Good evening Andy
  I feel happy for you  bringing out this topic on water management in developing world including Kenya
 
  Water Services Board, mostly issue licenses to Water Resources Users Association WRUA hence they have very little in daily running of the system.
 
  We all have Water Tribunal Boards that sits to intervene in water disputes matters that will arises in designated water catchment areas,
 
  Water Trust Fund .the funds for now actually are so little that they may not have major impact as it put as 2% of annul allocations and as you are aware there is much duplications of word that little impact is ever felt.

  Currently there is management wrangles at Water services Board Hqs hence NGO -Nothing Going On of late
 
  just for your information drilling water in some parts of this country is very expensive
 
  You may well drill water how ever the salt concentration level will be so high that even if you seep u immediately dehydrate.

  we are still to attain good positioning machines that can accurately determine the quantityof water in a place.
 
  Before giving you more stories ,just know if you drill water anyhow you may end up drying some water points in certain areas hence disputes may arise.
 
  I will advocate for Rainwater harvesting technologies in arid regions and educate communities on need of water recycling
 
  using figures is good idea

  Take for example If one person uses on average 100 litres of water in a day then we need to calculate how many people in eastern or dry areas amount will be?

  Then we can identify the deficit after summing up rivers,piped and pans outputs

  then the deficit is what is supposed to be drilled or harvested but we never follow this simple path.
 
  There is need to look at where we bath from can we have the used water recycled?

  washing cloths, utensils let them be done at a place where water can be re-collected treated etc

Wanakazi,

Does any member in this forum have any success stories, lessons to be learnt (read failures) on CBOs that have been able to set up water supply systems in rural areas with help of Water Services Trust Fund (WSTF) & Water Service Boards (WSB)?  I have emailed WSTF & Rift Valley WSB at an address shown on their website (http://www.wstfkenya.org) and none has gotten back to me.

If WSTF,WSBs, SOs, QCAs, CBOs and CPC implementation ring a bell, drop me a line.  Oh … sijasema why I require this information. It is strictly for research purposes aimed at improving the ability of our groups at community level to ‘take control’ of water supply and
sanitation interventions at village level. All information used will be duly acknowledged.

A magazine helps a reader to become broadminded, perceptive and capable of discerning various and aspects of life. A magazine should therefore play a role in the life of a readers, since it provides various experiences of other cultures, philosophies and attitudes. This will help readers become more informed and aware the world outside their own experiences.


A magazine also allows readers to compare his society with other peoples and encourage him become more aware of both the virtue and limitation and their values and experiences. To this end a magazine provides insights into the nature and potential of man, thus making reader more aware of their true selves.


Consequently, a magazine liberates one from narrow mindedness and stereotyping of others.


The diversities amongst rural communities in Kenya and communities in Britain shall be explored. These diversities will include issues that are social, educational, economic and personal issues.


A magazine should also be important for cognitive valves since it stimulates constructive thought about such issues and ideas. Analysis, interpretation and response to articles, require a reader to decipher meanings and significances.


Linguistically, a magazine plays considerable role in improving a reader’s knowledge on language, its potential and possibilities. Indeed, the envisaged magazine has one broad objective of instilling communicative competence that should help pupils / students in their career, success and social life.


Further, the magazine should help promote creative writing skills and talents amongst readers, ultimately, the magazine should help contribute to holistic training and improvement of the writers and readers in all dimension of life, therefore it should improves a person socially, cognitively, morally, linguistically and effectively.

Yesterday, Trailhead invited readers to imagine what would have to happen for Barack Obama to lose the Democratic nomination. And boy did you respond. You, dear readers, are a motley assortment of creative and disturbed geniuses.

Scenarios tended to fall into a few categories: embarrassing revelations, major screw-ups, Clinton ex machinas, and unfortunate occurrences. Others involved Obama turning out to be someone—or something—other than himself, such as the Rev. Jeremiah Wright (“note that you never see the Rev. & Obama in the same place!”), “the smoke monster from Lost,” Dennis Kucinich in disguise, and John McCain’s illegitimate black child. Brave young woman cuts dirty old man down to size

A “Broken Mirror, True Life Story”, appearing on page 16 of The Standard’s “Crazy Monday” magazine of Monday, 5th May 2008 (www.eastandard.net)

Residents of a village in Baringo are lost for words after a respected village elder almost lost his manhood in a bizarre incident last month. In this village, the word rape is unheard of and the Biblical sanction against adultery is followed to the letter.

Mzee Chepngotei was a man of good repute and was spoken well of. Villagers entrusted him with issues of discipline and other matters that required delicate arbitration. He had helped the village in maintaining law and order, something, that even earned him commendation last year from the area chief.

However, as the saying goes, never judge a book by its cover. Mzee Chepngotei secretly admired peoples’ wives. It is now known that some women had complained that he had made advances at them while arbitrating family cases.

He would secretly lure the women into sleeping with them as payment before rebuking the wayward husband. And indeed for those who submitted to his advances, their husbands reformed . Villagers however dismissed the women as rumuor mongers.

The rumuors subsided for a while, but it was not long before the bug bit him again. This time, with the urge for a much younger woman.

Given his expertise, he had been asked to arbitrate between Mr. Kanyerkil and his newly married wife, Maria. The couple had been married for barely one year
when Kanyerkil started drinking heavily, leaving his young wife and five month-old son in the care of his aging parents. Friends advised Maria to look for Mzee Chepngotei.

He was already aware of her problem when she approached him. He said if she agreed to cook him a meal of ugali, things would be okay. He told her that
the night of the meal should not be the day of the judgement, because he allegedly wanted to get more information from her. His words were well chosen and the tone encouraging. Maria readily agreed.

On the material day, Chepngotei went to Maria’s house. She had prepared brown ugali, to be served with a stew of osuga. He took his meal outside the house,
according to the traditions of the village.

After the meal Chepngotei called Maria and asked for water, not because he was thirsty, but as a way of getting her to join him. She brought the water in one
of the glasses kept only for special guests. He sipped the water, put the glass aside and asked Maria to sit next to him. This surprised Maria, but did not still sound an alarm in her mind.

Chepngotei moved closer to her, breathing heavily and uttering words of love. The reality hit her that Chepngotei wanted to be intimate with her. Her husband was nowhere to be seen. She composed herself and asked him why he was doing this to her and Chepngotei said he was just helping her out because he knew that she was longing for male company.

He tried to wrestle her down again but Maria asked him to go slow as she was willing to sleep with him. Chepngotei got excited and lavished praises on her.

Maria asked him to undress as she also prepared herself. This disarmed him completely. She then asked him to lie on his back, which he did. The old man was beside himself with excitement as she touched him.

Seeing that she had disarmed him, Maria went for the offending organ. She held it between her hands and twisted it so hard, the old man almost went limp with
pain. She held it firmly as Chepngotei asked for forgiveness. Blood spurted from the injured member. He lay lame and helpless as Maria bombarded him with
insults.

A neighbour responded to the old man’s cries for mercy. On seeing what was happening, he was tongue-tied and ran to call other villagers. The old man was rescued and rushed to hospital. On recovery, he did not even press charges against Maria.

It was unbelievable that Chepngotei could do such a thing. He has been cut down to size and does not talk about womens’ issues. He lost his dignity and his ego suffered miserably.

I am just thinking poor female donkey… I mean she died three days later,
its truly a shame…why dont they switch the law and say no male donkeys to
be allowed in Nanyuki..I am sure the chaos wouldnt have been there if it was
only one male donkey and many females..?

The other day I was in a matatu reading a novel and a policeman on his way home entered, greeted me and then told me I was *breaking the Law by reading inside a moving vehicle*… Laughed aloud at this as I told him the little Law I know tells me that if I was walking whilst reading, then he could hold and charge me. Plus I was not in the drivers’ seat so as to be blamed for an accident due to lack of concentration. Dismissed him as I thought he just wanted to speak to someone after a long day at work. *Could he have been stating a fact?*

Where can I read through some of these bylaws just for knowledge sake since ignorance is not a defence? At least the Town Clerk warns people against sitting on the flower pots and has finally placed benches in strategic areas to rest our limbs. Kudos to the NCC!!!

I know that if am walking in the vicinity of a Chief’s office at about 6pm and I hear a whistle and don’t stand at *attention*, I will be hauled into the AP’s 10X10 till they deem fit to educate me on why I should respect the flag as it is being brought down.

Where are the Lawyers? This is not a joke, it happened. We need enlightenment because am sure there are some by-laws that only apply to the 1900’s when mules were the means of conveyance. As we fight for a new Constitution, by-laws must also be modernised.

Cyprian; Ekuru and all the Civil Society activists, what say ye on this supposed crime?

Compatriots,

When the Constitution Review Commission of Kenya started its work a couple of years ago, one constitutional scholar argued that the problem we have may not be a broken constitution, but constitutionality in Kenya. In other words, he argued, we may have good laws on the books which are unknown, ignored or misused.

I once saw a collection of old laws from various states of the US which were no longer applied, but still on the books. In one state it was illegal to walk backwards, in another it was wrong to whistle at certain times of the day, in another it was only illegal for a husband to beat a wife if he beat her for so long… etc. In our own country and for good reason, Nairobi City Council, for example, prohibits sign boards larger than a certain size (very small by the way). As far as I remember, this bylaw has not been repealed, but look at the gigantic billboards that adorn Kenyan roadsides now. Technically, all these are illegal and if authorities wanted, they’d bring them down legally, but can you imagine the outcry?

My point is that there are many outrageous and outmoded laws on the books in many countries, so old and outmoded that a lot of times people don’t know that they exist. It is entirely possible that there is an old and outmoded law somewhere that prohibits reading on a moving vehicle.

Wesley Snipes jailed for 3 years

OCALA, Florida (Reuters) – A “very sorry” Wesley Snipes, star of the “Blade” movies, was sentenced to three years in prison on Thursday for willfully failing to file U.S. income tax returns for 1999 through 2001.

Snipes was convicted in February on three misdemeanor counts. U.S. District Judge William Terrell Hodges handed down the maximum sentence and said he felt it was important to create a general deterrent against tax defiance.

  The aggrieved Kenyan communities invested heavily in ODM because the party had offered to enact the Bomas Draft constitution clause to address the land, social and economical historical injustice through a form of federalism.

  The Christian Democratic Movement of Kenya (CDMK), therefore,  wish to urge the Rift Valley MPs to move a motion in parliament to have the said clause enacted in Parliament ASAP.

  It took the ODM and PNU MPs to push for grand coalition government to become a law  in less than fortnight, why not the Majimbo systems which is the only road map to peace in Kenya and equity in sharing the national resources, be given the same treatment by our legislators.

  Meanwhile, CDMK call upon the International Community to support the cause of devolution of power in Kenya to bring about check and balance, and further wipe out the corruption syndrome institutionalized in the Kenya through Central government systems since 1963.

  CDMK urge the Canadian, US and European Union to halt any aid to Kenya until the majimbo system is enacted in Kenya constitution to enable them directly inject development to regional governments for the speedily development and sustainability at the grassroots level.

  It is through Majimbo System that the Gikuyus tax payers and resident of Rift Valley and any tribe residing away from their ancetral homes shall be protected by the regional laws as it is the modern federal democracies in the world.

  Without Majimbo Systems all the funding and donation mark for Kenya by the International community will just end up in the corrupt politicians and the “old boys” corrupt civil servants bottomless pockets.

  The current Internal Displace Persons  (IDPs) crisis is flawed with high level of corruption masterminded by the Mt Kenya  Mafia government officials to fraudulently woo compensations from both Kenya government and the international community to their kinsmen.

  The PM Hon Raila, his Deputy PM Hon  Mudavadi and the Agriculture Minister Hon Rutu should not be blinded by the government portfolio which they got as result of their communities who were massacred by Kibaki government forces and mungiki militias.

  It is indeed shameful for these leaders to hurriedly accept to resettle fake IDPs and the Land grabbers while their own communities are still mourning their dead, living under inhuman  conditions either in IDPs camps or at their ancestral homes without shelter, food, water, medications and school. 

  What make Rift Valley and the Gikuyus so specials than the Kisiis, Massais, Luos, Kalenjins, Lughyas, Mjikenda, and those in Mt Elgon who are living under Military curfew and fear ? 

  Is this not a betrayal and form of grand marginalization by the government and the ODM Leaders to give priority to one ethnic group ? 

  The widows, widowers, orphans whose their parents, wives and husbands were brutally shot and died with government bullets lodged in their bodies in Rift Valley, Western, Coast, Nyanza, equally required compensation and reparation from the Kenya government and the International Community.

  It is awkward and unacceptable to deny the remaining Kenyan tribes equal justice.

  The regions which overwhelming voted for ODM-Majimbo system were targeted by the government excess security force and thus they were a direct victims of the government security brutal killings.

  The Kenya government and the International community must provide them with same opportunity to have their voices heard and to obtain, where appropriate, some form of compensations and reparation for their sufferings.

  It is this balance that the government agents perpetrators and retributive shall restorative justice to enable the Grand Coalition Government, not only to bring criminals to justice but also to help the victims themselves obtain justice.

  It is indeed unfortunate that the ODM leaders fought vigorously to have the Grand Coalition Cabinet slots, and there after they decide to play in the hands of President Kibaki and the Mt Kenya maneuvers who are out to divide ODM and split it across ethnic lines before 2012.

  While, the late President Moi strategy to unite the former MPs  and Kanu hardliners leaders across the Country through  his son Gideon Moi to weaken ODM in Rift Valley,  whereas the former Vice President Modi Awuor is rocking western province, as the Mt Kenya young Turks are busy planting seeds of discord in ODM young and inexperience  first timer parliamentarians in the name of Grand Opposition, to defeat or challenge ODM sponsored motions in Parliament.

  ODM must tread carefully to avoid mass defection and by-elections across the country to rob them the mandates in the grand coalition government.

  The former President Moi, President Kibaki and the Mt Kenya Mafias have enough resources to bring down the government before the Majimbo reforms is instituted into a law and throw ODM to the opposition bench before 2012.

Breaking News: American scientist dies at ICIPE

NAIROBI, April 23 – An American Scientist has been found dead at a leading research facility in Nairobi.
The 74-year-old researcher was found dead in his room at the International Centre of Insect Physiology and Ecology (ICIPE) headquarters in Kasarani late Tuesday.
Robert Roy Snelling’s body was discovered after ICIPE colleagues failed to trace him for the better part of the day.
Kasarani Divisional Police Chief Jasper Ombati said initial investigations have shown the scientist may have died from illness because he was on medication.

I agree with you that this is crazy! The govt should sort out this mess once and for all. They should stop pussy footing on mungiki and instead spank them real hard. Or does the govt have vested interests in Mungiki. Even Raila’s suggestion to talk with them is total bullshit!.The likes of Raila are out of sync with the ordinary mwananchi and his travails. Has he ever had his (Raila) life threatened for failure to pay protection money? Or had his car torched? Or if the worst comes to the worst, then the govt should arm us and we sort these hoodlums out.

We are all angry and frustrated due to lack of security in our country. I highly doubt that taking the law into our own hands will solve the problem. Being reactionary will only serve to worsen the already delicate and dangerous situation. We need to look at long term solutions towards this problem and always strive to uphold justice and peace. If we all take up arms against Mungiki, how different then are we from the Mungiki and other groups who have different ideologies and approaches to airing their grievances?

Mungiki has taken a life of its own far from what the ‘politicians’ and kenyans envisioned …… Speculations aside…what exactly does Mungiki represent in this country? and do we know what it will take to solve this crisis? if NSIS warned and nothing was done….i shudder to think of where we are headed as a country….
