We begin tonight with a new twist in the National Hospital Insurance Fund saga. Documents seen by NTV now suggest that Parliament itself has been dealing with the controversial firm Clinix for the last two years. In a technical proposal submitted to NHIF, Clinix cited the Parliamentary Service Commission as one of its key clients. The development has raised new questions about the ability of Parliament to resolve an issue in which it seems to have been a major player. And as Ntv’s Yassin Juma reports, we can also reveal that the National Security Intelligence Service had warned last month that civil servants were feeling cheated by the NHIF scheme.

Fresh details continue to emerge over the contracts awarded to Clinix and Meridian health facilities. The Union of Civil Servants told the Parliamentary Health Committee Tuesday that NHIF allocated health facilities operated by the 2 firms to its members without their involvement. The union said its members were later shocked to discover that the Meridian and Clinix facilities allocated to them were either non-existent or under construction. Meanwhile, Clinix managers failed to appear before the parliamentary committee as scheduled, pleading for more time to prepare their answers. The Kenya Association of Private hospitals claims the unlimited outpatient health insurance scheme for civil servants was nothing but a hoax and was not practical given that NHIF did not lay the proper ground work to ensure efficiency of the scheme. According to the Association representatives who appeared before the Parliamentary Select Committee on health, the outpatient scheme, and the new NHIF rates were bound to fail given the lack of capacity, facilities and work force that plague most Kenyan health facilities.

In drama played out in public, chairman Richard Muga announced the suspension of five top managers, including the CEO, Mr Richard Kerich.He appointed Mr George Midiwo to take over in an acting capacity with immediate effect.But Medical Services minister Anyang’ Nyong’o immediately reinstated the managers and instead suspended Prof Muga. NHIF probe report delayed

The Health parliamentary team is yet to conclude the eagerly awaited report on investigations into alleged irregularities in the civil servants medical scheme.
The team was expected to table the report in Parliament on Tuesday but chairman Robert Monda said it would need more time.
“We have put a lot of effort into the report, but the time we have had since Tuesday is not enough,” he said.
“Mr Speaker, we are asking for the indulgence of this House so that we can bring a conclusive report to the House,” he said, asking for an extension of up to the first week of June.
Members of the committee have been holed up in a room in at Parliament. On Tuesday, Deputy Speaker Farah Maalim declined to give the team the two-week extension, granting them one more week.
Mr Maalim, who last Tuesday ordered the team to present the report yesterday, directed that it must be tabled on Thursday morning.
“It doesn’t matter whether you work day and night and burn the midnight oil but get report ready,” he said.
“We realise the sensitivity of the matter and the need for thorough work, but two weeks is an absolute outer limit for what the Speaker expected. One week should be adequate,” he ruled.
“The report is meant to enhance, enrich and improve the quality of debate by bringing out a lot of issues. For you to keep asking for more time when members are anxious to deliberate on this matter is not acceptable,” he said. (READ: NHIF scandal culprits will be prosecuted, says Kibaki)
MPs have requested ministerial statements, filed questions and others have approached the Speaker requesting an adjournment motion to discuss the issue as a matter of national importance.
The team started compiling the report last Friday after collecting evidence from players.
It has in the past two months questioned and collected evidence from the NHIF board, ministers for Medical Services and Public Service who were directly involved in the conception and rollout of the scheme.
Owners and management of Clinix and Meridian hospitals, which are at the centre of the alleged irregularities, were also summoned to appear before the committee.
The team also questioned and received evidence from the Medical Practitioners and Dentists Board, the Association of Private Health Providers, the Union of Civil Servants of Kenya, the Kenya National Union of Teachers and the Registrar of Companies, among others.
Investigations have put Clinix and Meridian Medical Group on the spot over their selection to take part in the scheme, with claims that they enjoyed undue favour.
The private health providers were paid a total of Sh318 million, almost half the amount of total payments made in the first quarter.

This Asian Mr. Thakkar, with Mr. Kerich, Mr. Atwoli, Prof. Anyang Nyongo, Beth Mugo with NHIF Board etc., must be locked behind bars with summarily dismissal and an external investigative team with FBI be constituted to investigate this matter of Conspiracy to its conclusion.
This is a very serious offense of a conspiracy on public theft masterminded to deny and corrupt quality good health to public and it is clear bribery exchanges took place a plan to continue pushing the poor to the edge. In the conversation, Thakkar insulted the common poor public using abusive and demeaning words that cannot be taken lightly……..Remember, it is people power and these foolish characters must be put in to serve as a lesson. All good people must be up in arms and make sure we clean Kenya from corruption.
This behavior is not acceptable, it is criminal in nature and it should face immediate legal action.
Investigation should go on while these people are waiting behind bars. All good people must engage and work along with us to “toboa more” and the culprits must face justice at the Supreme Court.

94 34ShareThis37JACKAL NEWS – A cartel of insurance companies and private health care providers had compromised the National Health Insurance Fund (NHIF) and the Secretary General of the Central Organisation of Trade Union (COTU), Francis Atwoli, in a conspiracy to discredit the Civil Service Health Insurance Scheme, according to a recording obtained by the Jackal News.
A recording of a telephone conversation between NHIF CEO Richard Kerich and Amit Thakrar who represents the insurance industry and private health providers, in the negotiations reveal that the NHIF board members were compromised.
Thakker tells Mr Kerich that certain powerful institutions in the NHIF board are batting with them including the Federation of Kenya employers (FKE), COTU and the director of medical services.
He goes ahead to promise Kerich support of vocal COTU boss Mr Atwoli saying “he (Atwoli) is on our side he can never support you”. His condition for this support of COTU and the private sector in NHIF’s bid to raise the level of contributions is if the public medical insurer drops its plans to offer outpatient cover to civil servants.
“Your board is your worst enemy, “Thakrar is heard telling Mr. Kerich, adding that: “These people are not adding value to you, they are like prostitutes who will go to bed with the highest bidder. “
Amit:“COTU is a member of your board and they are the ones who have taken you to court…the people who are sitting in your board representing this institution are not competent , you should reshuffle the board…these guys are like prostitutes…”
Kerich:“It depends on what you have dangled out there, if the carrot is too big what do you expect them to do given their background.”
Amit:“Don’t bring prostitutes on the board; bring people with brain power on the board.”
(Laughter)
Kerich is reported as seeking a middle ground to the controversy that has since seen him and his board out of office and a caretaker committee on a probe instituted to unravel the operational challenges of civil medical scheme.
Thakrar on the other hand offered to mobilise the private sector and Atwoli to support a doubling of NHIF contributions if NHIF promised to scuttle the civil service scheme which promised to give civil servants unlimited annual cover at Ksh 2, 850, which private medical insurance providers say is unsustainable.
Amit:“I have no problem paying you more; even double what we are paying now…I can mobilise the entire private sector to pay you more even next week. You are collecting what, Ksh 4 billion…”
Kerich:“No…six billion…”
Amit:“I will give you another 6 billion on top…”
(Laughter)
Kerich:“How about Atwoli, will he agree?”
Amit:“He will say yes there is no way he will say no; he will give his go ahead and say tuendelee.”
For Kerich and his embattled NHIF scheme, he had to promise to abandon the decision to offer out-patient cover to members and concentrate on in-patient so that he can get the endorsement of Atwoli in their bid to increase NHIF contributions.

Its really shameful for Atwoli that for his personal gains he is fighting a noble cause. I request all the unionised staff to replace him and appoint someone credible until the truth comes out. He is abusive to CEO in a public rally. where our country is heading??? Also Parliamentary committee should question Atwoli and Amit Thakker.

Clinix Healthcare Ltd is a sub-branch of Nairobi West hospital and that Jayesh Saini is associated with the Hospital.But sources have also associated Jimnah Mbaru with the said hospital.so what are you not telling us…..can you do more research and unravel this mistery.

That was the original intent. To scuttle the whole scheme and award it to Thakar’s cartel for 12 billion shillings. This cartel has absolutely no infrastructure to role out the same. Cotu just a gun for hire!! The 2850/- is viable and doable using the capitation format of payment.
