MILLIONS OF SHILLINGS ARE MISSING AND UNACCOUNTED FOR IN PROF. NYONG’O;S KISUMU RURAL CONSTITUENCY CDF KITTY DESPITE OF WELL DONE JOBS ON FINISHED PROJECTS.

KISUMU Rural MP Prof.Peter Anyang’ Nyoing’o,the legislator who about three years ago, his constituency had scored the highest marks of properly managing the CDF and other devolving funds from the government this time around, however, he was found flat footed.

A team of auditors from an organization calling itself, the National Taxpayers Association {NTA} which carried forensic auditing of all government founded projects in the constituency had discovered losses of the devolved fund running into millions,

The NTA is a national ,independent ,non-partisan organization focused on improving the delivery of services and the management of devolved funds for the benefit of Kenyans.

NTA states in a brief statement contained its brochure that it is committed to working with the government of Kenya to improve services delivery at the district level and the management the management of devolved funds .It assessed all CDF/LATF projects in the financial years 2006-2007 in 23 constituencies and eight municipalities in eight districts countrywide..

Its latest report released in KJisumu last week says, Prof Nyong’o’s Constituency had budgeted and received Kshs 64,673,883.00 during the years under review and spent Kshs 56,749,206.00 on 61development projects scattered all over the constituency.

It recorded the sums amounting to Kshs 7.0 million as missing and unaccounted for money,while explaining that a total of Kshs 10,395,369.00, which was 16 per cent of the total money budgeted for were misused in badly constructed or unfinished projects which NTA’s field auditors classified as “B” projects.

The NBTA auditors, however, credited Prof. Nyong’o for having the highest number of projects, which it classified as “A” projects, which consumed the total amount of Kshs,while explaining that a total of Kshs 10,395,369.00, which was 16 per cent of the total money budgeted for were misused in badly constructed or unfinished projects which NTA’s field auditors classified as “B” projects.

The NBTA auditors, however, credited Prof. Nyong’o for having the highest number of projects, which it classified as “A” projects, which consumed the total amount of Kshs2,552,225.00 out of Kshs 38,103,515.00 originally awarded. This involved 20 projects which were properly constructed, finished and are in use..t is recorded, however, that the amount of Kshs 5,553,290.00 remained unaccounted for on these class”A’projects.

Well built, but left uncompleted projects numbering 11 had consumed a total of Kshs 13,801,612.00 out of the same amount of money budgeted and awarded to these category of projects, which the auditors had classified as class{C].

Prof.Nyong’o is the Minister for Health Services in the grand coalition government of PNU and ODM parties. He is also credited by the auditing team for having no ghost, missing or abandoned projects in his constituency, which he team had discovered in two other constituencies, namely Kisumu Town East and Kisumu Town West as well as Kisumu Municipality.

Prof. Nyong’o is also the ODM’S Secretary General and the auditing team had discovered good workmanship and finishing in most of projects in Kisuymuy Rural, which means the area had enjoyed good patronage of the devolved funds and proper supervision of most of the CDF projects. Even those still under construction shows that proper materials had been put into use on the projects..;.

In the whole of the constituency, the auditing team recorded only seven projects which were either unfinished or badly constructed. The rest with more than 75 ,marks and above fall under Class[A} and those with 50 per cent and above marks were classified in class{B} projects.

    I would like to also add something ontop of the agenda.I fail to understand or hear that Kisumu Rural CDF was used properlly.Am a member of the constituency and i come just next to Ngere High School.We have been requesting the minister to atleast to just reconstruct a small bridge from Kolenyo going to Reru Market,Ngere school to Kadinga where there is a lake.

    the bridge is just 200meters from Kolenyo stage(Bondo road) and its even serving many institution in our area and its almost over 30 schools and hospitals.Lets the MP not forgetting our area because we are all in Kisumu Rural.By the way he neclated us kitambo saana and its something everybody knows.We requested the mp to remember us also by developing our area not ONLY Rata,Seme Katieno and Maseno which are near to his home.
    We know Kisumu rural is too big for one MP but letsa him even sometimes try to go around the whole constituency not only roaming about in one area cos we all vote for him.
    NB.in my conclussion,i never seen any dev.in our area and have been visiting home atleast every two month.

    It is significant to note that aspersions are being cast as to how Kisumu Rural CDF is being managed. As a tax payer and a voter in the constituency, I am convinced that the electorate in Kisumu Rural Constituency have a right to participate and also know how their hard earned taxes are being put to use. The least we expect from an elected leader is transparent & accountable management of public resources that they are entrusted with.

    The constituency can achieve more if the manner in which members to the CDF are chosen is made democratic & open. Initially towards the end of 2003, we even had a website that captured very vital information – this has since been withdrawn, and the people of Kisumu Rural are asking why in this information age.

    The MP, Prof. Nyong’o,also Minister for Medical Services is in an excellent position to bequeath the constituents a legacy of progress that cuts across the entire constituency. At a time when Nyanza is struggling to catch up with other provinces in terms of development indicators, the people of Kisumu Rural cannot afford to have a kleptocratic CDF in place.

    It does not make sense for us to chide the Government in Nairobi of engaging in corruption while within our very small constituency we abett to the same corrupt practices. My position is that there is no BIG or SMALL CORRUPTION. Corruption is like a pregancy – you are either corrupt or not.

    What makes the case of mismanagement of public funds in Kisumu Rural is the fact that the individuals doing this are our own sons and daughters who should be more forthright in handling our finances.

    We must say no to all the white elephant projects in the constituency. We must say no to half hearted attempts at poverty alleviation. We must reject all those individuals who misdirect bursary funds meant to educate our children from difficult backgrounds. We must resist all those who think they can live in houses of stones while the majority of the populace cannot afford a square meal a day. We must pause and think of why the well to do in our midst seem to care less about the plight of the have nots, many of whom die of diseases that are treatable simply because drugs that the government supply to Kombewa Hospital end up in private chemists. It is time we said a BIG NO to the Lords of Poverty.

    I wish to give comment regarding Kisumu Rural and whoever may send this information to do so as soon as possible. To our leaders, we have been watching you for so long and a time has come for us to move on.

    To Nyongo specifically, your time is up and kindly go back and do lecturing as you retire. You are a proffesor who cons our psychology for no reason. You have been an Mp as much as i can remember. But you have done nothing. In 2007 you stole election in the name of direct nomination. In January 2008 you were all over the media calling on your supporters that presidential election was stollen. What difference does it make. Nobody wanted president Kibaki in office. Nobody wanted you as an Mp in kisumu rural but you are and Kibaki is. Where is the difference brother. As i observe 2012 am watching you keenly and this time we shall talk even to the luo King Raila. We are ready to pay the price of opposssing you and not even death will cow us. You are over 60 years and look 40 years. We have known you thief, robber. I call you all those names becoz you make no difference with the violent robbers. When you were given direct nomination which you gave to urself, one person died and scores injured.     while most of us are easily proud of Prof. Nyongo for his relatively good track record on developement, I want to remind the good Minister that the allocation of DCF bursary to University students is skewed and lacks a clear criterion for allocations.It is only here that the rich who have their children on the parralel programme have them given tens of thousands of shillings while the poor students get nothing at all.We should borrow from other constituencies where all University Students are allocated the bursary no matter how small since the basic moral principle of fairness has persistently evaded us.

    Hi
    I come from part of Kisumu Rural constituency called Kadawa.

    Incidentally we know no development at all, save for a small dispensary which we started through harambee,later “funded” through cdf to completion.

    We totally owe nothing to the cdf, i cant even count one sponsord needy student to say the least, where did we go wrong Mr. Minister????
    All the development projects are concentrated in only one locality – Seme Rata
    Please, think of us, you know 2012 is fast approaching, what will you tell us???

    In Kadawa area, there was an electricity project which never was, no running water, poor roads no, bridges,no nothing,,,,, bure kabisa.

    It is very unfortunate and sad for the constituency to lose such an amount of money when it wins all the medals stained with underdevelopment in both entirety of life. Does it means once there is no ‘road’, ‘market’ or bridge to build then all is well? What percentage of negligence is given to the education sector? Many are times we apply for financial assistance so that at least one day we may beat the other rivals. Or isn’t it sky-clear that education is the tool against this? The “vijana” in the named sector feel left out since only those who own; fishponds, poultry, burn charcoal and the god-fathered get the top soup if not all.

    the cdf commmittee should take into much consideration the regular students in the universities since education is the core of development in each constituency.being a poor student from the university of nairobi, i find it difficult to cope with life here since the small amount of loan from helb is not enough to pay the fees so cdf committee help as i am not the only one with the problem.

    I COME FROM AKADO “Border” SEME-JUST 2Kms.from the LAKE-NYAMARUAKA BEACH WHERE THE SOUTH-WEST SEME WATER PUMP IS LOCATED. THIS WATER PROJECT ONLY BENEFITS “WATU WA BARA”, THAT IS RIAT MARKET AREA DOWN TO RERU & SEME KOBITA AREARS. WE ONLY GET THE WATER FLOWING THROUGH OUR TAPS ATLEAST ONE WEEK DURING MARCH/APRIL RAINY SEASONS WHEN WE LEAST NEED! THIS PERIOD WE HARVEST THE RAIN WATER FROM OUR HOUSE ROOFS.

    WE SHOULD BENEFIT MORE SINCE THE WATER IS SOURCED FROM OUR VILLAGE. PROF.INTERVENE BEFORE SOME ANGRY/HUNGRY “OWNERS’ THINK OF SABOTAGE
