ANOTHER OIL TANKER INCIDENT CLAIMS SEVERAL LIVES IN WESTERN KENYA

AT least forty {40} people were this evening rushed to the various Hospitals in Kericho Town for treatment of serious bodily burnt ,which they sustained while siphoning fuel from an overturned fuel oil tanker..The incident occurred at about 4.30 PM local time when the tanker was negotiating a sharp corner near Kaitui Trading Centre, which is located about 15 kilometers north west of Kericho Town on the main Kericho –Kisumu-road..

According to account by an eye witness more people’s are suspected to have received serious burnt, but run into the villages for fears of police arrests. At least one charred body of a man is still shouldering in smoke at the site uncollected. It could not be established immediately as tom how many people have died.

The District Commissioner for Kericho Mr.Njora and the Officer Commanding the Police Division {“OCPD] were among the first people to arrive at the venue of the accident. Those who were rushed to Hospitals by good Samaritan had severe burnt,

This particular accident come only two days after the police were forced to use fierce dogs to disperse hundreds of rowdy people who were siphoning fuel from another tanker which overturned at Chula=Yimboi about 18 kilometers out of Kisumu City. The tanker was heading for Busia border post and eventually to Rwanda when it overturned. It took policemen two hours to clear the site of the villagers who defiantly refused to disperse.

The two incidents reminds Kenyan people of the worst fuel tanker accident at Salgaa in Nakuru district where the truck exploded and killed more than 200 people while injuring well over 300 some of them permanently deformed for life.

KISUMU Rural MP Prof.Peter Anyang’ Nyoing’o,the legislator who about three years ago, his constituency had scored the highest marks of properly managing the CDF and other devolving funds from the government this time around, however, he was found flat footed.

A team of auditors from an organization calling itself, the National Taxpayers Association {NTA} which carried forensic auditing of all government founded projects in the constituency had discovered losses of the devolved fund running into millions,

The NTA is a national ,independent ,non-partisan organization focused on improving the delivery of services and the management of devolved funds for the benefit of Kenyans.

NTA states in a brief statement contained its brochure that it is committed to working with the government of Kenya to improve services delivery at the district level and the management the management of devolved funds .It assessed all CDF/LATF projects in the financial years 2006-2007 in 23 constituencies and eight municipalities in eight districts countrywide..

Its latest report released in KJisumu last week says, Prof Nyong’o’s Constituency had budgeted and received Kshs 64,673,883.00 during the years under review and spent Kshs 56,749,206.00 on 61development projects scattered all over the constituency.

It recorded the sums amounting to Kshs 7.0 million as missing and unaccounted for money,while explaining that a total of Kshs 10,395,369.00, which was 16 per cent of the total money budgeted for were misused in badly constructed or unfinished projects which NTA’s field auditors classified as “B” projects.

The NBTA auditors, however, credited Prof. Nyong’o for having the highest number of projects, which it classified as “A” projects, which consumed the total amount of Kshs,while explaining that a total of Kshs 10,395,369.00, which was 16 per cent of the total money budgeted for were misused in badly constructed or unfinished projects which NTA’s field auditors classified as “B” projects.

The NBTA auditors, however, credited Prof. Nyong’o for having the highest number of projects, which it classified as “A” projects, which consumed the total amount of Kshs2,552,225.00 out of Kshs 38,103,515.00 originally awarded. This involved 20 projects which were properly constructed, finished and are in use..t is recorded, however, that the amount of Kshs 5,553,290.00 remained unaccounted for on these class”A’projects.

Well built, but left uncompleted projects numbering 11 had consumed a total of Kshs 13,801,612.00 out of the same amount of money budgeted and awarded to these category of projects, which the auditors had classified as class{C].

Prof.Nyong’o is the Minister for Health Services in the grand coalition government of PNU and ODM parties. He is also credited by the auditing team for having no ghost, missing or abandoned projects in his constituency, which he team had discovered in two other constituencies, namely Kisumu Town East and Kisumu Town West as well as Kisumu Municipality.

Prof. Nyong’o is also the ODM’S Secretary General and the auditing team had discovered good workmanship and finishing in most of projects in Kisuymuy Rural, which means the area had enjoyed good patronage of the devolved funds and proper supervision of most of the CDF projects. Even those still under construction shows that proper materials had been put into use on the projects..;.

In the whole of the constituency, the auditing team recorded only seven projects which were either unfinished or badly constructed. The rest with more than 75 ,marks and above fall under Class[A} and those with 50 per cent and above marks were classified in class{B} projects.

Power sharing the new craze in Africa??

Shared power?

On Sunday, Ravalomanana’s allies called for a return to real-politik and said Ravalomanana could share power with Rajoelina under an interim authority.
“We are absolutely prepared to divide the powers of the executive body,” said Raharinaivo Andrianantoandro, spokesman for Ravalomanana’s political party.

The Standard.

First it was Kenya with the stolen elections, then Zimbabwe with the stage managed elections, then now Madagascar with the popular uprising. After all these, comes the talk of power sharing.

Is this good for Africa’s nascent democaries? What then becomes of universal suffrage?

It is unfortunate that the power to elect desirable leaders is being taken away from the common man by either election fraudsters or coup plotters. Whichever the scenario, Africa must refuse this arrangement of losers to elections, election thieves or coup plotters usurping the power of the vote from the common man.

I have argued here before that the AU is a clueless body with very clueless Heads of State who will involve themselves in “negotiating” with common thieves to give them a chance to lead Nations of Africa!!

What a shame!!

I appreciate your argument; but it seems to me that you did not understand the gist of the argument and reacted to it emotionally. The issue of whether we want change as country is not debateable. Its long overdue as some of us believe that we have never been independent as a country since independence. All the points raised by your goodself on corruption, impunity etc are genuine and again not debatable.

What I think you did not understand is linking my argument on America’s double standards when pursuing their political and economic interests with our worsening situation. You cannot justify in anyway rationale of visiting Egypt and not Kenya in pretence of encouraging countries that are promoting democracy, human rights and the rule of law. For your information Egypt has been a police state for the last 28 years and this information is known tom everyone. If the visit was to promote America’s political and economic interest and not promoting the basic tenets of democracy and human rights, then my argument becomes irrelevant. But, democracy, human rights and the rule of law should not be mentioned in such situation otherwise it loses its meaning.

I am aware of most of the many things you think made Obama to visit Cairo. It has all to do with America’s strategic interest in the Arab world than in the Muslim world. I suggest that we direct our energy to improve our own local situation and we raise the red flag when things are not doing well elsewhere

That was a very good article you wrote. It was nice for me to go through your article and get some sense out of it. You are absolutely right but .. there are many things to consider over why Obama decided to chose Ghana and Egypt.

If i were him, i would have dnoe the same… We are better democratically than Egypt as you put it, but still this is not helping us, We are living a mirror life.. reflecting what should be done and not doing what has to be done in practice.

Yeah, this is where his Papa was born, no big deal.. that is our culture.. he grew up in a different setting but still, the lad has big love for Kenya. We need Change and I myself just like Obama want to see reforms …. don’t you ?

Talk of the freedom of press and Media.. did it help during the General elections ? yes it did to some point then ? there was a coup.. everything went back to zero ( impunity, dictatorship and there was nothing we could do.

Maize, oil, errors with the budget, extra judicial killings,Kenren fertilizer company, hefty pay for our MPs, Kenya is being taken away from we Citizen and we need to take it back…

Obama is part of we taking it back the country to the Citizens, you are part of it, I am and many other Kenyans.Oscar Kamau Kingara and John Paul Oulo were shot dead, who shot them ? we need reforms brother…. we need not to do it on paper, actions … Lets us non violent methods to speak out our hearts, and he did give us an example by snubbing Kenya for Ghana and Egypt.

Why is it always on Tv, Newspaper i see Kenyans go to this rallies organised by our corrupt leaders ? why can’t we guys snub going to such meetings and go ahead doing our chores e.t.c ? people still go.. Makes me sick… Change.. Just like a Mirror it is.

Obama Africa visit betrays America’s double standards

Barack Obama is scheduled to make his first tour of Africa as president of the United States this June with a first stop in Ghana and then Egypt.

While in Ghana, President Obama is expected to use the visit to reiterate the need for clean democracy in Africa, and warn African leaders who are not ready to embrace good governance that their relationship with Washington will not be business as usual. And while in Egypt, the US leader is expected to use the forums to speak to the Muslim world and market his policies to the Middle East.

But while on his first tour of Africa as US president, Obama will not visit Kenya, the country where his father Barack Hussein Obama Sr came from.

Many had expected the President to visit Kenya on his first trip to the continent while in the White House, but according to the US embassy in Nairobi, Washington is impatient with the slow pace of reforms that the grand coalition government is undertaking, and would therefore not dignify this lethargy with a visit by the US president.

The White House is on record to have made it clear that it is not satisfied with how the grand coalition government is handling the reform agenda, especially issues cited in Agenda 4 of the National Reconciliation Accord.

The main issues in Agenda 4 include constitutional and institutional reforms that would enhance democratic governance aimed at ending corruption and impunity, land and resource distribution reforms aimed at addressing socio-economic disparities and electoral reforms aimed at restoring the confidence of Kenyans in ballot.

US government officials in Nairobi and Washington have clarified that Obama’s choice of Ghana over any other African country was encouraged by the exemplary democratic credentials that the country exhibited during its recent general elections in which power was transferred smoothly to the then opposition party led by John Atta Mills after it won a closely contested poll.

In this regard, President Obama will be going to Ghana as a sign of approval of the country’s democratic credentials and he is expected to tout it as an example to be emulated by other African countries.

However, whereas it is encouraging that the US president has chosen to travel to Ghana in order to shore up support for the democratic credentials in that country, there is a lot to be desired by his choice to go to Egypt.

The question is, if President Obama snubs Kenya because of her lethargic pace in implanting much needed democratic reforms, why would he find it appropriate to visit Egypt? If democratic credentials are the measure of how Obama’s administration will engage with African countries, then the President should have chosen Kenya over Egypt because, when compared to Egypt, Kenya’s democratic credentials are far much better than Egypt’s.

If anything, Egypt does not have any democratic credentials to write home about! This a country where any challenge to the ruling elite in Cairo is met with repression. Most opposition figures are either in jail or banned from participating in any electoral process based on the accusation that they are Islamist hardliners bent on propagating acts of terrorism.

It is therefore difficult to accept that there is meaningful democracy in a country that has been ruled by one President for the past 28 years and analyst says he is grooming his son to succeed him.

Besides Egypt does not enjoy a free media the way Kenya does, and Egyptians have been living under emergency law since 1967, except for an 18-month break in 1980. Emergency laws have been continuously extended every three years since 1981, and these laws sharply circumscribe any non-governmental political activity like street demonstrations, non-approved political organizations, and un-registered financial donations are formally banned.

Under the “state of emergency”, the government has the right to imprison individuals for any period of time, and for virtually no reason, thus keeping them in prisons without trials for any period.

And the excuse presented by the government to keep the state of emergency going is to fight terrorism.

Opposition groups like the Muslim Brotherhood could come into power in Egypt if the current government did not forgo parliamentary elections, confiscate the group’s main financiers’ possessions, and/or detain group figureheads; a move which is virtually impossible without emergency law.

However, critics would argue that this goes against the principles of democracy, which include a citizen’s right to a fair trial and their right to vote for whichever candidate and/or party they deem fit to run their country.

In this regard, when compared to Egypt, Kenya’s human rights record and democratic credentials are far much better than Egypt’s. Hence for President Obama to snub Kenya for the reasons given by his ambassadors but go to Egypt is a show of double standards.

If democratic credentials and good governance are the conditions for friendly engagement with the Obama administration, it would be fair that they be applied equally across the board.

Despite occasional obstacles which are common to all budding democracies, Kenya should be commended for at least walking the talk towards good governance and democratization.

So far, Parliament has put into place the legal framework for comprehensive constitutional and electoral reforms which President Obama should have dignified with a visit in order to encourage the country to move in that direction.

I got the letter below from one of contributions to the letters to the editor.

Though I have no problem with US President Barack Obama urging Kenyan
leaders to speed up institutional reforms, I have a problem with his apparent doublespeak.

His recent decision to skip Kenya from his Africa itinerary was not based on poor
leadership as many claimed. If that was the case, he should have
visited countries that would set an example for Kenya not Egypt and Saudi Arabia.

Undoubtedly, Kenyan leaders are far much ahead of the dictators of Egypt and Saudi Arabia in terms of tolerance, freedom and respect for democracy. In Saudi, for instance, a woman minister must obtain permission to address the media. And in Egypt, there is no opposition at all. Though Kenyan leaders often disagree, they agree on many issues.

Also there are more extra-judicial killings in Saudi Arabia, Egypt, Kuwait and other Arab US allies than in Kenya and Zimbabwe. Therefore, Obama simply snubbed Kenya based on other US interests rather than democracy and bad leadership.

My take

The Obama snub had to do with the security questions.

The Delta airline question is an indicator that top intelligence at the administration
had specific intelligence of such bad security options and not comfortable with the
security headache Al-Qaida via Al-Shabbab would present and the possibility of inability of Kenyan security forces to face the challenge without resulting to human rights violations.

If memory serves me correctly, Obama himself said his administration would change the
notion that somehow not visiting and talking to your adversaries is punishment enough. Or is it another about turn?

Just yesterday CNN had an in-depth coverage of the apparent relocation of Al-Qaida to
Somalia.

Nearly 47 years after Kenya gained her political independence from Great Britain in 1963,the Ogiek and Sengwer forest dwellers and gatherers are still entangled in a fight for official recognition.

The two communities, commonly known as “Ndorobos” for their skills in forest dwelling, hunting and honey gathering are now ressing the demand to be given community tag or tribal codes used by the government of Kenya to recognize the country’s ethnic groups comprising of 42 different tribes.

Presently, they have to suffer the ignominy of identifying themselves as either the Pokots, Nandis, Keiyos, Kiposigis and Tugens orany larger Kalenjin sub-tribes that surrounded them when they are applying for the country’s national identity cards or travelling documents such as passports.

Although they speak concocted Kalenjin dialects depending on their neighbor as their first language, both communities do not consider themselves as members of the larger ethnic Kalenjin groups.

Historians say the Ogiek were the original inhabitants of the Central Rift Valley leading to a general feeling that only the community can at least claim to be the Aboriginal East Africans since there is no evidence of them having come from elsewhere. Perhaps they were the first people to settle in the country highlands followed by the fiercest Maasai..

However, their unique linguistic ability to adopt the languages of the surrounding tribes led some historians to conclude that they, were not a genuinely distinct ethnic group but rather outlaws from other tribes who found refuge in the forest, and as such cannot be classified as “Bush Men” like those people found in Kalahari Desert in Botswana/Namibia in Southern Africa.

The last two of Kenya’s forest dwelling aboriginal communities are facing government’s move to evic them from their natural habitat.

Members of the Ogiek and Sengwer ethnic groups are facing displacement from, the gazette forests reserves located in various parts of Rift Valley Province and to a les extent Western Province., in areas which they consider part of their ancestral homes..

The Ogiek inhabits the controversial Mau Forest Complex, which is already declared as one of the most important water catchment in the country and some parts of Mt. Elgon in Western Province, while the Sengwer, also known as Cherangany or Kimaala are currently distributed in Trans-Nzoia, Marakwet,Baringo east and Koibatek as well as in West Pokot districts.

Traditionally, the two communities are hunters and gatherers and have long been considered as guardians and protectors of the forests.But their lifestyle, or atleast whatremains of it, are about to change drastically and forever duye to conservation efforts.

The government of Kenya says the two communities have now changes their modes of living to commercial agriculture and are now posing a great risk to the forest and water catchment areas, which their ancestors once fought hard to conserve.

The plight of Sengwer and Ogiek communities, facing eviction from their forest homes, once again casts the spotlights on the issue of land reforms in Kenya.

The genesis of their plight is traced to the British colonialists desire for agricultural land.

The two communities like their cousins the Kipsigis, the Nandis , Keiyos and Tugens once inhabited fertile lands, which the white settlers designated as “The White Highlands” These regions were found by the arriving white settlers to be ideal for growing cash crops such as tea, coffee, dairy cattle and for large scale food crops farming..

The colonialists with the backing of British troops, local colonial police force and their surrogate local chiefs, rounded up the locals and herded the communities into semi-arid reserves land and turned their lands into large scale plantations..

“However, the Ogiek and Sengwer were ignored and viewed as useless, unproductive since they did not have a history of plant cultivation.”, according to a young Sengwer lawyer, Mr. Onesmus Kipchumba.

It is form this reason that in 1913 the colonial government struck an agreement with the Sengwer community that allowed them forests to live to open spaces within their forests. They were also given grazing permits for their cattle, says Marakwet East MP Jebii Kilimo .

Information obtained from archives show the Oiek was first targeted in 19o3 by the British. The first movement of the Ogiek occurred in 1908 when they were removed from their homes near Lake Nakuru to Olare area in Mau Forest…

Another process in which both communities lost their was through the declaration, they rendered squatters overnight, liable for prosecution for trespassing their own land..

The Kenya Land Commission of 1939, which was known as the Carter Commission, recommended be evicted from all the forests and be concentrated on either the European farms as squatters or in forestry department labor camps.

The Ogiek were later moved into tribal reserves of other communities, especially the Nandis,kipsigis and Maasai.The objective behind this was to assimilate the two communities into the larger ones. This also proved impractical since the Ogiek immediately abandoned the reserves and went back to the forest, their natural habitat where they lived as squatters. In fact there is a place in Belgut, Kericho district which is called Kapogiek, meaning the home of the Ogiek up now,. The village is located along the Kericho Kisumu road a few kilometers before Kaitui Marke

Mr.J.K.Towett of the Ogiek Welfare Association are currently busy loving hard for the two communities to be recognize
The Luo-Abasuba another minority group The were given their own district and even their vernacular languages included in local government broadcasting system based in Kisumu. The Ogiek and Sengwer could win the same battle, but unfortunately they are scattered allover the expansive Rift Valley Province, unlike the Luoi-Abasuba …

The community , however, blames the retired President Daniel Arap Moi for having ignoring their plight during his 24 years reign of power.Moi, gave them some farms in Kuresoiu, Olenguruone and Mau Forest, but these are the people now facing eviction..

They were last moth evicted from the forest in East Marakwet b y a contingent of combined police and army personnel who torched their houses and cleared the area.

The community blames the retired President Daniel Arap Moi, who they accusedf9rhaving ignored their incessant pleas to be accorded national tribal code and identity during his twenty four nears presidency’

Buried in the Finance Bill that the Minister of Finance, Uhuru Kenyatta tabled in Parliament last week is a proposal to amend two laws in order to create a fund whose purposes are barely specified. The Fund could be worth over 1 and a half billion shillings per annum, yet total discretion will be given to a parastatal corporation board who will decide how this money will be spent, without external oversight. The parastatal corporation which will be the legal owner of the fund is notorious for corruption and the parent ministry of Transport is behind at least some of the Anglo Leasing scams that cost the Treasury dearly since the mid 1990s.

In a clever side-stepping of Parliament, the law is to be changed to allow this parastatal corporation to borrow using its sink fund as collateral, avoiding the need to satisfy investors’ demands that it charge or mortgage its real assets – a practice specifically prohibited by Kenyan law. Why these legal changes are being done is a mystery as the issue did not feature at all in the 3 hour long Budget Day speech of last week.

If Parliament passes the Finance Bill without amendment it may just authorise the beginning of a series of unaccountable transactions involving potentially hundreds of millions of dollars, as the parastatal corporation has already signed contracts with external financiers for massive infrastructural projects.

The name of the parastatal corporation is…the Kenya Airports Authority

The amendments are to be made to the Kenya Airports Authority Act and the Air Passenger Service Charge Act. Subject to the latter every person who purchases a ticket for an external or internal journey must pay a passenger service tax of (20) twenty United States dollars or the equivalent in specified currency or in
Kenya shillings for an external journey; and (100) one hundred shillings for an internal journey.

The amendments’ effect is that henceforth rather than paying taxes into the Consolidated Fund from which it can only be withdrawn as per the National Budget or with Parliamentary approval, the Kenya Revenue Authority shall,after deducting its expenses, pay all Air Passenger Service Tax into the newly created Kenya Airports Authority Fund. The amendments do not create an independent
board of Trustees of the Fund, and the management of the Fund is left completely to the existing Management of the Kenya Airports Authority.

Proper Devolution as outlined in the Bomas and even the Wako draft constitutions envisages devolved units with proper absorption capacities of the devolved resources. It is expected that as soon as consensus is arrived at, a draft constitution will be subjected to a referendum to pave way for the implementation of proper devolution. Any white wash move at devolution is therefore unwarranted and unconstitutional. It is a travesty of popular sovereignty to purport to implement parts of the draft constitution that is yet to be subjected to a referendum.

Uhuru`s stimulus plan as crafted in the 2009/2010 “Big- Bang Budget is a lie that tells the truth principle”. This is by all indications machinations of a rogue Parliament and a dictatorial Executive who have empowered themselves to make a unilateral policy decision that violates popular sovereignty. The political class has every intention to auction this country just like a farmer can grind his seed corn, to perpetuate their selfish interests in an attempt to buttress their re-election chances. It is therefore not surprising to hear Members of Parliament defending this “lie” with all the rhetorical bullets in their arsenals.

With hundreds of millions of tax-payers money to be released to constituencies without proper absorption and accountability structures, it would be a disaster for the tax- payer to be subjected to such a scheme of development. Money wasted through such porous structures will not translate in to prosperity. It is a scandalous and flagrant misuse of tax-payers money that might have long term consequences. Increased instances of graft in CDF across constituencies should have sounded alarm bells and acted as a deterrent measure to an increase of such a magnitude, but obviously that mattered less to the Minister and the Members of Parliament.

This culture of impunity has foreclosed any possibility of the much needed congruence between public opinion and Government policy. The onus is with the religious leaders and the civil society, who must now, than ever before, create public awareness and petition the President and the Prime minister to halt this overly ambitious scheme.

The security and safety of Kenyan fishermen operating on the disputed Migingo Island is getting worse day by day under Uganda occupation forces.

Within only two days after the Ugandan Opposition leader Dr. Kizza Basigye had launched a scathing criticism on the government for its poor handling of Migingo Island saga, came the disturbing news of well coordinated assault on Kenyan fishermen.

.Report emerging from Migingo Island says that last Thursday,ten Ugandan security personnel patrolling pounced on eight Kenyan fishermen and beat them up senselessly. The fishermen sustained serious bodily injuries and were later taken to mainland at Muhuru Bay Trading Centre for medical treatment..

The beating took place for several hours. The fishermen were flushed out of their make shift houses hardened in one building and senselessly clobbered for several hours. Some of the victims sustained injures in their foreheads, abdomen,chest,limbs , arms and leg, requiring stitches.

One fisherman Robert Otieno is suspected to have a broken jaw and travelled to Migori to seek further medical attention. His colleagues says, his injuries might require further surgery. Seven of the victims received treatment at Muhuru Bay.

The eight fishermen, it is being alleged, were pulled out of their houses and clobbered for several hours after they were accused of failing to honor cross border fishing regulation

The informed sources, however, disputed the allegation, hinting that the fishermen might have met their problem after refusing to part with bribery money. Ugandan occupation forces on Migingo island had imposed a levy of Kshs 5,000 on each and every fisherman working on the island. The money is payable after every two weeks.

They further stated,” Whoever fail to abide by this new regulation is harassed and barred from fishing near the disputed Migingo Island. Soon after the injured fishermen were ferried to the Mainland for treatment, their colleagues phoned journalist about the incident.

There is no Kenyan security men stationed on in the disputed island, though provisional agreement recently worked out by the two countries stipulated that each government should post its security personnel to carry out joint patrolling of the island. Kenya has, however, posted none.

Kenyan fishermen maintained that the levies imposed on them were illegal, because the Ugandan security men take cash money, but issued no receipt to account for the cash money they had received, and the fishermen suspected them of pocketing the levy cash.

Migingo Beach Management Unit, Mr. Juma Ombori strongly protested against the incident, saying that those Kenyan who were savagely beaten up by security men had not committed any fishing offence, therefore the attack was unprovoked and unwarranted.

Mrf. Ombori appealed to Ugandan authorities to take drastic disciplinary action against the officers involved in the unprovoked assault on Kenyan fishermen

This particular incident has heightened tension between the majority Kenyan fishermen and their minority Ugandan colleagues operating on the island. The Ugandan security men want everybody fishing near Migingo Island to pay Kshs 5,000 irrespective whether such a person is operating inside Kenyan territorial waters or not..

The physical attack on Kenyan fisherman has elicited sharp reaction from Kenyan politicians who have incessantly appealed to President Mwai Kibaki to use force to ensure that the Ugandan occupation forces are driven out of the disputed Kenyan island. A motion tot his effect was recently passed by Parliament.

President Kibaki, however, has maintained that his government would continue pursuing the issue actively through diplomatic channels.

RESIDENTS of Kang’elai Division in West Pokot District in Northern Kenya a4re living in fear following an unusual invasion of pythons that have so far killed more than 900 goats and sheep.

They have sent out an SOS message to the Kenya Wildlife Services {KWS} to come to their rescue before these serpent devour young school going children..

Villagers said they suspected the pythons might migrated from their natural hideouts in Suam Forest in search of food due o prolonged drought, which had depleted their usual prey of small antelope and other wild animals.

Following a brief story, which had appeared in a column of the Nairobi’s daily, the DAILY NATION, this writer made an impromptu trip to this semi-arid region whose inhabitants are mainly pastoral communities of Pokots and the Turkana to investigate the authenticity of the story

.The district is located north-west of Kitale Town, the district headquarters of Trans-Nzoia along the Kenya-Uganda border .Suam Forest covers a wide area of virgin land, and is a place usually full of wild animals. But recently decimated by prolonged drought and frequent outbreak of bush fires. It has an area which is a swampy land full of Papyrus weeds, and the residents suspects this place as the breeding site for pythons.

One of the civic leaders in the area Councillor John Lodiolem and the Kang’elai District Officer, Mr.Elvis Kolum said the hungry reptiles were now slithering around the villages, attacking ,killing and eating goats and sheep.

They said the snakes had so far killed 936 in the past thre months..

The Dom said the villagers feared being attacked by the snakes that are searching food near the homesteads and in the grazing fields within the Division, which is also part of the Kapenguria Parliamentary constituency.

Mr. Kolum said that parents now escort their children to and from school to protect from the usually shy, but powerful snakes.

Councillor Lodioldem sent out an urgent appeal asking the KWS to come to the rescue of the villagers before reptiles turn and pounced on human beings..The civic leader also asked the KWS to compensate the pastrolists who have lost their livestock.

Youths {Morans} have formed vigilante groups, armed themselves with poisoned arrows and bows have been going around hunting the Division hunting for the killer snakes and have so far killed 78 full grown pythons in the past two weeks.

Thr district Game warden Mr.Kuyoni Lemereu also confirmed that the KWS game rangers had been sent to hunt down and kill the pythons, saying they had already disposed of four reptiles.

Kenya is full of mysteries, Only two months ago, a farmer in the coastal district of Malindi had a bout with a python which had attacked him. He only managed to release himself from the reptile after biting its tail.

Pythons is usually a shy animal, which prefer to launch a surprise attack against its prey, recoil itself around its body and kill by suffocating or smashing the animals ribs with its powerful body within minutes. It prefer smaller antelope, goats, sheep and dogs. Its other prey include rabbits and monkeys.

Pythons are reclusive and secretive reptiles, and it hard to find many of them in one place, therefore the latest invasion of the such a large number of reptiles is seen by the Pokots and Turkana tribesmen as signaling bad omen in the region where deaths from starvation have been reported as a result of the current acute shortage of food grain in Northern Kenya..The reptile which prefer camouflaging itself in the thickets rarely venture out of the bush..

It is is too slow and can only move for one and half a mile in a day, but in a surprise attack against its prey it can jump several meters and land on the unsuspecting animals, which it can kill so quickly, and swallow it intact. This is why it prefer the smaller animal.

A full grown python can measure up to between 12 and 18feet long and can weigh between 0 and 100 kg. The most powerful is the African Rock pythons which can measure up to 22 feet. It is found on the top of the Mountains and also along the rivers and lake shores..But the reptile can turn aggressive when it is hungry. It has no poison[venom] but it has strong hook like teeth which it uses in catching its prey..

KWS officials were unable to explain why there were so many pythons in the area, where the reptiles had come from and their natural habitat. They were equally puzzled and baffled. As to howthe reptilkes have appeared in one area in such a great number at a time..

2nd Edition KCDN Peace Run/Walk

In his recent speech to the Muslim World at Cairo University, President Barack Obama of the USA said; ‘we must say openly the things we hold in our hearts and that too often are said only behind closed doors. There must be a sustained effort to listen to each other; to learn from each other; to respect one another; and to seek common ground.’

This message came at the very right time in the history of the world.

In all corners, people are not saying openly the things they hold dear in their hearts. Even in Kenya, we do not say openly the things that we hold dear in our hearts. In many cases, we engage in double-speak.

At KCDN, we have decided to talk very openly about the things we hold dear and such was the occasion when we hosted the 2nd Edition of the KCDN Peace Run/Walk yesterday the 13th June 2009.
DO 1 Nairobi East District Mr. Nyenje, stood in for the DC Nairobi East District and his message was that of hope. He let the people know that is spreading the message of peace, national healing and reconciliation, institutions such as KCDN were doing the right thing.

He confirmed that the presence of the Band from the Administration Police was enough indication that even at the Police Force, they also want a peaceful country. Their presence in taking part in the procession must be seen as a sure move in the direction of engaging the masses in seeking a lasting solution to peace, national healing and reconciliation.

He then invited our main celebrant Bishop Dr Julius Mbagaya, President of the Baptist Convention who led the people in reciting a short prayer.

Mr Nyenge then flagged off the procession which was ably led by the Administration Police Band under the Command of Insp. Mwangi. We left the field, turned into Spine Road, went up to Kenol Petrol Station, turned right into Komarock, went up to Car Wash, turned right and headed back to the field. The procession took us 44 minutes.
Back at the field, we had several small games and acrobatic troupes. We had games like; kati, rounders, bano, egg race, skipping rope competition, tag-of-war. The most interesting was bano where Mr. Sylvester Ogola, the student leader from Masinde Muliro University came out the winner.

With the sports and entertainments done, we introduced the rest of our guests to the people. In attendance we had Mr. Elijah Kombo from Bidii and New Vision Africa, Mr. George Nyongesa and Jacob Odipo from Bunge La Mwananchi, Sylvester Ogola the President Masinde Muliro University Students, Mr. David Muriuki from Sauti Moja Kenya, Mr. Chris Kariaku and Mr. Francis Mwangi Chege from the League of Young Professionals, Ms. Caroline Ndungi from Komarocks Residents Association, Ms. Mellen Kinaru the Secretary General Komarocks Residents Association, Mr. Wilfred Kagiri and Mr. Norman Chomba from The Voice Movement, Rev. Johnson Kanyenje The Vicar ACK Komarock [Good Samaritan] and he was accompanied by Mr. Cyrus Mbogo Ireri. Our main guest was Bishop Dr. Julius Mbagaya, the President of the Baptist Convention in Kenya.

Rev Kanyenje told the people to preach peace across the board and use occasions such as what KCDN had done, to help spread the word. He urged people to live as brothers and sisters in the firm knowledge that we are one people.

In his powerful presentation, Bishop Mbagaya paused the question; where is the problem in Kenya? Is it the politicians? Is it the Government? Is it the professionals? Or is it the people? He absolved the Government by looking at how Government makes appointment after vetting based on known academic and other known creteria. He looked at the politicians and returned a verdict of not guilty. They are so few; only 210, and they are elected by the people.

He then zeroed on the people. We are the problem in Kenya. We are given an opportunity every 5 years and we vote in people who cannot make a difference for Kenya. Time has come when the people must wake up and lead the process. Time has come when the people must also have a vetting process that outlines the calibre of leaders that we vote for.

We must vet the leadership that we want. Like it happens to computers, garbage in begets garbage out. When we vote for people who have stolen from State Corporation, Government Departments, or people who have criminal and theft cases pending across the courts in Kenya, we must not expect anything better in return.
Once a thief always a thief. We will only be giving then more leverage at stealing. Hence time has come for Kenyans to wake up. The time is now, the hour has come and we must all join hands to save Kenya.

We then ended our day by joining in the Komarock Peace Declaration herein attached.

We Kenyans travelled to Kenya during last elections to vote for RAILA ODINGA TINGA because we needed change and they did sabotage our travelling by rigging elections and
they think they can rig and corrupt everywhere even in the USA without fear.

To start with, UN Ambassador – Kikuyu, UN Deputy- Kikuyu, UN Accountant- Kikuyu, UN Secretaries- Kikuyu, Telephone operator – Kikuyu, Receptionist-Kikuyu, What is all this Kikuyu in the UN office????Everything in the Kenyan Missions is KIKUYU. WHY???????????
The national language in the corridors of the UN Missions in New York is KIKUYU. You mean Kenyan Missions to UN belongs to Kikuyu tribe?

We as Kenyans in the USA are very bitter with this Kikuyu Missions to the UN Issues.
There are no other Kenyans who can be employed in the missions?

The Sri-Lankans who have served for several years are very frustrated that they don’t know what is happening with this kind of corrupt leadership. They are wondering whether
they are working for Kikuyu Missions to the UN or Kenyan Missions to the UN. One of them told a group of Kenyas that they can’t believe this is the Kenyan Mission they have
worked for over ten years.

The UN Missions was very good previously but now, there is so much corruption going on with the new management. This corruption was there when the former Deputy Ambassador was there but he did not have power that is why Muburi campaigned for his early retirement because he wanted a Kikuyu to be replaced but since Kenyans back home see what is happening, they had to slow down with their postings.

We Kenyans in the USA are putting an eye to see who is next. If it will be Kikuyu, that is when you see demonstrations in this country and Kikuyu will not enter the UN office.

The world is on the look out of all the things that are happening. ONE OF THE DISGUSTING THINGS IS THAT THIS UN AMBASSADOR CAUSED DEATH TO A KENYAN MISSION EMPLOYEE WHO DIED OF SEPTIC SHOCK RECENTLY DUE TO REPLACEMENT WHILE BED RIDDEN AT HOSPITAL BY A KIKUYU. The late had served the UN missions for over twenty years and because she was not Kikuyu, they had to get rid of her while bed ridden and when she heard of her replacement, she died of shock = DEATH CERTIFICATE CAN CONFIRM THAT.

One of the employees who have served along with the late in the UN mission for more than ten years said that this UN Missions is completely changed office since the current
Ambassador Muburi was appointed. One of them commented that they are ready to be interviewed with the Media and want to pursue to get what is right for them through the UN laws. The way things are, they have worked for the Missions for many years and ready to face the UN law because this office is abusive. They are tired of watching corruption in that office and are ready to go but straighten things.

This Ambassador does not follow UN BY-LAWS instead he has formed his KIKUYU BY-LAWS in the office. Ambassador Muburi, you are going to face the UN court very soon with what you are doing to foreign employees who are dedicated to making our country Kenya a success.
You have stained the name of our country Kenya at the UN because of the scandals and corruption and don’t think it will go far.

All the Kikuyu’s employed in that office have no experience and qualifications; it only depends on who you know. We as Kenyans think this man is very corrupt because if I remember the article which was posted Monday May18th,2009 about WRONG INTENTION BY KAS TO DESTROY KACA,we as Kenyans are now calling on the officer- Mr. Muburi to mind his work and stop corruption in the Mission, stop dividing Kenyans along ethnic lines and further stop disrupting the local organizations that unite Kenyans abroad.

Kenyans have been pointing fingers at this ambassador posted from Kenya at the UN offices to be behind an elaborate scheme to disintegrate the local organization. We know that KAS is being initiated by the Party of National Unity back in Kenya and is spearheaded in the US by the UN officer. They are crooked on ensuring that they form Diaspora ambassadorship and engage in destroying local organizations that are not aligned to PNU and form a
political base come the next general election in 2012 in Kenya.

WE WERE VERY DISAPPOINTED TO LEARN THAT DURING LAST ELECTIONS, THIS AMBASSADOR MUBURI FORCED ALL STAFF WORKING IN THE KENYAN MISSION TO CONTRIBUTE $ 1000 TOWARD THE CAMPAIGN FOR PRESIDENT MWAI KIBAKI AND IF YOU DID NOT GIVE, YOUR CONTRACT WAS NOT RENEWED/TERMINATED. If he thinks he is going to use this projection to form KAS in a metropolitan area, an organization sponsored by PNU to destroy other tribes that work as a community based organization that carter for the hardships of Kenyans” then I think he should know that we are not employees of the Kikuyu Mission to UN but we are Kenyans who are focused and don’t entertain nonsense.

Reliable sources indicate that those behind KAS are looking to be rewarded by PNU through UN mission if their quest to destroy local organization succeeds. It has come to the knowledge of Kenyans here in the US that the KAS interim officials have KACA data base information prompting them to launch investigation to ascertain how they came to have access to such information.“They cannot attend or help organize community needs, but they want to destroy a community based organization” disgruntled Kenyans were heard complaining.

KAS is composed majorly by Kenyans who work at UN and Kenya’s UN mission to carter for their own matters which are different from KACA that is a community based organization also in New Jersey. Those with ill ambitions in KAS to uproot KACA are not having the heart and love for Kenyans in the New Jersey; they love to be seen and heard but have no community mandate. It is crystal clear that KAS is not a community based organization but a charter for a PNU back in Kenya.

Human Impact of Climate Change – The Anatomy of a Silent Crisis

June 12, 2009 – Kofi A. Annan, President of the Global Humanitarian Forum, has introduced a major new report into the human impact of climate change. The ‘Human Impact Report: Climate Change – The Anatomy of a Silent Crisis’, was launched in London on May 29, and is the first ever comprehensive report looking at the human impact of climate change.

The Global Humanitarian Forum commissioned Dalberg Global Development Advisers to develop the report in December 2008 by collating all relevant information and current statistics relating to the human impact of climate change. Within the limitations of existing research, the report presents the most plausible estimate of the impact of climate change on human society today. The report was reviewed by leading international experts, including Rajendra Pachauri of the IPCC, Jeffrey Sachs of Columbia University, and Barbara Stocking of Oxfam.

The report was issued immediately prior to official preparatory talks in Bonn for a new UN international climate agreement to succeed the Kyoto Protocol, which expires in 2012. These talks will culminate at the United Nations Climate Change Conference in Copenhagen in December 2009.

Mr Annan said:
“Climate change is a silent human crisis. Yet it is the greatest emerging humanitarian challenge of our time. Already today, it causes suffering to hundreds of millions of people most of whom are not even aware that they are victims of climate change. We need an international agreement to contain climate change and reduce its widespread suffering.

“Despite its dangerous impact, climate change is a neglected area of research since much of the debate has focused on the long term physical effects. The point of this report is to focus on today and on the human face climate change.

“Just six months before the Copenhagen summit, the world finds itself at a crossroads. We can no longer afford to ignore the human impact of climate change. Put simply, the report is a clarion call for negotiators at Copenhagen to come to the most ambitious international agreement ever negotiated, or continue to accept mass starvation, mass sickness and mass migration on an ever growing scale.”

Mr Annan was joined at the launch by report review panelist Barbara Stocking, chief executive of Oxfam GB and Global Humanitarian Forum Board Member. She said:

“Climate change is a human crisis which threatens to overwhelm the humanitarian system and turn back the clock on development. It is also a gross injustice – poor people in developing countries bear over 90% of the burden – through death, disease, destitution and financial loss – yet are least responsible for creating the problem. Despite this, funding from rich countries to help the poor and vulnerable adapt to climate change is not even 1 percent of what is needed. This glaring injustice must be addressed at Copenhagen in December.”

The Human Impact of Climate Change will be the theme of the Global Humanitarian Forum’s annual centerpiece event on 23 and 24 of June 2009 in Geneva, Switzerland.

LECCE, Italy — The Finance Ministers of Italy, Canada and Russia, together with the United Kingdom, Norway and the Bill & Melinda Gates Foundation, the World Bank Group, the GAVI Alliance, UNICEF and WHO, formally activated the implementation phase of the Advance Market Commitment (AMC) pilot project to accelerate introduction of vaccines against pneumococcal diseases in developing countries. In so doing, donors delivered on their $1.5-billion commitment, made in Rome on February 9, 2007, when they decided to adopt the innovative AMC approach to save lives in the world’s poorest nations.

Pneumococcal diseases claim 1.6 million lives each year-including up to one million children under five, with more than 90 percent of these deaths occurring in developing countries. Pneumonia, the most common form of serious pneumococcal disease, accounts for one in every four child deaths, making it the leading cause of death among young children. GAVI estimates that the AMC pneumococcal pilot could prevent more than seven million childhood deaths by 2030, substantially contributing to the achievement of the Millennium Development Goal on Child Health (MDG4).

Today’s milestone was reached only three and a half years after the Tremonti Report, which proposed to the G8 Finance Ministers that the investment model known as Advanced Market Commitments (AMCs) be put into practice. AMCs aim at encouraging the development and production of vaccines tailored to the needs of developing countries by creating market incentives for vaccine makers to invest the considerable sums required to conduct research or build manufacturing capacity.

“Three and a half years is a very long time for the poor and the sick, but it is a short time to translate what is a complex and innovative idea into a concrete project,” said the Italian Finance Minister Giulio Tremonti. “Italy is proud to support the AMC initiative: immunization is an investment in human capital that fosters long term economic development.”

Normally pharmaceutical companies have little interest in investing in research, development and manufacturing of vaccines for the developing world because countries usually cannot afford them. Through an AMC, donors commit money to guarantee the price of vaccines once they have been developed and manufactured, thus creating the potential for a viable future market. In turn, companies that participate in the AMC will make legally binding commitments to supply the vaccines at lower and sustainable prices after the donor funds are spent.

The AMC against pneumococcal disease will prompt the establishment of new production plants dedicated to pneumococcal vaccines. Over the long term, this will create a self-sustainable market at affordable prices for recipient countries. The currently existing pneumococcal vaccine is sold at over US$70 in industrialized countries. But thanks to the AMC, the long term price for developing countries will be US$3.50. In June 2008 the GAVI Alliance Board confirmed its intent to provide US$1.3 billion to support the purchase of pneumococcal vaccines by poor countries interested in buying them. GAVI hopes to assist up to 60 of the world’s poorest countries to introduce these vaccines by 2015.

“I endorse the Advance Commitment being launched today. This innovative mechanism, now launched for pneumococcal vaccine but which I hope will extend to other diseases, enables those who need vaccines in the developing world to access them,” said Dr. Richard Sezibera, the Minister of Health of Rwanda. “It gives industry-including industry in the developing world-certainty of a market and reasonable profit while on the other, offering the countries like mine the opportunity to deal with the major health challenges affecting our people.”

With today’s ceremony, donors are making the AMC fully operational, helping create a new market with all parties having signed the package of legal agreements that outline their respective roles. In addition to financial support, GAVI will provide administrative and programmatic support. As agreed at a recent Board meeting, the World Bank will provide the financial services platform to ensure the AMC works effectively. WHO will pre-qualify the vaccines, and UNICEF will be responsible for vaccine procurement and international
distribution on behalf of governments.

Pharmaceutical companies can register their interest in participating in the AMC from June 15, 2009. Donor funds are not provided until after the proposed vaccines have met stringent, pre-agreed technical criteria and developing countries request them.

The ceremony, hosted by Minister Tremonti-and chaired by Professor David Fleming, one of the chief architects of the AMC concept and model-witnessed the participation of the Finance Ministers and other senior officials of donor and implementing countries, the Bill & Melinda Gates Foundation, GAVI Alliance CEO, Julian Lob-Levyt, the World Bank Group President, Robert B. Zoellick, along with representatives of the two major pharmaceutical associations representing both developed and developing world manufacturers-International Federation of Pharmaceutical Manufacturers Associations (IFPMA) and the Developing Countries Vaccine Manufacturers’ Network ( DCVMN).

Friends,
Muigai Kenyatta has tried to do his best. Read the budget as it were written for him. The figures were not accurate, the figures presented in Parliament in terms of what will be borrowed from donors is much higher than what is in the actual estimates.How come the speech does not have accurate figures from the actual budget?

More analysis will follow. I hope the attached files will help you come closer to what he presented.

A call to action will follow in the cause of the day tomorrow on what we need to do to reverse the effects of the heavy burden on the tax payers to pay 70% of their anual budget taxes to go to reccurent expenditure.

Let the young people come out and actively engage in the budget discussions before guillotine in Parliament. We can make a difference as a strong oversight before the Minister moves the actual bill in Parliament to start taxing you and me.

The EAC Budget for Financial Year 2009/2010 which was presented to the East African Legislative Assembly at its sitting in Bujumbura on 21 May 2009 came at a significant moment when the EAC is marking the 10th Anniversary of its establishment in 1999.

Unlike its predecessor, the first EAC (1967-1977), which had collapsed in its tenth year, the present Community is arriving at its tenth year in a resurgent and celebratory mood. It boasts a combined GDP that has risen to $ 51 billion, up from $ 20 billion in 1999; and a membership that has expanded from the original three members, Kenya Uganda and Tanzania, to the current five that includes Rwanda and Burundi which joined in 2007.

Among the feel good factors that buoyed the presentation of the record $ 54.3 million EAC Budget, under the theme, Strategic Priorities to deepen EAC integration, towards Common Market and Monetary Union, is the good progress of the Customs Union. In its fifth year of operation, since its establishment in 2005, the EAC Customs Union is approaching its maturity. The Customs Union’s 5-year phase down to zero tariff and full fledged Customs Union by 2010 is today on course in tandem with preparations towards the establishment of the EAC Common Market.

Following a directive of the EAC Heads of State, the Partner States are putting emphasis on regional infrastructure development and joint promotion of investments and trade. The Budget presentation could not have come at a time when the regional organization was in better shape.

For a large part of its ten years of existence, EAC had agonized over the need to have its available resources matched with its prescribed lofty ideals and objectives. This moment came in May 2008 during the presentation and debate of the EAC Budget for Financial Year 2008/2009 at the EALA budget sitting in Nairobi in May 2008. The EAC Budget for Financial Year 2008/2009 rose to the $ 40 million mark, up from $ 28.3 million of the previous Financial Year. With that dramatic leap of resource allocation, the EAC was launched on a new trajectory of growth and development.

When presenting the EAC Budget for FY 2009/2010, the Chairperson of the EAC Council of Ministers, Rwanda’s Minister for East African Community, Ms Monique Mukaruliza, was emphatic in observing that the EAC has advanced and internalized a results-based performance and management system, supported by an elaborate Monitoring and Evaluation system. She proceeded to present a Budget performance and projections that was crisp and clear on linkages between strategic organizational objectives, resources and outcomes.

The EAC Budget 2009/2010 marks a watershed of the EAC integration process between the past, (first) decade (1999-2009), of mainly laying the foundation ; and the next, (second) decade, (2010-2020) of focus on concretizing the Community and delivering tangible benefits of regional integration.

The Budget is reassuring on many achievements that the EAC has made during the Financial Year 2008/2009 in the priority areas that were identified, including consolidating the Customs Union; Common Market negotiations; laying the ground work for the Monetary Union; programmes of infrastructure development; and promotion of investments, trade and industrial development.

The Budget is reassuring not only on the progress of the EAC Customs Union but also the advanced stage reached in the negotiation of the EAC Common Market Protocol. The large body of the proposed Common Market Protocol has been agreed. The pending issues now relate to land, use of identity cards; and the right of establishment and permanent residency. The EAC Summit has directed that the pending issues be resolved in time for the Protocol to be ready for signing in November 2009.

Minister Mukaruliza’s report card reflects high scores in the area of EAC investments and trade promotion. Working closely with the East African Business Council, EAC has covered large ground in addressing the critical issue of non-tariff barriers under the ongoing consultations on capacity building and development of mechanisms on non-tariff barriers; and the operationalization in February 2009 of the EAC Competition Act 2006.

The enactment of the EAC Trade Negotiations Act in 2008 was a major breakthrough in the longstanding search for the EAC Partner States’ commitment to negotiate as a bloc in the multilateral trade fora. The EAC’s frontline participation in the Tripartite EAC-COMESA-SADC Arrangement which culminated in the hosting of the first Tripartite Summit in Kampala in October 2008 also earned the EAC many marks. Following the decisions of the Tripartite Summit, the three regional economic communities are already working on the modalities for the establishment of the enlarged Free Trade Area.

The process towards the establishment of Monetary Union and single currency for the EAC region is similarly on course. There is every indication that the process towards EAC single currency and Monetary Union is on course by the appointed date of 2012.

From the Minister’s Budget, one discerns that the focus of the EAC in the period ahead will be essentially two-pronged; on the development of regional infrastructure; and promotion of investments and trade. The first shots in this concretization phase of the Community have been fired with the commencement of the construction of Arusha – Namanga – Athi River road, linking Tanzania and Kenya which is now due for completion in 2011.

The Minister’s budget speech gave indication that new urgency will be placed on sorting out the problems that beset the regional railways network. The railway network is in bad shape despite the concessioning, some two years ago, of the Kenya-Uganda Railways to Rift Valley Railways and the central railway line on Tanzania to RITES of India. On a positive note, an East African Railways Investors’ Conference is planned towards the end of this year to give a push start to the East African Railways Master Plan that seeks to upgrade (and extend) the entire East African railway network.

The Minister, however, held out good prospects for the development of civil aviation following the ratification of the Protocol for the establishment of the EAC Civil Aviation Safety and Security Oversight Agency (CASSOA). This has set the stage for operationalization of CASSOA. Similarly, in the communications sub-sector, concrete achievements could be expected in the medium term when the East African Marine System (TEAMS) and the East African Sub Marine Cable System (EASSy), both projects which are private sector-led, are rolled out in 2009 and 2010, respectively.

Developments under the East African Power Master Plan are also giving positive signs. Energy development and interconnection projects are at various stages of implementation on the ground following the commissioning of the Namanga Cross- border (Kenya-Tanzania) Electrification Project on 28 April 2009. The 4th East African Petroleum Conference on Petroleum Potential and Investment Opportunities was held in Mombasa in March this year and gave further boost to the ongoing oil and gas exploration and development in the region.

Minister Mukaruliza’s budget also gave hints of new areas of priority and emphasis in the period ahead. These include emphasis on Agriculture and Food Security which will involve the launching of the EAC agricultural and rural development strategies and programmes. Emphasis will be placed on addressing food security in the region and also take into account promotion of sustainable utilization and management of natural resources with addressing, as well, the new emerging issues of global climate change.

With regard to the Lake Victoria Development Programme, the Lake Victoria Basin Commission (LVBC) has launched the implementation of its Operational Strategy (2007-2010) around its three key pillars, namely unlocking the vast potentials in the Lake Victoria Basin by maximizing the utilization of natural resources; reduction of poverty and improvement in the quality of life; and environmental sustainability. Lake Victoria is the single most important shared resource of the EAC with a potential gross domestic product in the order $ 5 billion that presents great prospects for growth and development in the region.

The budget is strategic and focused on the emphasis that will be placed on co-operation in the social sectors and political affairs. The Minister made a bold statement that, “the ultimate goal of regional integration is human development. Apart from the practical orientation in pursuing economic growth of our region, we need to develop a conducive environment in which the people of our region would enjoy greater prosperity in greater freedom, liberty and security. This calls for the need to pay closer attention to the aspects of Political co-operation inasmuch as we should do on the Economic and Social co-operation aspects that we are pursuing”.

Finally, the Minister announced that preparations are ongoing for the Observance of the 10th Anniversary of the November 1999 signing of the EAC Treaty. Among the activities of the observance will be the preparation of EAC Vision 2020 that will provide an opportunity for the EAC to set clear integration goals as it launches into the next ten years. Related to this, the EAC Budget has provided for further organizational restructuring, including review of some provisions of the EAC Treaty with a view to making the EAC, as the Minister said, “confident enough, competent enough and decisive enough” to implement regional projects and programmes.

YPs, life is funny. I dated a boy in high school and fell in love quickly. I knew he was “the one”. Like many high school romances, it didn’t work out for a variety of reasons (time, distance, age). I have thought about him many times throughout my life. Wondering what he is doing, if he thinks of me. I always considered him “the one” even after getting married, having a kid. I am 32 years old, married 6 years to a wonderful man who I respect immensely, but am not really “in love with” anymore. I love the life we have, the home we are creating.

I receive an email from a friend of mine who happens to have this high school boys’ email address on it. I email him, we talk about the basics and I decide to tell him that I have not stopped thinking of him in all these years. Making a long story short, he feels the same – that every woman he has been with he compare to me, we have some kind of connection that has lasted all this time. This blows me away because I KNEW it all this time…I call him, we talk 3 times and it is wonderful! It is like we have never left each other. I know there is something there, as does he, but he is in a relationship as well.

Things are getting a bit heated, I am an emotional wreck and his girlfriend finds out that we are in contact and gets very angry, so I told him we have to stop communicating for the sake of our relationships. This was the hardest thing for me to do. That was 3 weeks ago, and I am miserable without him…

So, what do I do? Let time pass, and miss out on probably the one relationship that meant the most to me? Settle back into my life of comfort and stability and lack of love? Do I let the rest of my life go by without giving this other relationship a chance? My child is 7 years old and I don’t want to wreck his life. I know a mother sacrifices a lot, but happiness too?

Thanks for being frank, honest and willingness to share with this forum your predicament. I would advice you to settle in your marriage. There is just something about the nature of man where after getting used to a situation for too long that desires a change.

I know you were not forced into this marriage, thus, at some point you loved the man you are with right now. However, as is usually the case, you have got used to him, and the feeling is, the other one could have been better. I am almost certain, that if you were to break away and join the other man – One you would have caused irreparable damage to your home, and it will not last very long before you will be bored with that other man and wish you were back to your home. The tragedy with life is that you only live once.

Here are my recommendations:

1. You give your life to Jesus & strive to have your entire family saved

2. Settle down in your home

3. Pray to God so that he enables you to be satisfied in your marriage.
Start taking positive actions to improve your love life. One of the ways is to always look for an opportunity to show love to him and to tell him how much you love him. Always be thankful to God and to him for every gesture of love or good deed done to you.
Please do not endanger your family and your live. I would also recommend and you stop any communication with that other man immediately until you are strong enough (that is after getting saved), to preach to him and lead him to Christ.

It is normal to feel and to go down the memory lane. It does not matter what side of the coin you look at or which image on the mirror you are dreaming on. FOCUS carry on with your life in as much as you want to to look back is it worth it? Your love life is 80/20 may be you are looking for the 20 of your life and in an attempt to leave out the 80 progress you have made.

What you have is your to keep this is the bottom line! It good to be in touch but remember to keep to the limits. You are married, with a hubby and kid…..thats just it you cannot change the fact. What I see here is like you are trying “Mpango wa kando” It will not work.

In relationships somethings never change and some are not good to start. You will always miss your 20% which is ok cause you rather keep the 80% you have.

Love life is two fold:

1. There is give and take
2. Willing buyer and seller
3. Wife and Husband snatchers
4. The hungry/thirsty for affection and content persons
5. Risk takers and Careful traders
6. ……….You can go on and on………

Take time and think of exactly what you really want. “with your Heart and Head”

The problem is that u r torn btn sticking with the well to do guy and the comfort you have – remember whichever the dreams you have with your hubby,trust me,its his dream. You have compromised,and alot of it.

The other option,is to be happy,with the high skul blast from the past guy. He may not be well off- materially but he can make u happy.

Women look for stability but end up compromising alot. This mostly leads to unhappy love life. This world is full of risks but the results are not always optimal and human race tends to choose this approach- which in my area of expertise I call “GREEDY ALGORITHM” – where we tend to choose the seemingly best ,optimal solution but its not sufficiently and necessarily optimal hence we always tend to backtrack……..like you thinking about this guy…maybe…

My point is: life,love,happiness is an interplay of many factors…you may choose one approach over another but each has consequences. CHOOSE or make your decision wisely. Visit a shrink if need be.

Just another suggestion. you are the decision maker!!.

The first advice is that emotions were created to be controlled by you not the other way round. Once i was in such situation. I had stayed with my first girl for 4yrs and i loved her so much. She was known by everybody at home and she was a great friend to my parents. Time came and her mother got married abroad and they all moved there. Out of sight out of mind. Eventually she got married and got three boys and i also got married. 13yrs down the line without knowing whether she is alive or died she gave me a call. I couldn’t even recognize her voice but guess what we got crazy all over again and when i noticed it was almost to burst i decided to tell my wife the whole story. Slowly i detached my self from her and made sure most of the communications are done through my wife. Later i hosted her and her last born in my house for one and a half months during summer and in fact she is the godmother to my two daughters.

One thing i made her understand is whatever i shared with her is in the past. Am married and i respect my wife. For me to remain faithful is something i have purposed in my life not a demand from my wife. This means i cannot do anything behind her back. Am also a friend to her hubby and i respect him.

You can make your friendship health and am telling you it can work. It all depends with your attitude. You might think you don’t love your hubby but wait until you mess that marriage and face the world. Why did you marry the guy if you never loved him? Whatever you feel is not love but illusion. If he cannot respect your marriage and the fact that you have a life time commitment call if off. Marriage is an institution ordained by God and you try to mess it a little and you face his wrath. Be contented with what you have for God to entrust you with more Blessings.

Do we Kenyans have the God given brain or we are just imbecile?.
I have always regarded the Kenyan schools and universities as one of the most developed in African continent. Infact in Kenya we have very good mathematics teachers and one of the so called Mathematician professor sits in the present parliament (Saitoti). So since when did we Kenyans realised that 2,5 million Kenyan shillings a month for somebody like Ringera is the right figure?.

Do Kenyans know what 2,5 million Kenyan shillings is worth?.

2,5 Million Kenyan shillings is 25 000.00 euros and is equivalent to 32 500.00 USA dollars. Can somebody with the right mind tell us what this Ringera is doing to deserve such a monthly salary?. Kenya gets economic aid from countries like Finland, Sweden, Denmark, USA, China etc. But do you know that 25 000.00 euros a month is more than 2 times the Finnish president`s salary?. So are we really brainy Kenyans?.

Let us now look at this figure in cost effectiveness terms: What has this precious Ringera done since he was given the docket he is heading?. How much has he generated interms of kenyan shillings since he got that job?. How much money stolen abroad have Ringera brought back in Kenya to back up his salary?. And how many Kenyans have to work in a month to generate such a tax for his salary?. Just image the lowest payed jobs salary in Kenya today: what is their salary and how much do they pay tax to generate Ringera`s salary?. Even during the British colonial rule Africans never used to work all that hard to pay a stupid figure like Ringera such a salary. So why are Kenyans colonising fellow Kenyans today?. The Kenyan elites are already eating more than the country is producing. Kenyans living today 2009 have already consuming what is supposed to be used in the year 2030, is this a joke or just stupidity?.

I do think it is high time the Kenyan Diaspora start a big rebellion against all Kenyan politicians running outside Kenya seeking for economic aid to Kenya. It is our responsibility we the Diapora to tell all these governments we are now living in the truth where all the money they pour in Kenya are ending in. Who really gains from all these money foreign governments are giving Kenya interms of economic aids has to stop until this so called coalition governmnet sits down and start doing some business. The best way to make a fool realise his mistakes is to cut his aids.
