To Y’all,

There seems to be a lot of confusion being brought about by those who are supposed to be implementing the New Constitution. It is surprising to note that others still have minds that are locked on the old ways of Governance and are being disappointed because of the unscrupulous and sinister plans that they had. They wanted to control power by implementing these Sinister plans and were so sure they were going to succeed.

To their surprise the Coming in of the new Constitution has turned everything upside down. As such no plan that was hatched to be implemented with the old Constitution can work now. One major area that has been of much concern has been the Provincial administration. Minister Saitoti and many others who were benefiting from the misrule of Provincial administration, are at pains when they hear that this structure will be disbanded. They seem to still want to believe that, they will have their way in silently creating mayhem by misusing the same outfit that, have by far, been used to oppress the Citizens. This will not happen, and the sooner they come to that realization, the better for everyone.

Now, in a true devolved system, Ugatuzi yenyewe, the Counties are supposed to have effective Governments which will oversee everything in the County. That Government shall be answerable to the Central Government, since it is the Central Government which will be disbursing Funds for Development in the Counties. These kinds of systems have worked elsewhere and therefore we do not need to re-invent the wheel. What is needed is to borrow a lief here and there and apply it in our own situation.

I have researched and gathered few points which I believe when implemented, can shape up the various Counties to be effective administratively.
