St Thomas Aquinas National Seminary drama club on Friday staged a play on Wakanyote Njuguna?s Novel: Before The Storm, a well known in Kenyan theatre circles. The main focus was on whether negative ethnicity will end in Kenya, given that every election must be marred by violence.

One of the major causes of violence is land dispute. ?The whole land in Kenya is poisoned. Neither cattle nor people may thrive here. There are dust clouds of hateful poison blowing across this land. And the waters are bitter with the gall of evil people.

Kenya: What Luo leaders need to learn from the late Michu

Having seen the development efforts in Luo land for the past 15 years, I want to put forth a suggestion. I worked in Kangema area for more than 2 years and got a chance to see first-hand what the Hon. Michuki and other parliamentarians from Central Kenya do. Firstly, they do not kill initiatives of development from any source and do not put road-blocks to them. Secondly, they are ever at home with a road-map of what they want to achieve within a certain period. Thirdly, they personally monitor all development projects progress by progress and each weekend is a busy monitoring visit with meetings to discuss what can be done. Fourthly, they inspire and encourage the people to invest in opportunities which their thank-tanks have come up with. In that way they open up a lot of opportunities for the people on different fronts. The best examples here are the late Hon. Michuki and Peter Kenneth. What about the Luo leaders?

Unless you follow them and dance to their tunes which are devoid of fast tracking development, then you are not welcome. Hon. Michuki changed the face of Kangema from scratch to where it is now. When you see them mourn, they are mourning with a lot of pain. Van the Luo leaders have meaningful development agenda for their electorate? I feel saddened and ashamed as some of them have been in leadership positions for a long time but all they do is blame the government of the day and utter too many words that do not add up any cubits of development to the land. Wake up luo leaders and I urge the electorate to vet the leaders carefully before voting them to positions of leadership.

Kenya: Sammy Wakiaga rumored entry into Homa-Bay County governor’s race causes a great panic among other aspirants

The rumor making the round in this lakeside town, which is soon to be the administrative headquarters of the Homa-Bay County are all pointing to the direction that a Nairobi based prominent business magnate has added his weight in the race for the elective position of governor.

However, this writer could not confirm whether Sammy Wakiaga who is also still in the public service would be contesting for the governor position. Phone calls made to his mobile number went unanswered as this writer inquired to ascertain the truth about widely spreading rumor bout his candidature.

Wakiaga hail fro Rusing Island in Mbita constituency within the Suba region. However, fears persist that his candidature is likely to tilt voting power balance within the region.

Already there are two other aspirants from the some region, who are vying for two different elective positions. These are the Immigration and Registration of Persons Minister Gerald Otieno Kajwng’; who hails fro Mbita mainland who has declared his intention to capture the Homa-Bay County Senate seat,and Dr Mark Matunga, from the neighboring Mfangno Island who has been on the campaign trail vying for the governor position.

It is too early for anyone to make intelligent guesswork with the vie to ascertain whether the mainlanders, mainly non-Suba voters from the communities living in other parliamentary constituencies like Ndhiwa, Rangwe, Homa-Bay, Karachuonyo and Kasipul-Kabondo would entertain and succumb to the whims of aspirants fro the minority. The logistics of their winning strategies also leaves a lot to be desired.

The number of the registered voters within the Suba region I far much less than 70,000, a figure which runs at par with the registered voters in Kasipul-Kabondo alone.

The contest for the Homa-Bay County governor has attracted the ODM stalwarts like the immediate former Rangwe MP Eng.Phillip Okoth Okundi, the former Marie Stoppie Country Director Cyprian Otieno Awiti from the eastern part of Karachuonyo, Prof. Akeyo Omolo from Karachuonyo. There is also the likely hood that one o two more aspirants for the same position might sprung up at a later days.

The popular murmuring around include a million questions as o why the politicians from the minority Suba community thinks they are the best and most suitable to capture all the important seats with the Homa-Bay county governance? Is there some high degree of arrogance on part of the contestants?

On the ground Eng.Phillip Okoth Okundi who hail from Kochia West within the Rangwe Division is currently leading the pack while being trailed closely By Cyprian Otieno Awiti of Karachuonyo, Dr. Mark Matunga from Mfangano and Prof.Akeyo Omolo from Karachuonyo

Okundi who has invested heavily in two cotton processing plants {Ginneries}one in Homa-Bay and the other one in Kendu Bay Town. He has also invested heavily in property development in Homa-Bay town under his family business flagship Asego Trading Company is viewed by many people as a serious contender for the governor position given his wealth of experience in public administration and at a high level management.

If all the five aspirants, namely Awiti, Wakiaga, Matunga Prof Akeyo and Okundi decided to go flat for the seat, it is obviously that regional voting balancing would favor Okundi. Whose home turf constituency included locations such Kochia Eest, Gongo, Kochi East, Kagan West and Kagan East, Gem East, Gem West,Homa-Bay Township, Kanyada West, Kanyada East and Kanyada South all in on basket for a man who once represented the constituency in parliament very effectively and left a mark a far as his track record of development activities are concern.

Okundi is also reported to have made major inroad in part of West Kasipul, Kachien and parts of Karachuonyo West. And in addition to this, taking into considerations that there is no aspirant for the same position from the votes rich Ndhiwa constituteny, Okundi will be a hard nut to crack come the polls.

Cyprian Otieno Awiti is another aspirant to watch. His popularity has spread like bush fire in all the constituencies apart from his home backyard of Karachuonyo. He is also the darling of the voters in Kasipul-Kabondo.He has also built formidable support in other communities outside his Karachuonyo backyard. particularly in Ndhiwa, Rangw, Gwassi and Mbita and he is a man to watch.

Awiti has traversed the full length and width all parts of Homa- Bay County making hefty donations for churches, schools and all other economic and social development activities making him the best known candidate. In addition to donations, Awiti who is a staunch member of the Catholic church has the steady following within the catholic church stretching fro Magunga, Mirogi, Asumbi, Oriwo, Nyahera and Mawego Roman Catholic Mission which is located within a stone throw from his rural home, which is located In Kobuya location within Karachuonyo East.

The youthful aspirant Dr. mark Matunga, a computer expert with Microsoft International, Africa’s office is a formidable campaigner. He has penetrated and carried his campaign deep into Kasipul-Kabondo, Karachuono, Rangwe, Gwassi and Mbita. He has yet to make major inroad into the votes rich Ndhiwa, though he is enjoying the political goodwill of the Suba people in both Mbita and Gwassi constituencies. Working closely with school teachers, farmers and ODM party sub-branches and has captured the heart of many voters within the Homa-Bay Town. He is the darling of the Suba voters in both Mbita and Gwassi constituencies.

Matunga who is also a church minister is very popular with the youths in all the constituencies and he is mobilizer with unique organizational ability and could struck shock and surprise to his rivals. His oratory in public addresses can turn the mountains and draw the attention of audience to near hysteria.

Reports from the field is pointing Prof Akeyo Omolo as having mad very little impact in his bid to win the governorship despite of his illustrious academic background.

For the moneyed Wakiaga, it is too early for anyone to make the proper assessment and yet he has not been on the ground. Moreover, he is still serving as a senior public servant in the government. Once his campaign trail hit the ground, it is when one can make an accurate intelligent guesswork about the impact of his candidature. But for now most people are relying mostly on rumor being spread like bush-fire by the rumor-mongers.

Wakiaga’s popularity could only be given proper assessment once he has hit the ground. He has enormous investment in Mbita town and around Rusinga Iland where he is a parner in a tourist class hotel and also involved in water transport system, in a company which is managing the Mita Ferries Limited.

For the Minister Otieno Kajwng’; to win the Homa-Bay Senate seat, he will have to run extra mile, and not simply coining and composing he “Bado Kuna Mapambano empty political lyrics”

He has repented Mbita ever since 1992 long before the creation of Gwassi constituency which was heaved out of Mbita 12 years ago, but he is leaving neither legacy nor any sign of tangible development in the area. His relations with the Suba community has deteriorated to an extent that he will hardly capture no more than ten per cent of the Suba people’s votes. May be is targeting the votes fro his uncles in Karachuonyo, though there is no assurance to that effect.

The situation could be more worse if the abrasive Joshua Orwa Ojode, the Ndhiwa MP could chose to abandon his parliamentary sat and join the race for the Senate seat.

Ojode has a very colorful track record of massive achievement in the development of his Ndhiwa constituency, which give him the advantage over Kajwang’ in the event and the possibility of him switching from parliamentary to the senate contest. And his cannot precisely be ruled out. May be Kajwang is banking his hope on the Prime Minister Raila Odinga to campaign for him, but there is no assurance because Raila himself will be embroiled and locked in one of the toughest election battle for the presidency. It would be one of Raila’s stiffest election battle for his life in his presidential bid an will not have the time of stooping low to campaign for Kajwang’ inside rural locations.

In Suba region, Kajwang” is also being blamed for not articulating for the support of the former Nyanza PDE Mrs Roselyn Onyuka,a highly respected woman leader and who has already expressed her interest in capturing the Homa-Bay women representative to the Senate. It is being rumored that he is backing a young and recently married woman for the job to the chagrins o of his Mbita constituents.

Mrs Onyuka’s marital home is in Kasipul-Kabondoi, though her birthplace is in Mbita where she hail fro the populous Kasigunga sub-clan and the daughter of the late Ex-Senior Chief Damianus Ajwang’ of Gembe Location. Kajwang’ therefore can ignore her to his own peril, because the former educationist has influence in two constituencies namely Kasipul-Kabondo an Mbita apart from other regions having worked in the public service as a senior teacher within the same region for many years.

1st Poll On Raila vs Mudavadi ODM Primaries.

Through proxy and on ground, I have conducted a scientific poll on Raila vs Mudavadi ODM primaries. The results are interesting. I have used the old provincial delineation, and constituencies. The percentages are not likely to are not likely to change significantly with the new Counties. What you need to remember is that these are percentages. So here we go:

If the ODM presidential nominations are to held today Feb/20/2012 by delegates:

RAILA: = Total 52.87% – (NYZ 91%, COST 82%, RV 33%, WEST 24%, EAST 41%, NE 74%, NRB 57%, CNT 21% )

MUDAVADI: = Total 47.13% – (NYZ 9%, COST 18%, RV 67%, WEST 76%, EAST 59%, NE 26%, NRB 43%, CNT 79% )

The margin of error is +/- 1%

Polling Sample: 2047 respondents.

Dr Besigye: Slipped through the police net

Interesting details emerging from the hotly contested Jinja East bi-election that took place last week, Thursday, 9 February, indicate that Forum for Democratic Change [FDC] party president Dr Kizza Besigye has once again successfully outwitted a joint police and army security blockade that had been set up to stop him.

According to a source who was at the scene, the security blockade had been set up to stop Besigye and other top opposition leaders from entering Jinja Town Hall where the votes were being counted. Uganda Correspondent understands that initially, Besigye tried to approach Jinja Town Hall in his vehicle but he was rudely stopped in his tracks by mean looking security operatives who ordered him to drive off.

A few minutes of heated exchanges followed. The FDC leader finally obliged and asked his driver to turn around. His vehicle then sped off and disappeared into the misty distance of the streets of Jinja town which had been virtually saturated by the heavy clouds of teargas that had been fired by police to disperse rival supporters of the two main contenders, FDC’s Paul Mwiru, and NRM’s Nathan Nabeta.

After about twenty minutes or so, the security officers who had blocked Besigye from accessing Jinja Town Hall were shocked to the bone to hear that the FDC leader had somehow made it into the Town Hall and was now busy trying to make sure that his candidate’s votes were not stolen.

Besigye himself was tight lipped when contacted by this reporter to shed light on how he outwitted the heavy security blockade. “Hahahaha.” the FDC leader laughed out loud before steering the phone conversation swiftly away from what he called “the small matter” of how he beat the security blockade to enter Jinja Town Hall.

“That is not a matter for public consumption. All I can tell you is that you have to be creative when you are dealing with a rogue regime.” Besigye said. He then added that, “…The point is not really about how I made into the hall. It is about the oppressive environment imposed by this regime in which we operate. Transparency is a fundamental requirement for any election to be deemed free and fair. And this is precisely what we have been demanding for years.” the FDC leader said.

Several unsubstantiated theories have since emerged about how Besigye beat the security roadblock in dramatic fashion. Mr. David Waiswa, a 39 year old resident Walukuba West who says he was seated in a shop at the Town Hall end of Iganga Road as the drama unfolded, said he is convinced that Besigye came back on foot and walked straight past the security officers who had by now dropped their guard after seeing Besigye’s car drive off.

In truth, we never know how Besigye actually beat the tight security blockade. But it is not the first time that the FDC leader has pulled off such a mystifying antic. Soon after the 2001 elections, Besigye beat the heavy military ring-fence deployed at his house in Luzira and eventually escaped out of the country unnoticed. He ended up in South Africa where he lived until his return in 2005.

The Jinja East bi-election result

FDC’s Paul Mwiru emerged victorious after beating his close opponent NRM opponent Nathan Nabeta Igeme by 1,701 votes. Mwiru garnered a total of 7,758 votes and Nabeta came a close second with 6,057 votes. Consequently, Mwiru was declared winner in front of Electoral Commission [EC] Chairman Eng. Badru Kiggundu.

The Jinja East parliament seat fell vacant after FDC’s Paul Mwiru successfully challenged Nabeta’s election in the High Court, which then ordered a bi-election.

Kenya: Nyanza MPs got their priority on the wrong footing for asking Kibaki to anoint Raila as the next president of Kenya

The recent utterances by a section of ODM Luo MPs do not add any value to Rail Odinga’s presidential ambition, and the time is ripe for the Prime Minister to tell his closest allies and advisers to check their tanks.

In this context, I have in my mind the speeches which were delivered by a section of Luo MPs during the recent tour of Kisumu by President Mwai Kibaki. And also the uncoordinated uncalled for attempt to coerce the ODM deputy leader Musalia Mudavadi during the Jaramogi Oginga Odinya memorial service at Kang’o Kajaramogi’s home in Nyamira, Bondo..

Several MPs cabinet Ministers included told President Kibaki in full view of a huge crowd to return his hand to Raila by declaring “Raila Tosha” in anointing the Prime Minister as his successor to the presidency. This, according to MPs was to be in return gesture to what Raila did in 2002 when he declared “Kibaki Tosha” at the Uhuru Park. It however worked upside down

Surely, Kibaki did not publicly asked for Raila favor in 2002, but the Prime Minister voluntarily did so in his own personal political interest. Nobody had coerced him to say so. In any case, the outgoing President cannot anoint the next President to succeed him. The responsibility of electing is based on the electorate.

If my memories serves me well, I can remember vividly well that the same cartel of Luo MPs and members of the amorphous Luo Council of Elders had invited the retire President Daniel Arap Moi at a leaders meeting. The meeting was held at the SonySugar complex in Awendo and the main agenda was to ask the Head of State to anoint Raila Odinga who by the was a member of cabinet in the short-lived KANU-LDP merger as the Minster for Energy. It didn’t work well in their favor of Raila sycophants, and the following week Mr Moi in a public rally in Mt Elgon district declared that Mr Uhuru Muigai as his favorite choice to be his successor.

Once it didn’t work in their favor, can’t these gentlemen of Parliament from Luo-Nyanza change the tact, which has only ashamed the community and find others suitable avenue of making political maneuvers. The request to Kibaki to anoint Raila as his success did not augur well and it sounded like a pure case of political naivety on the part of the so-called learned friends of “Agwambo”.

The other shameful act and blunder made by the Luo MP was during the memorial service for the late Jaramogi Oginga Odinga. The ceremony was held at Kang’o Kajaramogi’s home in Nyamira, Central Sakwa Bondo.Judging from the utterance of some of the MP who seemed to have been irked by the action of the Deputy Prime Minister Wycliff Musalia Mudavadi in declaring his interest and presidential ambition by challenging Raila Odinga on ODM’s presidential nomination. Raila himself has repeatedly made it categorically clear that any adult and sane member of his party has the right to stand and contest the election in any elective position. And this is what Mr Mudavadi has just been doing that. However, he was confronted with uncalled for and unwarranted attack by a section of Luo MPs who dressed him down in turns. One of the MPs Jakoyo Midiwo of Gem emotionally charged at the DPM and pointed an accusing finger alleging that the Vihiga MP was acting at the behest of external forces. Midiwo in his scathing criticism only
Midiwo it fell short of telling the ODM deputy leader that he was a “traitor and a PNU mole in ODM.”

Midiwo is a first cousin of Raila Odinga and his actions and utterances could be construed and mistaken as representing the inner side o the family view towards Mudavadi, which might not be the case. It is also not in line and accordance to the Luo culture guidance on how to treat a guest of Mudavandi’s status on a visit to the family from distant land. These reckless utterances has since sparked off protests from the Luhyia ODM leaders, followers and supporters who felt the MP had an ulterior motive of insubordination of the DPM. Whatever motives such utterances serves; it is my view that such issues should have been tackled during the ODM Parliamentary Group’s meeting. And that is the way any political party of highly disciplined men and women should be operating and functioning. Judging from what is now in public domain is that these degrading loose talks have achieved nothing tangible but has boomeranged.

Surely, that was a solemn gathering to remember Jaramogi one of the heroes of the struggle for the independence of this country, and in my view not the best forum the Luo MPs to hurled their vitriol’s at Mudavadi, who came in as an important guest of the Odinga family and joined them in remembering and prayers for the soul of their loved father.

It is also my view that some of the people surrounding the Prime Minister are only interested in retaining their parliamentary seats at the next general election, but contributing negatively towards the PM’s presidential bid.

Moreover Rala Odinga is a popular leader on his own rights. He is known by millions of Kenyans as forthright and genuine reformer. His track record ever since his active participation in the second liberation f the country is undisputed fact, which are well documented and well known to every sane Kenyans. It therefore does not require an MP or a bunch of MPs to polarize and polluting the air with mediocrity utterances.

Kenya’s politics is ethnically oriented therefore when members of one community recklessly embarrassed and harassed a leader from a neighboring community, the relations between the two communities cannot be said to be “business as usual” therefore if such degrading utterances like the one directed towards Mudavadi in Bondo were meant to appease and attract the attention of the PM then it did not work well and as such made no added value.

The Kisumu residents expected the local MPs to pressurize President Kibaki to consider the possibility of resuscitating the closed industries such as the multibillion Kisumu Cotton Mills Ltd, the Kenya Breweries Plant which has been shut down and left to rot in Kisumu town and to an extent the revival of the close Miwani Sugar Mills whose 10,000 hectares nucleus farm has since became the milking cow of the corrupt politicians in the region and top officials. The closure of the three manufacturing industries in Kisumu has since spilled out of work over 10,000 workers who were declared redundant. But the MPs got their priorities wrong.

Fishing and fish trade is another thriving business in the region, but of late there I a sharp decline in the volume of catches as the reports by experts indicate that the fish population in the Lake Victoria is on the downward trends. These are some of the pertinent issues, which the Luo MPs should have discussed with the head of State while he was visiting the region and explore how to improve and rehabilitate the fishing industry.

The sugar industry is another mainstay of the region’s economy, but of late several sugar mills, which are in the region are reportedly unable to reach their production capacity due to acute shortage of raw materials or engaged in cut-throat scrambling or the few mature cane that is available due to lack of a clear-cut policy governing the industry.

The region boost six sugar mills with four are located within Kisumu County, while two are in the greater Southern Nyanza. One of the sugar mills, Miwani Sugar Mills went burst about 12 years ago, and efforts by interested parties ,its owners the government and stakeholders effort to have it rehabilitated has run into a lot of difficulties, while its 10,000 acres nucleus estate has been subjected of lengthy legal tussle.

And this is what Mr Mudavadi has just been doing that. However, he was confronted with uncalled for and unwarranted attack by a section of Luo MPs who dressed him down in turns. One of the MPs Jakoyo Midiwo of Gem emotionally charged at the DPM and pointed an accusing finger alleging that the Vihiga MP was acting at the behest of external forces. Midiwo in his scathing criticism only
Midiwo I fell short of telling the ODM deputy leader that he was a “traitor and a PNU mole in ODM.”

Midiwo is a first cousin of Raila Odinga and his actions and utterances could be construed and mistaken as representing the inner side of the family view towards Mudavadi, which might not be the case. It is also not in line and accordance to the Luo culture guidance on how to treat a guest of Mudavandi’s status on a visit to the family from distant land. These reckless utterances has since sparked off protests from the Luhyia ODM leaders, followers and supporters who felt the MP had an ulterior motive of insubordination of the DPM. Whatever motives such utterances serves; it is my view that such issues should have been tackled during the ODM Parliamentary Group’s meeting. And that is the way any political party of highly disciplined men and women should be operating and functioning. Judging from what is now in public domain is that these degrading loose talks have achieved nothing tangible but has boomeranged.

Surely, that was a solemn gathering to remember Jaramogi one of the heroes of the struggle for the independence of this country, and in my view not the best forum the Luo MPs to hurled their vitriol’s at Mudavadi, who came in as an important guest of the Odinga family and joined them in remembering and prayers for the soul of their loved father.

It is also my view that some of the people surrounding the Prime Minister are only interested in retaining their parliamentary seats at the next general election, but contributing negatively towards the PM’s presidential bid.

Moreover Rala Odinga is a popular leader on his own rights. He is known by millions of Kenyans as forthright and genuine reformer. His track record ever since his active participation in the second liberation f the country is undisputed fact, which are well documented and well known to every sane Kenyans. It therefore does not require an MP or a bunch of MPs to polarize and polluting the air with mediocrity utterances.

Kenya’s politics is ethnically oriented therefore when members of one community recklessly embarrassed and harassed a leader from a neighboring community, the relations between the two communities cannot be said to be “business as usual” therefore if such degrading utterances like the one directed towards Mudavadi in Bondo were meant to appease and attract the attention of the PM then it did not work well and as such made no added value.

The Kisumu residents expected the local MPs to pressurize President Kibaki to consider the possibility of resuscitating the closed industries such as the multi-billion shillings Kisumu Cotton Mills Ltd, the Kenya Breweries Plant which has been shut down and left to rot in Kisumu town and to an extent the revival of the close Miwani Sugar Mills whose 10,000 hectares nucleus farm has since became the milking cow of the corrupt politicians in the region and top officials. The closure of the three manufacturing industries in Kisumu has since spilled out of work over 10,000 workers who were declared redundant. But the MP’s priority for the region appeared to have been on the wrong footing. Instead of representing the thousands of jobs residents they directed their appeals to the President to help Raila in his presidential bid, and yet the PM is a working man contrary to thousand of youth in the streets.

Surely was the requests placed before the Kenyan head of state were genuinely in the interests of the down trodden Wananchi? Only time will tell.

Uhuru Kenyatta and William Ruto can help us a great deal by not running for presidency this time around……

A time comes when one is called by destiny to sacrifice for the greater good of the people and country. In the history of Kenya, we know such heroes: Koitalel Arap Samoei, Dedan Kimathi, Jomo Kenyatta, Jaramogi Odinga, Wangari Maathai, Tom Mboya and the unsung peace heroes who helped victims of post election violence – among others. They all found a way to lift Kenya up during difficulty and trying times by putting people and country ahead of their own personal agenda.

As we head to the polling stations to elect yet another president, kenyans are praying and hoping there will be no repeat of the 2007 post election violence (PEV). Indeed, we must remain one united and strong Kenya both during and after elections. A peaceful, united and prosperous Kenya is what we owe to ourselves and posterity.

More than four years later, we still have IDPs who need to be settled and thousands of victims of PEV are yet to find justice and closure. We cannot risk another debacle, another embarrasing and painful moment in our country. Those preparing to run for the presidency must be warned that we will hold them responsible if they end up creating another havoc in the nation.

Some aspiring candidates such as, Messrs Uhuru Kenyatta and William Ruto would help us greatly by not running for presidency this time around. Either of the two would make a great president but with their ICC baggages, they should sacrifice for the good of the country – wait till next elections rather than drag the whole country into the ICC circus.

Wrestling with any case in a court of law is always a daunting task; leave alone charges of crime against humanity. It takes time and resources. Also requires total commitment and attention. Perhaps, that is why Hon. Uhuru Kenyatta resigned from his ministrial post in order to pay close attention and steer his ICC case.

Uhuru Kenyatta and William Ruto would like to vie for presidency obviously because they care about kenya, but before they decide to do so, they should be guided by a few questions:

-Would it be fair for the nation to have a seating president who is being dragged to Hague to answer charges on crimes against humanity?

-Won’t it be detrimental to Kenya if we have a president with a divided attention- between matters of state and fighting his charges against ICC?

-Does our constitution cater for such an eventuality; where a seating president is hauled into prison by Hague?

Although our constitution provides president with legal immunity; clause 143(1) & (2), such immunity is however denied under 143(4) as pertains to treaties; i.e., if Rome Statute ICC is a treaty.

-Is it fair to the victims of PEV to have people indicted by ICC running for presidency whether they are presumed to be innocent or not; while the victims themselves are yet to receive any measure of justice? For them and thier families; justice delayed is justice denied.

According to our Kenya constitution, both Messrs Uhuru Kenyatta and William Ruto are not barred from running for the State House under their present circumstances; (since they are not yet convicted) However, having been adversely mentioned and indicted by ICC, it is prudent for them to put their ambitions on hold for now- Not because they are guilty of PEV, but as a sacrifice for the good of wananchi and the country. Let us run a decent campaign and elections without rubbing into the wounds of 2007 Post Election Violence.

Both Hon. Uhuru Kenyatta and Hon. William Ruto can assist us most with their wealth of knowledge and resources during the forth coming elections. They may not rise to be king this time around, but yes, they can become king makers by throwing all their weight behind one candidate that would be the best for Kenya 2012.

Those who were directly or indirectly invoved in 2007 post election violence are tainted and cannot help us move forward. In spite of their best intentions, their continued presence in the national psychi will always create fear, anguish , apprehension and bad memories of yester years. We cannot make every presidential campaign and election a preparation for bloodshed!

We need a leader with a wealth of experience. Someone knowledgeable enough to carry on with President Kibaki’s policies that have served Kenya well for the last nine years. Someone Kenyans can trust. A president who can spread Kenyanism throughout the nation and pull us all together. Hon. Uhuru Kenyatta and Hon. William Ruto should rally behind such an individual and help us make Kenya strong and proud.

I believe such a person in Kenya today is Hon. Prof. George Saitoti. Nobody is perfect but this man’s record of serving Kenya is as long and as impressive as that of President Mwai Kibaki. True, Goldenberg scandal still hangs over his head; but our own High court cleared him of any wrong doing. To me this is the one Kenyan who can push and spread Kenyanism throughout the nation as well as strengthen President Mwai Kibaki’s policies, make kenya economically powerful and implement our new constitution.

Hons. Uhuru Kenyatta and William Ruto; its your sacrifice we need. By putting your dreams on hold, you can help us hold Kenya and wananchi high. If you do, wananchi will not forget you come next presidential elections. And yes, if you decide to mess up everything, we will hold you responsible forever.

WHY RAILA MIGHT NOT BE THE NEXT PRESIDENT

A look at the current events in Kenya leaves one with many a question to ask and at the same time give answers to some of the frequently asked questions.One of the commonly asked questions is who is the most likely candidate to take after Kibaki?

Several people will answer this question diffrently but majority from my luo tribe would certainly give one answer, Raila. May be they could be telling the truth as per their analysis. However,there is little truth to their answer and the earlier they embrace it the better. I want to state categorically that i am not anti Raila or anti Luos as others might suggest. I am a Kenyan from the Luo tribe of which i am very much proud. I am entitled to my opinion and credit this to non other than Raila andd co. who fought to realize this democratic space that we now enjoy.

Back to who is the most likely candidate to take after Kibaki,i would want to make it clear that Raila is the least likely of them all. History has it that of all the three presidents Kenya has ever had, only Kenyatta did not serve as vice president. His was a different case because Kenya had just attained her independence.

Both Mwai Kibaki and Daniel Moi served as vice presidents.If history could repeat itself, then Kalonzo could be the next president.

Another fact that will almost certainly lock Tinga out is the tribe factor.We lack the numbers to win any election in Kenya.Uhuru is sitting pretty because he knows that when it comes to numbers, he has them.
All he needs is to get support from one more tribe and he will be there. The mount Kenya flock is not ready to lose power and would try to retain it at all costs.They want to protect their wealth from the luos whom they describe as arrogant and lazy. As such, they would rather have a Kalonzo or a Eugene at the expense of Raila.

Moi at one time said that KANU will rule for hundred years. If anybody doubted him then look at what is happening to his children whom he nurtured to take after him. They are all together in the so called G7 alliance which would be impossible to beat unless they is a walk out.

We must also admit that as much as we claim that Kenyans are nowadays enlightened,we must appreciate the fact that tribalism is so deeply entrenched that it will take centuries to end. The current and subequent generation of Kenyans carry with them the heavy luggage of tribalism cultivated and harvested by their fore fathers. A young boy born in a luo family would know first thing that Kikuyus are bad people. The asme applies to a Kikuyu. Get to the ground and talk to a five year old kid and you would verify this.

Factors are many but the few mentioned are enough to confirm to you that Tinga is just as far from the presidency as i am.

WHY KISUMU COUNTY NEEDS MORE THAN JUST A SENATOR

There are lots of rumors doing rounds that Prof. Nyongo will be vying for the Kisumu senate seat. I have not heard it from him but am seriously concerned that if this could be anything closer to the truth, then we are once again facing a bleak future as youths who hail from the county.To begin with, Nyong’o is a non performer who has failed to develop his own Kisumu Rural constituency for the two terms he has been in parliament. His immediate neighbors at home rarely see him and when they do, either Raila is spending in the Lakeside town or elections are nearing. Am not ashamed to say that his big brains should be taken to our lecture rooms to help develop the next generation of intellectuals for the country. Politics is not his game and i think a post as a lecturer at Kenyatta University would do for him.

So pathetic is the development record of Nyong’o that if he by chance gets to be the senator of Kisumu county, then we should be ready to lose the many resources we have to outsiders like it has been. For the hundreds of thousands of youths who have remained jobless and without proper education, it will be the beginning of another five years of suffering.

Let the truth be told: if he were to run for a councilor in his constituency, he would be beaten hands down like it has alwys happened. Of course everybody knows that were it not for Raila, Nyong’o would now be out of parliament because his main opponent in the last elections who also happens to be a alerned friend would have beaten him hands down. We respect you Prof but we need development minded people and not those who yell at orange house instead of serving people. You already made your future and what remains is ours. If we fail to secure it by electing a competent and able senator, we are certainly going to increase the number of school drop outs and boda boda riders. Take your good brains out of politics or wait to be a minister in the next government.

Before that, we need you people to come clear on who benefits from the factories around Kisumu like Kibos Sugar. It is in the public domain that these companies contribute money to you politicians so that they continue misusing young people without proper pay. So you eat what is not yours. If the next senator is not going to address this, then be ready for a long drawn street battle. Why has Joshua Nyamori suddenly gone silent on his criticism of Kibos Sugar? Has he also been paid?

Mr. Prof you people must know that this county is ours and if it means going to the streets to secure it, we will do it. There will be certainly no rigging or direct nomination for you this time round. If by mistake that happens, then you and Raila will never come back to Kisumu. Our suffering has reached boiling point and we are not ready for another term of failures like you.

Kenya: odm repeat elections in various trouble spots went on well and peaceful

The repeat of the much flawed elections in various sub-branches and branches in Luo-Nyanza of the Orange Democratic Movement {ODM} were concluded early this week

In most places the elections were held in a friendly and peaceful atmosphere except in the usually volatile areas of Rongo and Awendo district in the greater Southern Nyanza.

There were reports of tension and stone-throwing around Obama sub-branch in Sakwa Central, Awendo district forcing the elections to be called off by the returning officer in Kamiyawa sub-branch, while in three other sub branches of Kanyagwala, Awendo and Kasidula were concluded their election in which men and women

Dispute exists over the lists from South and North Kamagambo, which were changed over night. The returning officer allegedly doctored the correct list of the genuinely elected and replacing it with the names of people allied to the Minister for Public Services.

Party members have blamed the party’s election board for picking up dishonest people and appointing returning officers each time the elections are called. These people fiddle with the elections results after being manipulated by senior politicians seeking to maintain their influence in the local branches by filling the positions with their political surrogates..

The residents of both Rongo and Awendo district highly praised Mr Tom Okong’o, a civic leader from Kasipul-Kabondo, who was the overall supervisor and returning officer, for being steadfast and conducting the business in a fair manner.

Regions and areas like Rongo and Awendo, where acts of political thuggeries have resulted in the deaths of several people, needed to be handled with care. The party must post only trustworthy people, and not dishonest supervisor to oversee the elections in the volatile areas.

Party members have appealed to the ODM leadership to work out a formula that spellings out clearly that any politician whose leadership has been associated with political violence that which resulted in loss of lives, should be barred permanently from contesting for any elective position using the party ticket no matter how mightier he or she is and irrespective of his status within the society.

In the Rongo and Awendo contest, It emerged that forces allied to the two political giants of the region region, former cabinet Minister George Ochilo-Ayacko and the Minister for Public Service Dalmas Otieno, were involved in cut-throat competitive politics. They fought and won the elections on a 50-50 basis with Otieno suffering more losses I his Rongo backyard.

Kenya: Uhuru / Ruto a threat to Kenyan Peace

Efforts at Peace Building in Kenya has suffered severe threats from the new found friendship between Hon Uhuru Kenyatta and Hon William Ruto and their political friends in the recent past..

As Kenyans working with others in Peace Building efforts across the Country, we must point these issues factually without fear or favour, but for the good of Kenya and the Kenyan people.

First, it is a fact that Hon Kenyatta, Hon Ruto, Mzee Francis Muthauara and Mr. Joshua arap Sang have been indicted by the International Criminal Court at the Hague and sufficient evidence to stand trial against them established. This makes them Prime Suspects for abetting the Post Election Violence that saw Kenya almost tipple down the precipice.

They are only suspects. Time will surely prove their innocence or guilt and this, only the ICC will confirm. Not the people of Kenya.

Now, they have rallied together to threaten the peace of Kenyans once more and the results can be very devastating. Almost 5,000 Kenyans died as a result of the Post Election Violence, forget the small convenient figures of 1,133 that we have been saddled with. As many as 500,000 Kenyans were displaced and many Kenyans lost property.

This is a fact many Kenyans would not like to see happen again. But with the acrimonious political posturing from Uhuru, Ruto and their sidekicks, we are most likely to see the worst. These people are inciting Kenyans against each other, and when we will be fighting, they will be fighting for war contracts. They will gain at the expense of our loss.

We all know how the ICC came about. His Excellency the President and the Rt Hon Prime Minister attempted to move our Members of Parliament to help establish an International Tribunal to listen to the cases here in Nairobi. At that time. we all saw the spirited attempt to scuttle this noble effort with Hon Ruto even boasting in public that the ICC cases will take 90 Years, and within that time, they shall have been long dead.

This was a very serious statement. It bordered on impunity; tume fanya na mta do?

We are seeing the same bravado being exhibited now, with these so called peace rallies where the subject of attack is one Raila Amolo Odinga, and no efforts are being made to unite Kenyans.

The question that begs then is; Who is this person who has given these suspects the authority to criss-cross the country pretending to be preaching peace while, their main mission is to preach hated and strife?

Who in his right senses can allow people who have been indicted with serious charges of crimes against humanity to criss-cross the country preaching hatred?

Kenyans must call this open bluff and see the person for whom this pair is working for.

Uhuru Kenyatta and William Ruto, being international suspects for crimes against humanity cannot hold political rallies to malign Raila Amolo Odinga without the express support and authority from the highest seat of the land. And if they had no such authority and support, the President could have stepped forward to reprimand them on the tone of their speaches.

Some of us are left to wonder why the President has allowed this pair to box him so awkwardly in the eyes of the world. The world is now convinced beyond any reasonable doubt that it is President Kibaki that is behind the political bravado this pair is exhibiting.

President Kibaki, being the ultimate authority that has sworn to defend and protect the Kenyan Constitution must uphold the rule of law and stop this pair from tearing the country apart.

What would happen if Hon Raila also mobilized his team to counter the reckless and baseless accusations coming from the Uhuru/Ruto axis? Will we have a country to govern? Will we leave in peace as Kenyans, as brothers and sisters?

No. The die is cast and the bark ends at the Presidency.

He is the power behind the new found political friendship of convenience between Uhuru Kenyatta and William Ruto. Someone must tell His Excellency the President that Kenya has a population of close to 40m and we all look to him for leadership.

Someone must also tell Judge Ekaterina Trendafilova- sp- to promptly issue a warrant of arrest for Mr. Uhuru Kenyatta and Mr. William Ruto. They are becoming a threat to the peaceful co-existence of the people of Kenya.

Kenya: Battle for Kisumu Senate Seat is in the offing, but might not favor Prof. Nyong’o

The Minister for Health Services Prof. Peter Anyang’ Nyong’o is reported by impeccable source to have expressed his wish to switch from defending his Kisumu Rural parliamentary seat and is said to be gearing to go full blast for the Kisumu County Senate seat.

However, political pundits and observers alike have been quick to dismiss the Minister’s candidature as inconsequential and political blunder, which he will live to regret for many years to come.

One opinion leader from the Minister’s Seme backyard has termed the Minister move as “political suicide, arguing that Nyong’o popularity in his home turf of Seme has waned drastically to an extent that he might not even recaptured his Kisumu Rural parliamentary seat in an already drastically realigned constituency, whose registered voters have now been separated from those of the old Kisumu Rural. Close to half of the electorate in the old Kisumu Rural have been transferred in the new boundary alignment and include in Kisumu Town West

Prof Nyong’o the man who is credited for being so mean, the pundits says, will be no match to the two Nairobi based business tycoons whose campaign is sad to have hit the ground like Tsunami. The other contenders for the same seat include a Nairobi architect Ocholla Ogoda from Muhoroni and Eng.Maxwell Otieno Odongo,the Managing Director of Otieno Odongo and Partners Engineering Company Limited with consulting and engineering businesses in Kenya and beyond.

Ocholla Ogoda hail from Muhoron ,district but he has a strong root in Nyakach his original home, and could easily marshal votes from Nyakach district an event which could complicate the matter and make it worse for other aspirants.

Reports merging from Nyando indicated that there will be no other aspirant from the same seat from the populous Kano sub-clan, to which Otieno Odongo belonged to. This community is well spread in three districts of Nyando, Muhoroni and Kisumu Town East.

Otieno Odongo is a well known investor whose vast investment in chain of hotels, sugar cane farming and rice and maize milling plants has employed hundreds of workers is favored as a possible winner. When it come to gambling for the votes from the Jo-Kisumo, Kajulu clans as ell as the cosmopolitan voters within Kisumu City, he is much ahead of the two other aspirants.

Reports also indicating that the electorates Kisumu Town West constituency would be the most hostile voters to Prof Nyong’o due to his poor track record of development in the constituency which he ha represented for the last ten years.

Other sources claim that Prof Nyong’o who is said to be a confidant of the Prime Minister Raila Odinga is banking mainly on the ODM party leader for support at the needy hours. There is, however, no assurance that such support will be readily available, because Raila also would be involve n cut-throat campaign or his presidential bid and might to have free time to come down to Kisumu and campaign for Prof.Nyong’o to capture the Senate seat in Kismu County.

Rumors making the round say that more aspirants for the same seat would emerge within the next two months or so from either Kisumu, Nyakach or Kajulu. But as the situation stands today, the battle is expected to be fought between the three candidates led by Eng.Otieno Odongo.

At the same time, the Commission respectfully appeals to the authorities to ensure that all citizens enjoy equal treatment and fundamental rights in accordance with the laws of the Republic.

KENYA: THE CAMPAIGN FOR THE RACE FOR KISUMU COUNTY GOVERNOR HAS KICKED OUT IN EARNEST FOLLOWING THE LATEST ENTRY BY THE US BASED PROFESSOR

The race for the elective position of Kisumu County governor has kicked off in earnest with all the aspirants making intensive tour of the entire region and pitching camps in Kisumu City.

The campaign for this position which has attracted high profile aspirants including a University don has promised to be one of the toughest election battle ever witnessed in the region in recent past.

If the ugly head of clan politics is raised up, the political likely scenario is that the possibility of the election pitting clans against their neighbors can not be ruled out. Already there are more than two aspirants contesting the same position, but who hail from one clan.

The people of Kano Plains have already posted three aspirants for the same job. They are Dr Barack Abonyo, the former KRA tax official Jack Ranguma and a Nairobi based businessman Simon Ogendo, Peter Odhengo, all the four came from the Jo-Kano community, the largest in Kisumu County. Nobody has declared interest in this position from Seme and Kajulu Locations and, Muhoroni constituency another dominant sub-clan.

In a brief message to the electorate posted in his website Dr. Abonyo says, “Through compassionate leadership, our mission is to ensure that empower the people of Kisumu County by with well calculated and selected mechanism to enable them to live better life by reducing the scourge of abject poverty.”

Peter Ochieng’ Odoyo the former Nyakach MP who atone time was an Assistant Minister and Education respectively during the short lived KANU-LDP merger.

Reports emerging from Nyakach say Odoyo popularity has waned drastically ever since he was trounced from his parliamentary seat by the wealthy businessman-cum-politician Plyins Ochieng’ Daima in 2007. It will be an up-hill task for Odoyo to regain his lost popularity, and for this will have to struck good rapport with other leaders in Nyakach. But Nyakach, people, however, are well known for their traditional attitude of solidarity and unity of purpose could easily come together and vote for Odoyo as a bloc. This scenario could tilt the balance o voting strength taking into account tat the Kano people have more than three aspirants in the race.

The men and women whose campaign has already hit the ground included the Mumias Sugar Company Marketing and Sales Manager Peter Hongo who hails from Kogony sub-clan of the larger Jo-Kisumo. In the absence of any credible challenger from home backyard of Kisumo community Hongo seemed to be a better bait for the lucrative governor position. It will also depended how he gets along with the cosmopolitan residents of the vote rich Kisumu City and its environs, which included the populous Nyalenda, Kibute, Kondele, Obunga, Mosque, Okore, Railways quarters and Manyatta Arabs.

Other aspirant include the former top KRA head of internal taxation Jack Ranguma, who is an accountant by profession and who at one time was a joint receiver manager Githongo and Associates firm of Accountants at Muhoroni Sugar Company. He hail from Kano-Kobura sub-clan which is politically falling under Nyando constituency, while administratively is under Kisumu Town East district. Ranguma’s influence and strength could not be assessed immediately; because he lives in Nairobi most of them time and rarely come home.

Raila Odinga’s younger sister Ruth Adhiambo Odinga, who is the current managing director of the Otonglo based multibillion shillings Kisumu Molasses Plant, which is currently owned and managed by the Odinga’s family business flagship The Spectre International is also reported to be eyeing for the same governorship an idea which is not well received by the majority of resident of this County.

The common and popular gossips going on is that Ruth Odinga candidature would portray the Odingas as greedy family which is demanding for too much from the Luo voters. Some of the voters have been heard commenting that they cannot vote for Raila’s presidential ambition and at the same time vote for his sister to become the governor of Kisumu County. Moreover she is considered as an outsider in the County and a resident of Siaya County where the family lives.

The reasoning, of those who are vehemently opposed to Adhiambo’s candidature for Kisumu governorship, is that it would means that the Odinga have no slightest iota of respect for members of other communities and lacked the heart of reciprocation for what the Luo community has done to the family. “Why should they consider themselves to be so special people blessed with the power of marginalizing the Luo? Asked a local civic leader who requested for his anonymity.”

One local politician came out bold and remarked, “If Rail is a true nationalist and true reformist as he is, he should prevail upon his family member to stop thinking all Luos are fools and claiming leadership in every place. Already we have one of the Odingas as a Municipal Councilor representing Milimani Ward and that should be enough. “The rest should go back to their Bondo home and Siaya County and seek for political leadership there.” The resident of Kisumu County need a breathing space to exercise our democratic rights of electing our own political leaders and will not entertain any more of those leaders who are imposed on us.”

From the above comments, it is now clear that Ruth Odinga’s candidature in Kisumu County could impact negatively in Raila’s votes because of the dissenting views held by voters that the family is out to dominate the Luos by denying them their democratic and constitutional rights to leadership within their localities

The other aspirant or the same position is the youthful Nairobi based insurance executive Simon Ogendo who hails from Kolwa, within the larger Jo-Kano clan. He is the son of the former Kisumu Mayor Ogendo Von Ponge whose leadership quality is still yet to be known. Ogendo needs to do a lot of publicity and public relations work in order to sell his policy to the electorate in the whole of the Kisumu County. KENYA: MIXED RECEPTION FOR THE IEBC TEAM THAT TOURED LUO-NYANZA TO COLLATE PUBLIC VIEWS ON NEW PARLIAMENTARY CONSTITUENCIES AND COUNTY WARDS

THE Interim Electoral and Boundaries Commission {IEBC} team that visited Luo-Nyanza last week and earlier this week had a mixed reception and near violence in some parts of the region.

The visit revealed that there existed in many parts of the region some kind of deeply rooted suspicion among the leaders, differences between sub-clans and clans and diverse community.

There have resurfaced numerous accusation and counter accusation of political marginalization of minority communities against the weak and smaller communities. Claims of gross interference by powerful politician interfering in the political activities of other regions he they are aliens.

The mission degenerated into a lot of controversies myriad problems and complaints surfaced about one prominent family, which has the grip hold and political clout, but misusing its influence by imposing unqualified leaders on population.

The presentation which shocked hundreds of residents of Ksumu City was that of the former cabinet Minister Matthews Onyango Midika, who advised the residents of Siaya an Southern Nyanza regions, that as investors, they are welcome to come and invest in Kisumu City and do business like anyone else, but they must desist from interfering in local politics. “These people had their own counties and therefore they should go there and do politics. We do not want outsiders to come here and impose certain leaders of their own choice on us”.

Midika’s sentiments were quickly viewed by the local political pundits and observers like as targeting members of the Odinga family, which had a grip hold both business and political clout over the Kisumu County residents. Though Midika refrained from names calling, the message was clear and well taken.

Another shocking presentation at Kisumu was that of Mrs Grace Akumu, a parliamentary aspirant in Nyakach, who revealed that the area has a population of 208,391 and yet the area is currently represented by only one MP. This is unfair and clear under representation. She demanded that Nyakach should sub-divided two more parliamentary constituencies one representing Nyakach, Lower region and Nyakach South.

Mrs Akumu also disclosed that there existed a serious boundary dispute between residents of Belgut and Nyakach people, although the demarcation of Sondu Market took place many years ago by decisions of the Provincial Administration in both Nyanza and Rift valley

They have flagrantly refused to implement what was agreed by both communities. Such delays had paved the way for Ahero and Muhoroni to be declared Town Councils leaving behind Sondu Market which is much larger in size and more qualified for upgrading with a lot of facilities. She also reported that another dispute existed between Nyakach and Nyando districts, which needs to be addressed the earliest.

There nearly were punching matches held when residents of Waware sub-location in Sakwa East location discovered that their sub-location has disappeared from the electoral maps altogether, with three other sub-locations in Kogelo. Kogelo and Waware forms what is called Sakwa east Location in Awendo district. But in the light of information recently published by the IEBC, Wawe sub-location which has been in existence since 1926 was merged with Kadera Kuoyo, Kanyasrega in the Sakwa North Location, while three sub-locations of Kogelo were regrouped together and merged with Sakwa South Location.

The residents have faulted and blamed two senior politicians who are aspiring for the various elective positions in the newly created Awendo district for having messed them up. Awendo district was hived out of Rongo by the defunct Andrew Ligale led commission which had created a new parliamentary constituency separated from Rongo. The politicians are blamed for having held a secret meeting in Nairobi where they had hatched plans to dismantle several sub-locations and County Wards for their own selfish interests. One such politician has of late became one of the many professional mourners appearing almost in every funeral gathering which he is always polluting with his outmoded political gimmicks.

Meanwhile residents of Awendo town and its environs have bitterly complained of the re-emergence of political thuggery and brawls in most public joins resulting in physical assaults being the daily recurrences. Hired political goons are causing havoc with innocent Wananchi going about with their daily routine businesses.

Unconfirmed report filtering in from Awendo says that one employee of the sonysugar company was reportedly assaulted last week following political argument and one supporter of a parliamentary aspirant. The same goon was reported to have assaulted a second victim last Friday with the two incidents sending the residents into panick about their safety. These marauding youths have scared the people from the surrounding farming villages away from accessing the town on fear of being provoked by half dozens of gent provocateurs who are said be on the rampage in the area while operating at the behest of their invisible masters, though the general elections are still many months away.

Meanwhile the resident of Kasipul-Kabondo have expressed their satisfaction and the creation of a new parliamentary constituency in the area, the communities involved have yet to settle and agree on the name of the new constituency. Other suggestions has been made that owing to the presence of a large population of Kasipul, from three major locations of Kokwanyo, Kojwach and Kakelo it would only be fair to all the inhabitants, if the new constituency should be called Kasipul -East and the old constituency should b renamed as either Oyugis, Wire or West Kasipul in order to satisfy the interests of the different communities living in it.

Another region which has of late appeared to be problematic and controversy ridden are the two constituencies in Suba region of Mbita and Gwassi. The majority of residents of Gwassi constituency want its named to be hanged back to Suba-South while that of Mita be changed to Suba North. Issues at stake included the fact that there are two warring communities living in Gwassi constituencies. These are the dominant Jo-Wagassi sub-clan and the Jo-Kakisingiri sub-clan which shared the constituency with the majority Jo-Wagassi group.

Two year ago the two community almost went into a full scale war over the place which should house the new administrative headquarters, arguing that which is located right in the middle of Gwassi was chosen to the chagrins of the Kakisingiri people who preferred Gingo Center arguing that there was enough land space which was bought by the government using millions of taxpayers money paid out in compensation previously paid out to the for land owners, who vacated Gingo. There is a full fledged hospital and the offices of the former County Council of Suba. However that issue cooled down and peace prevailed owing to political magnanimity of some political personalities and elites within the locality and those working in Nairobi including the two former Area MPs Zadock Syong’o and Felix Nyauchi.

KENYA: COUNT DOWN ON THE CAUSES OF ETHNIC VIOLENCE IN NATION

Our ICC Take 2 today will continue from the fear expressed by Internal Security Permanent Secretary Francis Kimemia that a phased out elections, separating the presidential contest from other county elections, could cause chaos in the country.

Mr Kimemia says if the President is elected at an earlier date, he or she could negatively influence the election of governors and senators and members of parliament which may lead to chaos.

“Having elections done in two phases is a recipe of chaos. All elections should be held on the same day. The outgoing President should hand over to a full cabinet, Parliament and county government,” Mr Kimemia said on Sunday in function at Ikinu village in Githunguri.

If a Presidential contest is first held before other elections, he reasoned, the eventual winner may negatively influence subsequent polls in order to have his/ her favourite candidates win at the county level.

In a similar fear, Deputy Prime Minister Musalia Mudavadi on Monday signalled out that post election violence comes as a result of favouratism and negative ethnicity where elected president refuses to realise equitable distribution of resources, instead distribute it to his or her own elite ethnic communities, region or friends.

Mudavadi who was speaking in a function in Mombasa said the only way forward to overcome such chaos is through the devolved government. In other words, Kenya does not need a unitary state to develop. What Kenya needs is economic integration and free trade where local revenue taxation would be used for regional planning for infrastructure-roads, rail, water supply, telecommunications, urban and regional planning, transport and environment, schools, hospitals, policing and administration.

This is because Kenyan politics have long been among the most “ethnic” in Africa. It is why ethnically marked electoral violence, largely instigated by the ruling regime. Jomo Kenyatta for example, presided over a growing economy that allowed him to distribute patronage with relative ease.

When Moi took over from Kenyatta on the latter’s death in 1978 he quickly set out to replace systematically the existing Kikuyu political elite with his own followers from his own Kalenjin ethnic group.

When his former vice president, Mwai Kibaki announced the formation of the Democratic Party (DP) as a second opposition force, it only attracted majority from his Kikuyu ethnic group and Mount Kenya region. This was because the aim of the party was to take back the leadership to his region.

That explains why within FORD, Jaramogi Oginga Odinga and Kenneth Matiba could not agree on who would carry the banner as the presidential candidate, resulting in a split. Like Kibaki Matiba also wanted leadership to go back to his ethnic community and region.

Every party since then went ethnic- Odinga’s FORD-Kenya came to represent primarily the Luo, even though with allies in one section of the Luhya and on the coast from the banned Islamic Party of Kenya in solidarity, to form a voting bloc to ensure that power does not go back to Central Kenya.

While Kibaki’s DP and Matiba FORD- Asili came to represent the Kikuyu as well as in the cities of Nairobi and Nakuru, and a section of Luhya as well through Martin Shikuku, Odinga’s FORD-Kenya represented Luo.

While voting patterns became very heavily marked by ethnicity as the result of ethnic formed parties, overwhelmingly dominant in their respective “zones”, with the powerful machinery Moi had ensured KANU zones became literal “no go” zones for the opposition, thus resulting to 1992 ethnic clashes, mainly in Rift Valley where Kibaki’s Kikuyu communities were the target.

With the help of Youth for Kanu 92 (YK92) headed by William Ruto and Cyrus Jirongo, the local security apparatus used all means neces­sary to silence any opposition in the region. Moi was re-elected because many votes were divided among ethnic based presidential candi­dates, making Moi to win with minority of 36 percent votes.

The opposition continued to fragment during the next five years leading to the 1997 election. This time though, most Luo followed Odinga’s son, Raila, into the National Democratic Party (NDP) with hope that he could make it to presidency, not realizing that Luo alone and few Luyha and other marginalized ethnic communities who wanted change could not have enough votes to take him to State House. The votes were divided between Kibaki and Raila against Moi.

Note that there were also some ethnically based parties that emerged, the most significant of which came to be the Social Democratic Party (SDP), led by several university intellectuals and Charity Ngilu, a Kamba leader from the political battleground of Eastern province.

This enabled Moi to win again, increasing his vote from 36 to 40 percent. This is because of the many ethnic based parties that emerged. This time again Moi made sure the violence served to drive opposition voters “up-country” (Kikuyu, Luo, Kamba) out of a potential Rift Valley KANU zone.

As revenge, some politicians used outlawed militia groups, most controversial of these being the Kikuyu Mungiki sect and Kisii Chinkororo to retaliate. The Mungiki sect proclaimed the “Kirinyaga Kingdom”, an administrative district in Kikuyu Central province. Mungiki represents a radical alternative to main­stream Kikuyu politicians’ definition of the community’s interest.

While outlawed militias were used for defence, ethnic based parties went along with the blessing of elders, whom politicians believed could use their influence to endorse or support a particular candidate.

In Meru, the njuri ncheke, a council of elders that was virtually completely eliminated in the colonial era, had gained significant strength in 1990s. The local administration had used it to help resolve several major land disputes within the Meru community and between it and neighboring communities.

Similar councils have emerged among the Luo, Luhya, Kamba and Kalenjin. Among Luo when Raila alleged that Luo Council of Elders, Mr Meshack Riaga Ogalo was relating with Raila’s political enemies he had to be dropped for another.

In Ukambani they were to anoint Charity Ngilu as a warrior for 1997 preferable presidential, even though it raised significant gender questions in the local community because a woman had never been anointed leader.

Some political scientists and experts argue that the ethnic based parties or movements goes back to colonial era when for instance, Kikuyu formed the Kikuyu Central Association (KCA), the Akamba, Ukambani Members Association (UMA), the Luhya, the Luhya Union (LU), the Luo, the Young Kavirondo Association (YKA), the Kalenjin, the Kalenjin Political Alliance (KPA), the Coastal, the Mwambao Union Front (MUF), and Taita, the Taita Hills Association (THA) in that order.

The aim for these movements was the scramble for the scarce national resources and facilities. Ethnicity therefore, became the main vehicle through which the dominance and preservation of power as well as resources could be achieved.

Mau Mau which was predominantly Kikuyu for example, was fighting to acquire the land from the British colonial. It explain why after independence when Kenyatta took over as the president he awarded his Kikuyu elite communities the fertile land formerly occupied by the British, mainly in the Rift Valley Province.

To dominate other ethnic groups Kenyatta formed a political force comprising of Gekuyu, Embu, Meru- Alliance (GEMA) which often stated that the membership of these land buying companies and cooperatives was strictly ethnical-contrary to constitutional and company law provisions.

It is to be noted here very clearly that this movement did not benefit ordinary and poor Kikuyu who remain to be poor just as poor as other Kenyan ethnic groups. In other words, even if Uhuru becomes the president it will not benefit majority of Kikuyu people, just like whether Raila or Ruto becomes the president it will never benefit poor Luo and Kalenjin communities.

Since then Kenya has often relied heavily on ethnicity to remain in leadership. It can explain why Uhuru Kenyatta is using PNU-Alliance as a vehicle to succeed President Mwai Kibaki. The aim of course, being that for a long time in the history of this country, land has remained a thorny economic and political issue, with Uhuru himself owning chunk of land in almost every region in Kenya.

It is against the background that when the Eldoret MP, Mr William Ruto, Deputy Prime Minister, Mr Uhuru Kenyatta, Vice-President Kalonzo Musyoka, Internal Security Minister, Prof George Saboti and MP Eugene Wamalwa came together to form what is now known as the G7 Alliance with the sole intention of preventing Mr Odinga from winning the next elections it could not work.

This is because every community wants their own to be the president. Kalenjin community for instance, would not prefer Uhuru as the president except Ruto, and likewise the Kikuyu would not do the same, so it is for the reason why Uhuru is to use PNU-Alliance, whereas Ruto the United Republican Party (URP) as vehicles to State House.

Trade minister Chirau Ali Mwakwere, Dujis MP Aden Duale and former South Mugirango MP Omingo Magara among other MPs were to join Ruto given their political orphanage. They need sympathy and where they can be absorbed.

That is why cabinet ministers Franklin Bett and Sally Kosgei, who had earlier appeared to warm towards Mr Ruto, and nominated MP Musa Sirma remained in the PM’s camp because they only see Raila and his ODM as the only movement that will secure their ministries and at the same time serve as their security.

Although Kalonzo has joined the PNU Alliance, which is working out a way to ensure Raila does not get 50-plus percent as required by the new constitution, he is calculating that if Uhuru stands with Raila he will not get the 50-plus percent-for that reason if there is re-run Uhuru will win with simple majority-or if Uhuru is charged by the ICC Kalonzo would have the chance of becoming the victor.

GENERAL ELECTIONS

WE as the Nyanza Council of Church Leaders representing 200 Churches are appealing to Kenyans to pray for our Nation and to be patience during this time of election mood.

We are also appealing to the two principals in the Grand Coalition Government to allow the next General Elections to be held in December this Year. This is because Kenyans are normally familiar with December as General Election Period.

By December this Year, the Independent Electoral and Boundaries Commission (IEBC) shall have put all the necessary preparations for the General Elections hence making the elections to be held at that time.

December is a Holiday where all schools across the Country are closed and if elections are held in March next year as recently ruled by the three High Court Judges then learning activities maybe disrupted because most of the schools are normally used as Poling and counting Stations.

The International Community has also said they are comfortable with December this year General Elections and can finance it.

At the same time, we the Church Leaders in Nyanza condemn in the strongest term possible the utterances made against the Prime Minister Hon. Raila Amolo Odinga especially by his former advisor on Coalition Affairs Mr. Miguna Miguna.

We are kindly asking Mr. Miguna Miguna that should he have a personal grudge against the Prime Minister’s Leadership, then he should settle it in an amicable way but not wash his dirty linen in public.

The office of the Prime Minister is not the first office to suspend or fire Government Officials, this has even been done at the Office of the President but Kenyans have never heard anything like name calling from those officers who have since been suspended or fired from the office of the President attacking the Head of State through the Media. The Prime Minister should be respected by all loving citizens of this country.

We are also asking Mr. Miguna Miguna to stop out dated and mischievous Politics that cannot be accommodated in a New Kenya especially at this time of new Constitution Dispensation.

The Prime Minster is a Reformist who has suffered for the change that Kenyans have been yearning for thus smearing his name with dirt Politics should not happen.

We the Church Leaders cannot sit back and watch Politicians smearing other colleague’s names with dirt.

Kenya: The interim boundaries and electoral commission is to face tough question over the disappearance of the 50 year old Winam parliamentary constituency in Kisumu

The Interim Electoral and Boundaries Commission will face the toughest questions when it visited Kisumu to collect the public views of the realignment of new County Wards and Parliamentary constituencies.

Top on the agenda among the dozens of issues to be resolved is the question of the administrative and political representation at both parliamentary level of the residents of Kadibo Division, which for many years was part of the larger West Kano Location.

Administratively, the entire Kadibo Division is currently being falling under Kisumu district, while in political representation, the area I included in Nyando constituency causing a lot of inconveniences to he residents.

The political history of this region is the most intriguing. A whole Winam parliamentary constituency, which has been in existence ever since independence in 1963 was scrapped under a very suspicious and controversial circumstances in the 1980s under the Boundaries Review Commission headed by the former Minister of State for Foreign Affairs James Paul Nyamweya who was also first MP for Nyaribari constituency in Kisii.

The residents had staked their hopes that the Ligale led Boundary Commission which had created close to 80 new additional parliamentary constituencies would have taken a keen look into the issue and the historical background the matter, and perhaps revived or restored the lost Winam constituency, which had disappeared in controversial circumstance during he representation of the late Dr Robert John Ouko and the former Kisumu Rural MP Wilson Ndolo-Ayah, but the Ligale Commission failed to readjust and restore the lost Winam Constituency to the chagrins of the residents.

In1962, shortly before Kenya attained its political independence, the Colonial Office in London had appointed the high profile Boundaries Commission, which was headed by one Prof.Mackenzie. This was the Commission which created most of the current parliamentary electoral constituencies in Kenya. It crated Winam Constituency in Kisumu district. The constituency then covered the entire Kolwa Locations, Miwani and Kibos sugar cane farming Locations, Kajulu Location and a number of Peri-Urban areas of Kisumu Municipality such as Dunga, Pand-Pieri, Nyamasaria, and Manyatta.

In the first general elections, which ushered the independence and which a held in June 1963, the first Winam Constituency was the late Mr Otieno Oyoo {Rayier} who had a seat on a KANU ticket and became the first MP for the area. However, Otieno Oyoo perished in a grisly road accident which occurred when his car rolled several times while he was driving home from Kisumu Town in the late evening hours. The mishap occurred between Nyamasaria and his rural home in Kobura village near Rabuor on the main Kisumu-Ahero-Kericho highway shortly and within only two months after taking his parliamentary oath.

L.W.Oselu-Nyalick, a resident of Kolwa, was voted in on a KANU ticket as Oyoo replacement. Nyalick successfully defended his seat in 1969, but was later dethroned by the former General Secretary of the Kenya Civil Servant Union, Geoffrey Onyulo, from Kajulu in 1974. Nyalich bounced back and recaptured the seat in 1979. He had also served as an Assistant Minister for Local Government and at one time acted as the Mayor of Mombasa Municipality when its Council was dissolved by the government an replaced by a Commission.

The three decades old parliamentary constituency was suddenly and mysteriously scrapped when the boundaries of Kisumu Mincipality were expanded to ten miles radius during the reign of he late Robert John Ouko as the MP for Kisumu Town sparking off a series of protests by other MPs like Ojwang’ K’Ombudo {Nyakach} Peter Anyumba {Nyando} and Onyango Ayoki {Kisumu Rurak}. The three MPs were rounded up and briefly locked in at the various police stations. The three MPs were later released from the police custody without any criminal charges being preferred against them an that how the Winam Parliamentary constituency evaporated and disappeared from the Kenya map and political landscape and history without trace.

Ouko who was then a senior member of the cabinet in the Moi’s authoritatarian KANU regime was hell-bent to ensure that the resident of Kolwa location, who were his uncles were included in Kisumu Town Constituency by hook and crock for the purpose of securing the safety of his uncles votes. To perpetuate of his continued influence in the local political derby Ouko was the one who I blamed for having killed the Winam Constituency.

It has now placed the residents of Nyando and Kisumu Toown East constituencies in a political dilemma where the residents of the populous Kadibo Division are politically in Nyando but administratively being administered by Kisumu district.

According to the US based Orieno Wagah who is an aspirant for Nyando parliamentary contest the impending general election, the residents are experiencing a lot of difficulties, especially the youths looking for the new generation national identity cards and those who seeking government employment. They are being made to shuttle around between Awasi the Nyando district headquarters and Kisumu D.C’s offices without successes.

The situation was even made worse during the reign of Peter Otieno Raburu as the Nyanza P.C. Raburu himself is a resident of Kadibo Division but for unknown reasons he had engineered the transfer of the entire Kadibo Division from Nyando to Kisumu district and separated its residents politically from their kith and kin in Nyando district. This new arrangement has had serious political and administrative repercussions to the residents, especially in connections to the disbursement of the government devolving funds such as CDF, Road Maintenance and Bursary Funds.

Otieno Wagah has called upon the government to urgently move with speed to harmonize the burning issue and ensure that the current IEBC restore and revive the Winam constituency ad that the resident of Kadibo rejoin their fellow Kano people in Nyando both administratively and politically .And so did Ouko himself followed the suit!!
