Kabaka’s Information Minister and an MP appeared in court on sedition and terrorism charges
From: Leo Odera Omolo
Date: Tue, Sep 29, 2009 at 9:31 PM
Before being brought to court under tight security escort, the two had spent close to six hours at the CID headquarters, which is located in Kibuli suburb of Kampala, and were later placed in the cells within the court corridors for another couple of hours.
A police source at Kibuli had earlier informed the MP Lukwago that an additional charge of abetting terrorism had been added to the sedition charges against him, after a close analysis of his personal file. But when he eventually appeared in court, he was only charged with inciting people to violence.
The MP Lukwago was granted a free bail of U.shs 2 million plus three sureties bonded on U,shs 1 million each. The Democratic Party{DP} President, Mr John Ssebaana Kizito, and MPs Moses Kabugu and Issa Kikungwe, both of DP were bonded on sureties of U.shs 1 million each.
At the same time, the Buganda's Information Minister, Medard Lubaga was granted free court bail of U shs.2 million with two sureties of U.shs 5 million each. Betti Kamya [FDL} and Mr Buyiga Lukome stood sureties of U.shs 5 million each.
The Buganda Kingdom’s Attorney General, Mr Apolo Makubuya appeared In court as the lawyer for the defense of the accused persons.
The charge against M Lukwago alleged that on September 9, 2009, he appeared on the now suspended Akubuzi Kubbari FM Radio station, to oppose the Kabaka’s visit to Kayunga district. It was this aborted visit, which sparked off the bloody rioting in Kampala City on September 11th 2009, resulting in deaths of more than 26 people and close to 500 being detained by a combined dragnet mounted by police and military forces.
On the same FM radio station, according to the facts presented to the court by the Prosecution, the MP Lukwago also made some utterances in which he implied that it would be desirable to commit “acts calculated to lead to destruction or damage of property”.
The Buganda’s Information Minister Lubega, on the other hand ,was accused by the prosecution of making statements intended to bring about hatred, contempt and public disaffection with the government of Uganda.
“The government went ahead and installed a pretender claiming to be the leader of the Banyala community with the Buganda Kingdom, who is not from the royal family in Buganda, and this is the person called Baker Kimeze”, MP LUBEGA was quoted as having told the listeners of the Radio Station which belonged to the Buganda Kingdom.
He is said to have added, ”This is the man the government of Uganda wants Kabaka Ronald Mwenda Mutebi to first ask permission from in order to visit his subjects at Kayunga, an act, which cannot be acceptable because the late father of Capt Kameze, Nathan Mpagi has never been a leader of the Banyala community”.
The court prosecutor, Mr Festo Nsanga, according to a front-page article in today’s [Tuesday} edition of the NEWVISION, was vehemently opposed to bail application, arguing that the two accused persons were very influential personalities and therefore were likely to interfere with the police investigations currently in progress. The chief Magistrate, however, disagreed with the prosecutor, saying he offenses were bailable.
Earlier, the two accused persons had spent most part of the morning hours at the CID headquarters, First to arrive was MP Lukwago. He was accompanied by several people; both opposition MPs, top officials from Mengo, sympathizers and his lawyer.
Lubaga turned up at the CID headquarters voluntarily and told the journalists that he was tired of rumors making the round that the police wanted to arrest him. After presenting himself, Lubega emerged waving some documents saying it contained the charge sheet.
The police, according to impeccable sources in Kampala have also issued summons to Ms Betty Namboze, an outspoken Buganda Kingdom loyalist, and one Moses Kesibante, a talk-show host with the now closed down CBS FM Radio Station, also owned by the Buganda kingdom. Both the two will be charged with sedition.

Subject: Attempts to malign Omtatah regrettable
I have followed the debate as to whether Nd. Omtata should withdraw the matter in court on the legality of RIngera's reappointment or not.
What has shocked me is that there are Kenyans who have gone to town asserting that Omtatah has or is to be given money if he keeps the case in court. It is believed that the courts will rule in favour of Ringera's re-appointment by Kibaki and therefore secure his stay at the helm of KACC. So Omtata has been bribed to keep the matter in court for Ringera to be installed permanently at the KACC vide the reappointment.
I find this assertion by a Mr. Koliech on the internet but indeed as I have heard from other colleagues on the Nairobi street and the movement in the civil society very disturbing and dangerous.
I have had to now give my personal statement on this to say that I find this malicious accusation against Comrade Omtata unfortunate, cowardly, sad and dangerous.
While I personally have requested Omtata to withdraw the matter and I respect the fact he holds a contrary and reasoned view, It is dangerous and cynical to personalise a matter that Omtata took to court with others and to indeed use this as an opportunity to try to assasinate Omtata.
During Moi's years in power, the easier way to destroy a colleague who held a different view from yours was then to simply say that he was a KANU mole who had eaten Ugali at state house. This way of discourse or working against discourse is dangerous.
In 2004, NCEC led by Rev. Njoya filed a case before the court demanding that the constituion be negotiated and written by elected delegates of the people at a Constituent Assembly and the same be ratified through a referendum. A certain political wing of NARC labeled NCEC and Rev. Njoya a traitor who was working against Bomas and the people's constitution. They went to town with rumors that people had been given money etc to keep the case in court.
In the end the court granted the Referendum and said that Bomas although not a constituent Assembly had already done the work and therefore the constitution Draft Must be subjected to the referendum to get the seal of approval from the people of Kenya. That is how the Wako Draft was defeated by the people at the referendum of 21, November 2005.
I strongly condemn attempts by people who for lack of strong and plaudable arguments resort to character assasination.
How do you guys maligning Omtata think you are going to gain by attacking one of our most gallant Human rights activists? Why don't you differ with Omtata and state your opinion any way without descending to the levels you currently have descended to?

Mwangi Wa Nyambura: You make a brilliant argument, but you spoil it with the last paragraph. It is precisely because of impunity that we have IDPs, Mau, PEV, Corruption, etc. And that impunity is because we have rubished the constitutional controls, checks and balances that the doctrine of separation of powers ensures. And you are spot on that MPs have been sleeping on the job by not curing, through legislation, the law that allows the President to virtually appoint all judges, making the Judiciary a tail of the Executive not an equal.
@ angaluki: Your opening misses the debate by far. The committes only deal with subsidiary legislation - where ministers place their proposed action (through ministerial policies) before the committees for 30 days for approval. And that is legislation. Now, a gazetted legal notice is not subsidiary legislation; it is not a proposal but an outcome. Hence, just like Parl;iament cannot convert into a court to try a murder suspect, it cannot do the same to declare a gazette notice illegal. The words 'illegal' and 'annul' are language for the courts of law.
Parliament is not greater than the other organs. For example, the courts can strike out a law made by Parliament if they interpret it to be against the the Constitution of Kenya. Equally, the courts can annul an executive order if it is inconsistent with specific laws and the constitution.
What we should read from parliaments actions is that they rightly fear going to the courts against the executive because they will not get a fair hearing.
But guys you both make very brilliant and quotable observations.
NB: If the courts don't annul Ringera's second term then he is entitled to Kshs 150m termination fees.
Thanks.

Wa Nyambura,
You got the whole interpretation of separation of powers wrong. Your point of departure should be the question, "What is the role of parliamentary committees?" After that, you need to understand that it is not Parliament that disapproved of the re-appointments, but parliamentary committees, although this may have been or may be debated by Parliament. I think we tread on very delicate grounds and we risk creating very dangerous precedents when we approve actions of impunity by those we support, and only find fault with exactly the same actions when perpetrated by those we oppose. If we hope to build a culture of the rule of law, we must be willing to recognize wrong as wrong, whether it is perpetrated by those we support or oppose. Otherwise we lose moral authority to criticize those we oppose for doing what we approved when it was done by those we support, and in the process promote selective justice.

Let me throw spanners to the works on this issue for Ringera.
For starters ,parliament is the supreme law making body of any democracy. It does not give effect to the laws they make but to the executive to ensure the laws are implemented. When the executive does carry out such execution wrongly they are stopped by the courts which interpretas what the intention of parliament was in coming up with the law .Hence the whole issue of seperation of fuctions of this three arms of the goverment..
In this charged debate of Justice Ringera ,Parliament made the law on its composition, appointment and reappointment of its top organs. In effecting the law as mandated by our constitution the executive in its wisdom or lack of it interpretated it had power to reappoint.Parliament said no and argued that the executive erred in its interpratation of that law. However ,and my point of departure ,parliament interpretated its own laws leaving the judicially out on this matter which by law is the institution that has the mandate to hear any disputes emanating from the abuse of power from the executive.Whereas we are commending parliament for rediscovering their power should we forget that its them that crafted the bad law that now pits the three arms of government? What if parliament tomorrrow legilsalate to make the parliamentarians life members of parliament. Will they be in order ?What am saying is that if we fight for constitutio nalism it must be practised by all institutuions including parliament.Remember in parliament debates not all the 220 members get opportunity to "get the speakers eye "hence debate is not on many a times evenly debated as opposed to the courts where all the parties get a fair hearing.
If our parliament tells us our Judicially is incompetent ,who has the power to make the right chages but them by ensuring that they put the right mechanisms of appointing judges. That they have not, means that they have not done their job well either.Let me ask where are we to get the "good judges" since we believe any one in those positions will be corrupt. How many judgements that have be pronoused that are against the executive?
Lastly,Justice Ringera has on many occassions said withiout prosecutorial powers his body will achive little. It's parliament that has refused to give him legal powers to prosecute yet they claim Kacc has not done well in its mandate.Thats hypocricy of the highest order. Many of the parliamentarians are the crooks that are being investigated hence the heghtened interest they have on the matter .Its not for the comon good of Kenya but self preservation.Which is more serious to deal with Ringera issue upto to thedead of the night or deal with drought.idps ,Mau?Unfortunatly we have fallen for the gimmicks of the politicians and once Ringera goes i20can assure you nothing will change in the fight on corruption .Who ever comes will take our kshs.1.6m per month and after a while we will join our hands again cry for his blood,he goes and another comes and the music will continue. Parliament will continue as the choir masters and we will be the chearing lot.Meanwhile Ringera and those that wil have joined kacc and left with the millions will join politics and the song for anti corruption will become even lounder. You and me and our children by that time , because we belived the same fellows who have refused to pay taxes return the fuel guzlers , will be singing praise songs to these ringeras kibakis. rairas etc as our saviour to another monster that they parliamentalians will have created.perhaps they will have packed the air for sale.OPEN YOUR EYES DEAR KENYANS

Subject: WHY KENYANS MUST STOP JUSTICE RINGERA GOING DOWN WITH KACC
We are reliably informed that since it now cannot pack the Kenya Anti-Corruption Commission (KACC) with it’s cronies, epitomised by Justice (rtd) Aaron Ringera, who is himself to be investigated by the KACC Advisory Board for protecting corrupt politicians and tycoons by withholding evidence on file from prosecutors, the Executive’s new game plan is to provoke Parliament to the point enraged MPs will blindly scrap KACC. And once KACC is scrapped it will die with all the good work it did over the years. The KACC evidence will become redundant and the corrupt will walk free.
It is a fact that though the scam bugs have not been prosecuted, some cases have been thoroughly investigated and, put in hands more capable and willing than Justice Ringera’s, quite a number of senior politicians and tycoons will be nailed.
That is the nightmare scenario that the scheming Executive hopes to avoid by enraging our MPs to20the point they will scrap KACC and all that it represents. So, when Justice Ringera contemptuously taunts and dares the entire Republic, we must understand that he is being a polished actor in a well scripted play. His brief is to get the MPs so angry they will gang up like a bloodthirsty mob to scrap KACC.
Already, in their characteristic posturing and grandstanding in the heat of the moment, we have heard quite a number of MPs tactlessly chest thumbing and threatening to do just that. They think that by scrapping KACC they will “strike a blow against impunity and teach Justice Ringera and President Kibaki a lesson.” Really?
Parliament has political tools at its disposal which it can use with equal or even greater mischief, to fix the Executive. These tools include frustrating Government Bills on the floor of the House; censoring then naming hawkish ministers; starving KACC of funds; and, ultimately, even scrapping KACC.
Nevertheless, for reasons stated above, the MPs should rule out this last option. KACC must NOT be scrapped! The war against corruption must not be lost in the heat of the moment.
But will the MPs save the organisation, given that some of them, their friends, and relatives are under investigation by KACC for corruption, and stand to benefit when the anticorruption watchdog is no more?
Hence, the onus is on ordinary Kenyans to save KACC by boldly standing up and demanding the unconditional exit of Justice Ringera and Ms. Fatuma Sichale. That will not only save KACC, it will allow for the proper legal procedures laid down for appointing the Director and
Assistant Directors to be followed.

RE: SOME BACKGROUNDERS FOR KENYA’S POLITICAL LEADERS
From: Dher Goro
Date: Tue, Sep 29, 2009 at 10:13 AM
The response to the US government’s notification to impose travel ban on high level non-reformists in the Kibaki administration has exposed the apparent limitation of some of Kenya’s leaders in understanding world events and order. For instance, I was dismayed by the dismissive comments of Cabinet Minister Franklin Bett who, having been Moi’s State House Controller, I assumed would show understanding and moderation in discussing issues of bilateral significance. Below are some backgrounders I’d wish such leaders to note;
• It cannot be accurate that President Kibaki is so laid-back and that the excesses in his administration are the handiwork of his inner circle. Kibaki has been around for too long – through the repressive regimes of Kenyatta and Moi – and has survived the trials and tribulations of post independent Kenya. In surviving through those heady days, he must be a clever fox who only feigns complacency as a survival tactic. The man knows what he wants!
• Kibaki’s defence of officials in his administration against possible
US visa ban is therefore a prior-considered re-action and strategy to rally support to sustain his pursuit to create an ethnic/special interest rule in Kenya. The problem is, like in many of his actions, it lacks creativity and was probably conceived in an environment devoid of legal enlightenment. No one among them seems to have known that visa issues are processed on individual basis. Visa issuance is processed with the individual applicant not their governments. How then can a government pursue the revocation of a citizen’s visa?
• Washington’s concerns for Kenya are borne out of strategic regional interest not just because Obama’s father was a Kenyan. The stability and prosperity of Kenya in an environment where the people of Kenya democratically determine their destiny is the greatest desire of the Obama administration. The point here is that a stable and well-governed Kenya will ensure that extremist elements already encroaching on our borders are kept at bay. Doesn’t it worry someone in the Kibaki inner circle that we are sandwiched by either murderous extremists with the desire to conquer the Eastern Africa region or ideologues whose agenda is to snuff the Kenyan capitalist head.
• A section of the Rift Valley political leadership has spent the past
year fighting the leadership of the predominant party in their region. But while they are at it, a powerful ethnic clique has been busy consolidating their power base to control government revenue and expenditure, the administration of the financial sector including the stock exchange, the management of the security and energy sector, and the ownership of the strategic mass media among others.
• Doesn’t it worry anyone that the biggest investors in Kenya these
days are people who are popularly identified as “Somalis”? It is not
easy to tell the nationality of such investors. Neither can anyone tell the source of their wealth nor their long-term intentions. But, thanks to
corruptible officials, they are taking over strategic investments. Their
influence which is evident in downtown Nairobi, has extended to the big
farmlands in Maasai country.
All this and still our leaders are so myopic and are focusing on
non-issues. The latest shocker came last week from the Harvard-trained lawyer (and former reformer?!) Kiraitu Muringi who declared that “too much democracy is not good”.

The guards who prevented the family of the Business Manager of Kamagambo Adventist College from entering the college compound at night and later on almost shot them with arrows have now confirmed the suspicion that Mr. Oduor, the principal was behind the incident. They have confirmed that it was Mr. Oduor who instructed them not to open the gate.
Meanwhile, as Mr. Oduor is still struggling to wriggle out of the case and that of inciting students to go and burn the house of the Business Manager, he unilaterally appointed a Deputy Principal without authority from the college board.
He is also having a case of hitting a pedestrian with is car and running
away without reporting to the police or the insurance.
We as residents of Kamagambo and Rongo District are ashamed to associate with such a Principal and loudly expressing our dissatisfaction.

Hodi!
"Kilimo Kwanza" the policy says it all.
One can only be proud if one can feed his/her stomach! That brings memories of 1980's when people grew food crops, kept chicken - some went to the extent of keeping animals within the municipals. Going to shamba's on weekends was the life-style. That little that was produced made a big difference to ones earnings and at least a tomato on the table from the garden - it saved a few shillings also kept one busy (not spending a day at Container bars for those in towns)
WHERE DID ALL THAT GO?
There was a number of benefits and abuses as well eg. some officers used public facilities 9and time) available to them to attend to the needs of their various food production projects. There were some environmental issue to some (can you imagine your neighbour keeping pigs?).
YES: Farming does not have to be a big business to make a difference. It is the principle that matters! Food importation could be reduced.
CASH CROPS and FOOD SECURITY is an equation that needs to be balanced properly by countries that are endowed with cultivatable land.
Economical and Social pressure to earn foreign exchange is unavoidable but one should not buy and excavate fertile land looking for minerals; where will the neighbourhood produce food from? Employing them as watchmen and labourers is not sustainable and - what happens should the price of minerals fall..?.
"Producing what you can not Consume and Consuming what you can not Produce" is a sure strategy for insecurity.
This world is very dynamic!

Hi Wanabidii, Tanzania's poverty solely comes from our poor brains.
When Tz tampered with coop unions I agriculture it killed the agricultural sector. Poor peasants can't get inputs on time, can't market their produce, can't process perishables like fruits etc. there is no place
for a peasant to learn how to produce any agricultural crop be it cash
or food. There were crop authorities; coffee, tea, cashew nuts, sisal
you name it all were merely selling agents with little or no help to
peasants. There was RUBADA and several NAFCO farms how could they die knowing Tz is saying agriculture is the main stay of the economy????
We have to change our attitudes, crops which can completely change our incomes need not be the ones we are used to exporting, passion fruits, flowers, etc

but now to my suprise majority of the people don't even think about anymore. to me Tanzania is a country that is naturaly blessed with
good land and why can't we go back to farming and establish a large
scale farming industry.

LAKE VICTORIA BASIN FILM MAKERS GUILD
From: Obat Masira

Subject: LAKE VICTORIA BASIN FILM MAKERS GUILD
PAPER PRESENTATION
THE LAKE VICTORIA BASIN: THE NEW HUB OF FILM MAKING IN KENYA
BY AKECH OBAT MASIRA,
DIRECTOR, MISANGO ARTS ENSEMBLE (KISUMU)
1. INTRODUCTION
A film story is about desire and danger. It begins when the central character commits himself to attaining the story goal in the face of opposition. The purpose of this paper, therefore, is to analyze why film making has not taken root in the Lake Victoria Basin despite its huge filming potential and tourism attractions. The paper therefore, attempts to highlight the challenges in the film making industry in the region and therefore proposed strategies that could address the vacuum. The region is uniquely endowed with great sceneries, heritages and monuments that could make film making in the region interesting, great and memorable. These endowments have great potential in tourism promotion of the western Kenya tourist circuit.
2. THE FILMING TECHNIQUES AND PRODUCTIONS
I here would like to quote one of the great script writers in the World Moran, and he asserts that “Films exist as an economic and cultural good before it ‘can’ be considered as an industry. In this duality, the cultural good passes through industrial supply and demand- thus production, distribution and consumption.” Film is a unique work. Its uniqueness is that it has the greatest potential to bring pleasure and people together by creating space for fun and escapism for people. Film mirrors people’s lifestyles. As people watch the screens, they laugh at their follies and therefore make the necessary adjustments in their lifestyles vis-à-vis the characters in the screen. It promotes social transformation.
3. INTEREST IN FILM MAKING IN THE REGION
In the recent past a new consciousness as dawned in the region in the world of film making. The region seemingly is not ready to play the second fiddle in the world of film making. A number of script writers, actors, directors and production team have emerged to fill the void. They have started telling their stories in different ways. I think this interest should be sustained by various players particularly the donor agencies to enable quality film making to be rooted in the region.
The players seek to make the Lake Victoria Basin the new hub of film making in the country. The region is also blessed with various universities offering degree courses in film making. These institutions could go a long way in enhancing professionalism and quality productions to promote excellence in the film industry.
4. THE CHALLENGES OF FILM MAKING IN THE REGION
The drive of desire is the life’s blood of every film. And the danger is its heartbeat. The main challenge we face as film makers in the region is basically lack of technical aspect of film production. Most of our film makers hardly use the essential techniques of making the flow of tension stimulating and pleasurable. It is in the technical aspect where we score very lowly. We still find it difficult to develop the use of desire and danger to enable us manipulate tension in our viewers.
Again, scripting is basically wanting and predictable. We hardly explore various techniques to bring in various story elements for aesthetic value i.e. how do we treat our characters and their characteristics, their relationships and reactions. Are all these elements well developed? Secondly, how do we handle situations in our scripts, particularly in which characters find themselves in? Another shortcoming we have the handling of the setting and the mood. In scripting, we should find techniques in building emotional pertinence in shooting script to create the reaction we are seeking in our audience. We need to develop a technique that would hold our viewers to the screen particularly the use of hook and emphasis. Emphasis is the details we want to draw the attention to. Our major handicapped is lack of broadcast quality equipments (cameras/editing machines) and lastly funding to offset production costs.
5. THE WAY FORWARD IN MAKING THE REGION THE HUB OF FILMING
There is urgent need for film makers in the region to work together to promote synergy in the industry. We should avoid mediocrity and short term monetary gains in the name of film making that hardly go beyond our estates and friendship fraternity. Art should not be compromised because of lack of equipments or short term gain.
Training
Training is paramount if we want to achieve success in the industry; it is the training that is going to empower our film makers with the necessary skills to enable us to compete with others outside the region. I here suggest some strategies for the way forward.
* Film exchange program so as to learn from others.
* Annual regional film festival (cash awards for winners).
* To promote quality scripting through script writing contest.
* To patent the works of film makers in the region (and pay royalties to artistes and producers).
* To promote the region as the new tourism and filming destinations.
* To develop the film Guild as the agent for film makers in the region to reduce exploitation of the film makers and promote the welfare of artistes and producers.
* To host regional, national and international film workshop for the players in the region (capacity building).
* To acquire broadcast quality equipments.
* To liaise with foreign film makers on behalf of film makers in the region.
6.0 THE ROLE OF CHILDREN IN FILM MAKING
Art has, since time in memorial, been related to sustainability of society in its various manifestations. Children feel encouraged and recognized when they are given roles to play in a production (Drama/ Film). It does make them feel that they, too like everybody else, can have a role to play in the society. This makes the children wanted whichever type of background and condition they came from. This sort of empowerment is significant in development. Artistry is a very interesting, pleasurable, memorable, vivid and easy to understand.
It is also a great vehicle for the presentation of vital development information. Art enables youth to build good habits for effective living as an individual and as a member of a group.
We in the Guild seek to empower the child and the youth in coming up with effective things and film participating from their perspectives. That is the only way we as adults could bequeath film making among our children in Lake Victoria Basin.
7.0 THE JUSTIFICATION FOR THE REGION TO BE THE NEW HUB OF FILM MAKING IN KENYA
The justification for the Lake Victoria Basin as the new hub of film making in Kenya is self evident. The region has produced some of the greatest, interest and memorable artistes in Kenya. The history of the Kenya cultural development has been decorated by great talents in various cultural spheres from the region.
Unfortunately, such talents have emerged spontaneously and without organized local support, some of the best talents in the region have been “forced” to retire early into oblivion after a short period of success, this has led to the falling cultural standards. This, has moreover increased enhance of foreign cultural products, some of which have actually borrowed from the regions cultural potentials.
8.0 THE LAKE VICTORIA BASIN FILM MAKERS GUILD
The Name of the community based organization Lake Victoria basin film makers’ guild (Kenya) (in this constitution referred to as Umbrella body for upcoming and new musicians, film writers, editors, actors and directors’ based in Western Kenya)
2.OBJECTIVES
The objects of the organization are as follows
1. To educate inform and entertain the public through quality scripts, productions and professional acting.
2. To facilitate the training of stakeholders in the film industry and equip them with professional skills in the scripting and production of film.
3. To act as patent and royalty agents for film makers in the region.
4. To act as an arbitrator between the various stakeholders in the film industry within the region.
5. To act as a link between the film makers from the region and both National and International film makers or relevant institutions.
6. To be a channel for the promotion and marketing and distribution of films from the region.
7. To identify preserve and promote filming sites within the region.
3. VISION AND MISSION
1. Vision
To make the lake region a center of excellence in film making.
ii)Mission
To produce competent professionals capable of producing films that match international standards.
The Lake Victoria Basin Film-Makers Guild was founded at the end of a 2 day film workshop organized by the US Embassy and in collaboration with the Kenya Film commission at Kisumu Area Library as an umbrella body to promote and protect film makers in the Lake Victoria Basin (Nyanza, Rift Valley and Western Provinces)
The Guild will be a means of sensitizing and promoting the filming potentiality of the region, our values and stories. It will also be a forum for regional professional exchange of ideas, styles, knowledge, and experiences in film making to enable the region to be the hub of film making. The Guild will rekindle the regions creativity.
The Guild will provide the organizational framework that will “market” the film producers is the region. It’s hoped that in the process the various fields of artistic and film productions will attract the most talented in the region and therefore, increase financial viability of artistic and filming endeavors. It’s our firm conviction that only a self sustaining artistic endeavor’s can promote cultural film making in the region to enable it become the new hub of film making in Kenya.
The Guild will expose and popularize the region as the new film tourism destinations. It will also assist in the patenting of the rights of its members and provide loyalties annually.
This is because it has been realized that other film makers have been taking advantage of the local artistes and film makers. The region has abundant talent, limited exposure; poor marketing strategies and elected factors have reduced our artistes and film makers to marginal position in the society. The Guild seeks to reverse this trend.
The various arts and film making in the region are therefore, in the process of decline because they have been relegated to the position of unprofitable enterprises.
Its therefore, the intension of the Guild to invigorate film making though skills development, quality production, distribution and promotion of film making among children and youths in the region and lastly to increase the public’s interest and consciousness of arts in general and particularly in film production.
9.0 MY EXPERIENCE AS A LOCAL FILM MAKING
The film industry in the region can be vibrant if natured well. There has been interference of film makers from other regions. They have been interfering with the region’s industry for it would rob them of easy “prey” local artists, who feature in their films are paid peanuts and no clear terms and conditions & no signing of contracts.
Our first feature film NO RETREAT also suffered at the hands of these films makers who believe the production was going to be an obstacle in their waters. Through external interference we were only able to finalize only 50% of the production. We still intend to get partners to assist in the finalization of it.
The Misango Arts Ensemble writes quality film scripts. We already have three- “NO RETREAT” ‘MISANGO OKONYO LOLWE’ SACRIFICE SAVES LAKE VICTORIA and ‘TEARS OF MUD FISH’ all by Oloo Nyamwaya, our main script writer. At this juncture, I would like to share insight into some of our stories-1
SYNOPSIS- “NO RETREAT”
This story, NO RETREAT, examines how two typical Kenyan urban families grappled with problems posed by HIV/AIDs Scourge.
Lead Character (LIZA) young gender conscious and forward looking wife in Kisumu discovers that her husband, OCHOLA, has been having an affair behind her back. Upset by this betrayal and fearful of the prospect of contracting AIDS, she deserts her matrimonial home, taking a twelve year old daughter LINDA with her, she immediately begins divorce proceedings. Unknown to her, her friend and neighbor ATOTI, is a lady who has been having an affair with her husband.
Matters take interesting turn when ATOTI’s own husband, JOE, a medical doctor by profession tests Positive. In her solitude, LIZA first seeks refuge in ATOTI’s but finding ATOTI beset by too many problems of her own, she turns to MARION, an old friend and a colleague. With time, as she tries to deal with her suicidal husband, ATOTI discovers that she too is HIV Positive, unlike her husband; she assumes a stoical attitude about it.
In the mean time, LIZA, finds another love in MOSES, a born again Christian. A brief period of courtship leads to a proposal of marriage. Will LIZA find happiness in her new relationship? Or has HIV/AIDS made far reaching in-road into her life and those surrounding her to extent that it is now meaningless to harbour any hopes in life? Will she discover that a long time friend, ATOTI is the one who has been having an affair with her husband? Will she succeed in preventing her daughter LINDA, from demanding to be reunited with her father?
The film poses critical and pertinent issues affecting spouses, for it mirrors true life situations in various homes in the region and beyond. These are the untold stories that should be told. The NO RETREAT Script uses various technical aspects of filming (desire, danger, plot twists, conflicts, suspense, tension, mood, emphasis and the hook) to hold the attention and interest of the viewers.
THE CONCLUSION
Its gladdening to realize that various film players have emerged within the Lake Basin, working out on quality entertainment and educative films, if well supported would go a long way in making the region the hub of film making.
The main challenges we face is lack of broadcast quality equipments that could not compromise the sound and the picture, for film is about sound and picture. The art of film making should also be introduced to children so that they could be able to tell their stories for themselves by themselves. This is the best way to sustain the film industry in the region.
The region boasts of unique and memorable sites that should be promoted to enhance quality film production in terms of sceneries and locations. We the film makers in the region should take advantage of God given endowments.
The Lake Victoria Basin film Guild should be supported by well wishers who are interested in making the region the hub of film making in Kenya. Thank you the Kenya National Library Services. Thank you the US Embassy for creating the American corner in Kisumu. This is going to be the greatest resource in transforming the region that has been marginalized for many years because of parochial politics.

Kibaki Shouldnt Be Angry With America
US warns 15 Kenyans they are blocking reforms
DANIEL WALLIS | NAIROBI, KENYA - Sep 25 2009 08:08
The United States has sent warning letters to 15 prominent Kenyans it says are blocking reform in East Africa's biggest economy following last year's post-election violence, the U.S. ambassador said on Thursday.
Michael Ranneberger, the US envoy to Kenya, declined to name the individuals. But he said they included sitting government ministers, members of Parliament and other senior officials on both sides of the country's coalition government.
The United States may issue travel bans against some of the 15 in the coming weeks, he added, and Washington would now also closely scrutinise all proposed loans and aid programmes for Kenya brought before international financial bodies.
"These steps reflect the view at the highest levels of the US government that implementation of the comprehensive reform agenda ... must proceed with a much greater sense of urgency," Ranneberger told a news conference in Nairobi.
"Doing so is crucial to the future democratic stability of Kenya ... Despite all the rhetoric and commissions and talk and all that, not much has happened."
During a visit last month, US Secretary of State Hillary Clinton told Kenyan leaders they must quickly implement long-delayed reforms to tackle rampant corruption, impunity and rights abuses that were holding their country back.
The 15 letters from US Assistant Secretary of State for Africa Johnnie Carson warned the recipients their future relationship with Washington was directly linked to their support for the reforms and opposition to violence.
Kenyan Prime Minister Raila Odinga, who critics say has done little in office to tackle a raft of corruption scandals, was unruffled by the move as he gave a speech at Harvard University in Cambridge, Massachusetts, near Boston.
"The US government is totally entitled to do whatever they want to do, if they are convinced that the people they are banning from coming to the United States have been involved in forms of impropriety," Odinga said.
'No business as usual'
Graft is a major deterrent to private sector investment in the economy. Watchdog Transparency International ranks Kenya as the most corrupt nation in all East Africa.
Corruption, red tape, crime and fears about political stability are all major headaches for businesses operating in the region, executives routinely tell researchers.
Ranneberger said Washington would study all future aid and loan deals to make sure they benefited Kenyans, and to ensure they would help support the nation's urgently-needed reforms.
"These steps follow an awful lot of private diplomacy ... It goes hand-in-hand with what we said: No business as usual," Ranneberger added.
"The people we've sent letters to are not thugs, they're not criminals. They're people we have dealt with over the years, people who can play a role helping to transform this country."
Kenya said this week it would miss a September 30 deadline to set up a local tribunal for the architects of last year's post-election violence, raising the possibility of prosecutions by the International Criminal Court (ICC) in The Hague.
The ICC has said it is ready to step in if the government does not find a way of putting on trial those accused of masterminding the violence that killed at least 1 300 people and drove another 300 000 more from their homes.
Ranneberger said he did not believe the possibility of a credible local tribunal had been completely ruled out yet.
"But the whole point is that accountability needs to move ahead," the ambassador said. "Don't let it take another six months or a year or two years. Let it happen now." - Reuters

Subject: Recall Ambassador Ogego Immediately
Many Kenyans abroad have expressed the view that Ambassador Ogego should be recalled on many grounds and I believe its time he was recalled. His stay in the US as Kenya's Ambasador is only hurting the relationship between Kenya and the United States.
1. First, Mr.Ogego hasnt built any good relationships with the United States at a time when Kenya needs that relationship more than any other time before. It's Mr.Ogego who even before presenting his credentials to President Bush rubbished the current President-Barrack Obama the wrong way for no apparent reason but only that Ogego was selfishly protecting his job and his stomach. Its no wonder that his continued stay in the US will not be helpful to any bilateral relationship with the United States. The Kenya government by leaving Ogego as Ambassador is only hurting itself and the benefits that Kenya can gain from US-Kenya relationship. Ogego is not the one to build that relationship and this is not something that Kibaki doesnt know. For the good of the country, he should be recalled immediately.
2.Secondly,any Kenyan who lives in the United States knows very well that Ogego is not a Diplomat at all..maybe only by name. He is arrogant and more than proud to lead any group of people. He has proved that political appointees with no diplomacy training do not make good ambassadors. All that Ogego has been doing is protecting his job by any means necessary..by being partisan and not doing what a diplomat is supposed to do. Ogego can do anything to protect his job at the expense of serving Kenyans abroad. It seems that Ogego has exported serving PNU to the United States at the expense of serving Kenya. He seems to have zero respect for the Prime Minister for reasons better known to him. Just as we speak there are rumours that he championed the view that Raila should not meet President Obama before Kibaki does. What does that help Kenya with?
3. Third, Ogego is more partisan that politicians in Kenya today. In 2007, he openly campaigned in the United States for Mwai Kibaki and made every meeting that he attended a political meeting where he bashed ODM and Raila Odinga and championed the vote for Kibaki. He even said that donors will run away from Kenya if ODM wins. Are civil servants supposed to do that? Is Public Officer's Ethics Act being flouted with abandon here? He went as far as saying that no one should symphathise with him for being partisan and warned the country into voting ODM saying that donors will run away if ODM won. Today, Ogego continues to rubbish ODM and the Prime Minister, wherever he goes and seems to represent PNU in the United States and not the Kenyan government. This is not what Kenyans in the United States want their ambassador to be. Its time Ogego was recalled back into the country.
4. Fourth, Ogego's contract expired more than 4 months ago and he is today holding the position due to political reasons and not any reasons that would benefit Kenya. Its political shananigans that is keeping Ogego in the United States and not any good reason at all. This is the time that Kenya needs a strong team and an enlightened Diplomat in Washington D.C and Ogego is not that diplomat. For the Good of Kenya, let Ogego be recalled with immediate effect.

Christine Baraza, well audited report. Better put and said more than I could ever imagine in my wildest of dreams. But I do beg to differ wit you on only on item; recalling him back home. I don not really know how this may/will help the people back at home. This is a fellow who does not have the interests of the people of Kenya, or even Kenya itself at heart. He's got his own interests at heart. Kenya needs recalling people who would/will add value to the well-being of our nation and the people that occupy it.
Ogego, given he has done all these wanting stuff while out of Kenya, what do you imagine the guy would do if brought back home? Kuna msemo wa kiswahili, naukumbuka nyakati zile nilikuwa bado shuleni. Mwalimu wangu a lugha ya kiswahili at that time told me, "akumulikae mchana, usiku akuchoma". Now just in case u may want me to expound on that, if this guy is tribalistic while in the US, where there aint no tribes, what would he do once he jets back to the country where tribalism is strangling a great population of this country? He will have a field day spreading his seeds of discord. I would rather this guy is kept at bay.
Kono mtupu haulambwi, scratch my back I scratch yours. I believe someone somewhere has to take some time and pump some knowledge of etiquete into him before he even qualifies to jet back home. I am indeed sorry for my input in this, but again, this is just a personal opinion, thats how I feel. My sentiments are subject to criticism, I am not an angel to claim that whatever I say has to carry the day. I just dn't like this guy. Thats it

Glad to hear from Christine,
It is true Ambassador Ogego is a big embarrassment in Washington D.C. All his actions and sneekiness are associated to those of Mafia gang of the underworld. I believe he has overstayed his usefulness if there were any. Keeping him here any longer confirms how Kenya is completely dysfunctional and is a failed State. I had registered my complaint of the same in the past.
No one in any administration can trust information of diplomatic consultation as credible and reliable coming from Ambassador Ogego.
I therefore wonder, of what use would Kenya Coalition Government be keeping Ambassador Ogego in the U.S.A.? Under which category bracket of Diplomatic Representation is Ogego serving Kenya or Kenyans and the host Country? Whose interest is he serving? Can we get answers from Kenyan Government and the Parliamentary policy Governing body?
I believe these are wastages of Public Tax Payers money, exposing lack of integrity in the part of Kenya's standing and weakening all possible Diplomatic relations and ties between Kenya and the world.
The Citizens of Kenya must demand to account from the Kenyan Government and pressure for immediate action.
Thank you.

Kibaki Shouldnt Be Angry With America
Saturday, September 26, 2009 4:50 PM
From: "Christine Baraza" c
As much as some selfish people want to emphasize on Kenya's sovereingty, we must realize that Patriotism is the last resort for scoundrels and America is just trying to stand with MILLIONS of Kenyans who are suffering under the yoke of Kibaki's failed Leadership. If Kenya had proper leadership then America would not even be involved in Kenya's affairs.
Kibaki who is now angry with America is the ONE PERSON who failed terribly in organizing FREE and FAIR election, stole the elections and thus led 1500 people dead and more displaced. Kibaki is ONE PERSON who has entrenched TRIBALISM in the country. Kibaki is one PERSON who has failed to STOP CORRUPTION in Kenya and continues to appoint cronies with MASKS PRETENDING to fight corruption.
KENYAS FAILURES must all be put at KIBAKI's doorstep. He has made Kenya a failed STATE and being angry with America DOES not help matters at all. I hate other countries interfering in others internal affairs BUT FOR KENYA, THIS IS REALLY NEEDED. IF LEFT ALONE WE WILL DO NOTHING and come 2012 we will be at square one and who suffers-THE COMMON MWANCHI. People like ALFRED MUTUA who guns for hire basically protecting their JOBS.
MAKING A CONSTITUTION has taken Kenya 19 years AND STILL COUNTING. REFORMING the POLICE accorsing to KIBAKI is changing faces at police headquaters. ONLY STRUCTURAL REFORMS will save KENYA not COSMETIC CHANGES and playing MUSICAL CHAIRS with the minds of Kenyans. Even ITEERE will be a big FAILURE at Police headquaters-JUST WAIT and SEE.
In terms of Constitutional Reforms, Fighting Corruption and impunity, Police Reforms, I STAND WITH AMERICA AND I STAND WITH AMERICAN AMBASSADOR. When will we Kenyans see sense and stop pretending with PATRIOTISM? Why did KOFFI ANAN come to Kenya? Because Kibaki failed TERRIBLY to manage ELECTIONS in Kenya because Of TRIBALISM and QUEST FOR RAW POWER.
IF YOU DNT PUSH THESE SCOUNDRELS TO DO ANYTHING THEY WILL DO NOTHING.

You have said it Christine!
We can not pretend that we are sovereign while kenyans are dying of
starvation 40 years after indiependence and we can not even manage our environment at this point in time. Our peers at indipendence such as south Korea and Singapore are basically developed nations at the moment and yet we want people to continue baby sitting us and telling us nice words as we look our heritage and the heritage of our children. Leave alone sinking the country into deeper debt due to careless borrowing and careless use of borrowed funds.
Kenyan affairs are developed countries affairs: they are funding
literally all developement programs and even the money they send is
still stolen and misused by the government officers, NGOs etc (mainly
managed by Kenyans). How do we expect people whose monies we are wasting to keep quiet and let us do as we wish because we are 'sovreign state'?
Why are we not sovreign in our behaviour as a nation? Selective
sovreignity does not work as far as I am concerned.
Two things: we need to bring ourself to real indipendence and manage
our affairs totally and efficiently with our own resource or depend on
the external funding. As long as we are funded externally, the donor
countries will talk (and they have a right to) but if we come to a level
of managing our own affairs totally and efficiently then we will have a
voice and that voice will be heard.

Kenyans,
I am very proud with the USA ambassoder to Kenya. The man is really
doing a great job and Kenyans should be proud of him. Infact people who
are messing Kenya are very few individuals and I still do not see how
majority of Kenyans can just still sit down to see our country being
messed with and do nothing. Good things do not come easily. Kibaki is
just a goat who does not even know what he is saying. The fact that he
Kibaki is getting food everyday in the state house and riding in
expensive German made cars does not mean that all is good in Kenya
today. Infact Kibaki has put Kenya well below to where he found it when
Moi had already messed the country for 24 years. This Kibaki still
thinks that only Kikuyus can be real human beings in Kenya and only
Kikuyus should lead other Kenyans. The man is a tribalistic like a dog.
Kenya is made up of over 40 different tribes but unfortunately he Kibaki
does not know that. When people like Murungi join hands with Moi to
suggest that parlimentary system is bad for Kenya, you should start to
think very hard. Murungi did not want presidential system when Moi was
the president, infact he murungi wanted a parliamentary system by then
so what have changed?. Kenyans can not even make their own HIV/AIDS
drugs, no malarial tablets, foreigners are sponsoring projects in the
country, education for young Kenyans, food is brought to Kenya bought by
foreign money and Kibaki is saying that he is angry with USA. Is Kibaki
really realistic?. Does people like Mutua, Kilonzo do really tell Kibaki
the truth about Kenyan situation?. I know the president do have always
big escort and he is being told the things they know will not upset him,
BUT can somebody (advicers) tell Kibaki the truth about where Kenya is
heading to. If the situation continues like this upto 2012, Kenyans are
heading for a civil war, whether Kibaki gives all Kikkuyus Guns or not
there will be still civil war. Kenya can do better than what Kibaki is
thinking he is doing now. First he stole the election nad now he is
stealing money through Ringera, what a joke? .Kenyans should take their
country back from these idiots.

Watch This.......
Quote:
(During the PM's address to the Harvard/Cambridge community that was also attended by a good number of kenyans, Hon. Michuki walked out in protest as the Prime Minister touched on issues of corruption and impunity in Kenya.
Immediately after, the Kenya Ambassador to Washington walked out as well and followed Hon Michuki, and the crowd was left wondering who the ambassador representing at the Harvard forum -- Hon Michuki or the PM Raila Odinga. However, the PM continued with his speech and Q&A session while his Ambassador left him on hos own and they never came back again.
My conclusion -- the Coalition govt has a long way to go. Infighting and jostling for power was quite evident during the PM's visit to America.

Subject: Kibaki Shouldnt Be Angry With America
Folks,
We have been treated to drama after drama from Kibaki and Mt. Kenya Mafia with cohort and cartels. We are not going to engage in their business as usual. Those names that were named are completely banned and they are material for Hague. This is because they have time and again scuttled and obstructed Reform Agenda from taking place, they are ready to die but not let Reform Accord Agenda take effect. They have continually threatened and paid groups of thugs to kill and schemed for destruction and obstruction of Democracy to Kenya. They have participated or provided Facility Material Support to block Reform Agenda one way or the other from taking place.
Kenya and Africa are tired from being a laughing stock on the face of the World. Committed genuine reform Agents have lost valuable lives in the past because of people blocking ways to make such happen. Energy to continue fighting for progress and prosperity in Kenya is diminishing from those willing to fight for Reform. Innocent people have been killed and became victims of circumstances. Hunger and poverty have engulfed the whole Nationhood because of a few special interest groups who want things to remain the way they are.
When we look through the stethoscope, we see some people scrambling for power through unscrupulous and dubious means. We see Ogego as Tuju project being used by Mt. Kenya Mafia to finish the Luo Community through cheap hand-outs. It failed miserably this time round when their scheme backfired.
PM Raila was a target this time round. Instead of being neutral, Ambassador Ogego played it clean summarizing all our past fears that Ambassador Ogego is a Mule of PNU the Mt. Kenya Mafia whose Tuju the imposter is in the Mt. Kenya Mafia Group’s pay-role on PNU ticket baying for PM Raila's blood like that of Robert Ouko. When Michuki walked out in protest as the Prime Minister was delivering a speech touching on issues of corruption and impunity in Kenya, Ambassador Ogego followed him out and they both abandoned PM Raila at the mercy of good Samaritans at the Harvard University few days ago. Parliament must look at this matter carefully and see what they can do about it, if Kibaki has refused to act. This scenario tells each and everyone how this Mt. Kenya Mafia is putting everyone in fearsome risky situation.
From this picture we have seen a trail of what happened to Robert Ouko when he was abandoned in UK from protest of Biwott the Total man and others who were with Robert’s team in a Mission to UK. Coming back to the country, they slaughtered Robert Ouko like a chicken. What did he do wrong, he stood up to talk about corruption in Kenya.
Tuju is being used the same way to spearhead the same mission to wipe out good people for the interest of Mt. Kenya Mafia. Keeping Ambassador Ogego in Washington DC, he will continue to use his connection with unsuspecting Kenyan’s in Washington DC and elsewhere, those of Kenyan Community to mess and scuttle peaceful Reform Agenda and mess up those who stand to the support of the Reform Agenda in USA. Ambassador Ogego is therefore a Facility Material Support to scuttle Reform Agenda and he too is a material for Hague.
The drama that we saw in the USA following United Nations meeting in New York, Ambassador Ogego was a prime player who wanted to confuse everything and make things fall apart. This tells us that Kenya is completely dysfunctional and a Failed State. That those in leadership are not in for anything good for Kenyans. Michuki of all people have no powers whatsoever, cause such a stir, under cover of Mt. Kenya Mafia with cohorts and cartels, it spells doom. Some people’s lives have been compromised. Most likely, PM Raila’s life is in jeopardy and he may fall in the trap like that of Robert Ouko unless these character that got themselves involved are rounded up and locked in.
Hearing the way President Kibaki argues, that he is angry with America shows how negative he is with matters of Reform and Constitution making. He never comment with Kenyan people showing dissatisfaction of his re-appointment of Ringera, he went ahead head-swell with stiff neck to maintain and keep Ringera. We all complained about Ambassador Ogego but he maintain to keep him by force anyway. President Kibaki has showed he is the most powerful person in the whole wide world, he can do as he wish and cause and embarrassment to whomever he wishes and no one should point a finger or say anything. What I gather, he is he can do his toiletry on your door and you will do nothing about it. He is that powerful. He cares the less about many complaints of Violation Against Humanity in Kenya and is not ready for Reform.
We believe Kibaki and Mt. Kenya Mafia with Cohort and Cartels and through Ambassador Ogego were instruments used by Mt. Kenya Mafia connects in Boston Massachusetts to link people such like Farah Stockman of the Globe to intrude and cause conflicts of interests in Kogello and Kendu Bay in Karachuonyo in Nyanza. We now know all their game plan. I am so surprised Tuju is a sell-out, he too is a Facility Material Support to scuttle Reform Agenda from taking off and is a candidate for Hague as well.
Kenya is not a sovereign State anymore. The Hague plan under Reform Accord Agreement must therefore take immediate effect without wasting anymore time. An Interim Government must be constituted immediately and cannot wait for tomorrow. Ringera is up to destroying all records given one more month. We want to make sure, Kenya is on the road to complying with Reform Accord Agreement statement following sequence as was stated. Time is up for the Local Tribunal, Kibaki with his twisted behavior and attitude with his Mt. Kenya Mafia group have failed Kenyans. He must step aside and let Occampo do his work.
We plead to the world powers including USA to help Occampo move with speed. I stand with America whole heartedly and this is the time to save Kenya from this Mt. Kenya monster. Kenya needs to be on the road to good Democratization urgently. Kenyans are ready with exception of a few, those of the Mt. Kenya Mafia. They have to be put to where they belong so we can be free to move on.
Thanks,
Judy Miriga

African kin seek Obama¹s help
But president offers no special aid or access
By Farah Stockman, Globe Staff | September 13, 2009
KOGELO, Kenya - After Barack Obama was elected to the US Senate in 2004, a delegation from the remote African village where his father was raised journeyed to Washington, seeking financial help. But Obama offered them advice, not money.
Now that Obama has moved to the White House, expectations of financial benefit have grown even greater in this tiny hamlet where water is still delivered to thatched huts on the backs of donkeys.
³There are still those who are waiting for him to send millions,¹¹ said Nicholas Rajula, a Kogelo businessman.
Dreams alone seem to be sustaining those counting on an economic boom in this rural corner of western Kenya, near Lake Victoria, where the American president¹s father - also named Barack Obama - grew up and where many of his relatives remain.
In Kogelo, the village where Barack Sr. was raised, there is no restaurant or post office to speak of. Two hours from the nearest city, it is not on most maps.
Still, the price of land here has skyrocketed because of rampant speculation about an Obama family museum that the Kenyan Ministry of Tour ism has promised to build. And there have been some modest, but tangible, signs of progress that seem tied to the village¹s new notoriety. Within a week of Obama¹s election victory last year, the government began to pave the main road to town. It also brought in an electricity and water lines to Obama¹s step-grandmother¹s compound.
Some relatives have also set up foundations, trying to raise money for development projects using the Obama name. And strangers are suddenly a common sight in the market, attracted by safari companies that advertise heritage tours about the first African-American US president. A tourist hotel is planned.
But what is missing is a direct infusion of cash from Obama or the US government, say local residents and members of the extended Obama family, some of whom say they have relayed funding requests through e-mails and letters to Washington. That expectation might come as a surprise in the United States, where such gifts are not an obligation and Obama is not considered a particularly wealthy man. But in Kenya, where politicians are often judged by how much financial help they funnel to family and tribe, the lack of cash donations from the president has caused some consternation.
Rajula, the Kogelo businessman who funded the delegation¹s trip to Washington in 2005, said Obama encouraged the group - which included his own uncle - to form self-help organizations and apply for funding through official channels, such as USAID.
³There is no money that comes from his pocket,¹¹ Rajula said.
A White House official said: ³The president¹s policy of pointing aid requests to official channels is consistent with his message of good governance¹¹ in Africa.
USAID press officer Harry Edwards said the agency gives no special consideration to Obama¹s family members or organizations hailing from his family¹s home area.
Still, relatives in Kenya believe that Obama¹s presidency will bring development, one way or another, so much so that two villages are competing to claim his ancestral roots: Kogelo, the place his father grew up and is buried, and Kobama, a village about 100 miles away where the president¹s great-grandfather settled and where the majority of his estimated three hundred relatives remain. In Kobama, which literally means ³land of Obama,¹¹ family members have fixed up his great-grandfather¹s grave, erected a signpost outlining his lineage, and gladly receive a steady stream of curious visitors. Now, they too, are angling to put up a museum near the mud house where President Obama slept when he visited as a young man.
Charles Oluoch, a second cousin of the president who chairs a new family foundation seeking development funds, said Obama¹s Harvard-educated father helped the boys of Kobama with jobs and school fees. ³Now we expect the president to take over,¹¹ he said.
But he added that he understands Obama has higher priorities.
³This man is USA material and he has to fulfill all his campaign promises,¹¹ he said.
³He should feed his family first - the USA people.¹¹
Obama was raised by his Kansas-born mother, and only met his Kenyan father once. But he tracked down a sprawling family in Kenya after his father¹s 1982 death, while researching his autobiography, Dreams from my Father.
In the book, Obama grappled with the idea of Western guilt, questioning how much he could help the huge extended family he was meeting for the first time.
³Now I had responsibilities,¹¹ Obama wrote in 1995.
³But what did that mean exactly? A part of me wished I could live up to the image that my new relatives imagined for me: a corporate lawyer, an American businessman, my hand poised on the spigot, ready to rain down like manna the largesse of the Western world. But of course I wasn¹t any of those things.¹¹
Obama returned to Kogelo a few years later, to introduce his fiancee, Michelle, and in 2005, to give a speech as senator.
But his Kenyan family members pose a unique challenge for the US president, culturally and politically. At least six presidents had an immigrant parent (both of Andrew Jackson¹s Scotch-Irish parents were immigrants), but no president in modern US history has had so many blood relations living without running water or electricity overseas, said Rick Shenkman, history professor at George Mason University.
³He was the rags to riches candidate,¹¹ he said.
³But when your relatives are still in rags, that means it is complicated.¹¹
Some of Obama¹s relatives, including his half-sister, with whom he is close, live middle-class lives in Kenya and abroad. But others are struggling.
³We lack clean water, electricity,¹¹ Oluoch said.
³We would like to have things like scholarships. We are trying to contact people who can help us.¹¹
In recent months, Obama¹s relatives have formed at least three family foundations to promote development in these rural homesteads. Leaders of two of the foundations said they intended to send funding proposals directly to the president. The Kobama Foundation, chaired by Oluoch, meets once a month to raise money to build a tourist site near Obama¹s great-grand-father¹s grave. The group also wants funding for an irrigation project.
Other relatives have started the Obama Karachuonyo Foundation, which is trying to raise $2 million to promote education, farming assistance and tourism in the area. A third family foundation, the Barack H. Obama Foundation, set up by Obama¹s half-brother to memorialize their father, has also been soliciting international donations for community development projects.
Kogelo¹s secondary school, a series of dusty classrooms built on land that Obama¹s grandfather donated decades ago, closed several times for lack of funding. It was renamed the Senator Obama Kogelo Secondary School in 2005, with Obama¹s permission, in the hope that his fame would attract donations. For years, little came of it.
Obama visited it as senator, but never promised to raise funds for it, school officials said.
But since Obama has become president, private donations from strangers have flooded in: solar panels from Greenpeace, laptops from the city of Obama in Japan, and school sponsorships from American travelers who have made their way to the village.
³They just came because of President Barack,¹¹ said Yuanita Obiero, the headmistress.
³They were not there before.¹¹
Obiero, who was invited to attend the inauguration in Washington, D.C., with the official delegation from Kogelo, was given $35,000 raised during an inaugural ball. She used the money to begin building new classrooms, but still needs more funding to complete them. USAID has so far turned her down.
So now Obiero, like many in this tiny town, is unsure what the future holds.
³People have high expectations that there will be a lot of changes, but the things which can happen, we can¹t tell,¹¹ she said.
³We just accept what comes.¹¹
Some of her teachers complain that not enough real change has come. But others point to small hints of development. For instance, with good roads and electricity, it is possible to get a newspaper and a cold soda. And petty thievery has gone down since the Kenyan government set up a police post outside the home of the woman the president calls ³Granny.¹¹
On a recent afternoon, Sarah Obama, 87, sat in a semicircle of chairs in the yard, as cows and chickens meandered nearby. Each day, she greets about 100 visitors. Most are locals, but a few have traveled from distant parts of the globe.
The deluge of visitors have prompted her to build a modern flush toilet for ³important guests¹¹ and to set up a curio shop at her front gate, where her business partner, Flora Akinyi, sells hand-made beads and baskets to the visitors. Akinyi says her share of the money helps her put her three children through school.
But Rajula, the businessman, said he has learned it is unrealistic to expect a sudden infusion of money from America. During the 2005 trip to Washington, Rajula told Obama about the large number of orphans in Kogelo, so Obama encouraged him to set up an orphanage. But when Rajula sent fund-raising appeals through an Obama aide, he was told to approach funding agencies through ordinary channels.
Rajula said he understood Obama¹s reluctance to get directly involved in projects that had no track record. Senator Obama continued to exchange e-mails with him, Rajula said, but now all his e-mails to Obama bounce back.
Now Rajula has began investing in another plan: a tourist hotel in Kogelo.
³Americans are different than us,¹¹ he said. ³Us, we believe in handouts. But Americans don¹t help individuals. Still, we stand to gain a lot from the presidency. Those of us who are clever, we will gain.¹

This is very disgusting knowing very well that the president has just started and has more important issues to deal with in United States of America and the world. How dare somebody with BOSTON GLOBE are scandalizing my own mother's name Sarah ONyango yet she does not even speak English. My mother cannot say such a thing before asking me her daughter Auntie Zeituni or her son Obama-Onyango her own children. Those are people who want to saw where they did not plant any crop and just want to fail the president. What do these people want to do with the president yet the Americans have not yet got their INSURANCE?
PLEASE PRAY FOR MY NEPHEW THE PRESIDENT. These people are nuts!
HURRY HURRY HAS NO BLESSINGS, Boston Globe and Rajula should know that in the name of Almighty God.
Peace, love, unity and patient be with you, Amen.

subject Re: FW: Boston Globe story
Folks,
This letter by Farah Stockman, Globe Staff is malicious, from a sneaky twisted mind with intent to malign and is based on character assassination. Farah Stockman with her Globe is biased and is out to scandalize President Obama with his extended family on the side of his father who hail from Kenya in Africa. People like Farah Stockman is mentality starved and are still living in the past. They believe Africa is a jungle and those who live in Africa are backwards, primitive and are leaving a jungle lifestyle. Now that President Obama's father hailed from Africa, and is coming from Kenya, she is intrigued, she thinks she found a big story to tell, a reason meant to scandal and smear President Obama, balkanizing with primitivity and backwardness with jungle ideologies. We all see Ms. Farah Stockman with his team Mission from the Globe as not sincere and not positive. They are engineering for trouble.
When Ms. Stockman, begun her journey to go to Kenya in Africa, she ought to have checked and read Africa history well and she would have known in advance what to expect from Kenya. She should have known reasons why Africa is under-developed which is not a surprise to anyone in the world. It is an open book. But let me just get some cobweb out of her head. The reason and cause of Africa's under-development is as a result of manipulative segregation, divide-and-rule colonialist-rule mentality, fogged with prolonged vested interconnected special interests and coupled with Puppet-of-the-west Leadership of bad governance (in Kenya) based on prolonged chronic extreme corruption with impunity.
The colonialist found out how valuable Africa was in Natural Minerals including Uranium, Gold and Diamond as well as brains, just to mention a few. Africa over the years has been given a raw deal in its Natural Resources in the World Market and from its colonialists masters who still receive stipend for their invasion in Colonizing Africa. Everything that caused it to be a third world was engineered in a manipulative manner, that which caused Africa to remain that way in a long time in history. That is the same picture Ms. Farah and its masters are trying to paint. Their conscious is not clean.
Those are some of the reasons why in her visit to Kogello she was not able to find running water in the homestead with post offices far a part. She should know that President Obama's father was an American Education project. He stood out an excellent student but the system messed him up and derailed him from achieving what he struggled and strived to accomplish. There are so many other America's projects in Kenya way back before President Obama was born which include Kennedy project, Kenya National Youth and Starehe Boys to include Coast Academy in Mombasa, just to mention a few.
Ms. Farah Stockman and the Globe should not be too "happy go lucky" to dwell in digging private and personal family lifestyle of President Obama father's roots and Community, specifically dwelling on the weaker side of the Community with intention to scandalize that which depicts failure anything to do with Africa. They are busy looking for skeleton in African wardrobe to hit on President Obama, his family with the Community. This amounts to criminology and violation of Human Rights of the highest order.
Africa has a right to claim to have been put in this situation by masters of the West. They have a right to claim damages under International Human Rights Order. It is painful because we were all put in this situation by design not in our choice. For Farah and the Globe to keep journeying to Kogello in Kenya and Kendu Bay in Karachuonyo is a total insult. We have not claimed for special damages for what we have been put to endure, and so we should be left alone with the likes of Farah Stockman so we can stand up and improve our poverty situation within our means. We will not shy away from statements made of the likes of Farah, but we will continue to lobby with those who care for Humanity and someday, we will level up and compete with the rest of the World in the Global Market.
President Obama's father was not a failure, he was ambitious with a mind full of hope and success. He set off on a journey to USA to achieve excellence in education. He then went back to Kenya to fulfill his mission and change things for progress and prosperity. He was never given a chance to fulfill his mission hope. He was curtailed, sidelined, manipulated and frustrated by the system of the Government. All those in like mind from Tom Mboya who gained the ability to change Kenya and the rest of Africa to a progressive Continent, had their lives shortened, they were eliminated for planning for development success of Africa. These are some of the reason why Kogello and other parts of Kenya and the rest of Africa are backwards seen as a deadwood jungle.
In Africa, we have all what it takes that the West cannot do without. The Natural Resources in Africa is what the Western Industrialized success story was based upon. Ms. Farah and the Globe must know that without making Africa an Ally, friends in Trade Partnership, other Nations competing to claim super power from America will have control of Africa and America will be no more. So this is not a matter of President Obama being in the leadership of America, but a concern to retain America's power in the World region. In like mind of those of Sarah and the Globe Management with their Personnel with its Mafia cohorts and cartels, they should be grateful that President Obama is weaning Africa for America in Trade Partnership, and despite the jungleness they see in Kenya (Kogello) and the rest of Africa, there is wisdom for Africa/America relationship to be stronger, a cause to retain its statute of Global Super Power, this is because, Africa is rich in all that the Industrialized World would need in order to succeed and stay on top of the World.
Yes, everything about President Obama with his extended family background is unique it is acknowledged by everyone. He cannot do anything about it, God put him there to stem from his father. You cannot question why God had to allow that to happen. He is the Black Africa to become the President of America. But one thing is clear, that he did not become the President of America through the back door, he was voted in by the America majority who wanted change, who realized things are not working if they are left to stay the way they are. The people of America found him suitable amongst many candidates and elected him to be their President. The whole world celebrated the victory of Barack Obama - a tradition where you allow yourself to celebrate with what you have, whether it is a branch of stick or leaves of a banana stalk - you dance or jump or shout - it is all celebration and I dont see why someone has to get upset how others do their celebration. The whole world recognized the ability and value embodied in President Barack Obama, that he will make the world a better place, a place where mankind will leave in peace and happiness away from deep hate and witch-hunting. A world where people in a Global Market will provide Supply Vs. Demand without manipulation or discrimination, a world where humanity will not clench their fists at each other all the times but have an open stretched hands to reach out for brotherly dialogues and agreements without enduring in hate. A world where LOVE exceeds all. What a beautiful World that will be.
America is a Country formulated and constituted by Nationals from all over the world with exception from Red Indians who were the origins of America. White, Black, Yellow, Red, Brown and Green can all be found in America. This includes African Blacks. America is rich in Cultural Diversity. America is a Great Nation of Nationals and we are all proud of America. So Farah Stockman and those in like mind together with their sponsors including the Globe Administration and their staff, should go slow and surrender their wanton hateful mission. This is hurting not only Africans but even the whites, the yellow, the red and the Green. We all want to live at peace with each other and enjoy the reward of this world.
President Obama with the help of his beautiful wife Michelle (who are both Black) are rulers from the White House. Its about time special interest people who do not believe in anything black to get over it and begin to identify President Obama as America's President, give him all the respect and support he needs, so together, we can all move forward with development ideas which will save this great Nation, so to place this beautiful and wonderful America on top of the mountain where it will shed light to the World. America leads and others follows.
God Bless you all and peace be with you all.
Thanks,
