Kenyans,

Some fool said long time ago that `a fool is only he who does not learn from his mistakes`. Here we go again, back to square two or square one as you may intepretate it. The best option was to have a new election, there is already mistrust between Kibaki and Raila, how do you foxes think they are going to run the country even if they form a cabinet now. Or they are again going to fake the smile on the media or television again?.

Headache again for those who are painfully waiting to named so and so….., Kibaki is rushing nowhere since he already have his PNU and some trusted ODM- Kenya Mps into the ministries and are ruling the country.

Sorry for those whom this note is not intended to, please delete it out.

It is an ordinary Mwananchi wa Kenya that is suffering. Kibaki is at home and dry because he has a half of cabinet running the government, to him “there is no HURRY”

To me constituting the PNU-ODM cabinet besides running the government is a major factor in peace process. For every Kenyan who lives comfortably, think about that fellow Kenyan who is now suffering in the IDP camps at this time (winter) of the season. This the reason why Kenyans should come out and call for Kibaki’s quick and honest action to break the deadlock.

I find it as a grave mistake and inhuman for Kibaki to delay constituting a cabinet if it happens that is the only pre-condition for resettling IDPss is not ultimate issues

    Just because the accord below signed between “Kibaki & Raila” ensures a 50-50 “Executive Authority Powersharing” betweenthe two “Kibaki & Raila” it doesnt bestow power of any kind to any other Kenyan over the two “executives”.

    PNU – ‘other ranks’ starting with Kalonzo Musyoka must know they are surbordinates of the two and the voters-they are neither equal or greater than the two authorities.

    COALITION GOVERNMENT MUST ELIMINATE THE POSITIONS OF THE DCs AND LET KENYA BE GOVERNED BY THE PROVINCIAL COMISSIONERS….THESE MANY DISTRICTS ARE MEANINGLESS AND HAVE BEEN USED TO SUPRESS KENYANS FOR POLITICAL REASONS:

    “Former Cabinet minister Charity Ngilu wants seven district commissioners recently posted to lower Eastern stations moved from the region.

    Mrs Ngilu, who alleged a political conspiracy over the postings, said it was not a coincidence that all the administrators posted to an entire region were from Central Province.

    Speaking to journalists in Kitui Town, the Kitui Central MP accused the PS for Internal Security, Mr Cyrus Gituai, of conspiracy, which she claimed was a Government scheme to destabilise leaders critical of President Kibaki.

    “Was it just by default that seven DCs from Central Province were posted to one region? Aren’t there qualified administrators from other regions who can give some semblance of ethnic balance in the postings?” the Kitui Central MP asked.

    The maverick MP vowed she would never step her foot into the Kitui DC’s office until the newly posted DC was moved elsewhere.

    “This DC has a specific Government assignment to undermine and frustrate me politically. We know her previous record in Rift Valley and she must go,” the ODM Pentagon member demanded.

    Purely on merit

    Contacted by the Nation for comment over the allegations, Mrs Lydia Muriuki, the new Kitui DC, said she was holding the position purely on merit and not on political or ethnic basis.

    “Issues to do with my public postings are handled by my seniors. I swore to serve anywhere in the republic when I joined the Provincial Administration 18 years ago,” she said.

    Mrs Muriuki, who was transferred, from Nandi South District in Rift Valley Province two weeks ago, denied being on any specific political assignment, apart from her public service responsibilities. She said she would execute these duties in the current station until directed otherwise.

    She also dismissed Mrs Ngilu’s claims that she was involved in vote buying at her previous station in the last elections and that she had family connections with her boss at Harambee House.

    The DC said it was unfortunate that Mrs Ngilu, a role model woman leader, would stoop so low and persecute fellow upcoming women leaders over trivial issues.

    The Nation was unable to fully verify Mrs Ngilu’s claims but managed to establish that two of the DCs recently posted to the region were not from Central Province as alleged.

    Relations between Kenya and the US will depend on the formation of an acceptable coalition Government.

    US ambassador, Mr Michael Ranneberger, urged President Kibaki and Prime Minister-designate, Mr Raila Odinga, to constitute a lean Cabinet.

    “We are not setting deadlines, but the formation of a coalition Government needs to be done with a sense of urgency. The sooner the Government is in place the better,” he added.

    Ranneberger expressed concern that the leaders had delayed naming of the Cabinet even after Parliament speeded legislation to pave way for the implementation of the power-sharing agreement.

    “It has not happened as quickly as people expected, and there is temptation to see this as a crisis. It is not. Kenyans have sent a message to these people that enough is enough,” he said.

    Speaking at his residence, the envoy asked Kibaki and Raila to respect the Constitution.

    “It is clear what needs to be done. Most important portfolios need to be shared in a way that it will make the coalition Government effective,” he said.

    Ranneberger said a Cabinet of 44 members would be excessive. He said a bloated Government would derail economic growth.

    Said he: “We are not dictating the size. When the political accord was signed, there were 34 ministerial portfolios. In our view, this is large, but a good number.”

    PNU and ODM have disagreed on the size of the Cabinet and sharing of ministries. Raila and Kibaki have failed to resolve the controversy despite several meetings.

    But the envoy expressed optimism: “We are in touch with Kibaki and Raila. Both have assured us of their commitment.”

    PNU is repeatedly raising issues and making claims about presidential powers and government structures that were rendered irrelevant by the Constitutional Amendment and the National Accord and Reconciliation Act,” said Mr Balala, the Mvita MP.

    While PNU prefers a 38-member Cabinet, ODM has insisted on the retention of the current 34 ministries and 50:50 sharing of the slots. ODM MPs vowed not to yield on the size of the Cabinet stating that they do not want to burden taxpayers.

    “We should not think of creating ministries for the big boys. It is disastrous both ethically and in terms of expenditure,” Mr Balala said.

    The MP also took on the issue of a clean Cabinet and described it as the latest hurdle to the formation of a new government. According to the MPs, the demand targeted Mr William Ruto, the Eldoret North MP, who they described as one of the pillars of ODM.

    Obstacle

    “William Ruto is not the obstacle to the new Cabinet. It is the numbers and the portfolio balance. If there is any evidence against Hon Ruto, why has the government which sees him as a key ODM figure, not persuaded the case against him these last four years?” Mr Balala asked.

    Mr Midiwo said while PNU was claiming that Mr Ruto financed the post-election violence in the Rift Valley, he submitted that a number of ministers were behind the killings in Nakuru and Naivasha.

    Mr Balala said the demand for a balanced government included permanent secretaries, envoys, heads of parastatals and directors of State corporations. “The Cabinet is only the first step,” he said.

    PNU DEMANDS

    The cabinet must be shared equally that is the law!

    Martha Karua seems to be living in and with illusions. She says ODM cannot demand anything because they were accepted into the Grand Coalition by PNU. I must tell her and her ilk that PNU is the favoured party in the Grand Coalition because they lost the elections that Rala Odinga and his party glaringly won.

    PNU cannot dictate who should or should not be in the cabinet since according to the new law Kibaki cannot hire or fire ODM ministers, let alone the Prime Minister or his deputies from the ODM.

    The Grand Coalition was between PNU and ODM only therefore ODM-Kenya should never be wriggled in through the back door since it is in union with PNU as a partner, ODM-Kenya.

    Kenyans do not want Kalonzo Musyoka’s treachery and sabotage any more than the one he treated us to prior to and after the 27th December 2007 elections which Kibaki and his PNU with the assasstance of Kalonzo Mysyoka stole.

    Kalonzo Musyoka should realise that by his action he is an accomplice in the massacre of over 1.500 unarmed Kenyans following the elections theft. His acting innocent now if he does not know already is an insult to our intellihgence.

    ODM must control the Ministry of Finance otherwise GEMA will push it into domancy as a toothless partner in the coalition. As a Minister of Public Works Raila Odinga was frustrated by the then PS of the Ministry of Finance in such a way that he could not implement anything. PNU now wants to repeat the act except that this time they will make sure that the ame Raila Odinga does not function in his cordination and supervision of ministries.

    It is amazing but not surprising that Uhuru Kenyatta and Martha Karua have not stopped to think of any other parts of the country other than Mount Kenya as they fall over one another in their rush for the post of Prime Minister.

    The Mount Kenya mafia cosmology of thought and arrogance I am certain do not and cannot sell anymore.

    after the violence metted out against innocent kenyans by ODM suppoters(Kalenjin bow and Arrow Army and Luo stone throwers) it’s clear that ODM have very poor negotiating skills. How can Raila agree to a 40 member cabinet? Other than flaming violence and issuing threats, I don’t think ODM is up to the game. Orengo should defect to PNU, his skills might be appreciated there more.
