The name Pres. Carter came into the discussion unexpectedly.

I could state the following about that past USA president. He seems to have been one of the more honest, well-intentioned, ones. But his admin. seemed inadequate to cope with foreign affairs. Witness the USA embassy hostages in Iran, conditions which paved way for the Reagan election as the public counter reaction.
Pres. Carter proved to be more popular, later, OUT of office. Pursuit of causes such as housing for the poor, and peace-keeping private diplomacy efforts, are a couple of instances.
As another unfavorable feature, Carter’s admin. international diplomacy initiatives tended to run on socialistic lines in two notable examples. One was the UN ‘Law of the Seas’ efforts. Another was the UN Moon Treaty. Both of those, at heart, seemed aimed to banish private enterprise from the respective realms of seabed resources mining, or lunar & other outer space material and energy resources.
I will mention an additional small sideline.
During his presidency, he held live phone-in town-meeting events. In one of them, he was wearing a sweater, to symbolize a different mind-set for coping with energy problems. One of the callers phoning in sought to bring to his attention ideas, then making the rounds in the print & electronic media, about usage of solar power satellites to meet the needs of many cities and industry. (Utilization of materials, gotten from the moon, may have made the concept more cost effective.) Carter’s answer at that moment was simply, “I believe it best if I do not comment on that”.
Carter was interviewed years after he had been president. During that later occasion there was a related comment, finally. He said, “In my opinion, one of the dumbest ideas I ever heard of was that of human beings traveling into outer space”.
He favored having space satellite applications, and automated space science probes. Neither of which involve humans themselves traveling into those regions. However, that indicates a lack of vision concerning ways to enhance our civilization’s future health.
