Kenya: President Kibaki Must be Help fully Responsible and Accountable for Al-Bashir’s Invitation to Kenya

Folks,

All reasons are clear why the buck stops with President Kibaki. It is because

President Kibaki with his Mafia corrupt group still believes in corrupting the
New Constitution. This is the reason why Kibaki peed on the Party’s celebration
mood. He makes foul the mood to anger World’s Human Rights Advocate and
activitsts. He opens a New Page for Change and Reform in Constitution making
on a platform stage ready for a fight with the Reformist of the World, Agents and
Advocates of CHANGE for Africa’s improved future. President Kibaki and his Mafia
Cartels and Cohorts including former President Moi and Museveni want to maintain
the Status Quo of Corruption and Impunity using AU platform. The Reason why:

Those supporting Al-Bashir’s visitation at Promulgation in Kenya are the known
corrupt culprits and Agents in the Mafia Team suspects in
the act of genocide and impunity

There are minds with hangover of the past Constitution

There are gangs formed to scuttle the New Constitution from taking effect

There are those who think the committment and Change Agents have lost the
vigor and impetus to shoot directly into the goal by rounding
up suspects to Hague so they can begin their journey to
facing justice as the matter is prefered

On behalf of those for Change Demands in Kenya and Africa, and as a voice of reason, I wish to remind President Kibaki and Team, those who are against CHANGE, that they have become evidently enemies of the World seeking for lasting solutions to Corruption,
Security for Peace, Unity and Love and will have to pay and face consequences for their impetuous acts of greasing corruption and impunity, a quest they hold firm to fulfil their crimes against Human Kind, and Human Rights Violation behaviours. It is time for them
to pay and take Responsibility to their heighten heinous actions against poor people of Africa. It is time for pay-back.

Information reaching us states that, Kimunya disposed off and sold Government facility gadgets that were used during former President Moi’s leadership, things such Ammunation gears, vehilcles with other items such as Radio/Electro-Tech items to Kagame in Rwanda
and banked the money to his private account.

We have seen Kibaki recy-cling those wrong doers, shifting them from one Ministry to the
other, forcing those soiled in corruption through the throats of Kenyans in Public Services,
this must end.

We therefore DEMAND that Mr. Kimunya who was removed from Trade Ministry to Transportation be releaved from public service immediately. This follows with Mr.
Wetangula along with Muthaura, including Bethwel Kiplagat, and Prof. Ongeri from the
Ministry of Education. We demand that investigations be instituted immediately without
further ado. We also pressure that all those suspects listed by Ocampo for Hague must
begin to pack en-route journey to Hague headed by former President Moi and Museveni.

Because of the bad seedlings with rotten characters on board the New Constitutional
Governance, it will be hard-pressed to realize and facilitate effective implementation of
The New Constitution as is needed by 6,000,000 million voters of Kenya, against opposing
voices of 2,000,000 million. Wishes of the majority MUST be respected.

There is no better timining to call a spade a spade. We therefore request, the International Community, the European Community, the ICC Hague with Leaders of the World to fully
cooperate with Kenya and Africa and make haste the above demands.

“Help On The Way” should provide a resolve to the poor people of Africa.

Kibaki must answer to the World now.

Please Note:

1. Provision for establishing the Cabinet to create a Committee to Oversee the
Enactment of the New Legislation, must be made in a Hurry including the
Professionals, Civil Society, NGOs and Community Local Leaders

2.The Sixth Schedule provides for the establishment of a Parliamentary Committee
to oversee the implementations…. We want to see non-corrupt members with clean
records here.

3. The Parliament must set-up an Implementation Commission people of Integrity with
good standing to supervise the time schedule for Implementation and oversee the
legislation take effect as required for the enactment of the new Constitution.

It appears that the Cabinet has established its own corrupt management team before the
two other bodies are in place. The new management team are duty bound to manage
citizens’ expectations which by implication of twist and turn maneuvres of Kibaki and Team, means reducing, handling, taming and tampering with the expectations of Kenyans.
We are keenly watching this, Big Brother and the world are all eyes here do not be fooled.

Kenyans are all MACHO and they do know that, after the success story of winning for the New Constitution, there must be a ”progressive realisation” of their rights from Government to meet their expectations. They do not need a progressive document watered down at the altar of political expediency by non-reformers who are the majority in the Cabinet by
Kibaki’s Side-Commissioning (from dark-corners of the State-House) at all times. This must come to an end. Kenyans and people of Africa, want ACTION-PACKED REAL CHANGE not sugar coated.

Yes, there is a deja vu and 2002 feeling about this moment, we are therefore, all eyes.
We, as EMPLOYERS of the Three Arms of Governance, must be constructive and objective, seeking International Coordinated assistance to reinforce public demand for
a better world. We must guarantee that cronysm, corruption and ethnic alliances
will surface meant to intimidate and suppress others, must call to end. We hope that Lands minister James Orengo begins the first move to bring substantial change, since
his docket has a high calling, with eyes from corrupt investors ACHUTHERING to smother and drain Africa.

There are four reasons why Lands minister should act:

1. The National Lands Policy was passed in December last year. We have waited
nine months for the implementation to begin. That is too long.

2. The minister recently announced that he had in place the new legislaton ready
for Parliament.

3. The Schedule for land legislation is just one and a half years, and time is
passing.

4. Finally, land grabbers are consolidating and developing their illegally
acquired plots while foreigners are reportedly using every means possible to
retain freehold ownership currently in their possessioln. There is urgency about
establishing the Natinal Land Commission.

We should not forget that similar euphoria in 2002 ended in disarray and chaos after Kibaki violated the MOU.

We need to be very vigilant this time round and take it Head-on. We cannot afford to loose valuable lives, or the majority of Africans soil in poverty, because of corruption and impunity…….It is time, things must be done differently from the comfort of the corrupt.

Social Accountability that must take shape:

The problem in African Leadership is not just that they lack resources, but that, the resources allocated and expenditures incurred do not yield the desired outcomes at the ground level. sites It has been proved thus, four possible causes for this limited effectiveness of public expenditure
in the social sector bases on:

The government is misallocating resources – that is, it is spending on the wrong goods or the wrong people. This effectively is a budgeting or resource allocation problem. That must be corrected immediately.

The resources never reach frontline service providers – thus even if the resource allocations are correct, it makes no difference since expenditure ‘leakages’ mean that no money actually reaches its ultimate destination and service delivery is not improved. This then is an expenditure-tracking problem. “We demand Report and reasons why this was so”…

Even when the money reaches the service provider, the incentives to provide the service may be weak. This lack of incentives can be attributed to the problem of performance monitoring and evaluation…..leading to “Why No Services are Paid by Public Money”

Public Funding may not avail of the services provided to them. This is to a large extent a problem of awareness and participation.

These four problems hit at different parts of the service delivery chain, which can be unbundled into three kinds of accountability relationships –

Contracts between the policy maker and the service provider Must be made
known to public.

Client Power between the citizen-client and service provider, and

Voice relationships between the citizen-client and the policy maker must be clear.

    Judy,
    I am in full agreement with you on vigilance by the entire population for the fruits of the new constitution to be realised. While it is your choice and right to spotlight interest in Luo Nyanza I would urge fellow Kenyans to spread the net wide to cover the whole country. Believe you me the bad governance during the First Republc benefited only sections of the communities of the tribes that were in power. It was class other than tribal discrimination.
    As regards Bashir attending the ceremony of our hard worn foundation for
    change I have a different opinion. Let him see first hand that you cannot suppress a people forever. As I see that his day in court will come if Wetangu’las and Kibaki’s are true then there was some benefit in bring him to Kenya. Remember Sudan is bigger than Bashir so if his visit could facilitate the carrying out of the referendum in Southern Sudan for or against establishing a seperate states then look at it as plea bargain. It does not set the criminal free. It helps only to solve a problem. I could be wrong but I have considered that perspective. The snag is Raila seems like he did not know about it it.
