A Sustainable Growing Economy is possible where there is no corruption and bottle-neck in government facilities and where operations by special interest public employees’ actions do not cause conflict of interest from serving public basic interest.

These special interests that serve individual’s private matters, come about from bribery from International Special Corporate Business Community, who want to keep their profit margin high, pay their CEOs huge sums of salary to benefit them from their lobbying Government Budget techniques, who essentially do greater damage to the society by causing to divert funds scheduled for Government’s National Development programs and projects, to instead, benefit themselves consequently, causing conflicting destructive measures that fail budget meant to serve National Public Development Agenda.

When a company pay bribery through their lobbyist or politicians, they expect 10 folds interests in return, this causes the National Budget to backfire, because, cuts are initiated so to compensate favors from political sponsorship, that are non-public basic interests.

This is the biggest problem with the International Corporate Business Community relationship with African Leadership, the reason the Chinese and Asian Economy is growing fast-paced, and why, they are lodging unshaken roots, non-committal to public needs, non-compliance, taking full control of managing Affairs of the Government budget funds and operating system in Africa at their advantage, so they make sure, non sustainable African programs for Middle-class is in effect, but leave behind mounting debt, bad health, poverty and commodity’s high cost biting the poor which makes it impossible for the poor to survive.

These secondary under-table deals fuel corruption Globally at very high levels and are the genesis of Economic Crisis and Collapse of National Stability which hinders Community Development and opportunity to create jobs, grow and prosper; denying majority Public Citizens decent life.

In Fact Finding, they are the causes of disunity with diverse conflicting of reckless opinions and ideologies that which have been the cause of failing budget program agenda to take effect. Historically, these are the problems that has failed governments mostly in African Nations from delivering services and performing according to Legal Justice and Democratization principles of Public Mandate, the reason Poverty and sickness is the order of the day.

Most African Leaders have failed to honor public needs and mandate according to Constitutional Rights, and caused many leaders to refrain from relinquishing power after they are voted out at election. They cling to power from support they get from the Special Interest Corporate Community who promise them heaven, against The International Treaty for Human Rights principles.

This are some of the reasons why, People Public under Popular Participation and in Civic Education, needs to get engaged and committed into matters of their National Budget making. How Revenue funds are collected and distributed, how policies protect their needs and priorities are planned and goals met. How their military finances and public workers salary are paid, how their Workers Union Perform and social welfare programs utilization are set and financed.

Without Government’s Public Popular engagement, Participation and Expert Consultative, Regulatory and Supervisory Commission networking, the International Corporate Business Community is able to rip-off public resources to serve their special interests through taxpayers money, elevating poor performance from Public Servants by engaging in conflict of interest and displacing priorities of Government’s National Budget to deliver service to the public according to Constitutional Public Mandate.

A balanced budget is able to steady the Government in addressing its Debt Deficit, spread out Budget for National program evenly according to priorities and in delivering Government Social Contracts according to specifics while issuing bonds and securities to middle-class as well to create and generate sustainable Job and Employment training programs for expansion and growth.

It is possible that when a company is too big, prospects of it committing to unsustainability, lack of commitment, duplication and wastages, doom to fail, is too common……the reason it is fundamentally important for Government to allow creation and stability of individual businesses, small and medium size entrepreneurship undertaking, which are easy to manage, run and monitor.

Government Institution and programs are able to keep checks and balances, transparency and accountability for regulatory and supervisory for quality and timely delivery of service and with specifics. This is the reason why Political Leadership are voted in to manage and balance programs and funding primarily to offer service to Public Mandate according to the Constitution, then secondary to engage in Partnership and exchange program for expansion and growth in meeting challenges and competition of the Global Changing Market, as presents the Emerging Market scenario.

When Public servants’ work is compromised, they fail to deliver according to mandated Constitutional contract, and Leaders’ performing contract are questionable. Public Citizens are therefore necessitated to offer termination of those public servants through summary dismissal (such like Government overhaul – as in Interim Caretaker Government to set the stage of Implementation of gadgets of Constitution and electioneering process) be made to quit through voting process by electing new leaders.

New leaders who are voted in to re-place non-performing public personnel, will be forced to act right and perform, having learned lessons from incumbent and popular participation actions will determine that public servant deliver according to public needs.

Corrupt Leaders actions are a security risk to the greater National Interest and are dangerous human existence and to the success and prosperity of Economic Development of the Nation. In the event of the corrupt continued stay, Public Citizens’ Social Programs that are the backbone of Middle-class growth and prosperity are denied and the Citizens are robbed off their potentials resource and representation such like Workers’ Union rights, which has been proven to end up being weakened and muzzled to the level of majority ineffectiveness to pull resource for sustainability with high level of joblessness, Debt GPD financial deficit, high cost of living standards from being over-taxed in all consumer goods, education, health, transportation, housing, and generally being denied the rights to responsible and dignified livelihood, thus rendering the general public weaker from being able to demand their rights for honorable life’s survival.

For an economy to grow with availability to employment opportunity, those Public Government Employees must have qualifications and ability to build avenues for job opportunities, create room for economic growth, involve experts and professionals in Consultative Dialogue, Commit Scholars to Engage Academic debate and research studies in Collage and Universities to find scientific, Arts and Historical solutions, offer easy access to funding projects and programs to the public so that, incentives are able to generate Development growth and expansion, invest in Educational programs and create regional industries with local banks that are feasible for Public Interest. These are some of the facts needed for Economic stability, Growth and expansion.

The Government System that do not practice real Democracy is able to find itself indulging in excessive corruption and impunity. This is because they do not follow Rules and regulations that offers Law and Order for discipline. When Government employees begin to evade principles of regulations for governing as is contained in the Constitution, they go round about consolidating to serve their personal interests with those of their connected partners, and forgo fundamental primary goal of service to public. Special Private Interests in the Government go as far as overlooking important facts that make the Government and Nationhood strong, and these are the needed contents in offering service to the public to build a stronger economy through Middle-Class establishment as well as facilitating Social Welfare programs.

When public is engaged in planning for their future, there is drastic reduction of unemployment, mounting debt and are able to manage the National Budget from collapsing, and subsequently the transfer of public wealth is controlled, resources can easily be accessed and real competition for investments begin to be realized.

People Public must unite to safeguard their interest so to plan for a better destiny. It is possible through unity for a cause, the public is able to gain power in a united front to break-up pillars of the Status Quo concentration network and direct energy to Reform the Government service and facility that should benefit the public.

Plan of Action by the Civil Society and the Community inspires Vision for Democracy. The concept of Democracy can only assume dynamic significance if political policies are legislated to benefit all in the society’s population equitably without discrimination.

Developing Concepts for Partnership:

It is important to tackle and resolve the problems facing society by engaging the public to plan for their community programs. Emphasis should be placed on avoiding discrimination at all level so as to tackle cross-border Community’s problems effectively and through Popular Participation.

Without public commitment to realistic change, it will be difficult to bring change to benefit people of Africa and the whole of sustainability to the Global Region where G20 are active with African Resource to general Global Emerging Market for the World’s Economy.

Commissioned Inspectors

It is important that the Government facility be managed through commissioning Inspectors to Supervise Conflicts of Interest in the Government employees to task activities of public service with those of Social Welfare to avoid conflicting activities by Government employees. To respect principles of equality, historical facts of discrimination in the old practice must be eliminated, and Government facility in a shared obligation and responsibilities, should offer effective public information campaigns for this purpose.

Building Social Cohesion and Unity of Purpose for Development & Prosperity, Harmony and Security’.

The Way Forward is the way to go, where Focus areas of the National Plan of Action is set to override the current situation and overcome hurdles of failed system.

Local Community must get committed to putting down Logistics for purpose of the National Plan of Action which is to reinforce Development Program agenda for sustainability, growth and prosperity and social cohesion which will in turn strengthen community’s harmony, Education, Health, safety and Ways and Means to understanding principles of human rights.

Crimes of Political Terrorism must be brought under the institution of Jurisdiction to protect public Legal Rights and compensation, so to counter future extremism and acts of terrorism of all forms against human rights security.

Reinforce values and virtues of humanity through Civic Education.

The message can be shared through offering packages of Social Welfare Education and training throughout all Government and non-government education system and employment sectors.

Engage Local Municipal Community leaders, School Teachers to offer Social and Cultural Values and Civic Education in a popular participation.

Support Consultative program learning and enhancing at cross-cultural interaction activities and in vocational education in order to promote mutual understanding.

Unemployment:

Since unemployment is looming and creating conducive ground for crime, a Commissioning Government structure must be put in place to link those Employment job seekers with employment service providers who will maximize employment opportunities and offer availability to utilize existing Government facilities and training for placements and internship opportunities.

Encourage Chambers of Commerce, Industry and individual employers to work with communities to address specific cultural and employment issues in their Local communities areas.

Commit communities to engage in Science, creative Arts, so they are able to negotiate for developing job opportunities as per building value to their resources to meet competition and challenges.

Schools, Colleges, Universities, NGOs, and Social Welfare groups to Network and have Exchange programs that Commit to mentoring and volunteering opportunities to young people in order to build their leadership and representational skills.

Inform community leaders about existing Government Mechanisms and the availability of Social services programs to encourage their communities in accessing and utilizing support services available. Discuss issues impacting on community and workplaces.

Increase participation in exchange program and networking with the mainstream social programs, cultural and sporting programmes for purposes of fostering Cultural and Social cohesion with inclusion to improve opportunities to enhance young leadership qualities and participation in collaborative dialogue for purposes of building communication interactive ability and confidence.

Dealing with conflicts, violence and grievances

Peace, Reconciliation and Reconstruction should be the mother of all to live at peace with each other while advancing common causes for an improved livelihood for all.

These are social programs that must engage Social Welfare at the local community level, to plan how they are going to address their needs at National level.

These groups must plan how to deal with conflicts resolution, ethnic violence, address urgent human needs and frustration, security prospects and prescription for discussions and Way Forward etc.,
