Q: From – AWANDO LABAN OTIENO, November 12th, 2009 – Good Leadership

Hon. Fred Outa, Nyando MP you have always been my role model in leadership skills. May be I should first introduce myself to you before I continue with my appreciation. I am a Kenyan citizen from your constituency and currently a Kenyatta University student.

I wish to bring to your attention that we at this institution have been overwhelmed by the way in which you apply doubtless leadership skills at our constituency. This has made most of as to closely hold discussions on how we should meet you for an appraisal but due to unknown circumstances we cannot reach you your Honor. We wish to secure a meeting with you as soon as possible so that we may strategise on how we should take this good message home during this December vocation. We are also planning to take home a voluntary service to our people and to promote the spirit of solidarity with your Honour to the constituents of Nyando.

Further still, we as the students from this university would like to appeal to you to offer an appropriate date on when you shall launch an AIDS AWARENESS campaign so that we can bring hope to our people. We like your leadership and that is why we want to be associated with you.

We shall close the campus temporarily on 26th NOVEMBER for one month and we do not want to be left out in your development agenda.
We are looking forward to receiving a positive appointment with you soon.

I sincerely appreciate the interest you have picked in me and in the development in the constituency. It would be my honour to meet you and your team and forge a working relationship together.

I am currently in a meeting in Arusha that has been running for the last two weeks with other parliamentarians from the five East African countries.

Kindly organise and send a representation to my office on Tuesday November 24, 2009. In case I would not be around, a meeting with my Assistant will be fruitful after which we can restrategise on the way forward.

    Mr.laban, you are very brief and unfortunately, you have left us in dilemma, since you have not elaborated, or told us examples of leadership you talk about, or the achievement he has made.

    Or else it seems there is a political realignment taking place in nyando.

    I would want the ‘development conscious’ MP to look into the plight of education in his constituency and the wider Nyanza. The recent CPE results indicate that Nyanza performed worse in every category. Why is this the case if we have MPs with unquestionable ‘ledership’ credentials like Nyando MP.

    Its good to hear of you talk of leadership on the part of our mp. Leadership without education and health is no leadership.

    I was shocked when i realised that no school in the vast Nyando constituency was chosen to be upgraded as Centre For academic Excellence.

    In the the KCPE examination, our siblings were nowhere.

    I also did you know that Nyando doesn’t have a District Hospital?

    Give us tangible examples of what the MP has done and excelled in..

    Do not shower praises just because you need some little favour from the MP.

    I appreciate that many are pointing out your leadership qualities. However, even from a good man there are often areas of weaknesses. In you, some of us from your constituency are suprised at your outbursts during barrials, harambees and community gatherings… for example during the ground breaking ceremony of Rabuor Hospital. That speech and outburst is not befiting a leader….I am sure you had an issue with some of the people in Rabuor, but there are better ways of talking to them. …again you seem to surround yourself with hoologans and drunk boys who attack members of the crowd at will. These kind of things are outdated. I am sure you can still redeem your image by doing better

    I have tried unsuccesfully to reach you on phone.My main concern is to be updated on Namba Okana-Nyakakana road,someone has been working on that road in away that I dont think can last for even one month during rainy seasons.Can you tell us if there is any funds allocated for regrading the road and where can we find the details of how much has been spent on it so far?

    Hi Laban,It is good you are appreciating the mp for leadership skills without showing specific areas where he has done some development.I also come from that area and I’ve watching the development progress in that area,lets talk of truth and be sincere.Which kind of a leader threatens to kill his people when asked questions?

    Hello Mheshimiwa,outbursts at funerals are a minus in your leadership;allowing your manager,Ken to campaign whilst still in your office and getting paid by our taxes is impunity of the highest order,i know this will invoke defence from you and i expect an answer at a funeral sooner;you called a meeting at Ahero sub district hospital and said some members were to step aside for investigation to be carried out on your allegations of corruption -Thunder and Dr.Oron,what happened to the investigations or have your advisors forgotten to remind you of your promise to investigate?,you even incriminated Dr Lusi and the entire provincial team,am waiting for your results,my name is what makes me,clear it or take me to court.You gave me a responsibility to man sports,i will repeat this,without the activity money of 2 percent from CDF being for activities has never been used for youth activities except for the one million from ministry of sports.I followed you to the end with all my might,skill,thought and finances only to be dissappointed that the promises to the Youths and irrigation promise for Tura have never been tackled;Okanja primary electricity promise and the talk show that you gave them money for electricity was false.Thank God that we the committee of Ahero Hospital have done a commendable job.I am also proud that at Ahero Youth poly we have brought things to a good level,am a member there,plse tell whoever updates your website to include KOLAL PRIMARY AND AHERO YOUTH POLYTECHNIC AS BEING IN NYANDO AND ESPECIALLY KADIBO AND NYANDO respectively.The race will be tight but your”TIEKO KECH SLOGAN ”,should be revised.A waiting to be bursted at funerals as always is your style,you fear dialogue and reason.Keep up and improve.The writer vied for Kakola ward and was a class mate to Mheshimiwa.

    Hon Outa, am very suprised on how you handle issues. i come from Okana not far from your home. The claimed tunnel will pass through our home, actually my house is set to be demolished. you said that people will be paid 30K per hec. Outa where in the world are people still buying plots at 30K. you buffled guys. Such a project needs a wide consultations and involvement of all the stake holders. This is a confirmation that your leadership is questionable. your home sits in a land of about 2hec. can you sell it at 60K. Put yourself in our shoes before making decisions that have alot of far reaching effects if you want to lead properly. anyway will all honesty and due respect i am yet to scrutinize those vying for the post 2012, but one thing is certain, you will not get our votes. the homes that are to be destroyed by the so called tunnel and we will resist it to the end. Let me give you a team, lead through pple. Such an issue ought to have been floated 5yrs ago to enable people digest and see the options available. anyway as said by others, you have surounded yourself by people who depends on handout and they are not doing you any good. If were you, i would selected a few people among homes to be affected and have an extensive discussions with them. anyway you seem to believe in outdated leadership styles and you only have 8months to employ them if opinion poll ia anything to go by,. for students, i was in Moi and i know what happens in campus. outa style of leadership has nothing to offer according to me. let us be innovative so that we dont become subject of manipulation of leaders.

    Hi Mweshimiwa ,
    I am afraid that the issue of Nyando Tournament has been perceived as my personal idea ,I remember you bringing me on board to assist in distributing balls to the youth and in furtherance ,Nyando community youths voted me for the post of chairmanship, we convened several meetings to come up with such budget, am afraid nothing much has been done in this regards and I feel it would be more imperative to organize for a meeting with all representatives to shade light on the next move
