Kenya: KISUMU COUNCILLORS PETITIONS MAYOR.

Councilors at the Kisumu Municipality Council who won all the council’s committees are now calling upon Mayor Sam Okello to urgently convene a council meeting s that the issues of the two cars which were recently bought by the council and their prices exaggerated are resolved.

The councilors say that the initial council resolution was for the purchase of Mayoral official car at a cost of kshs 4 million while his deputy’s car was to cost kshs 2 million.

“It is lamentable that the Mayor instructed the Clerk to indicate that the Mayoral car a Toyota Prado costs kshs 6 million while his deputy’s went for kshs 4 million, what we want to know is, who took the extra four million and who approved the extra spending as we had resolved to spend kshs 6 milion for the two vehicles yet there cost finally reached kshs 10 million” one of the councilor’s said.

Another borne of contention the councilors want the Mayor address, is the issue of a council house presently occupied by a security guard which they claim the Mayor and the occupant has solved without any approval of the council.

“What we know is that the Mayor has forged some documents together with the guard who is presently occupying the house to have sold to an Asian we will demand to know under what circumstance the said house exchanged its ownership without approval of the council” they added.

The Councilors are also accusing Mayor Okello of the misuse of office by compelling the council to pay for his laundry work at Whiterose Drycleaners where he has signed a contract with the said again without the approval of the council.

“Hs airtime combined together with other expenses the council has not approved runs into millions every month which is enough to pay other council workers” they lamented.

They have also demanded to know from the Mayor why he is paying Council workers presently net pay without surrendering statutory deductions.

“There are claims that the workers are paid all their salaries yet its only debts being created,this man will clear the council if not checked properly” one of the councilors lamented.

Efforts to get a comment from the mayor on the said allegations were fruitless as one of his assistants believed to be his office secretary kept on saying that the Mayor was on a meeting while the clerk to the Council David ole Nkere said he authorized the payments because the Mayor said Prime Minister Raila Odinga and his wife Ida Odinga had given him ago a head.

“Who am i to have refused and if you want to prod me further, please ask him (Mayor)” he added before hanging up on this writer.

The Mayor’s woes are likely to continue given that the Councilors have vowed to teach him a lesson due to the contemptuous attitude he has had on them.

“He says he owes his allegiance to Raila Odinga and not us” one of the Councillor added saying he will be in for areal big shock of his life.

    It is unfortunate to hear that the mayor of Kisumu want to associate his failure in the management of the city by invoking his closeness to Raila or ODM a s a party.Times have changed and with the passage of the new constitution the likes of the mayor should forget about patronnage by any big man.The time for impunity is gone and he should rather fight his own war rather than look for protection elsewhere.With the new dispensation the time amassing wealth in an elected office is over.The people have now the say and even your colleagues have the powers to question your corrupt ways without the fear of being victmised as there is no one above the law anymore.Let the mayor carry his own cross
