The fight of Referendum have many strings attached and the United Nations with Leaders of the World should step in to save Kenya.
I am surprised also that the Luo Nyanza Members of Parliament have let down the Luos. They aught to have gone to their Constituents two weeks ago, but refused to stay back in Nairobi to make money…….Time is running out as Luos are already divided into 3 sections. Some are on the fence because the matter at hand is now confusing, others will vote “NO” as they have been bought and the remaining one third will vote for “YES” out of good faith.
Time is short and they do not need a miracle planner….all they need is to take this Civic Education to the village Local Radio listners and TV and provide the education on Radio just incase other areas are not reached. I have heard of a number of local complaints and Luo Nyanza are taking the Civic Education very lighly…..No body wants to be taken for granted when it comes to Civic Education to the Public, so they know their rights…..But, the behaviour from some of these Members of Parliament from Greater Luo Nyanza were quite embarrasing…
I am troubled by the DRAMA in Kenya. Bethwel Kiplagat says the problem in Kenya is polarization of Religion, if they know that is the problem, why do they not tell the public how that is….there seems to be a hidden conspiracy Kenyans should know about…..For Kiplagat to speak confidently, he knows something about the Religion factor who are after protecting their interest even after their being highly suspected and asked to step aside for investigation, why they hide under the wings of Special Interest Republican funding. Instead of celebrating and thanking God for the good news, they come up with idea of bringing Obama down……what are they up to?…… The Special Interest Republicans must walk the walk and talk the talk for a better future to all of us.

We are begging to question a few cases which we may want answers, because, out of some maneuvres going ons, we want the US Congress to investigate, how…..we are concerned that there are some dusts that need to be cleared………

Kenya: Diplomat Traces DR Ouko’s Last Steps With Moi in the U.S.

Washington, DC — The search for the killers of Dr Robert John Ouko takes centre-stage again tomorrow afternoon with the hearing by the Parliamentary Select Committee investigating the matter listening to its first testimony.
The first witness to have his evidence heard by the PSC, which will be sitting at Parliament Buildings at 2 pm tomorrow, will be Mr Barrack Mbajah, a younger brother of the slain Foreign Affairs minister.
As Kenyans eagerly await the much-touted insights into the murder that Mr Mbajah has been promising, in America, Mr Herman Cohen, a top US government official responsible for Africa when President Moi and Foreign Minister Dr Ouko visited Washington before his death, has spoken for the first time about the “famous” trip.
Mr Cohen, the then US Assistant Secretary of State for African Affairs in the George Bush (Snr) administration, said Dr Ouko did not have any special contacts with US government officials. No red carpets were rolled out for Dr Ouko either.
But Mr Cohen found it strange that Dr Ouko, as Foreign Affairs Minister, was absent at a meeting he held with Mr Moi during the January 1990 visit. However, Mr Cohen said, there was no sign of tension in the Kenyan delegation.
Mr Moi had visited Washington for the annual Prayer Breakfast – an event that brings together several Heads of State for prayers.
Mr Cohen was the highest-ranking US official who held a meeting with Mr Moi during the visit. He had attended the breakfast meeting at Moi’s invitation.
At that time, some members of the US Congress were pressing for stronger action on the part of the Bush administration in response to human rights abuses by the Moi government. They also demanded the establishment of a multi-party democracy in Kenya.
During an interview with the Sunday Nation last week, Mr Cohen said the Bush team was trying to persuade President Moi that his detention of dissidents was bad for Kenya’s image.
A story went round Washington following Dr Ouko’s death that he may have met at the White House with President Bush during the visit.
Mr Cohen said Mr Bush and Dr Ouko were friends who met when they were both working for the United Nations, adding that Mr Bush cherished old friends.
There was also speculation that Dr Ouko may have called the White House to announce that he was in town and to request a few minutes with Mr Bush. “Mr Bush did this sort of thing all the time,” Mr Cohen told the Sunday Nation. The State Department did not take such one-on-ones as important since no policy matters would be discussed. However, Mr Cohen said he had no proof the Ouko-Bush meeting actually took place.
An official at the Bush Presidential Library in Houston, Texas, Mr Robert Holzweiss, said there was no record of such a meeting, but that there was a possibility that a brief handshake-type encounter might have occurred and not be included in the Bush archives. But any meeting of more than a minute or two would likely be recorded, Mr Holzweiss said.
But President Moi did meet with Mr Bush – briefly and as part of a large group – during that visit in 1990. Records of a Moi-Bush meeting at the Washington Hilton Hotel on February 1, 1990 are included in the Bush Presidential Library.
Also in attendance were US Secretary of State James Baker, White House Chief of Staff John Sununu, National Security Advisor Brent Scowcroft, US Senator Peter Domenici of New Mexico and evangelist Billy Graham. In addition to Mr Moi, three other heads of state were at the meeting – the presidents of Bangladesh, Burundi, and El Salvador. The meeting lasted from 7.28 am to 7.42 am. .
Former US Ambassador to Kenya Smith Hempstone said he had tried to find out if anything unusual had occurred while Mr Moi and Dr Ouko were in Washington but did not get anything. He said he did not know if Dr Ouko met Mr Bush on that occasion.
But shortly after Ouko’s death, Mr Hempstone received an undated photograph from the US Chief of Protocol showing Mr Bush and Dr Ouko standing together, possibly on the steps of the US Capitol.
The Chief of Protocol apparently didn’t realise that Ouko was dead, Mr Hempstone said, adding that he was unable to get further information about the photo.
According to Mr Hempstone, it was just a coincidence that Dr Ouko and Mr Moi visited Washington shortly before Ouko’s death. He said he knew of nothing odd that occurred in Washington during their stay.
During the judicial commission of inquiry into the murder of Dr Ouko, one of the witnesses told of an incident during the Washington visit in which a senior cabinet minister close to President Moi referred sarcastically to Dr Ouko as “Mr President”.
The minister, a key member of the delegation, was said to have been unhappy at the preferential treatment that Dr Ouko had received from President Bush during the visit. It was felt that deference due to President Moi was being paid instead to the Foreign Affairs Minister.
Mr Mbajah, who went into exile shortly after the Commission of Inquiry into Dr Ouko’s death began in October 1990, recently returned to Kenya and has publicly claimed that he knows who killed the minister.
He had, however, specified that he would need state security claiming his life was in danger. On Friday, two police officers were assigned to Mr Mbajah to provide him with round-the-clock security until he completes his testimony to the PSC chaired by Kisumu Town East MP Gor Sunguh.
According to the Clerk of the National Assembly, Mr Samuel Ndindiri, three other witnesses, including Dr Ouko’s widow Christobel, will testify immediately after Mr Mbajah.
The other two are Dr Ouko’s former house help, Ms Selina Were, and a man identified only as Mr Angiya.
Mr Ndindiri told reporters on Friday that Ms Were’s testimony is expected on Tuesday, Mrs Ouko’s on Wednesday and Mr Angiya’s evidence will be adduced on Thursday.
So far, only the above-mentioned four witnesses have been summoned to appear before Mr Sunguh’s team. Keiyo South MP Nicholas Biwott, who was mentioned adversely during the Commission of Inquiry 14 years ago, last year wrote to the committee expressing an interest in appearing before it.
Another person eager to testify before the committee is the former Scotland Yard detective who led investigations into the Ouko murder, Mr John Troon. Mr Troon told our sister publication, the Daily Nation, that ever since the parliamentary inquiry into the murder was announced, he had been waiting for a call from the Kenya Government to hear his views.
“I would like to remind everyone that, technically, I am still in the witness box in Kenya,” he said.
“I was never released from giving my statement, nor was I ever cross-examined in what I had to say. If the parliamentary inquiry insists that it is investigating new evidence I must presume that part of that new evidence is the recommendations for further inquiry I made in my report”.
The former detective, who now works for a bank, expressed scepticism about the PSC inquiry, calling it “a whitewash.”
Said Mr Troon about the current investigations in connection with his evidence: “To my knowledge, none of those recommendations is being carried out. I remain prepared to assist in the inquiry if formally approached by the Kenyan High Commission here. But it is my belief that the latest investigation is something of a whitewash”.
He continued: “I am beginning to wonder if the new government even wants to hear what I have to say.”

DES MOINES, Iowa — A billboard created by an Iowa tea party group that compares President Barack Obama to Adolf Hitler and Vladimir Lenin is drawing sharp criticism — even from fellow tea party activists who have condemned it as offensive and a waste of money.
The North Iowa Tea Party began displaying the billboard in downtown Mason City last week. The sign shows large photographs of Obama, Nazi leader Hitler and communist leader Lenin beneath the labels “Democrat Socialism,” “National Socialism,” and “Marxist Socialism.”
Beneath the photos is the phrase, “Radical leaders prey on the fearful & naive.”
The co-founder of the roughly 200-person group said the billboard was intended to send an anti-socialist message. But Bob Johnson admitted Tuesday that the message may have gotten lost amid the images of fascist and communist leaders.
“The purpose of the billboard was to draw attention to the socialism. It seems to have been lost in the visuals,” Johnson said. “The pictures overwhelmed the message. The message is socialism.” He said he didn’t know of any plans to remove the sign.
But others in the tea party movement criticized the sign.
“That’s just a waste of money, time, resources and it’s not going to further our cause,” said Shelby Blakely, a leaders of the Tea Party Patriots, a national group. “It’s not going to help our cause. It’s going to make people think that the tea party is full of a bunch of right-wing fringe people, and that’s not true.”
Blakely also expressed outrage at linking Obama to Hitler, the leader of Nazi Germany who oversaw the killing of 6 million Jews and whose invasions of neighboring countries led to World War II.
“When you compare Obama to Hitler, that to me does a disservice to the Jews who both survived and died in the Holocaust and to the Germans who lived under Nazi regime rule,” Blakely said.
John White, an Iowa coordinator of the Tea Party Patriots, said that he can understand the North Iowa group’s perception that Obama is “Hitler-esque,” but he thinks the billboard is offensive and unproductive. White said that he planned to discuss the matter with national tea party officials.
“I fear they may end up in some kind of trouble over it, because it’s basically slanderous,” White said. “I don’t know that it’s the message we want to send. I’d much rather see billboards that say ‘Remember in November. Get Out and Vote.”‘
The billboard is owned by Waitt Outdoor of Omaha, Neb. Waitt general manager, Kent Beatty, said the company didn’t have a problem with the message.
“We believe in freedom of speech,” Beatty said. “It doesn’t reflect our views, necessarily.”
The White House declined to comment on the sign.
One person who welcomed the billboard was Dean Genth, a Democratic activist from Mason City, a city of 30,000 people just south of the Minnesota border, who said he thinks the sign lays bare the views of tea party supporters.
“I welcome them to continue to spew that kind of stuff because I think it’s going to do a lot of good for the good Democrats around the state,” Genth said.

KING: What’s her future, Pat?
ROBERTSON: I think she could play a very significant role in the Republican party. The Republicans are going to be looking for leadership, somebody like Ronald Reagan to lead them out of the wilderness. Sarah might be able to do it, but she has to have a great deal of coaching on foreign affairs and on national policy. She was just not ready for this job. She electrified the audience. She mobilized the base. She did what they wanted her to do. But nevertheless she wasn’t quite ready for the prime time.
KING: Exit polls show that Obama won 32 percent of white evangelicals between ages 18 and 29. That’s ten points better than he did with older evangelicals. What do you make of that?
ROBERTSON: I think the young people are very idealistic. They thought that he is the combination of the Messiah and Moses? They wanted to follow him, really. That is a terrible burden to put on somebody, because if he can’t deliver — they are going to set very high expectations. It is going to be tough for him to live up to those expectations.

Sarah Palin gives speech at convention; supporters urge her to run for office. Sarah Palin, in a speech that was short on ideas but big on enthusiasm, took aim at President Barack Obama and the Democrats, telling a gathering of “tea party” activists that America is ripe for another revolution.

America will continue to support civic education on the Proposed Constitution, US Ambassador Michael Ranneberger has said.
The envoy said civic education on the proposed laws had a big impact on the reform agenda.
His statement comes barely a day after US congressman Christopher Smith accused President Obama of failing to observe neutrality in the Kenyan debate on the Proposed Constitution.
Mr Ranneberger, however, declined to respond to claims by the New Jersey Republican Party member that America was interfering with Kenya’s reform process by pumping millions of American taxpayers money into the process.
Speaking yesterday at Prime Minister Raila Odinga’s residence in Nairobi, Ranneberger said the constitution review process was moving in the right direction and denied America was directly funding ‘Yes’ campaigns.
“Obama has made it clear that he supports the reform process, not the referendum result. And that is what we are doing,” he said.
Signs of desperation
In a report, Smith, a Ranking Member of the House Subcommittee on Africa and Global Health, said the US taxpayer-funded agreements had been awarded to NGOs to work up support for the Proposed Constitution against America’s expected principle of neutrality.
He claimed the US had pumped Sh50 million into ‘Yes’ campaigns.
In response, Raila said the allegations were outrageous and asked them to produce proof. “The reform process has not only been supported by the US, but also Europe,” he said.
Raila said the allegations were signs of desperation from people who have sensed defeat in the August 4 referendum. “They want an excuse after the referendum when they will say they would have won were it not for interference,” he said.

President Kibaki and Prime Minister Raila Odinga have taken firm grip of the ‘Yes’ campaign and implemented changes to drum up support for the Green team.
The two Principals in the Grand Coalition Government moved all key operations of the Green campaign from the ‘Yes’ Secretariat to President Kibaki’s Harambee House office, and Prime Minister Raila’s Office at the Treasury.
The action appeared aimed at ending the growing splits at the ‘Yes’ Secretariat, where
staff even plotted the removal of one of the directors Mr Peter Kagwanja on Wednesday, for allegedly frustrating operations.
They claimed that he abandoned them without money, and moved operations to the Office of the President.
As part of the new ‘Yes’ strategy, the Government is also showcasing its reform agenda to push for a ‘Yes’ vote following a meeting of officials from Agenda 4 commissions established by the National Accord, yesterday. The team also launched an SMS campaign.
This will be supplemented by a third strategy, built around a series of press conferences by political figures and a number of professional groups.

The campaign, co-convened by ministers Kiraitu Murungi and Anyang’ Nyong’o, will be executed by former Trade Minister Mukhisa Kituyi and Salim Lone, one of PM Raila’s communication advisors.
Yesterday, Dr Kituyi addressed the economic transformation the new constitution would herald, through devolved power, and resources at the grassroots. Mutula addressed the second press conference.
Speaking at the first Referendum Conference in Nairobi, at the meeting for Agenda 4 commissions, the chairman of the Truth, Justice and Reconciliation Commission, Bethwel Kiplagat, said there was need for leaders to meet to show unity before the August 4 referendum.
Officials from the Interim Independent Electoral Commission, Interim Independent Boundaries Commission, the National Cohesion and Integration Commission, and the Committee of Experts attended the meeting.
Eldoret tour
Mutula said he was willing to meet Ruto, with whom they shared a table at the Serena talks that created the Coalition Government, and in the Parliamentary Select Committee, that guides Agenda 4 processes.
The minister said the new law would ensure an elected president enjoys legitimacy, as well us giving Kenyans a chance to know their Vice- President before the elections .
The President is expected to visit Eldoret, Ruto’s backyard. Unconfirmed reports said Raila is also expected to attend the function today.
Should the Prime Minister attend the meeting at 64 Stadium in Eldoret, it would mark his return to the campaign trail since his discharge from Nairobi Hospital, last week.
The new strategy by the President comes barely two weeks after he convened a joint PNU/ODM meeting attended by 140 MPs.
The meeting developed an 11-point strategy that, among others, divided the campaigns teams into national, county and constituency levels.
The ‘Yes’ campaign has been slow to gain momentum, even after leaders from central Kenya recently met in Limuru and unanimously endorsed Deputy Prime Minister to Uhuru Kenyatta to take charge.
The ‘Yes’ team appears to be working overdrive to cover areas reached by their ‘No’ rivals in Ukambani, Kajiado, Narok, North and South Rift, Kisii, and Kuria. And the team has also engaged in an expedition to net dissenters into their fold.
The biggest catch so far is Environment Minister John Michuki. “I’m with you,” Michuki told the President, as he planted a green cap onto his head at the President’s rally in his (Michuki’s) Murang’a backyard.
Who is in charge?
Back at the ‘Yes’ Secretariat some officials told The Standard that most creditors who supplied campaign materials were yet to be paid, and those campaigning for ‘Yes’ from ODM and PNU were getting credit notes directly from the President and the PM’s offices.
“You can get in touch with Prof Kagwanja (PNU) at Harambee House or Janet Ongera (ODM) at Treasury. Nothing is happening here,” claimed one of the officials.
But Ms Ongera denied there was a crisis. “The hiccups we had have been sorted out, and we have now hit the road. We are still paying suppliers and the secretariat is working,” said Ongera. Staff at the secretariat last week signed a memo resolving they wanted Kagwanja replaced. On Wednesday, some of the workers even threatened to leave.
It emerged that top Government officials had taken over the co-ordination of the ‘Yes’ campaign. “Civil servants are asking their friends to supply campaign materials, abandoning those who had supplied through the secretariat and haven’t been paid,” said an official at KICC office. MPs Edick Anyanga, and Wilfred Ombui complained that funds are not flowing as they expected.
“There is need for the ‘Yes’ team to wake up and stop taking the campaigns for granted,” said Mr Ombui.
“We have been left on our own by those appointed to co-ordinate campaigns,” said Njeru Kanyamba, one of the coordinators.

Sixty two per cent of Kenyans will vote in favour of the proposed constitution, the latest opinion poll shows.

The poll released Friday by Strategic Research showed that twenty per cent will reject the document while 18 per cent are indecisive.
“When we ask them why they vote Yes yet they want amendments they say the draft is better than the current constitution,” said Strategic Research chief executive officer Caesar Handa at PanAfric Hotel, Nairobi Friday.
The indecisive lot is significant number, who could sway the vote either way were they to make up their minds before the referendum on August 4, 19 days away.
The poll shows that the Yes side has increased its fortunes with five percentage points up from 57pc in the previous survey conducted by pollster Synovate in June.
The poll results will come as a boost to the Yes camp that suffered a blow after Prime Minister Raila Odinga, a key campaigner, was hospitalised early July and had to take a break from the referendum rallies.
The Yes team has conceded that Mr Odinga’s absence has considerably slowed its momentum and his energy is missing from their campaigns.
The Yes side has most supporters in Mr Odinga’s Nyanza stronghold with 83.5pc of the vote while Rift Valley province has the bulk of No backers at 31.5pc.
Higher Education minister William Ruto, who is leading the No campaign, draws most of his supporters from the Rift Valley.
Abstain from vote
The poll, conducted from July 9- 14, reports that 74pc of Kenyans are likely to vote at the referendum set for August 4 while 13.2pc reported that they were very unlikely to abstain from the vote.
A total of 3,002 respondents were polled countrywide.
Surprisingly, those who reported they were unlikely to vote were the youth (18-24) at 19.6pc while middle aged Kenyans (45-49) were the most likely voters polling an impressive 82.3pc.
The youth, who form majority of voters, have been touted as the one of the groups to benefit most from a new constitution and have been pushing for a generational change in Kenya’s leadership.
Other than Nyanza, the Yes camp draws its strength from North Eastern (77.8pc), Nairobi (76.9),Western (73.3pc), Central (64.9pc), Rift Valley (51.5pc) and Coast (54.9pc) respectively.
The new law backers have the least support from Eastern province (48.9pc), in Vice President Kalonzo Musyoka’s backyard.
Conversely, the No camp support is highest in the Rift Valley at 31.5pc followed by Eastern(29.7pc), Coast (18.8pc), Western (14.2pc), Central (14.0pc) and Nairobi (11.6pc).
The group has the least number of sympathisers in Nyanza (3.7pc) and North Eastern (8.7pc).
Of those polled, 85pc reported being registered to vote at the plebiscite while 15pc said they had not registered as voters. Of these number, 29.1pc said they had no identification card (ID) while 20.1pc reported that they will not voter or having no interest altogether.
Ignorance
A further 85pc of Kenyans reported having either read of heard about the proposed constitution with a paltry 12pc pleading ignorance.
The media was credited as the main source of information on the contents of the proposed constitution with 43.6pc relying on it followed by 23.2pc of Kenyans who said the document was their source.
On issues that Kenyans considered to be falsehoods peddled about the proposed constitution, 41pc said they did not believe that abortion will be legal under the new constitution.
31pc said they were unconvinced by reports that their land will be confiscated by the government if they vote for the proposed constitution, while 13pc said the notion that kadhi courts will affect all Kenyans was untrue.
Majority of those polled (26pc) reported they believed that abortion is illegal under the new law, while 20pc said land will not be taken away and 13pc saying that the proposed constitution will facilitate devolution of power and resources to the grassroots.
The Strategic Research poll is the fourth opinion poll released since the proposed constitution was published in May, to track Kenyan’s voting intentions and they have all shown the Yes side to be on the lead.
The poll will be used by both the Yes and No side to gauge their popularity on the ground and seek to convince voters in areas that are unsupportive of their cause to change their minds.

The Obama administration is providing about Sh50 million to 10 Kenyan groups promoting a ‘Yes’ vote in the referendum, a US congressman said on Wednesday.
NAIROBI, Kenya – Three Republican members of the U.S. Congress are accusing the Obama administration of using money meant for civic education in Kenya to back a draft constitution that they fear would increase access to abortion in the African country.
The U.S. Embassy on Friday said it has provided about $11 million in support of constitutional reform in Kenya, but that an investigation into the funds found that nine of more than 200 subgrantees supported the “yes” campaign. A spokeswoman said the embassy has since suspended or concluded those nine grants.
Kenyans will vote on the draft constitution on Aug. 4, a vote that is part of wide-ranging efforts to avoid a repeat of political violence that saw more than 1,000 people killed after the country’s December 2007 presidential elections.
The fight over the U.S. funding centers around one of the draft constitution’s most contentious clauses — language that says abortion will not be permitted unless the life or health of the mother is in danger according to the opinion of a trained health professional.
Abortions are illegal in Kenya under current law, but hundreds of thousands of women still seek them each year. The existing law, however, also allows a doctor to perform an abortion if a woman’s life is in danger.
Rep. Chris Smith, a Republican from New Jersey, argues that the “trained health professional” clause reduces the qualifications needed of the abortion provider from current Kenyan law.
“The draft constitution, with its controversial provisions expanding access to abortion, is a matter for the Kenyan people to consider and decide,” said Smith. “The Obama administration should immediately withdraw all U.S. taxpayer funding used to buy votes and influence the outcome on the referendum.”
A part of U.S. law known as the Siljander Amendment makes it illegal for foreign assistance funds to be used to lobby for or against abortion.
Katya Thomas, a U.S. Embassy spokeswoman in Nairobi, said that the nine suspended grants originally had been given to support civic education, and constitutional and democratic reforms. But the primary contractor gave subgrants to other groups using language that had not been approved by the Embassy, she said.
“We don’t fund the ‘yes’ campaign, but around the region, not just in Kenya, through USAID, we support constitutional democratic reforms,” she said, referring to the U.S. government’s aid arm, USAID. She said she does not know when those nine subgrants were cut off.
Smith, in a statement, detailed 10 Kenyan organizations he said the U.S. Inspector General had found used funds to promote “yes” votes on the constitution.
Top U.S. officials have done little to hide their support of Kenya’s proposed constitution. President Obama has said the constitution is a “singular opportunity to put Kenyan governance on a more solid footing that can move beyond ethnic violence, can move beyond corruption.”
Last month during a visit here, Vice President Joe Biden said the new constitution would “deepen the roots of your democracy and ultimately guarantee your security.”
