FOR EACH COUNTY THERE IS ESTABLISHED AN ENTITY OF
THE COUNTY GOVERNMENT CALLED COUNTY TREASURY WHICH COMPRISES

      COUNTY PRINCIPAL SECRETARY
    3. DEPARTMENTS
      OF THE COUNTY TREASURY RESPONSIBLE FOR FINANCIAL AND FISCAL MATTERS

THE COUNTY SECRETARY IS THE EXECUTIVE
HEAD OF THE COUNTY TREASURY

RESPONSIBILITIES OF COUNTY TREASURY

    • TO
      DEVELOP AND IMPLEMENT FINANCIAL AND ECONOMIC POLICIES IN THE COUNTY
    • TO
      PREPARE ANNUAL BUDGETS FOR THE COUNTY
    • CO-ORDINATE
      THE IMPLEMENTATION OF THE BUDGET FOR THE COUNTY
    • TO
      MANAGE THE COUNTY PUBLIC DEBT AND OTHER FINANCIAL OBLIGATIONS.
    • TO
      CONSOLIDATE ANNUAL APPROPRIATIONS ACCOUNTS .
    • ACT
      AS CUSTODIAN OF COUNTY GOVERNMENT ASSESTS.
    • MAINTAIN
      PROPER ACCOUNT OF RECORDS FOR AUDIT AND OTHER STATUTORY DISCLOSURES

COUNTY GOVERNMENT BUDGET PROCESS

THE BUDGET PROCESS FOR COUNTY GOVERNMENTS IN ANY
FINANCIAL YEAR CONSISTS OF THE FOLLOWING STAGES;

    1. INTERGRATED
      DEVELOPMENT PLANNING PROCESS
    2. PLANNING
      AND ESTABLISHING FINANCIAL AND ECONOMIC PRIORITIES FOR THE COUNTY, OVER
      THE MEDIUM TERM.
    3. MAKING
      AN OVERALL ESTIMATION OF THE COUNTY GOVERNMENT
      S REVENUE AND EXPENDITURES.
    4. ADOPTION
      OF COUNTY FINANCIAL PLANS.
    5. ENACTING
      APPROPRIATE LAWS REQURED TO RAISE REVENUE AND IMPLEMENT BUDGETS.
    6. ENSURE
      PUBLIC PARTICIPATION ON THE BUDGET PROCESS.

ESTABLISHMENT OF FORUM FOR CONSULTATION BY COUNTY
GOVERNMENT

    • THIS
      FORUM WILL PROVIDE MEANS FOR CONSULTATIONS
    • WILL
      GIVE AND SHARE INPUT IN PREPARATION OF COUNTY PLANS, FINANCIAL
      PLANS, BUDGET REVIEW AND BUDGET OUTLOOK PAPER FOR THE COUNTY
    • MEMBERSHIP
      OF FORUM SHALL BE PERSONS NOMINATED BY ORGANIZATIONS IN THE COUNTY THAT
      REPRESENT, PROFESSIONALS, BUSINESS, LABOUR, COMMUNITY, CIVIL SOCIETY,
      YOUTH, WOMEN, PERSONS WITH DISABILITIES, THE ELDERLY OR FAITH BASED
      GROUPS, ALL AT THE COUNTY.

ESTABLISHMENT OF BUDGET AND ECONOMIC COUNCIL

THERE WILL BE ESTABLISHED A BUDGET AND ECONOMIC COUNCIL.

PURPOSE OF COUNCIL IS TO PROVIDE A FORUM FOR CONSULTATION
AND CO-OPERATION BETWEEN NATIONAL GOVERNMENT AND COUNTY GOVERNMENTS
ON;

    1. THE
      CONTENTS OF BUDGET POLICY STATEMENT, THE BUDGET REVIEW AND OUTLOOK PAPER
      AND MEDIUM TERM DEBT MANAGEMENT STRATEGY.
    2. MATTERS
      RELATING TO BUDGETING,THE ECONOMY AND FINANCIAL MANAGEMENT AT NATIONAL
      AND COUNTY LEVELS ETC.

THE INTERGOVERNMENTAL RELATIONS ACT 2012

    • AN
      ACT OF PARLIAMENT TO ESTABLISH A FRAMEWORK FOR CONSULTATION BETWEEN
      THE NATIONAL GOVERNMENTS; AMONGST COUNTY GOVERNMENTS; ESTABLISH MECHANISM
      FOR RESOLUTION OF INTERGOVERNMENTAL RELATIONS AND DISPUTES PURSUANT
      TO ARTICLE 6 AND 189 OF THE CONSTITUTION AND FOR CONNECTED PURPOSES.
    • INTERGOVERNMENTAL
      RELATIONS ACT 2012 SHALL COME INTO OPERATION UPON THE FINAL ANNOUNCEMENT
      OF THE RESULTS OF THE FIRST ELECTION UNDER THIS CONSTITUTION.

OBJECTS AND PURPOSE OF THE ACT

    1. TO
      PROVIDE A FRAMEWORK FOR CONSULTATION AND CO-OPERATION BETWEEN THE NATIONAL
      GOVERNMENT AND COUNTY GOVERNMENTS.
    2. TO
      PROVIDE FRAMEWORK FOR CONSULTATIONS AND CO-OPERATION AMONGST COUNTY
      GOVERNMENTS
    3. GIVE
      EFFECT TO ARTICLE 187 AND 200 OF THE CONSTITUTION, IN RESPECT OF TRANSFER
      OF FUNCTIONS AND POWERS BY ONE LEVEL OF GOVERNMENT TO ANOTHER,
      INCLUDING THE TRANSFER OF LEGISLATIVE POWERS FROM THE NATIONAL GOVERNMENT
      TO THE COUNTY GOVERNMENTS ETC.

ESTABLISHMENT OF NATIONAL AND COUNTY GOVERNMENT CO-ORDINATING
SUMMIT

THE SUMMIT COMPRISES;

    1. THE
      PRESIDENT OR IN HIS ABSENCE THE DEPUTY PRESIDENT WHO SHALL BE THE CHAIR
      PERSON.

      NUMBER OF CABINET SECRETARIES AS THE PRESIDENT MAY FROM TIME TO TIME
      DESIGNATE.

      SHALL FACILITATE THE ACTIVITIES OF THE SUMMIT

      DECISIONS OF THE SUMMIT
    • PERFORM
      ANY OTHER FUNCTIONS THAT WILL HAVE BEEN CONFERED TO IT BY THE SUMMIT.
    • SUBMIT
      QUARTERLY REPORTS TO THE SUMMIT

      SHALL COMPRISE OF GOVERNORS OF 47 COUNTIES
