Thank God, Me-Chuki Wa Nyuki the snake is NOT in the line-up. I hope it stays that way and nothing changes. Only puzzle is that nobody from the South Rift is on this list. How come?

Subject: Re: Fwd: KENYA’S NEW LOOK CABINET – (THE LEAKED VERSION)
All,
Wherever you got that list from, it looks like a real one. For now we are going to assume that it is a TRUE RUMOR until proven otherwise, good job, native.
If wishes were horses, I would prefer Prof. Wangari Mathaai, a non polarizing figure and a well known public figure to be the deputy prime minister on the PNU side and then give Kiraitu Murungi, a less focusing role like a minister of youth affairs. One thing we all know is that a deputy Prime minister will be required to travel and execute State duties as is officially mandated by state laws. Mr. Kirairu, last time I checked my facts, it was showing that he still has the travel ban imposed on him to some of the western capitals, and also the Anglo Leasing dark cloud is still hovering over his head. That is an ethical issue by all definitions.
Kenya and Kenyans should not reward bad behavior in as much as we love our fellow countrymen to be MP’s, people like Martha Karua should not be rewarded any post. Her public relations and work etiquette is questionable. She lacks the specific colors of a statesmanship and not suitable for the ministry where the constitution is going to be the brainchild of.
My opinion tells me that the whistle blower, Mr. John Githongo, deserves to also play a major role in this new government too. Something like, the Ministry of Ethics and Governance needs to be created and John would be a good fit for it.
The Ministry given to Prof. Anyang Nyong’o is a good one, but I feel that he would be better suited to head the ministry of Planning and National Development. That is a docket he has been known to handle quite well considering his vast Educational and International relations, and the extensive background and relationships he has enjoyed with the foreign power brokers.
The VP and the person occupying that seat, no offence, that person needs to be on the opposition side by crossing the floor. He will need to provide checks and balances to this new government of national Unity. If he really needs to occupy a cabinet position, then let us give him the position of Kalonzo Musyoka – Minister at Large without Portfolio. He did very little to help the creation of this Unity and the accord. If anything he was not for the idea and that is why he does not deserve to be part of it. The VP position should not even exist at all, in my opinion. Especially now that we have two deputy prime ministers, a president and a Prime minister. Let us avoid misappropriation of the scarce valuable resources and also avoid duplication at all costs. If he can cross the aisle to the opposition, Kalonzo may augur a little of the small respect he has left among the people of Kenya. We can direct the money he may be paid as a VP to help feed the hungry, homeless, the
displaced and the orphaned children.
As for Mr. Jaduong James Orengo, that position is well rewarded and fits very well with his stature, charisma and qualifications. We have to remember that he worked really hard and he almost lost his life while at the battle front. Congratulations, Jim.
I understand that the Attorney General’s post has some kind of statutory restrictions to it that may make it quite impossible to get rid of Mr. Amos Wako. In my opinion, we need to let this man go and rest. We need to look for fresh blood with brand new ideas and ideals. I wish we could create tenure to expire on the attorney generals or file a vote of no confidence on this guy. He is no bigger than life. Even Alberto Gonzalez was let go when he abused his powers. Mr. Wako failed to successfully prosecute the Goldenberg and the Anglo leasing scandal cases the way an Attorney General would have done. He has let the Kenya people down in many respects. We need a non-partisan, law abiding Attorney General in that docket to bulldoze these bribery, scandals and corruption cases with distinctions and honor they deserve. As a matter of fact, this docket would suite a person of Patrick Lumumba, young and fresh, a person like James Orengo or the current LSK Chairman, Mr Okong’o
O’Mogeni. These are people with the courage to call the shots and call a spoon a spoon even when stakes are high.
The Foreign ministry will definitely need a career diplomat like the late Dr. Robert Ouko’s, a person with a good sense of humor. A person with respect for the citizens of the country and the diplomatic community. The current occupier in that seat did not perform very well under pressure. In fact, he became very careless in his utterances. To him, the rule of law and the International community which he should have represented appeared to him like threatening the status quo. This also applies to the Garsen MP, Mr. Mungata, who until yesterday decided to do too much too late regarding his comments on the Accord. In his observation, the accord signed between Mr. Kibaki and Mr. Odinga is not good enough. He, in fact, missed out on an opportunity to broker the peace way back in December, January and early part of February. If he took a different approach way back than the hawkish hard line stand he took until 02/28/2008, he could probably be a good candidate for a possible
Nobel Peace Prize or something similar.
I might have missed something in this list. Where are we placing Mr. Balala? You know he also deserves something good for he did the right thing through and through during the time of need and struggles.
After all is said, the question now remains? What will this new government of national unity bring to the table? Will it address the disparities in the distribution of resources, creation of new jobs, attracting foreign investment, improve the country’s infrastructures, fight crime, create a new constitution and eradicate inequality between the very rich and the very poor?
The answer lies in the structure of this new government and the way it is going to spread its tentacles, authority and execute its responsibilities. The Accord, one may argue, with all due respect, may need some form of amendments to put clear cut litigations in some of the gray areas which may impede growth, inequality, may cause misunderstanding between the parties involved and/or cause undesirable unpredictable outcome in any sector or the whole structure. The new alliance will require separating the legislative powers from those of the executive branch, splitting and drawing a line between the judiciary and the legislative branches. The president’s powers will need to be trimmed down as soon as possible and the judiciary will require its independence without any political interference. That will make the judiciary and the court system recover its sanity in case it had one in the first place. That in itself, will be a Real and True democracy as we know it. When the new constitution finally comes, let it have more of these embedded in its clauses and the fine prints.
One final thing, what are we going to do with the culprits and the criminals when the judgment day come? I mean the criminals of Goldenberg, Anglo leasing and the perpetrators of the post election violence of 2007-2008? It is widely believed that some of the big wigs in the PNU were deeply involved in the bank rolling of the violence. It is also strongly believed that some of the positions occupied by the list below are criminals. Are we going to have criminals in the government of national unity? Or are we going to have scandalous and corrupt officials in the new government, or are we going to start with a clean plate? What is going to happen to the case filed by ODM against PNU and Mr. Kibaki in the international courts in the Hague, now that they have a marriage of convenience? Any lawyer wants take a shot at that question?
Last time I checked my Ethics 101, it indicated that if a leader in a position of authority is caught in a scandal, corruption, incitement to cause harm, killings, incompetency or any related vice. They immediately need to vacate their position pending investigation. Any case of that kind needs to put them in a vulnerable state and therefore the person at the center of the controversy need to resign the position with immediate effect and cooperate with the authority to help investigations. I hope that this PNU/ODM government of Unity will have checks and balances to effect the same on leaders with questionable tendencies like Uhuru Kenyatta, Kiraitu, Saitoti, Michuki and the rest of the crowd.
For now this New Accord will serve its purpose since it is still new. It is tantamount to a new marriage between couples. Hopefully the honeymoon will last long enough to usher new constitutional changes before the end of the year. One thing I know is that such a marriage cannot work very well in Africa especial with Kibaki being the head of state. We wish Kenya and her people good luck and prosperity. We should demand the best for the rest of us as Kenyans and we rightfully deserve the best as tax payers. We also should not be fooled, we need to stand tall and firm when choosing our leaders. We need leaders with high integrity, good character, respect for human life and dignity, rule of law and good citizenship. We should never fall short of demanding what we rightfully deserve; these politicians are not doing us any favor.

KIBAKI’S ADMNISTRATION KNOWN AS THE TRIBES, FRIENDS AND FAMILY PROGRAM BECAUSE IF YOU ARE NOT IN THIS CIRCLE YOU GET NOTHING.
DUNCAN

PNU-HARDLINERS PREVIOUSLY APPOINTED BY KIBAKI MUST GIVE UP THEIR POSTS -SINCE THE ACCORD STATES CLEARLY- “COALITION MINISTERS CANNOT BE FIRED [DISMISSED] WITHOUT THE WRITEN CONSENT OR AGREEMENT BY ALL COALITION PATNERS.
THOSE WHO WERE NAMED BY PNU-MUST SURRENDER AND PRESENT NEW NOMINATIONS -” BY A MAJORITY COALITION PARTY WITH PARLIAMENTARY MAJORITY” -NOT KIBAKI!
TEH COALITION GOVERNMENT FAILS OR SUCCEEDS WITH RAILA ODINGA AS PRIME MINISTER- HE MUST BE ENTITLED TO NAME CABINET MEMBERS HE IS ABLE TO WORK WITH.
One of the ministries Mr Muthaura is said to be proposing is Fisheries, which will be hived off Livestock to create two ministries, to then be handed to ODM.
He is also said to have told an ODM delegation that the Ministry of Roads and Public Works would be split into two, with Public Works going to ODM and Roads remaining with PNU.
The developments have incensed some party officials, including some at the peace talks. They now want Annan to return to the country and take over the process again, unless Kibaki and Raila step in and shove Muthaura aside.
“If the two principals, Raila and Kibaki, are finding it hard to discuss portfolio balance, let Annan return. There is no way we are going to be asked to negotiate with people whose positions we want to take. Somebody is playing games,” a source said.
As a way of ending the crisis, the US and the rest of international community called for “a governance arrangement that will allow real power-sharing … a grand coalition so that Kenya can be governed.”
The US told the Kenyan government that “real power-sharing” with the main opposition party was the best way to put the country back on track after the disputed December election.
Now, the partners are stuck on the interpretation

KEY POINTS TO THE ACCORD:
http://news.bbc.co.uk/2/hi/africa/7269476.stm
PNU-FORMER MINISTERS MUST GIVE UP THEIR POSTS SO A COALITION GOVERNMENT [CABINET] MUST BE OFRMED A FRESH.
-THE TERMS OF THE ACCORD REQUIRES AND STATES THAT NO CABINET MINISTER OF THE COALITION WIL BE DISMISSED WITHOUT THE WRITTEN CONSENT AND AGREEMENT OF THE MEMBERS OF THE COALITION.
-THE COALITION POTFOLIO WILL AND MUST REFLECT THE STRENGHT OF COALITION PARTY WITH PARLIAMENTARY MAJORITY.
-THERE IS NO WHERE WHERE IT SAY THE GOVERMMENT MUST BE EXPANDED TO ACCOMODATE ALL MEMBERS OF THE COALITION-INSTEAD KENYANS REQUIRE ODM-TO FORM A MORE LEANER AND EFFICIENT [GOVERNABLE] FORM OF ADMINISTRATION.
-RAILA AND ODM-MUST BE HELD RESPONSIBLE FOR THE SUCCESS OR FAILURE OF THE NEW ADMINISTRATION AND SINCE HE IS THE SUPERVISOR AND COORDINATOR OF THAT ADMINISTRATION HE SHOULD BE GIVEN THE AUTHORITY AND REQUIRED INPUT ON WHO HW WANTS AS HIS MINISTERS.
-THE POSITIONS OF ASSISTANT MINISTERS MUST BE SCRAPPED TO REDUCE THE “BLOATING OF GOVERNMENT” THEY MUST BE REPLACED BY “PERMANENT SECRETARIES IN EACH MINISTRY”
– THE DISTRICT COMISSSIONERS WHICH HAVE BEEN HEAVILY POLITICISED AND USED AS OPPRESSIVE TOOLS MUST BE ABOLISHED FORTHWITH SO POLICE COMMISIONERS MUST BE SELECTED THROUGH CIVIC OFFICIALS -MAYORS AND OTHER LOCAL COMMUNITY LEADERS.
-ALL DISTRICTS SHOULD BE ELIMINATED AND KENYAN “PROVINCES BE GOVERNED UNDER COMMISIONERS’ TO ELIMINATE ETHNIC CLASHES

Subject: Vs: Re: Fwd: KENYA’S NEW LOOK CABINET – (THE LEAKED VERSION)
Kenyans,
Let us not live in speculation and spreading unknown list of ministers now. Let us be patient and wait for the official list. We in Europe here have now received atleast now 2 version of the list. Which one is the real one?. The other list I did receive today placed Balala as the minister of tourism and the one below is placing him as the minister for home affairs. So which one is the real one?.
I do hope that Kenyan politicians have realy learnt from the lessons and events which did happen in our country after 27th. Dec 2007 election. Let them not take Kenyans for a ride this time. Kenyans have been taken for a ride since 1963, where criminals are allowed to be leaders until Kibaki plus a few people had to show to them what criminals are really capable of doing. If they do not learn, Kenya will not develope. WE DO NOT NEED CRIMINALS AS LEADERS, WE DO NOT NEED TRAITORS AS VICE PRESIDENT, WE DO NOT NEED PEOPLE WHO HAVE STOLEN MONEY TO BE LEADERS.
WHY SHOULD AFRICAN COUNTRIES KEEP ON CIRCULATING INTO CONSTANT PROBLEMS WHICH SHOULD BE AVOIDED?. IS THE BLACK MAN`S BRAIN THAT THOUGHTLESS OR LOW OR WHAT IS WRONG WITH US?. People like Uhuru Kenyatta are already mobilising mungiki for the 2012 election, there are secret youth training centers supported by PNU ministers for the 2012 election or incase the coalation fails or breaks and despite all these ODM and PNU are giving those financers ministrial positions to gain advantage, WHEN WILL WE AFRICANS LEARN THAT OUR CONTINENT IS THE LOWEST IN DEVELOPMENT IN THE WHOLE UNIVERSE AND WE OURSELVES NOT EUROPEANS NOR CHINESE NOR USA NEED TO UPLIFT IT?.
We see now even Indian women peacekeepers coming to Africa to give Africans instructions. Do we want to say that we did deserve to be colonised or we did really deserved to be sold as slaves or what?. All these events infact completely do answer those questions. The bond which was signed in 1963 after independence from the British was much stronger than this one now signed between Raila and Kibaki and it was broken, so let us wake up and not reward criminals, corrupt and killers ministerial positions. If we do we will be very sorry next time and the world will stand and laugh at us, they will just vomits words like::. what did you expect, it is Africa after all, the same words being vomited to Somalia, Zimbabwe etc.

I said once before and I say it again: PNU_HARDLINERS MUST GIVE UP THEIR “ILLEGALLY ACQUIRED MINISTERIAL POSTS” -THYE CANNOT OPERATED ON AN “ILLEGALY FORMED GOVERNMENT’ —THAT WASTHE WHOLE POINT OF THE ACCORD.
TO “LEGITIMISE A LOCALLY AND INTERNATIONALLY’ RECOGANISED FORM OF ADMINISTRATION.

ODM- UNDER PRIME MINISTER RAILA ODINGA MUST BE SMALLER..TRANSPARENT…EFFICIENT AND PROTECTIVE OF HUMAN RIGHTS.
-ALL THOSE DISTRICT COMISSIONERS POSTS MUST BE ABOLISHED AND THE DISTRICTS DISMANTLED TO STOP ETHNIC CLASHES- KENYANS MUST BE ABLE TO LIVE AND WORK ANYWHERE WITHIN ITS BORDERS.
-THE POSTS OF THE DISTRICT COMISSIONERS MUST BE ELIMINATED AND REPLACED BY PROVINCIAL COMISSIONERS…SINCE THESE POSTS AS NUMEROUS AS THEY ARE AND MEANIMGLESS HAVE BEEN OVER POLITICISED AND USED TO SUPPRESS KENYANS UNECCESSRARILY/
-THE POLICE COMISSIONERS MUST BE REDUCED TO SERVE UNDER CITY MAYORS OR OTHER RELEVANT CIVIC LEADERS ABLE TO HIRE AND FIRE THEM [CITY COUNCILS-MUST APPOINT THEIR OWN POLICE CHIEFS]
-THE SURVIVAL OR FAILURE OF THE COALITION GOVERNMENT IS SQUARELY PLACED ON RAILA ODINGA WHO MUST COORDINATE AND SUPERVISE ITS ADMINISTRATION- HE MUST HAVE THE WEIGHT INPUT OF WHO GETS WHAT POSITION @ CABINET LEVELS.
-THE POSTS OF ASSISTANT MINISTERS MUST BE SCRAPPED TO BE REPLACED BY PERMANENT SECRETARIES OF VARIOUS MINISTRIES FOR EASIER DEVOLUTION AND DISTRIBUTION OF WEALTH WHICH MUST BE COMMUNITY DEVELOPMENT -UP TH OTHE CENTRAL GOVERNMENT INSTEAD OF THE OTHERWAY AROUND.
-KENYA MUST BE FREE ENTERPRISE- SMALL GOVERNMENT AND LOWER TAXED ECONOMY SO RESOURCES CAN BE EFFICIENTLY UTIISED WITHIN THE COUNTRY.

I wish Kenya maintained a lean cabinet and one without the characters like Karua and Kiraitu who undermined the Bomas constitutional making process. I also wish after the constitutional review, the cabinet will be composed of non MPs
My other wish is that there will be no assistant ministers this time round. With a full PM office, I see no role for assistant ministers.
Kenyans, the government is for creating an anabling environment for the private sector. It is not meant to provide jobs for the ambitious. Let the ambitious politicians excel in articulating national issues in parliament and check on the government; and those who aspire to create wealth go into private enterprise.

Others are Agriculture, Health, Trade and Industry, Planning, Defence, Education, Water and Irrigation, Energy and Lands.

The Orange Democratic Movement leader said consultations will continue on structure of a coalition Government.
President Kibaki and Mr Odinga went into a meeting at 11am to refine a new Cabinet under their power sharing deal.
Mr Odinga arrived at President Kibaki’s Harambee House office at 11am and left at 1.30pm.
The two leaders are required to jointly name ministers under the national accord brokered by former UN secretary general Kofi Annan.
The accord says that the Party of National Unity and the Orange Democratic Movement should to enter into a coalition taking into account portfolio balance and reflecting relative parliamentary strength.
Parliament last week unanimously passed the accord into law, embedding it in the Constitution and clearing the way for its implementation.
THE ACCORD-

Once again, we are sick of MP jostling for ministerial positions. Some body needs to preach to them the gospel that government is not for dishing out positions and gaining wealth.
Please campaign for a new constitution which will provide that in the only MP who will be in government shall be the Prime Minister. The president too will have no business representing a constituency.
This will ensure parliament is delinked from governments.
