Kenya: New constitution holds promise for rule of law – Excellent TOT in Kakamega

Kenya has done well in quarter start to Referendum headed to quarter final. To Piny otimo mudho, Yesu taya omenynwa yoo….. Water uru lemo. Kata an be wachno thago wiya.

The majority of Police recruits in service, who are not senior police Officers, most of them were Moi recruits……it looks like they have infiltrated and poisoned the Police. Remember, the YK92, the Mungiki, Stone throwers, the APs. i.e. the Administration Police who were used to Kill then were exported out to foreign countries, have acquired scholarstic Degrees, etc., are all connected in the Moi University Project Mission in the Mafia Cartel Business enterpreneurship program, are closely knit and are tied together, the reason why US $$$s from the US Religious and other Republican Special Interests groups were involved, the reason why UN Peace Corps must overhauled, the reason why Special Police from the United Nation must be sent to Kenya immediately.

These Kenya Police have been organized to join with the Al-Qaeda and Al-Shabaab to fight in Kenya, the reason they are go slow to attack Kenyans during the Referendum, The reason Moi and Ruto warned Kenyans …..if Referendum takes place, “There will be blood shed”.

The biggest problem in Kenya is Moi with his No. 2 Sgnt in Chief of YK92 Ruto. Mae koro wariw water lamo maradier ma kende e kom Ruoth Nyasae Ohinga, Nyasae Obongo, Nyasae Nyakalaga, Nyasae Manyalo gikmoko duto, Nyasae Makende. Wachni koro ose chopo kama tek…..Kenya Police bende koro e dakika mogik be koro okelo wich rach.

This is not just coming from the police, but it is a network from the top, Moi included with all the “NO” Agents, because they have an Agenda to scuttle the Reform Agenda from going to the Referendum and this MUST not be accepted, it is against the signed Reform Agenda which was legalized by the Parliament and those opposed to the Referendum as is are therefore breaking the law, they are the enemy of the Law in Kenya, they are those same subjects who are suspects in record, who committed Crime Against Humanity and must be taken to Hague just now for purposes of Security in Kenya. They are after spilling of the Blood from poor Kenyans, and are causing a lot of fear mongering and confussion to peaceful Kenyans who are after achieving their freedom and Independence. They are busy and persistently making situation very fluid and unsecure…..the state of the matter is that they have broken the Law by creating incidences of insecurity in the Country ready to explode. if Referendum takes place “They Publicly and openly Warned”. They MOI and RUTO, want the People Public to remain in a State of Backwardness, “Thagress Motimo Dhogrability”.

Therefore, the UN and Leaders of the World must step in Kenya and help take control of the same so the Referendum can go on smoothly ……..Kenyans do not want Civil War but are being incited by these same Hague Materials. We cannot let Kenya burn to ashes and repeat 2007 incidents for the sake of a few, when it can avoided. It is better the United Nations and the World Leaders see the logics of saving many lives from perishing, than let a few thugs to cause destruction. These thugs have their place in Hague, they are not peace loving, they are war mongers and Kenya do not need them, because Kenya is not ready to go to Civil War. These thugs are not people who understand logics or the spirit of a Sport-man in a State of Competition, if they cant win, they MUST have war, that is wrong………..this must be stopped now people ! ! !.

To put to a stop painstaking troubles and save situation in Kenya, the United Nations and the Hague must pick up offenders, those who committed crime against humanities as soon as is humanly possible, because they are preaching it and they have plans to repeat the same. They even set free those police who under the camera were caught red handedly free to get ready and join those set to do the same killings at Referendum. This means that the Police boycot has been maneuvred from high-tec……Technically, this is a matter
that must not be taken lightly……Wachni “Tek Moolo ji”….. something must be done and
done now……

Folks,

Kudos Beatrice Marshalls with other TOTs ……This is a well presented case for Public Information and Education on the New Constitution. What you can see here is real things as is on the ground. People are suffering and Leaders are earning Salaries for No Service done as they are protected in the current watered down constitution, the reason we need the Referendum in a hurry.

Cases brought forward are very tangible and extremely important, Leaders now should know they have a lot of work they have been evading. Their work order is with their Constituents whom they should visit frequently to understand their needs…not just living Fwaaaa and going to line up for salaries for work not done.

With the new Constitution there is accountability and if there are no shows there is room to list down reasons for recal of Senators/MPs ….. Au Sio !!!! …

Jumapili/Sunday the Team will be in Kisumu…..

Grumbling Over Police Pay

Not everybody was happy with the new police salary scheme that was announced yesterday. The raise has caused disquiet within the force, with some officers disrupting communication channels to show their displeasure. Police operations, especially in Nairobi, have been hampered by the jamming of the two-way radio system by the grumbling officers. The three police units, the regular police, administration police and the prisons were awarded a pay hike of between 25 per cent and 28 per cent this year, with further increases in the next two years. K-t-n’s Dennis Onsarigo reports over the grumbling which police headquarters has downplayed as inconsequential.

Police headquarters has warned saboteurs of police operations in Nairobi over the recently announced salary increment will be sacked.
Police spokesman Eric Kiraithe said investigations into police communication jam in Nairobi are ongoing.
“Those found to be behind the incident would face disciplinary action, which will include sacking and prosecution,” said Kiraithe.
“We established that officers 1 in the city have resorted to another channel of communication, whereby the caller can only call the man who is in the control room of the police operations centre in the city,” he said.
Nairobi Area covers parts of Kiambu, Athi River, Ongata Rongai, Ngong, and Kangundo.
The jamming of the system, especially at night, has frustrated operations, with some of the officers resorting to using mobile phones . Other regions do not use a centralised system for their operations as they have been decentralized at the districts.
The junior officers started jamming the system on Wednesday night, when the Government announced it had given them a 28 per cent pay increment.
Some of the junior officers have been abusing their seniors and colleagues apart from playing vernacular music through the system.
Kiraithe claimed investigators are pursuing crucial leads on who were behind the jam.
Disciplined force
“We will deal with them once and for all. We are a disciplined force with standing orders that cannot be bent,” he said.
Early this week, Police Commissioner Mathew Iteere instructed senior police officers to ask their juniors to be patient as their new pay is implemented – a day after disgruntled officers jammed police communications.
After a day-long meeting at Vigilance House attended by Provincial Police Officers and other formation commanders, Iteere assured the pay increment would be paid out in three phases as proposed in the Ransley Report on Police Reforms.
Sources told The Standard on Sunday the meeting had been called to discuss security arrangements for the August 4 referendum.
The go-slow since Wednesday night has affected co-ordination of city policing. Others were uttering abusive words to their seniors whenever they raised an issue calling for response through the gadget, saying they wanted better pay. Senior officers from the rank of Deputy Commissioner were given 25 per cent raise.
The officers are set to earn better pay from next July, when the Government implements the next phase of the proposed salaries and allowances that will cost Sh9.8 billion.

If officer’s rifle did not fire bullets, whose gun did?

I was on duty in Kisumu as bureau chief that chilly morning when a member of the KTN crew covering the post-election violence placed a distress call.
He had just recorded a spine chilling murder of two unarmed youths by a lone policeman and a senior officer keen on destroying evidence was trying to confiscate his camera. I advised him to jump on the next available boda boda and take a panya route to the office.
Five minutes later, he arrived safely, panting for breath with his camera tucked under his jacket.
When the exclusive footage rolled on television sets at 1:00 pm that day, the nation was stunned. Kenyans saw a helmeted police officer opening fire on the two youths near the post office at Kondele.
Soon after the news flash, a senior police officer called me asking for the tape. I refused and referred him to my senior editors in Nairobi. He wanted to know the identity of the cameraman who shot the historic footage but I again referred him to my seniors.
I am revisiting the incident because like other Kenyans, I am stunned at the High Court decision to acquit a police officer charged with the murder of the two young men — Ismael Chacha and William Onyango that fateful morning on January 16, 2008.
I am puzzled because police in Kisumu had started investigating the killings soon after the story was aired on television. They visited our office more than twice seeking to speak to our journalists. This means the investigations started fairly early and ought to have left no stone unturned as authorities often tell us.
I am shocked at the turn of events because the investigations in the shooting ought to have been a straightforward matter. The offence was committed in broad daylight.
Sleuths at the CID headquarters viewed the footage and questioned several people. They must have spoken to senior officers at Kisumu’s central and Kondele police stations. These officers must have held the secrets of the killings because they saw the killer in action. They must have known him because they had a list of which policeman had which gun on that fateful day.
High Court judge Justice Fred Ochieng’ acquitted the accused, Constable Edward Kirui because of a disparity in prosecution evidence that he confessed also appalled him.
The judge who took over the case after Justice Onesmus Mutungi who originally handled the case, said there was a mismatch in the serial numbers of a gun used in the killings.
Arrested and disarmed
It turned out that Kirui’s AK-47 rifle serial number 23008378 was different from a similar from a gun number 3008378 that was examined and identified as having been used to shoot the two victims.
It is on record that Kirui was quickly arrested and disarmed by his immediate boss at Kondele Police Station after the shooting. Then things started going wrong. The gun taken to the ballistic experts for examination was no 3008378. Who changed the guns and why?
Whatever the case, senior police officers in Kisumu knew the officer who committed the crime. Why did the officer commanding Kondele police station arrest Kirui if he was not involved in the killing? If he was innocent then who was that trigger-happy policeman seen on the KTN footage? Well, Kirui is off the hook but which officer used the mysterious gun No 3008378?
His name must be in the list at Kondele Police Station. Now that the court has ruled that Kirui’s gun No 23008378 did not discharge the killer bullets can they arrest the officer who carried gun No 3008378 that day?
Did I not hear some politicians say that Kenya cannot take post-election violence suspects to The Hague because we are not a failed State?
How do we convince the world otherwise when the very officers expected to fight impunity have failed a simple test?
