-in-hand with what we said: No business as usual,” Ranneberger added.

“The people we’ve sent letters to are not thugs, they’re not criminals. They’re people we have dealt with over the years, people who can play a role helping to transform this country.”

Kenya said this week it would miss a September 30 deadline to set up a local tribunal for the architects of last year’s post-election violence, raising the possibility of prosecutions by the International Criminal Court (ICC) in The Hague.

The ICC has said it is ready to step in if the government does not find a way of putting on trial those accused of masterminding the violence that killed at least 1 300 people and drove another 300 000 more from their homes.

Ranneberger said he did not believe the possibility of a credible local tribunal had been completely ruled out yet.

“But the whole point is that accountability needs to move ahead,” the ambassador said. “Don’t let it take another six months or a year or two years. Let it happen now.” – Reuters

Subject: Recall Ambassador Ogego Immediately

Many Kenyans abroad have expressed the view that Ambassador Ogego should be recalled on many grounds and I believe its time he was recalled. His stay in the US as Kenya’s Ambasador is only hurting the relationship between Kenya and the United States.

1. First, Mr.Ogego hasnt built any good relationships with the United States at a time when Kenya needs that relationship more than any other time before. It’s Mr.Ogego who even before presenting his credentials to President Bush rubbished the current President-Barrack Obama the wrong way for no apparent reason but only that Ogego was selfishly protecting his job and his stomach. Its no wonder that his continued stay in the US will not be helpful to any bilateral relationship with the United States. The Kenya government by leaving Ogego as Ambassador is only hurting itself and the benefits that Kenya can gain from US-Kenya relationship. Ogego is not the one to build that relationship and this is not something that Kibaki doesnt know. For the good of the country, he should be recalled immediately.

2.Secondly,any Kenyan who lives in the United States knows very well that Ogego is not a Diplomat at all..maybe only by name. He is arrogant and more than proud to lead any group of people. He has proved that political appointees with no diplomacy training do not make good ambassadors. All that Ogego has been doing is protecting his job by any means necessary..by being partisan and not doing what a diplomat is supposed to do. Ogego can do anything to protect his job at the expense of serving Kenyans abroad. It seems that Ogego has exported serving PNU to the United States at the expense of serving Kenya. He seems to have zero respect for the Prime Minister for reasons better known to him. Just as we speak there are rumours that he championed the view that Raila should not meet President Obama before Kibaki does. What does that help Kenya with?

3. Third, Ogego is more partisan that politicians in Kenya today. In 2007, he openly campaigned in the United States for Mwai Kibaki and made every meeting that he attended a political meeting where he bashed ODM and Raila Odinga and championed the vote for Kibaki. He even said that donors will run away from Kenya if ODM wins. Are civil servants supposed to do that? Is Public Officer’s Ethics Act being flouted with abandon here? He went as far as saying that no one should symphathise with him for being partisan and warned the country into voting ODM saying that donors will run away if ODM won. Today, Ogego continues to rubbish ODM and the Prime Minister, wherever he goes and seems to represent PNU in the United States and not the Kenyan government. This is not what Kenyans in the United States want their ambassador to be. Its time Ogego was recalled back into the country.

4. Fourth, Ogego’s contract expired more than 4 months ago and he is today holding the position due to political reasons and not any reasons that would benefit Kenya.Its political shananigans that is keeping Ogego in the United States and not any good reason at all. This is the time that Kenya needs a strong team and an enlightened Diplomat in Washington D.C and Ogego is not that diplomat. For the Good of Kenya, let Ogego be recalled with immediate effect.

Christine Baraza, well audited report. Better put and said more than I could ever imagine in my wildest of dreams. But I do beg to differ wit you on only on item; recalling him back home. I don not really know how this may/will help the people back at home. This is a fellow who does not have the interests of the people of Kenya, or even Kenya itself at heart. He’s got his own interests at heart. Kenya needs recalling people who would/will add value to the well-being of our nation and the people that occupy it.
Ogego, given he has done all these wanting stuff while out of Kenya, what do you imagine the guy would do if brought back home? Kuna msemo wa kiswahili, naukumbuka nyakati zile nilikuwa bado shuleni. Mwalimu wangu a lugha ya kiswahili at that time told me, “akumulikae mchana, usiku akuchoma”. Now just in case u may want me to expound on that, if this guy is tribalistic while in the US, where there aint no tribes, what would he do once he jets back to the country where tribalism is strangling a great population of this country? He will have a field day spreading his seeds of discord. I would rather this guy is kept at bay.

Glad to hear from Christine,

It is true Ambassador Ogego is a big embarrassment in Washington D.C. All his actions and sneekiness are associated to those of Mafia gang of the underworld. I believe he has overstayed his usefulness if there were any. Keeping him here any longer confirms how Kenya is completely dysfunctional and is a failed State. I had registered my complaint of the same in the past.

No one in any administration can trust information of diplomatic consultation as credible and reliable coming from Ambassador Ogego.

I therefore wonder, of what use would Kenya Coalition Government be keeping Ambassador Ogego in the U.S.A.? Under which category bracket of Diplomatic Representation is Ogego serving Kenya or Kenyans and the host Country? Whose interest is he serving? Can we get answers from Kenyan Government and the Parliamentary policy Governing body?

I believe these are wastages of Public Tax Payers money, exposing lack of integrity in the part of Kenya’s standing and weakening all possible Diplomatic relations and ties between Kenya and the world.

The Citizens of Kenya must demand to account from the Kenyan Government and pressure for immediate action.

As much as some selfish people want to emphasize on Kenya’s sovereingty, we must realize that Patriotism is the last resort for scoundrels and America is just trying to stand with MILLIONS of Kenyans who are suffering under the yoke of Kibaki’s failed Leadership. If Kenya had proper leadership then America would not even be involved in Kenya’s affairs.

Kibaki who is now angry with America is the ONE PERSON who failed terribly in organizing FREE and FAIR election, stole the elections and thus led 1500 people dead and more displaced. Kibaki is ONE PERSON who has entrenched TRIBALISM in the country. Kibaki is one PERSON who has failed to STOP CORRUPTION in Kenya and continues to appoint cronies with MASKS PRETENDING to fight corruption.

KENYAS FAILURES must all be put at KIBAKI’s doorstep. He has made Kenya a failed STATE and being angry with America DOES not help matters at all. I hate other countries interfering in others internal affairs BUT FOR KENYA, THIS IS REALLY NEEDED. IF LEFT ALONE WE WILL DO NOTHING and come 2012 we will be at square one and who suffers-THE COMMON MWANCHI. People like ALFRED MUTUA who guns for hire basically protecting their JOBS.

MAKING A CONSTITUTION has taken Kenya 19 years AND STILL COUNTING. REFORMING the POLICE accorsing to KIBAKI is changing faces at police headquaters. ONLY STRUCTURAL REFORMS will save KENYA not COSMETIC CHANGES and playing MUSICAL CHAIRS with the minds of Kenyans. Even ITEERE will be a big FAILURE at Police headquaters-JUST WAIT and SEE.

In terms of Constitutional Reforms, Fighting Corruption and impunity, Police Reforms, I STAND WITH AMERICA AND I STAND WITH AMERICAN AMBASSADOR. When will we Kenyans see sense and stop pretending with PATRIOTISM? Why did KOFFI ANAN come to Kenya? Because Kibaki failed TERRIBLY to manage ELECTIONS in Kenya because Of TRIBALISM and QUEST FOR RAW POWER.

We can not pretend that we are sovereign while kenyans are dying of
starvation 40 years after indiependence and we can not even manage our environment at this point in time. Our peers at indipendence such as south Korea and Singapore are basically developed nations at the moment and yet we want people to continue baby sitting us and telling us nice words as we look our heritage and the heritage of our children. Leave alone sinking the country into deeper debt due to careless borrowing and careless use of borrowed funds.

Kenyan affairs are developed countries affairs: they are funding
literally all developement programs and even the money they send is
still stolen and misused by the government officers, NGOs etc (mainly
managed by Kenyans). How do we expect people whose monies we are wasting to keep quiet and let us do as we wish because we are ‘sovreign state’?

Why are we not sovreign in our behaviour as a nation? Selective
sovreignity does not work as far as I am concerned.

Two things: we need to bring ourself to real indipendence and manage
our affairs totally and efficiently with our own resource or depend on
the external funding. As long as we are funded externally, the donor
countries will talk (and they have a right to) but if we come to a level
of managing our own affairs totally and efficiently then we will have a
voice and that voice will be heard.

Kenyans,

I am very proud with the USA ambassoder to Kenya. The man is really
doing a great job and Kenyans should be proud of him. Infact people who
are messing Kenya are very few individuals and I still do not see how
majority of Kenyans can just still sit down to see our country being
messed with and do nothing. Good things do not come easily. Kibaki is
just a goat who does not even know what he is saying. The fact that he
Kibaki is getting food everyday in the state house and riding in
expensive German made cars does not mean that all is good in Kenya
today. Infact Kibaki has put Kenya well below to where he found it when
Moi had already messed the country for 24 years. This Kibaki still
thinks that only Kikuyus can be real human beings in Kenya and only
Kikuyus should lead other Kenyans. The man is a tribalistic like a dog.
Kenya is made up of over 40 different tribes but unfortunately he Kibaki
does not know that. When people like Murungi join hands with Moi to
suggest that parlimentary system is bad for Kenya, you should start to
think very hard. Murungi did not want presidential system when Moi was
the president, infact he murungi wanted a parliamentary system by then
so what have changed?. Kenyans can not even make their own HIV/AIDS
drugs, no malarial tablets, foreigners are sponsoring projects in the
country, education for young Kenyans, food is brought to Kenya bought by
foreign money and Kibaki is saying that he is angry with USA. Is Kibaki
really realistic?. Does people like Mutua, Kilonzo do really tell Kibaki
the truth about Kenyan situation?. I know the president do have always
big escort and he is being told the things they know will not upset him,
BUT can somebody (advicers) tell Kibaki the truth about where Kenya is
heading to. If the situation continues like this upto 2012, Kenyans are
heading for a civil war, whether Kibaki gives all Kikkuyus Guns or not
there will be still civil war. Kenya can do better than what Kibaki is
thinking he is doing now. First he stole the election nad now he is
stealing money through Ringera, what a joke? .Kenyans should take their
country back from these idiots.

We have been treated to drama after drama from Kibaki and Mt. Kenya Mafia with cohort and cartels. We are not going to engage in their business as usual. Those names that were named are completely banned and they are material for Hague. This is because they have time and again scuttled and obstructed Reform Agenda from taking place, they are ready to die but not let Reform Accord Agenda take effect. They have continually threatened and paid groups of thugs to kill and schemed for destruction and obstruction of Democracy to Kenya. They have participated or provided Facility Material Support to block Reform Agenda one way or the other from taking place.

Kenya and Africa are tired from being a laughing stock on the face of the World. Committed genuine reform Agents have lost valuable lives in the past because of people blocking ways to make such happen. Energy to continue fighting for progress and prosperity in Kenya is diminishing from those willing to fight for Reform. Innocent people have been killed and became victims of circumstances. Hunger and poverty have engulfed the whole Nationhood because of a few special interest groups who want things to remain the way they are.

When we look through the stethoscope, we see some people scrambling for power through unscrupulous and dubious means. We see Ogego as Tuju project being used by Mt. Kenya Mafia to finish the Luo Community through cheap hand-outs. It failed miserably this time round when their scheme backfired.

PM Raila was a target this time round. Instead of being neutral, Ambassador Ogego played it clean summarizing all our past fears that Ambassador Ogego is a Mule of PNU the Mt. Kenya Mafia whose Tuju the imposter is in the Mt. Kenya Mafia Group’s pay-role on PNU ticket baying for PM Raila’s blood like that of Robert Ouko. When Michuki walked out in protest as the Prime Minister was delivering a speech touching on issues of corruption and impunity in Kenya, Ambassador Ogego followed him out and they both abandoned PM Raila at the mercy of good Samaritans at the Harvard University few days ago. Parliament must look at this matter carefully and see what they can do about it, if Kibaki has refused to act. This scenario tells each and everyone how this Mt. Kenya Mafia is putting everyone in fearsome risky situation.

From this picture we have seen a trail of what happened to Robert Ouko when he was abandoned in UK from protest of Biwott the Total man and others who were with Robert’s team in a Mission to UK. Coming back to the country, they slaughtered Robert Ouko like a chicken. What did he do wrong, he stood up to talk about corruption in Kenya.

Tuju is being used the same way to spearhead the same mission to wipe out good people for the interest of Mt. Kenya Mafia. Keeping Ambassador Ogego in Washington DC, he will continue to use his connection with unsuspecting Kenyan’s in Washington DC and elsewhere, those of Kenyan Community to mess and scuttle peaceful Reform Agenda and mess up those who stand to the support of the Reform Agenda in USA. Ambassador Ogego is therefore a Facility Material Support to scuttle Reform Agenda and he too is a material for Hague.

The drama that we saw in the USA following United Nations meeting in New York, Ambassador Ogego was a prime player who wanted to confuse everything and make things fall apart. This tells us that Kenya is completely dysfunctional and a Failed State. That those in leadership are not in for anything good for Kenyans. Michuki of all people have no powers whatsoever, cause such a stir, under cover of Mt. Kenya Mafia with cohorts and cartels, it spells doom. Some people’s lives have been compromised. Most likely, PM Raila’s life is in jeopardy and he may fall in the trap like that of Robert Ouko unless these character that got themselves involved are rounded up and locked in.

Hearing the way President Kibaki argues, that he is angry with America shows how negative he is with matters of Reform and Constitution making. He never comment with Kenyan people showing dissatisfaction of his re-appointment of Ringera, he went ahead head-swell with stiff neck to maintain and keep Ringera. We all complained about Ambassador Ogego but he maintain to keep him by force anyway. President Kibaki has showed he is the most powerful person in the whole wide world, he can do as he wish and cause and embarrassment to whomever he wishes and no one should point a finger or say anything. What I gather, he is he can do his toiletry on your door and you will do nothing about it. He is that powerful. He cares the less about many complaints of Violation Against Humanity in Kenya and is not ready for Reform.

We believe Kibaki and Mt. Kenya Mafia with Cohort and Cartels and through Ambassador Ogego were instruments used by Mt. Kenya Mafia connects in Boston Massachusetts to link people such like Farah Stockman of the Globe to intrude and cause conflicts of interests in Kogello and Kendu Bay in Karachuonyo in Nyanza. We now know all their game plan. I am so surprised Tuju is a sell-out, he too is a Facility Material Support to scuttle Reform Agenda from taking off and is a candidate for Hague as well.

Kenya is not a sovereign State anymore. The Hague plan under Reform Accord Agreement must therefore take immediate effect without wasting anymore time. An Interim Government must be constituted immediately and cannot wait for tomorrow. Ringera is up to destroying all records given one more month. We want to make sure, Kenya is on the road to complying with Reform Accord Agreement statement following sequence as was stated. Time is up for the Local Tribunal, Kibaki with his twisted behavior and attitude with his Mt. Kenya Mafia group have failed Kenyans. He must step aside and let Occampo do his work.

We plead to the world powers including USA to help Occampo move with speed. I stand with America whole heartedly and this is the time to save Kenya from this Mt. Kenya monster. Kenya needs to be on the road to good Democratization urgently. Kenyans are ready with exception of a few, those of the Mt. Kenya Mafia. They have to be put to where they belong so we can be free to move on.

    Kibaki is always anti reforms because what Kenyans want to change was his political design which was formulated immediately after assassination of Tom Mboya.Together with other GEMA ELITES, kibaki drew a selfish plan of RULING KENYA FOR THE NEXT 100 YEARS.These same people organized for a gema oath which was taken by all Kikuyu, Embu, and Meru to bind them.

    Most of the gema elites who are in the government now took the oath while children and that is the reason why they believe it is their government, not kenya government. Stubborn people like Ringera, Kiraitu, Thuo, and others might have taken the oath.

    With gema hidden agenda, kenyans should forget a new constitution because Kibaki is not ready to make other Kenyans happy. Kibaki, during the struggle for multiparty, said that it was impossible, just like somebody trying to cut a mugumo tree with a razor blade.

    ANY REFORMS KIBAKI IS MAKING NOW IS WELL CALCULATED TO ACHIEVE A GEMA PLAN OF DOMINATION KENYA’s ECONOMY AND POLITICS. UNLESS OTHER KENYANS WEAK UP, KIBAKI WILL MAKE SURE HE LEAVES KENYA LEADERSHIP FULLY UNDER GEMA DOMINATION IN ALL AREAS.

    THE PROBLEMS WITH OUR LEADERS IS STOMACH POLITICS WHERE POLITICIANS ARE FOR SALE AGAINST THEIR CONSCIENCE.

    SOME OF THE GEMA PLAN NOW WAS TO INFLATE THE POPULATION OF GEMA COMMUNITIES IN ORDER TO JUSTIFY THEIR GREED. IN FACT,THE RECENT POPULATION CENSUS IS TO FULFILL THE GEMA PLAN.

    What is the bravado about sovereignity,sovereignity when we as a country cannot even feed and defend ourselves.
    We are beggars day in day out.You cannot choose when you at the situation we are in .The Raila haters namely Wetangula.Kalonzo,Kilonzo,Michuki,Mutua and all the non reformers in PNU and a few disgruntled Riftvalley MPS are the ones who appear to suggest that the American ambassador and Obama are interfering with the countries status quo.

    To Kenya public, Western governments is all you got to to affect change in your country. Without these Western governments, they would be no Coalition government as you know it. Some of you might have forgotten how this current government came into being. The same threat of banning these leaders and their families from coming to Western capitals was the card that was used to bring the politicians to the table to form this government ..look it up!. The same characters like Watuglia even then were saying the same things they are saying now” Kenya is sovereignty state ..nobody can tell us what to do” and when you hear them correctly now, they are saying the same things again on this letter by the US government.

    Yes, shoot the messenger is always easy call to make or no brainer to African leaders and their rank and files politicians. Remember in this world who has the gold ..makes golden rules!. Your President can yell..puff and huff about the diplomatic protocol on the way this letter was sent to these politicians but there is nothing he can do to ease/change the wind and the substance of this pressure notice. Western government or any other government in the word is free to let or not let any one into their country. I suggest Mr. President Sir. do the same. If your government is aggrieved with this letter and if you serious that these Western governments are picking up on your innocent politicians and your country you too should disbar their politicians from coming into your country!

    By the way you should suspend tourist visa to all Westerns who want to come to your game reserve. No one should mess up with Kenya politicians and get away with it! If your honorable Ministers and their families cannot access Westerns Capitals no body from the same Western countries should set a foot in: Nairobi Mombasa, Mara, Kisumu, Kogelo…

    On serious note, Kenya government and the recipients of this letter have no choice but to capitulate to Western government pressure to conform to the needed reforms in this country. Yes, your President may be angry at Mr. Obama for the open public castigation of his government but deep down Kenya need these Western governments than the other way around. All your: bilateral and multilateral aid comes from these government and politics. Like everything in life, you cannot bite the hands that feeds you. These Western governments are the big Dad when it come to economic, and social hand outs to Kenya government and the public in this country…and you cannot mess up your Dad!!!!

    Again, President Obama is the only one with neutral pulpit to call out your tribal leaders to ” shape up” and to pay attention to the poor public in this country. In a week or two you will not hear peep from these tribal politicians when they and their kids cannot get visas to come to US or to any other Western countries. Kenya public should support this squeeze by Western governments on you beloved corrupt tribal politicians
