Kenya: Victory for governors as Uhuru recalls PCs

Good People,

I am in agreement……this is definately fresh air I never expected from President Uhuru Kenyatta.

This is the second serious case I am happy to read coming from Uhuru leadership after reviewing Kamlesh Pattni’s case.

Uhuru is human and human is to error; he may be meaning well to Kenyans and lets give him a chance to prove he can do better than what many people think.

I for one, I was top in the list putting President Uhuru down and counting him out of no good come rain come sunshine; but the things he has done lately on the reform path to Kenya gives me reason to re-think on President Uhuru’s Administration could be holding some water. What is crucial I await to see is the security reform. This is an area hanging in a balance to collapse. If he can fix it and do away with remnants like right now, I shall be compelled to consider forgiving Uhuru, so we can move forward.

I cannot doubt that he is showing good signs we all want of a responsible leader………….

We are not stones, we are human beings. Let us give credit where credit is due…….Hapa wajamaa, ndugu yetu amejaribu!

Na yeyote anaye pinga, inafaa atueleze yeye angependa vipi?

With this, I urge President Uhuru to speed up clean-up to allow Big Brother to re-design his trip to Africa……….I shall try juu chini to engage in drumming up loud enough to be heard as far as the extreme ends …….because, Diaspora is concerned and also, we all need to develop relationships and ties and encourage some tourists Dollars to fizzle down the villages of Kenya….Au-Sio….!

We shall have good reason to capture Barry’s attention…..C’mon, speed up brother……..It is not all about me and you, it is about all of us……..!!!

In Summary

Mr Kenyatta is expected to make the announcement today (Saturday) when he presides over the 50th Madaraka Day celebrations at Nyayo National Stadium. In the meeting, the President rooted for the redeployment of the PCs since their roles were not clearly defined in the Constitution that was promulgated in August 2010.

All provincial commissioners have been recalled as the Jubilee government begins the restructuring of the decades-old provincial administration.

Seven PCs, whose titles were changed to regional commissioners after the March elections, have been ordered back to Nairobi by President Kenyatta.

Their positions no longer exist in the new constitutional dispensation and they will be redeployed in the national government.

Saturday Nation has learnt that the President made the directive after a two-hour meeting with the Cabinet Secretary for Devolution and Planning Anne Waiguru and the council of governors, chaired by Bomet Governor Isaac Ruto, at State House, Nairobi, Friday.

Protocol clarified

Mr Kenyatta is expected to make the announcement today (Saturday) when he presides over the 50th Madaraka Day celebrations at Nyayo National Stadium. In the meeting, the President rooted for the redeployment of the PCs since their roles were not clearly defined in the Constitution that was promulgated in August 2010.

The move is also seen as a victory for county governors, who have been at loggerheads with the provincial administration. The recalled PCs are Njoroge Ndirangu (Nairobi), Samuel Kilel (Coast), Joseph ole Seriani (Western), Claire Omollo (Eastern), Peter Mutie (Nyanza), Ernest Munyi (North Eastern) and Osman Warfa (Rift Valley).

Yesterday, the Office of the President also issued a programme clarifying the role county commissioners will play in today’s Madaraka Day.

In the circular signed by Internal Security Permanent Secretary Mutea Iringo, county commissioners will only read the President’s speech. They will also take salutes flanked by county governors.

It reads: “You are also expected to take the salute right flanked by the county governors during the playing of the nation anthem and march past by detachments of the disciplined services.” The circular also has a programme that will guide the day’s events.

Junior the son of Jomo is off on a good start finally. He has recalled all Provincial heads back to Harambee House for reassignment. This is a Madaraka Day gift to all County Governors for these officials have been causing havoc to their administration. I wish he could have done the same thing with the CC as their duties were scraped off in the new people’s constitution amalgamated in August 2010 by former President Kibaki. All these officials should be done away with since that is duplicating the work the CG are doing and a wastage of public funds to keep them in office. Technically they are in office illegally because of Kimemia and Irongo. If Junior starts abiding the law, then even his juniors including that knucklehead called Kimemia and Co should do the same.

I do not believe Kikwete is Four B, I think, he is down to earth president, easy going manners with long term goals but it’s being allegedly Kagame thinks so, it will be interesting to hear what you think of Tanzanian president!

The two African heads of states met, a week after the Tanzanian President Jakaya Kikwete urged President Paul Kagame to hold direct talks with his armed rebellion in order to bring peace in the Great Lakes region (see here).The position of the Tanzanian President has irked Rwandan leaders, to the point that Rwandan Foreign Affairs Minister, Louise Mushikiwabo and Defense Minister, James Kabarebe, publicly cursed the Tanzanian President and called him a sympathizer of “genociaires”, a “genocide denier”, and other names.

It is not known whether General Paul Kagame will meet Jakaya Kikwete in a one-on-one or a mediated venue. According to sources within the Rwandan Presidency, when General Paul Kagame returned from Addis-Abeba after Jakaya Kikwete’s comments, he was livid. He called an urgent brief intelligence services meeting and told the participants that Jakaya Kikwete is a “Four Bs”, which he said in Kinyarwanda meant “an opportunist, attention seeker , arrogant and contemptible person.” Contrary to his habit, he dismissed the participants to meeting after 15 minutes and went directly to bed.

Before leaving for Japan, he once again held a meeting with his intelligence services and top military leaders and told them the following: “Now, after the betrayal by the Tanzanian Four Bs, it is clear that, like orphaned kids, we are on our own. I am traveling, and when I return I want you to present me with a plan on how we will get out of this severe situation.” When he asked whether anyone had anything to add, everyone looked down. He dismissed the meeting after a few minutes and headed to his private jet, that he rents out to the Rwandan Government.

Japanese Prime Minister Shinzo Abe vs Chinese President Xi JinPing

During the Ticad V meeting today, Japanese Prime Minister Shinzo Abe has pledged ¥ 3.2 trillion or $31.9 billion for African Development. Japan is trying to catch up with China. Contrary to Shinzo Abe who has never visited Africa since he took office in December 2012, Chinese President Xi JinPing has already visited three countries: South Africa, Congo, and Tanzania.

President Xi JinPing also pledged $20 billion in loans over the next two years and China built the African Union Headquarters in Addid Ababa, Ethiopia, valued at $200 million

The conference is being held in Yokohama City and will last three days. The Tanzanian President is expected in Dar-Es-Salaam on Monday June 3, 2012 . Upon his return, he will be faced with two pressing matters: addressing the contempt of his small neighbor, the Rwandan General Paul Kagame and start preparing for the visit of the most powerful man in World, US President Barack Obama.

Tanzanian President Jakaya Kikwete was a start at the Ticad. He and South African President Jacob Zuma were received with the highest honors by Japanese Prime Minister Shinzo Abe. He was the first to be received at the Prime Minister ‘s official residence in Tokyo on May 30, 2013.
