Kenya: Hard to Find the Culprit who Distorted the Proposed Constitution

From: Christine Baraza

Its going to very hard to find the culprit who distorted the Proposed Constitution for a number of reasons. First, this government has never investigated itself and people seriously sent home. The Maize scandal culprits are back at work and at no time did this government do “thorough investigations” as always promised.

Secondly. this change couldn’t have been ordered by a junior officer not even a PS. It was ordered, it must have come from High Up there..and you know what I mean. Once the “serious” CIDs find out where the order came from, they will cool their hill and immediately give up just like the standard raid investigations.

Thirdly, the same government has already started the blame game with Alfred Mutua saying that NSIS was not involved even before any investigation is carried out meaning that no one will take responsibility and this thing will come to pass. If Wako discussed the issue of NSIS approaching to insert the said clause with the PSC then I believe Wako and even if its Wako who inserted the clause, he wasn’t working alone but from orders high above.

Fourthly, just imagine that Police Commissioner Mathew Iteere is supposed to investigate Solicitor-General Wanjuki Muchemi, the PS Office of the President-Francis Kimemia, Head of Public Service Francis Muthaura, NSIS Director Michael Gichangi, Head of Government Printer Gitonga Rukaria and his deputy Sylvester Migwi. These people come from the same province and would just meet and ongea lugha ya Mama and say forget about the thing and move on. It is sad that we were caught but so what…This is why packing offices with people from the same province is a very bad idea even if the President comes from the province. Diversity in the civil service is still a very big problem and I wonder what Mzalendo Kibunjia of the National Cohesion Commssion is doing in his office. Fire this man if he cant do his work.
