Subject: Kalembe Ndile Donation Rejected.

Mr Ndile caused a stir at the Foreign Affairs ministry yesterday after he forcefully donated a 21-inch television for the top officials to use to follow proceedings at Mr Obama’s inauguration next Tuesday.

However, his gesture was not received well as his “donation” was rejected. The former Kibwezi MP was also not allowed into the building with the gift.

But this did not stop Mr Ndile from proceeding with his mission. He left the television set, which he claimed to be from his sitting room, at the building’s door.

Mboya you are so right, as much as Raila may have influenced the monopoly for GBHL, this has no connection with loss of maize.

Kwani how much maize was kenya losing before building GBHL in 2000? complete rubbish.

GBHL only offloads grain from a ship faster period. there are a dozen other companies doing this only that they do not use automated conveyers.

there is just too much politics in Kenya, mpaka people start to reason like goats.
Raila should be taken to task on GBHL monopoly and not maize shortage. they are not related.

Wanabidii need more facts than just people making allegations. At this rate what stops me from saying that some politician has been involved in some scandal. We may be setting a bad precedent here by accepting such accusations without basic evidence. Muthama and his team needed to tell us more.

If millions of maize bags imported by the government have disappeared in unclear circumstances as alledged- The question is, who has stolen them? the transporter, the other agents or did Ruto order them taken away? PM or even the President? Let us have these facts, that way we dont not do mob justice to people who may be working very hard to change this country. I certainly do not see how the second Grain Bulk handling facility would change the current food situation in Kenya which is the hot issue of the moment. I also do not see how the PMs nod on the facility would secure the 70% loss you are talking about.

All over sudden you hear the particular politicians call on Kibaki to pick an independent team to look into this issue. Poor Kenyans, isnt it Kibaki who appointed all the people who have been involved in all the past and current corruption we are talking about? Where have these angels come from in this particular case? Isnt this an issue of maligning the PM and have the President sanitised? I read deep politics here though I have not said anyone is innocent cos I dont have facts BUT whoever has facts to the contrary should bring them up.

Thank you

Maize imports: Raila and Ruto accused of shady deals
Written By:Kendagor Obadiah ,
Posted: Mon, Jan 12, 2009

The maize importation saga intensified Monday with the Parliamentary committee on Agriculture accusing the Ministry of agriculture and the office of the Prime Minister for engaging in dubious dealings in the importation of cereals. They say this has led to loss of millions of bags of maize hence insufficient food in the country.

In a press conference, the committee led by Kaloleni MP Kambi Kazungu now wants the president to appoint an independent body to oversee the importation of maize. It is alleged that millions of maize bags imported by the government have disappeared in unclear circumstances. Also close to 100,000 bags of maize have been reported unaccounted for in a transaction involving the National cereals and produce board and millers contracted by the government to process subsidized maize flour. The press conference attended by three committee members and three other MPs, accused the Prime Minister of blocking the introduction of a second container terminal at the Port of Mombasa to allegedly enable his acquaintance to enjoy monopoly. This they claim has provided an avenue to lose over 70 % of imported grain.

The committee is now calling on president Kibaki to appoint an independent body to undertake importation of grain. With 10 million Kenyans are currently facing starvation there has been an outcry that maize imported by the government to remedy the situation is insufficient to alleviate looming hunger.

Moses,

Thanks for pointing that out. My own observation and from the comments I have come across, planning is a generational problem in Kenya as it stands. Talk to any expatriate who is worth what they profess career-wise and if they are honest, they will confide in you that planning is not the strongest point of Kenyans.

25 years of Moi’s mismanagement did not spare any sector. Education system which is the nerve centre for human resource was tampered with by implementing politically motivated policies which had not been tested with complete disregard to long term implications.

This was compounded by sedentary work culture in the civil service, where some people just turned up in the offices without having to work to be paid. There were even ghost employees on the G.K Payrolls. If you can run a system with some of these system deficiencies for a quarter of a century; you only need a miracle to deliver any kind of efficiency. Look round you where you work look at paperwork produced by your colleagues and you will realize that planning is a problem running deep across the society. Some lucky people were able to pay for quality education…….but woe unto those who were confined to run-down institutions with poor staffing who were also poorly paid.

Kenyans are intelligent people but their quality has been tainted by the system failures over the years. That is why some parents who can afford send their kids abroad for better education. People who went to school in the seventies and the eighties can confess the horror they would be faced with if they visited their old schools. Some of those schools were respected institutions which produced some excellent professionals who are not only respected in Kenya, but their contributions have been recognised worldwide.

I know we will still have a few gifted and talented who would excel under all circumstances but that is a minority class and the system needs to take good care of the majority________which it hasn’t for a few decades.

Failing to plan is planning to fail……so they say; and does it surprise you that Kenya is a system tending towards stalling? It appears that the current situation is preferred by some decision makers in our system who thrive in chaos so planning is not an animal they want to keep in their pen.

Trick stars posing as expatriates will usually spot such weaknesses in a system and trust me they will exploit them. That is why we are just fire fighting corruption.

Just an observation

Well said GASERU, let the constituencies first show how well they can manage the funds sent to them (CDF, AIDS fund, LATF, Constituency Bursary etc) before they can be given major responsibilities that come with devolution. If there is nothing to show for the few devolved funds then why not concentrate them in one place (as it is in Nairobi) where you can manage them well and pocket a little ( well sometimes not so little).

On a serious note, the issues being discussed here will go nowehere if they do not land in the hands of the national planners. I once had an encounter with the Planning Secretary (Ministry of Planning) and we asked him whether there are engineers in the ministry and you can guess his answer. Well, there are no ENGINEERS, employed as planners in the ministry of planning. To me I see this as the most grave error we have in our nation. I have nothing against economists as planners, but there is a perspective that engineering planners can contribute that can help alleviate the current crisis that we are in.

So in my view, the first step is to overhaul the ministry of planning then have the proposed plans in the correct hands to have them implemented.

To add to the decentralisation proposed, each ministry should be moved away from the city centre, e.g, transport to Kiambu, Education to Thika, Land to Ngong, Finance to Ongata Rongai etc.

Good luck to Kenya and a decetralised Nairobi.

2009/1/15 CMON GASERU WA

Okay, this sound a noble cause if the said is done to make good such development plans. But how do we attain all these,
as sometimes we wananchi are our own worst enemies, we are too used to the way things.

Good infrastructure is mandatory for good development- take for instance with the current situation we have LATF and road maintaince levy we don’t see them being used to the letter. That’s where accountability is required as is in others

Zonal segration is another option to go by and give each zone that much deserved upgrading of the mashinani, as you have put it, by let the large percentage of the revenue be utilised from where it is collected.

Now regarding the education levels is the ones to turn these plans to development, should not be necessary be of higher levels. We have seen guys performing with average education even more than the most educated and learned.
We have alot of elite robbers all across this country, pausing in disguise as experts and consultants, just there to make a kill for their own pockets , hence derailing development.

FOREIGN AND WATER MINISTERS IN THE RIVER NILE BASIN TO MEET SOON TO IRON OUT CRUCIAL ISSUES THAT PREVENTED AGREEMENT

REPORT BY Leo Odera Omolo

Ministers from the Nile Basin initiative (NBI) will be meeting soon to iron out the contentious issues that have delayed the signing of a vital agreement on the River Nile.

The corporation framework agreement on the management of the waters and the Basin was supposed was supposed to have been signed by Presidents from the region last year, but this was postponed indefinitely.

Now water and foreign Ministers have been invited for the next meeting to try and sort out the contentious issues that had caused the delay.

The NBI regional project Manager Gordon Mumbo, said a date is not yet been decided for the next meeting which aimed at ironing out contentious issues contained there in the document and the sharing of River Nile waters to end perennial conflicts.

“We are consulting to agree on a date that would be favorable to Ministers because it is important they all attend to seal the deal.”, Mumbo said in a recent interview at his Entebbe office, Uganda.

He further stated the leaders would meet under confidence building and stakeholder involvement project..

On the contentious clauses in the document that had made heads of states to decline to append their signatures to operationalise it.

The contentious are ion article 146 about water security, he said adding that the leaders and experts would deliberate on the issue and decide the way forward.

The Ministers will brief their respective Presidents on the meeting and convince them to sign the document.

Member countries include Kenya, Burundi, DRC Congo, Egypt, Ethiopia, Rwanda, Sudan, Tanzania and Uganda.

He further disclosed that the document had been drafted but the countries had not agreed on water security clauses

He further disclosed that Egypt and Sudan was not ready to allow other countries share the water.

NBI Executive director Henriette Ndombe said the signing of the document was long over due. He added that the delay in reaching an agreement frustrated efforts to sustain achievements at NBI

The way I see it:

1. There has to be a perfect mode of Transportation especially Roads, that way a manufacturer can be based in Nairobi but parts are manufactured in different parts of the country spreading employment hence de-congestation.
2. Accountability has to prevail for our country to succeed. Unnecessary road blocks, too much bureaucracy make people believe that one can only succeed in Nairobi.
3. We have to zone our cities to separate business and residential areas. (One of my friends got so shocked when his next door neighbor decided to turn his condo into a bakery).
4. Three quarters of tax collected in other cities should be retained in those cities for development and job creation.
5. More educated people have to be elected in the councils for better economic focusing and development for the cities. (today we have a bunch of illiterate thieves who are only interested in generating wealth for themselves). Kisumu city is an example of that. Being next to the second largest fresh water lake in the world, water is still a very scarce commodity in Kisumu.

Kenyans need to have an attitude overhaul. Devolution will not help if we still have the same attitude of grabbing. Dressing hyena in a goat skin and sending it to Kisumu does not change its regular appetite, it will always be the same greedy hyena in a different city.

Subject: De-congesting Nairobi

Dear all,

Many developed and developing economies do have strong urban decentralization policies to de-congest their capitals and major urban centres. This is normally done to help decentralize wealth and increase local populations ability to engage in meaningful and rewarding economic activities within their own towns, cities and villages. While this is done, the country develops equally, industries and small towns become good alternatives to the bustle of Big city environment. They attract industries and other forms of investment thus improving the local economic base. For this type of vision to be realized, the people needs to know the true meaning of what I describe as Nairobi-Kenya-Kenya-Nairobi problem. It is my opinion that the people of Kenya needs to do something about the mess that is Nairobi today. Is there any benefit of having Nairobi as the only place where every Tom Dick and Harry can find work or operate an enterprise. Decentralization often involves simultaneously transferring to rural governments both expenditure, real power and administrative responsibility for specific public goods and services. How far have we pursued this idea as people of Kenya? As you are well aware, Nairobi is congested; slums go without water, decent toilets, drainage system etc. What this means is that, the slum dwellers often go without basic vital human services i.e. lack of quality education for their kids, healthcare etc. based on this brief background, I would like to hear from my fellow commentetors about what needs to be done to decongest Nairobi, Is it transfering the seat of the government? Is it real devolution that is> empowering, Mombassa, Nakuru, Kisumu, Eldoret, Nyeri, Isiolo, Kitui, Busia, Kakamega etc?

Thank you

Why we won’t get a new Constitution before 2013

Dear All:

Here is why I am convinced that we won’t get the democratic constitution we crave… According to the Accord that was hastily entrenched in our constitution, the three and only reasons the Grand Coalition Government can lapse are:
1. If one of the partners (either PNU or ODM) pulls out;
2. If the 10th Parliament is dissolved for whatever reasons, including serving its full term;
3. If a new Constitution is ratified. Here Parliament is dissolved and we go for general elections.

HATA KAMA NI WEWE, CAN YOU ALLOW THE NEW CONSTITUTION TO SEE THE LIGHT OF THE DAY IF IT MEANS YOU ARE EFFECTIVELY SACKED?

I see no MP signing their own death warrants by allowing the Constitution to be made.

This is yet another of the 17 bad laws that our Parliament passed last year. Was it necessary to link the life of Parliament to the making of the Constitution?

Peace.

think what Kenyans need to do is to ask themselves: “Why does the President and the Premier seat on the fence and let their ministers & MPs spend public fund the way they feel like? What value does such a trip add to our economy?

It is very clear that this delegation does NOT even have any formal invitation from neither the president-elect nor the USA Gov’t for the main event. Does this delegation just want to be in the ‘list’ of guests who attended the inauguration for personal interests?”

It really sickens seeing how our leaders are reckless when it comes to spending public money and yet we see everyday in the news how poor Kenyans are suffering and starving of hunger yet they do not say a word about it. The costs (monies/PDMs) of that ill-advised tour should have been properly utilized to save some poor Kenyans who are in need of food.

It’s strange that GOK will spend such a huge amount of money to send a team to attend one of these marginal parties. Roads will be closed and we all have to jump into Metro underground trains. Hotels are very very expensive. Why bother at such a time?

There will be very many visitors of the state around inauguration time. It is almost impossible for anybody less than a head of state or government, a senior USA government official, a relative or a close friend to reach Obama next week.

With better planning, the GOK should have arranged to send a delegation almost a month after these celebrations so as to get bilateral talks with Obama or high ranking officials of his government.

This matter should be looked at with soberly. What gains will accrue for Kenya and especially our relations with the US? I say there is a huge blank there. They are going to an African ‘Bash’. It is misleading the way it was reported that they are going for Obama inauguration. If there was any contact with the incoming administration that would have added some value.

And the way Wetangula said on on TV how it is easy to ‘request’ the speaker and by extension parliament to fund such fancy trips, left no doubt that we need serious mind set changes in this country.

If Wetangula had to speak in that Bash he should go alone. And it makes zero sense to have the bash in Washington anyway.

By the way why is ambassador Ogongo still there? He should be recalled for undiplomatic language. His reference to Obama as a junior senator without an idea was unfortunate. And not just because Obama won. Such reference to a person holding an office of such a nature must never be tolerated.

Discounts or no discounts, that’s our money they are spending, money that could be used in a more constructive manner. You have just mentioned the IDPs. Do they sit and think how many of these brothers and sisters could smile if what they are to use the money on them? I still maintain it’s wastage of public resources and still opposed to it. Re: MANAGING (Eradicating) CORRUPTION IN KENYA

The subject line of this topic made me think, though the point is home, do we really want to manage corruption in Kenya. How about ERADICATING CORRUPTION IN KENYA.
My contribution: Leadership in Kenya is root of all corruption. We got to change the leadership, end impunity whereby a corrupt individual will not come to hide in “Our community is targeted”, and seal the loopholes in the laws of Kenya.

Everybody has to be willing to fight the vice. Everything comes with a price. Malcolm and Martin Luther paid the price to free the blacks in America from discrimination. We all have to go public when we face corrupt people in the service delivery. We can choose forego services if we must bribe.

The problem is because corruption makes things “easier” for the minority haves, but trickles down to hell for the majority “have nots.” The law must also be efficient such that the corrupt can walk to the gallows like the Illinois governor who is getting impeached for trying to sell the Obama’s senate seat to the highest bidder.

If the law was crafted and enforced without favor, fear of it will make corruption melt like cheese.

His brother, Peter Ngunyi who is based in USA was said in one of the fora that is an active financier of gangs which were maiming Kenyans. MAMA SARAH OBAMA IS LEADING A STRONG FAMILY DELEGATION TO WASHINGTON D.C TO WITNESS THE SWEARING IN OF THE NEW US PRESIDENT NEXT WEEK

Report By Leo Odera Omolo In Kisumu CITY

On Friday night this week, Mama Sarah Obama will board a flight at the Jomo Kenyatta International Airport, Nairobi for her long journey to the US to witness the swearing in of her step grandson, Barack Obama Jnr as the 44th American President.

Sarah is the head of about 8 family members from Nyangoma Kogelo village in Siaya District who will visit the US in their private capacity as family members of the president- elect, and will be staying with relatives .and friends while in the US.

And she is not traveling empty handed, as a praod grand mother she president-elect she is carrying with her some very special Luo traditional tribal gifts..These items include a three legged traditional Luo stool (chair), a fly whisk, and a shield, which are the symbol of leadership.

President-elect Barrack Obama jnr has his ancesreal family roots among the Luos trube of Kenya where his late father Barrack Obama was born and grew under the care of his step mother Mama Sarah Obama now aged about 87 years before he proceeded to the US in 1959 in search of higher education and got married to a white American woman in Hawai where he seared the president elect in 1961..

Her effort to carry with her a miniature spear hit the rock as it could not be allowed into the aero plane as it is considered as one of traditional crude weapon by the airport security system in both Kenya and the US. The spear according to the Luo rtradition is used with the shield to protect the world community.

She told this writer during an exclusive interview at her heavily guarded rural home at Kogelo village last Saturday that she was very happy with the election victory of her grand son.

She recalled her old days when she used to sell vegetables at both Ng’iya and Nyang’oma markets to raise money for paying for school fees for the late Barrack Obama Snr, the father of the US President elect Barrack Obama Jnr while he was still studying in a local Primary School, and later at the famous Maseno High School. On occasions she used to carry the bags on a bicycle and rode for six kilometers .

At times, she ws transporting the late Barrack Obama snr as a young toddler to the nearby school on her bike.

Mama Sarah also remembered how the late Barrack Obama Snr real mother Akumu parted company with her late husband Husein Onyango Obama in the early 1960s and divorced her husband leaving behind the late Barrack Obama snr while aged only 9 years, also left in her care and custody by their real mother Akumu were two sisters of the late Obama Snr

She spoke of the mutual respect the late Barrack Obama snr had displayed to her. The respect and love the late Obama Snr had displayed ton her, which was even more than a real biological son could extend to his real mother . barrack Obama snr, she said was a wonderful person and extremely intelligent .

Mama Sarah said she was extremely happy that her grand son had won the coveted **of Presidency of the United States, one of the most powerful Nations on earth, and appealed to the new President to work hard, take good care of all the American citizens who had voted for him, bring peace to the universe and remember the suffering poor in Africa and under privileged people in other parts of the world.

In Kogelo home, mama Sara Obama home village, those who bid her farewell included senior officials of Maendeleo ya Wanawake Organization Mrs. Patricua Apolli who leads the Siaya branch of the group to her home.Thegroup’sfinal traditional festival and final touches on cultural festival that is set to take part in January 16 at Kogelo Primary School to celebrate the installation of Obama as the president of the US.

Among those traveling with mama Sara are her son Said 41 and his wife Beatrice, Kogelo Community spokesman Nicholas Rajula and his wife Nelly The SenatorObama Kogelo Secondary School B.O.G Chairman Charles Ochome and the School Principle Mrs. Eunita Obiero as well as Lynn Yaya, a sister to Mrs. Ida Oginga, the wife of Kenya’s Prime Minister Raila Odinga.. Also traveling is Mama Sarah own son Said Hussein Obama and his wife Beatrice.

The Prime Minister himself who is currently on an official trip in India is expected to team up with the group in New York early next week though he is not on official list of the Kenyan delegation to Washington DC. Raila Odinga is a close friend of the Obama family.

Mama Sara Obama the 87 year old step grand mother of the US President elect said she was delighted that the date she had been anxiously waiting for had come for the inauguration of her grand son the US President, and her journey to the US to attend the occasion means a lot to her family in particular and Kenyans and all the world citizens in general.

I am sure when he sees me he will be very happy because he will have seen his own blood relative around.

I am also going to be Kenya’s extraordinary ambassador during that very special occasionsaid the smilling Mama Sarah Obama.,

During my visit to Mama Sara Obama’s village this writer had learned that the local administration had issued strict rules*requiring those seeking to interview Mama Sara at her home. And most journalists are required to obtain special permission from the local DC in Siaya town about 10km away before talking to the great grand old lady

It was also established that there had been a tug of war over who should be the spokesman of the Obama family. This has caused a lot of friction within the family. And on one occasion had to be Malikc Obama the President Obama’s step brother allegedly trried to assault Mama Sarah Obama and other family members forcing the police intervention, and calm the situation after a brief fist skirmishes.

The discontent in the Obama family came to the surface recently emerging from a long standing dispute between Mama Sara Obama and her step grand son Malik Obama aged 50 who recently returned from a pilgrimage in Mecca, Saudi Arabia.

Malik who is a step grand son according to Sara put his own homestead on mama Sara Obama’s parcel of land. He left the homestead secretly in the absence of Mama Sara who had traveled to Karachuonyo to see other members of the family. It is mama Sara who had the land title deed registered in her own name and ast as tradition nor and virtue required Malik to sought for her permission first before constructing any structures.

But Mama Sara says Malik who is aged 50 years who is the first child of the late Barrack Obama Snr and his first wife Kezia is said to have forcefully constructed his own home, and fenced it off and is alleged and rumoured to havesought for cash donations from some Arab Moslem countries to enable him construct a Mosque on he same land without Sarah Obama’s permission.

Upon his return Malik is said to have to have started the foundation of the proposed mosque without Mama Sara’s permission. But she he was only prevailed upon not to take legal action against Malik by the immediate members of the family during BARRACK Obama Jnr Presidential campaign in the US since the publicity could have impacted to it negatively. But she said plans are underway of evicting Malik out of the land in the near future.

The first time I and four other persons got together to raise something small for Orinda, we channeled the money through our reliable source in Nairobi. But we waited untill a Bale of used Clothes were brought from Arusha in person by the Honorable Lady “Caro,” just call her that for now. Our reliable source then Volunteered to travel to the place where Orinda was staying at that time. It was something you could not realy call a home, it was more less a shanty. But our source still found orinda and handed him the five figure money and clothing we had raised, amongst five of us. This is why I believe in Unity and action

During that time, one of the things that Mzee needed badly was counselling in addition to shelter. We networked but a Free counsellor was hard to come by. So one of us volunteered and took it upon herself to get Mzee a counsellor. I must admit I never followed on this, so I do not know whether he received couselling or not.

Despite all that history, I am still willing to nyuako gi yawa mosee wuok e lela mondo okony Mzee. I need to know how the money will be collected and kept safely, cause not so many people will volunter to keep a lot of money safely, especially during these hard times.
Times are tempting and it is very easy for a “BWANA KUBWA” to spring up, while in reality Bwana kubwa will only be misappropriating the “Orinda Ndege Funds”

If the source will not be reliable 100%, then I would rather I send my donation “DIRECT INJECTION” to Orinda himself, that way, the money will not get another avenue to lead it astray from Mzee.

So Jokanyanam give me that reliable source, I can raise some 50 Dollars for this course.

We all seem to be have been touched by Mr.Ndege’s tragic story. For sustainability, I suggest, if we can have 2 reliable people on the ground (Kenya) who are willing to volunteer to pay a visit to Ndege and encourage him to gain, say, some basic business skills to start a small shop or farming which will support him longterm. We then set ‘Ndege fund’, make donations to that fund as he gains these skills. The 2 coordinates the fund as we make our donations say for 6 months or so. The 2 could be Bwana Patrick Obiero and Dave Ndolo or any other person willing to service (advance apologies to Patrick and Dave for having not asked for permission before proposing them).

If we are serious about strategic change in Luoland, I believe this is the way to go, in our own little way. The multiplying effect could be unbelievable within a very short time span. Our people will not change or develop is they are not empowered. As we, say, show a man how to fish rather than serve him fish now and again.

I trust we will not bring politics here. Forget about our MPs please and the blame game. I also trust, we will act with a clear consciouse and NOT opt-out now or be passive on this matter because contributions/donations has been mentioned.

BOMAS DRAFT CONSTITUTION

Guys,

Kenyans need to acquaint themselves with provisions of the Bomas draft constitution in whole as the country gears up to the constitution making process. One striking part that impresses me is the regional govt’s that will be run by elected regional leaders. This means the provincial administration will cease to exist.Kenyans this will be a landmark decision.Today the provincial administration is merely an extension of the executive arm of govt-especially the president and without an economic development agenda for the regions—-I really mean the economic agenda not administrative one.

Please make an effort of reviewing the draft and make an informed decision when referendum is called .My view is it is the best document that Kenya should adopt—Do not be swayed by the political mischief that stiffled its adoption—Kenyans think wisely.

Subject: BOMAS DRAFT CONSTITUTION

ODM MAY BE HEADING FOR GLOOMING FUTURE OVER MAU AND DELAYS IN CABFFLES AS PART OF LUO NYANZA PLANS A REBELLION MOVES.

News analysis by Leo Odera Omolo

The uncalled for delaying by the grand coalition government in naming replacement in the cabinet of the Roads Minister and the Assistant Minister for Home Affairs is increasingly becoming an issue of great anxiety among the politicians in the Great Rift regions.

This is an area, which lost two Ministers in an aircraft tragedy in June last year. The Minister for Roads, the Late Kipkalya Kones together with an Assistant Minister for Home Affairs the Late Lorna Laboso perished in the incident together with the Late Kones police security guard and the German pilot of the light aircraft that crashed in Narok district due to bad weather.

The two ministers were flying to Kericho to attend the series of by- election campaigns rallies in Alnamoi and Kilgoris constituencies when the tragedy occurred.

By election to fill the two parliamentary seats were held last October. This resulted in the election victories of Mrs Beatrice Kones who clinched the Bomet seat for ODM. This particular seat was previously held by her late husband Kipkalya Kones and Dr Joyce Abonyo Laboso the eldest sister of the late Lorna Laboso who captured the Sotick seat for ODM.

But so far the President Mwai Kibaki has yet to made an announcement naming the deceased officials replacement. All the two were from the populous Kipsigis community, a sub-tribe of the larger Kalenjin ethnic group which gave the ODM and Raila Odinga almost 90 per cent of the community votes during the 2007 general elections.

Prior to the incident and consequently by election in the two constituencies respectively, there was dessenting views among the Kipsigis political leadership, especially the MPs from the South Rift who had accused the ODM leadership for having neglected the Kipsigis community in the allocation of cabinet posts.

The borne of contention at the time was that the Kipsigis community had been short-changed and sidelined by the power sharing coalition headed by President Mwai Kibaki and his principal partner Raila Amolo Odinga. The MP from the region led by the Chepalungu legislator Isaac Ruto did not minced their words, but openly accused the ODM leader Raila Odinga of favoring the Nandis from the North Rift, though its contributions in terms of voting strength was negligible.

Figure release by the defunct Election Commission of Kenya at the time showed that out of the 940,000 registered voters in the region 75 per cent voted for the ODM and Raila Odinga who was the principal challengere of President Kibaki. The Kipsigis Community gave the ODM 9 MPs. Eight of them from the five administrative districts of Kericho, Bureti, Bomet, Sotik and Kipkellion ,while Hon Zakayo Cheruiyot the MP for Kuresoi captured this seat for ODM. The constituency was previously one of the stronghold for KANU in the region bringing the total number of MP s from the region to nine.

But the community ended up having been allocated only one cabinet slot, which went to late Kipkalya Kones {Bomet} and Asssitant Ministers positions which went to Charles K Kketer (Belgut), who was appointed an Assistant Minister for Energy and the late Lorna Laboso (Sotick), who was made an Assistant Minister for Home Affairs.

Whereas their cousis from Nandi in the North Rift got the lion’s shares of three full cabinet positions at the time.. They were given to William Ruto(Elder North} who was appointed to the lucrative Agricultuyre Ministry, Harry Kosgei {Tindret) who became trghe Minister for Industrialization and Dr. Sally Kosgei and the MP for Aldai who was made the Minister for Higher Education.

Ruto who is also the deputy leader of the ODM represented a predominantly Nandi s constituency of Eldoret North, while the two Kosgei s represented the constituencies in Rural Nandi North and South districts.. The majority Kipsigis read a malice on the part of ODM leadership for being biased in favour of the Nandis and ignoring the Kipsigis majority. The Nandis had given the ODM only a peanut number of votes estimated to be numbering 236,000 votes compared with 940,000 votes ,which the party had harvested in the South Rift..

This had kindled not only harsh reaction and exchange of bitter argument between the ODM headquarters and MPs from the region. But the sparked off the accusations that the Kipsigis community was being marginalized and its leaders short-changed by the ODM rank and files at the headquarters.

The situation was later to be worsened and aggravated by what the Kipsigis politicians terms as biased and discriminative appointment in both government, parastatals and quasi-government organizations…

Ruto’s i Agricultural Ministry has more than 9 parastatals bodies but he Minister had only fovoured his fellow the Nandis in the parastatal appointments, but totally ignored the Kipsigis.Top of posts in the civil services and parastatals were allegedly dished to the Nandis, Luos and the Kikuyus. Top executive from the Kipsigis who had served under the Moi regime were unceremoniously kicked out of their positions in both the government and parastatals..

As the discontent was going on then cropped up the contention theory issue of the Mau Forest Complex ,where close to 20,000 illegal squatters are ,mainly the Kipsigis families are facing forced eviction from their legal acquires land. The majority of the settlers had the land allocated to them by the former KANU regime headed by the retired President Daniel Arap Moi and were duly issued with the their title deeds. What worsened the the situation was the fact that the eviction programme was spearheaded by the Prime Minister Raila Odinga the man who the community had viewed as the saviour.

Meanwhile he remorae making the round in the great Southern region of Luo- Nyanza is that the politicians from the region are in the process of ditching the ODM and teaming up with a sections of the the Kalenjin and Abagusii leaders in charting for the way forward in preparation of the year 2012 general elecrions in a new political party not the ODM.

It has been been confirmed by an impeccable source that behind the scene night meetings in b ith Nairobi and in N yanza have been going on.for somes. Now but it heightened soon after the ODM grass roote and national elections in which pro-Eaila elements were unfairly selected to head certain branches, though some of them were beqten hands down in the much flawed elections..

It is being rumoured tha some MP trom Southern Nyanza region had a feeling that the Prime Minister Raila Odinga lacked the foresight and political magnanimity of salvaging the Luos out of the abject poverty. Raila is said to be having no serious and concrete economic agenda for the region.nor did he committed the real task of helping the community acquire the wealth using the abundance natural resources in the region, apart from helping assisting the exclusive members of the Odinga family to acquire unjustified wealth.

There is a common saying in Luo Nyanza that nobody associated with the Odingas has ever crossed the poverty line. Most of the family adherence and staunch supporter have died in abject poverty or as common beggars. The uidea is selling like a hot cake in certain quarters. In the event of this latest political scenario exploding up, the party that stands to gain is the UDM..

Instead of initiating crush economic programme to empower the community economically program and to motivate the residenbts of Nyanza region to take active part in the agro-based economy and earning from the improvement of income earning from the region’s abundance natural resources the ODM is only busy promoting political goons and thuggery.,

The Prime Minister is also being accused of engaging undercutting schemes and polities of hatred and trivial issues such as male circumcision which is contrary to the Luo Community tradition and welfare.norms.

Male circumcision programme, which Raila Odinga and his Luo parliamentary colleague launched inb Kisumu a few moths ago has met with vehement resistance.

The much touted Male circumcision programme was launched at the Tom Mboya Labour College under the pretext that the male circumcision exercise was healthy and would deasticall reduced the deaths of thousands of youth in HIV/Aids related ailments. But it later emerged that Raila and his colleagues had received colossal amount of money from foreign Arab donors for the programme. The money according to a source had come through the Odingqa Foundation but since its launching the programme has impacted negatively among the residents of Southern Nyanza region. With some level minded Luo intellectuals viewing it as “Mischievous and cheap propaganda aimed at blanketing the community under the bondage of the Odingas. The opinion leaders within the community, however, agreed that the circumcision of males is so important for health reasons, but argue that it should be done voluntarily and does not require cash donations from foreign sources.

People in this region are yawing for the revival of the stalled manufacturing industries around Kisumu town and its environs. The improvement of cane crushing capacity and ending woes facing the sugar industries which are the economic mainstay of the region, and strictly not the co-called male circumcision said a Luo MP from the region who sought for his anonymity for fear of reprisal.

The closing town of major manufacturing interline such as the multimillion Kicomi Textile, Kibos Industry, Ken Breweries Plant,, Miwani Sugar MillS and the Ailing sugar factories of Muhoroni and Chemelil should be given top priority. At the same the cotton farmers shoulkd be encouraged to to redouble their efforts in growing the money minting cash crop and the improvement of earning by fishermen in Lake Victoria should be the top priority. But not male circumcision..

The MP from the region who are said to be extremely opposed to the Raila Odinga spirited male circumcision programme are said to have held night meetings with their fellow Kalenjin and Abagusii colleagues in secret hideouts in Nairobi and Nyanza in recent weeks. They are said to be tired with the Prime Ministers politics of hero warshipping, whiuch lacjked the tentative economic agendas for the region.. .

Only the outspoken Ndhiwa MP Joshua Orwa Ojodewho is a die-hard supporter of the Prime Minister is said to have turned down request by his colleague tom join the group.

Those legislators whose comments and opinion were sought by this writer evaded the question and turned hostile instead.

But all agreed in principles that there are rtoo many political brokers withiun the ODM hierarchy. Thuis , they said , is working for the downfall of the Orange party in many parts of Kenya , especially the idea o selecting certain individuals as the mosdt trusted Raila’s men and women which was exhibited during the recently concluded party elections.

Ojode is reportedly to have argued that leaving Mr. Odinga;s ODM party offer no immediate solution to the numerous pangs of human meseries in the region. All could be sorted out through dialogues and consultations. If the MPs are dissatisfied with Mr. Odinga’s economic policy, they are free to say so during the PG meetings, but secession and split will not help anybody. What we are doing is politics, and only political solution can solve any political programme, remarked Mr. Ojode when reached over his mobile phone…

These talks of plans to cut to size the influence of ODM in greater Southern Nyanza came about as the result of the recently concluded and seriously flawed ODM grassroots and national elections in which give branches well objected to unwanted repeat of the polls

It was later revealed that the ODM director of election Eng Phillip Okundii had been issued with the listseof wanted candidates prior to the elections This is what reaulted in people whose victories at the grass root election were forced back to a series of repeated polls in the various branches. But all in vain as the rejected officials were duly re-elected by the party followers to the chagrins of those who had hatched plans to manipulate the elections in favour of their cronies, surrogates and sycophants.

Unfortunately for unwanted had melted the political pressure as they left on beating Raila’s selected men and women out xx in the respected polls The unfairly and unjustified repeat of the polls exposed Raila Odinga dictatorial tendencies as he preached water but drink wine.

Raila only want to work with yes men and semi illiterate people who can continue worshiping him and his family. The PM is not interested in any meaningful change for the Luo community except serving selfish egoism,” remarked one civic leader in Uriri district.

In as as much as we may be facing the biting effects of the financial crisis, like many of you i really feel touched by Ndege’s plight and i wholly concur with you that a self sustaining project would be ideal in this case. This would require commitment and involvement, our normal harambee spirit.

In addition to the names already mentioned, i would also encourage a closer involvement of Mr Odhiambo Oketch. Joluo,

I am with the guys who are ready to give something to Mr. Ndege and let us be co-ordinated and get the contact and help this poor luo man. On top of this we as the highlighted ones should also see into WHO POCKETED HIS MONEY?. The government, president the prime minister and his area MP can not be all that blind on a case like this one. There was money given by even foreign governments for people like Ndege, let somebody go deep and see how these politicians operate?. Just as K Onyiego has said, we follow our words with action and it is only through that the luo community can move forward. So we help Ndege first but whoever swindled his money should be exposed to make him not swindle again the CDF money for that constituency. Do not forget that not only one luo man Ndege was affected from Naivasha or from Nyeri etc. We do know Ndege because we have kept his family pictures in our heart and in our hard dics backed with backups etc. So joluo let us prove we can help, even if it is something small, let us do it, but con-men who took money which is supposed to be for Ndege should be known to the whole world or to all luos to prevent them from doing it in future.

Paul Nyandoto

>>> Jairus K’Onyiego 12.01.09 17:36 >>>
Jokanyanam,

jomoko kuomwa went a step ahead and contributed something little when Ndege still did not even have a hut to live in. He was living in a structure made of “Juelni.” Those of us who Changaad the money never waited for our MPs. Yes! We, then appointed a representative who travelled from Nairobi and personally handed that money to ndege. His wish at that time was to have himself shelter. Well, the money was given to him and I bet he used it wisely cause now I can see he already has shelter and even a wife and a blessing of a child.

In short what I am saying is that many of us tend to think that our MPs are going to come in handy, but experience tells the opposite. If many of us can continue this kujitolea and moving into action then, many many Luo problems will be solved without waiting for the Mikoras in the name of politicians. Dont get me wrong, I dont mean that all of them are bad, but the creed that we have in the “Legico” (Parliament) seems to have very good formulas to stay away from solving problems. They only appear if they know that whatever is being done will give them publicity through the media so that they appear as the Bwana Kubwas and not the opposite, and that is to serve the electorate. If we are gonna wait for this, people, then we are in for a loooong wait.

I wholy agree with Odus, Opondi, and Awuonda here. The medicine, is to get into action without thinking about the MPS. Only that way will we change Luoland.

Re: My Lord is not like that!

I am here, sitting in front of my computer, wondering how in the world I got here! You see I used to blame the apostle Peter for the manner in which he denied the Savior of the world by even swearing that he did not know Him! But now, I don’t do it any more! How come!

I have found out that I am worse than Peter, at least as far as swearing is concerned! Many years ago, I had no doubt that I knew myself! If asked, I would have sworn under oath that I knew myself! I now have a different opinion about myself. Here is why!

I have always resisted the notion of stereo type. I thought it to be un fair to use the behavior/actions of one to describe the whole village/people group. But after some twenty years, something has happened that changed my original perspective! Wow!

Since coming to this great nation, I have spent most of my time in these three-school, ministry, and working as a cashier! It’s in cashiering that I finally gave in into stereo type mentality!

For the many years that I have worked as a cashier, a certain group of people-my race- have been so mean to me to say the very least; So mean that some of them have called me all kinds of names that you can think of. This has happened so often to the point that along the way, I started using one for all kind of reasoning. Whenever I saw any of the said group coming through my lane, I almost anticipated the same reaction!

But am I the only one? Have you ever found yourself struggling with this stereo type mentality? How about generalization? Is it fair to use ones irresponsible behavior/actions to apply to all?

Going by what I always hear from my children, I know that I will get over with this! But, I have but one major concern and that is all the negative things that have been said about my God! What have they said! Several things, but I will mention but a few!

-They have denied him credit for creation
-They have denied his existence
-They have denied him Divinity
-They have denied Him ownership
-They have questioned his love and mercy
-Some have blamed him for all the problems in the world

All these plus many more have made others to view my Lord with stereo type mentality! But my Lord is not like that! Here is what He is:

“The Lord, the Lord God, merciful and gracious, long suffering, and abounding in goodness and truth. (Exodus 34:6.)

Will you please remind those who are angry with God that they have a wrong concept of God!

Just a thought.

DIRTY ASIAN ROPE IN PRIME MINISTER RAILA ODINGA AS FAMILY IS NAMED IN CORRUPTIVE PRACTICES IN MEGA OIL SUPPLY DEALS SCANDALS

Investigative Report By A Special Correspondent

A local newspaper in Kenya has named the Prime Minister Raila Odinga as being a key player to what the weekly termed as mega oil scandal involving millions of shillings.

This is the first time in Raila’s chequered political career, and since he became the Prime Minister in Kenya in a shaky and unstable grand coalition headed by President Mwai Kibaki.

The grand coalition government came into the office early last year following peace accord negotiated by the former UN Chief Dr. Kofi Annan after the violent engulfed the country as the result of the disputed presidential election in December 2007. Close to 1500 people died ,while property worth billions of shillings torched in various parts of the country rendering more than 350,000 people internally displaced.

The article incriminating Raila Odinga and his family in suspect oil deal, which also involved a cartel of wealthy Asian wheeler dealer appeared in the latest issue of the Nairobi ‘s publication, the WEEKLY CITIZEN, which is one of the mushrooming alternative press, commonly called “Gutter Press”. The paper is credited for its indepth investigative report, making it a lethal weapons to the politicians.

In a page one leading article the articles says.”Towards the end of 2008, Kenyans were forced to grapple with an unreliable supply of fuel and artificial rise in its pricing.”

On more than one occasion, the Managing Director of the National Oil Pipeline Mr George Okungu gave a widely televised interviews to reassure Kenyans that there was no fuel shortage or crisis as such in the country. But between December 28 and 29th,December 2008 most filling stations upcountry had no fuel to supply to the motorists. Workers returning from Holiday, particularly those travelling from Western Kenya back to the City got briefly stranded in Kisumu and other towns..

During the same period, a medium sized oil firm called Triton Limited, which is run by Kenyan of Asian origin, Mr Yagnes Devani and another trader Mr Pankaj Somaia was reported to have allegedly rendered legally bankrupt, suddenly appeared in the oil trading scene.

The duo, according to CITIZEN”s article have their roots in the lakeside Kenyan City of Kisumu and it is in Chemelil area within the Nyanza sygarbelt, where the first few Triton Limited outlets were set up. What was most intriguing is that inspite of its definite inability to source and service the largest oil order in the country, Triton Ltd, is alleged to have secured the government tender to purchase national oil supplies for a six month quota through the alleged intervention of the Prime Minister Raila Odinga, who is said to have personal and family interests in the oil industry as a major player.

Triton Ltd beat all other seasonal firms such as OilLibya{formerly Mobil} and She/BP.

Yagness Devani is the brother to the late Harish Devani who owned the multimillion complex, Simmers Plaza in in a Nairobi surburbs of Westlands, but alleged to have committed suicide a couples of years ago after swindling those close to former President Daniel Arap Moi billions of shillings in tenders scams supplies at the Kenyan Ports Authority {KPA}and Kenya Power and Lighting Company {KPLC}.

The CITIZEN’S article further alleged that Yagnes Devani is a well known drug addict, but he still allowed to do roaring business with the KPA!.

“Indeed Triton Ltd had no capacity, to deliver on such a huge consignment of oil to the nation, but immediately after securing the government tender set upon sub-contracting the same to its rivals companies at a profit without any actual direct importation,”

In addition, Triton Ltd, according to the report was that oil suppliers refused to give in to the Triton’s sordid machinations, and this is what caused the brief artificial fuel shortage in Kenyan , which in turn raised the fuel prices even much higher..

To compound the saga, Afri Global Ltd, a firm belonging to Raila Odinga’s elder brother Dr. Oburu Oginga MP who is the Finance Assistant Minister and which is run by Dr. Oginga’s son a pint sized fellow called Elijah Abonyo Oburu was one of the key beneficiaries.

After this scam Elijah Oburu had since bought a brand new show room Mercedez Benz limousine 350 valued at colossal amount of Kshs 24 million which he now drives around Kisumu City ..

Another firm, African Oils Ltd, which belong to the Prime Minister’s son Fidel Castro Raila Odinga was also occasioned adequate favor to profiteer from the scandal, charged the paper article.

And not to be out done wass the Prime Minister himself with his company Bakri Ltd, operated by one Mr. Mike Njeru who joined the lists of compliant firms that allegedly benefited from the tender pool sharing and in turn sold the same to the highest bidder!.

Raila Odinga’s younger sister Adhiambo is the managing director of the Petro Plus firm that has been involved in bulk oil sales in the high seas, a host received from Nigeria thanks to the closdeness of the Prime Minister with the former ruler Gen. Olesugun Obasanjo. Libya and Southern Sudan government as donations to finance democratic persuits in Kenya .

So entrenched is the Odinga family interests in the oil industry the players advise that it is practically impossible to do serious oil business in Kenya without roping in a family member.

At the centre of the scheme, says the paper, is Pankaj Somaia, a wheeler-dealer in the Moi regime era and alleged wanted in various countries for questioning on an array of criminal activities.”

In any oil sale scheme of the magnitude, Triton Ltd dabbed in the returns, kick-backs included run into hundreds of million of shillings.” the report says.

It is widely rumoured that Devani heavily funded last year’s 2007 general campaign for ODM team an that those who benefited by Devani earl this year were only return ing a favor.

“Indeed the grapevine has it that some senior Ministers in the grand coalition cabinet drive vehicles donated by Devani early this year. It is also an open secret that two MPs have been on Devani’s payroll ostensibly so that they extend favors for their benefactors as and when needed.” adds the paper.

Meanwhile Citizen reported that Mr. Devani himself is said to be holed up in some undisclosed destination abroad, but he keep in constant touch with the Prime Minister through one called C ollins Odhiambo [formerly of Citi Bank}, and up to fortnight ago Triton Ltd, commercial director.”

Mr Odhiambo is said to be in big panic since Triton Ltd, went burst and placed under the official receivers as in the case with an array of high placed personalities in the government.

Another employee who took cover only before the take over of Triton Ltd, is a Mr Kioko who was in charge of the firm’s operations at the KPA in the Kenyan port city of Mombasa .

Immigration Minister Gerald Otieno Kajwang’ who has also been a regular visitor in Devani’s office is together with his personal assistant{PA} is said to be working day and night to cover up five senior employees of Asian extractions who were irregularly employed by Triton Ltd over the last 10 months

PRESS RELEASE

EAC SET TO MARK 10TH ANNIVERSARY DURING 2009

– Secretary General sees bright prospects for regional organization, says 2009 will mark “ high point ” of EAC achievement and visibility –

EAC Headquarters, Arusha, Wednesday 7 January 2009: The Secretary General of the East African Community, Ambassador Juma Mwapachu has said that 2009 would be a momentous year that would mark a high point of EAC achievement and visibility.

2008: EAC entered definitive phase of deepening integration

Addressing EAC staff during a special general meeting to launch the activities for the New Year, Ambassador Mwapachu reviewed EAC’s performance during the past year, 2008. He said that during the year, the EAC entered the definitive phase of deepening integration, noting that the EAC focus was on the negotiations of the Protocol on the Establishment of the EAC Common Market; and the negotiations of the Economic Partnership Agreement (EPA) with the European Union. He said the enactment of legislation on EAC Trade Negotiation was a major breakthrough in the longstanding search for the EAC Partner States to negotiate as a bloc in the multilateral trade fora.

The EAC participated actively in the Tripartite EAC-COMESA-SADC initiative finally hosting the first Tripartite Summit in Kampala in October. The Tripartite Summit resolved to establish a Free Trade Area, Customs Union, Common Market and eventual merger of the three regional economic communities as a major building block of the African Economic Community that is being promoted by the African Union.

The Secretary General observed that during 2008, the EAC put emphasis on regional infrastructure development. The Partner States adopted comprehensive strategic plans in the infrastructure sector, cutting across roads, railways, inland waterways, ports and harbours, energy and civil aviation. He said the strategic plans were advanced to various stages of implementation during the year, noting that construction works commenced on the Arusha- Namanga- Athi River road project as well as the Power Interconnection Project between Kenya and Tanzania at the Namanga border point.

The Secretary General said there was intensification of the private sector participation in the regional integration process during the period. The East African Business Council (EABC) demonstrated active involvement at the forefront of the operations of the EAC Customs Union and the negotiations of the Common Market. The EAC and EABC jointly held the 2nd East African Media Seminar in Dar es Salaam in April and the 1st East African Investment Conference in Kigali in June in a collaborative effort to promote East African investments and trade.

2009: holds great promise and prospects for EAC

The Secretary General said 2009 would be a year of great promise and challenges for the EAC with the significant prospects of the conclusion of the Protocol on the Establishment of the Common Market and advancing the process towards the establishment of the Monetary Union.

The Secretary General said 2009 would be a year of increased EAC visibility with the planned 10th Anniversary celebrations; and launching of the study and implementation of the five-year EAC Marketing and Publicity Strategy under the EAC Re-Branding Project. A Steering Committee has been set up to manage the Anniversary Celebrations. Preparatory work has begun for the activities, which will be spread across the region throughout the year. The activities would culminate in the concentration of weeklong events leading up to the climax of the Anniversary observance that will be staged in Arusha on 30th November 2009.

Meanwhile, some of the planned major events during 2009 are the Second EAC Investment Conference in Nairobi in June, the 3rd EAC Media Summit, the 4th EAC Petroleum Conference in Mombasa in March; the EAC/EABC Energy Conference; and the commencement of the construction works of the new EAC Headquarters building in Arusha in April.

A high Level EAC Strategy Retreat for EAC Organs and Institutions will be held in Kigali in February to identify the opportunities, challenges and prospects of the Community under the theme, “Making EAC a more Effective Institution”. The EAC would also carry out comprehensive audit of past performance, to identify implementation gaps and bottlenecks and lead to the institution of mechanism for effective co-ordination and implementation of regional projects and programmes.

The process of review of the EAC Treaty would be launched at the Meeting of the Sectoral Council on Legal and Judicial Affairs that will be held in Mombasa on 19-24 January 2009.

At the programmatic level, ongoing projects and programmes in infrastructure development, Lake Victoria development, promotion of East Africa as a single market, investment area and tourist destination as well as projects and programmes in the social sectors would be intensified within a renewed commitment to realize and demonstrate tangible benefits of regional integration.
